Read for the Record
Celebrate the 10th anniversary of Read for the Record by setting a new reading record in
Montana! Thursday, October 22, 2015 is the official day to participate in Read for the Record,
the annual event to highlight the importance of early literacy. We encourage Montana
students and educators, especially those in K-3, to participate in this year's Read for the
Record. This year’s book is Not Norman, by Kelly Bennett. If your school would like to join the

Student Advisory Board Meeting
Superintendent Juneau’s Student Advisory Board (SAB) will meet at Fairmont Hot Springs on
October 8-9, 2015. Student Advisory Board members were nominated by local schools and
community members for selection to the board. The board members, in grades 9–12, come
from across the state. They represent the diverse range of experiences and backgrounds of

College Application Week
High schools still have time to sign up for College Application Week 2015. The deadline is
Friday, October 9. High school seniors are encouraged to fill out an application to a Montana
college during the week of November 2-6, 2015. Many 2-year and 4-year colleges have offered

to defer their application fee during the week and most will waive the fee based on income
eligibility. To sign up for College Application Week, fill out the brief survey

Montana Council on Educational Opportunity for Military Children
The Montana Council on Educational Opportunity for Military Children will meet in Great Falls
on November 3, 2015 from 1-4 p.m. The meeting location is yet to be determined. The agenda
will focus on issues that face military families as they transfer to new locations and
assignments.
OPI is working with Carol Phillips, School Liaison Officer at Malmstrom AFB to set up a tour of
the base in the morning to learn about the family support activities and to meet with parents of
school-age children to hear about how the state council could improve the processes for
enrollment, placement, eligibility for programs, and graduation when students move from one
school to another and/or one state to another.

2015 GMM SAF College Readiness Fund
Graduation Matters Montana (GMM) is partnering with the Student Assistance Foundation to
fund local GMM initiatives to engage in local college readiness and FAFSA completion activities
through May, 2016. Schools are encouraged to apply and propose innovative ways to get more
students to complete FASFA forms and be prepared to apply for college. Grants of $2,500$5,000 are available to existing GMM initiatives and for new GMM initiatives through a
competitive application process. A bonus of up to $500 will be awarded to initiatives that
achieve a minimum 35% FAFSA completion rate by March 1, 2016; and achieve at least a 15%
increase in FAFSA completions by March 1, 2016. Applications are found by clicking here and
are due by October 8th, 2015 by midnight.

Accreditation and Educator Preparation
Licensed Educator Deadline
December 1, 2015, is the date that all licensed educators must have registered his or her license
with the Office of Public Instruction. If not registered by this date, educators are considered not
licensed for accreditation purposes.

Internships
November 15, 2015, is the date that post-secondary institutions must register internships with
the Office of Public Instruction. If the internship is not registered, the new endorsement area
will not be reflected on the educator’s license and this could result in an accreditation
deviation.

Content Standards and Instruction
Arts Standards Revision
A team of arts educators have been reviewing and writing revised content standards for five
disciplines within the arts: dance, media arts, music, theatre, and visual arts. A negotiated
rulemaking committee (required through passage in 2015 of Senate Bill 345) will review the
revised standards when they meet in Helena on October 26. Please see the OPI Calendar for
information about the negotiated rulemaking committee meeting. When the committee has
finished its work, Superintendent Juneau will make a recommendation to the Board of Public
Education to begin the formal adoption process.

Learning Opportunities Portal
OPI's Learning Opportunities Portal is up and running and has more professional learning than
ever before!
Access www.mtplportal.org to see a statewide look at workshops, trainings, and conferences
provided by the OPI and its partners from across the state. The portal includes both in-person
and online offerings - opportunities for every style of learning.
The calendar featured on the page allows you to search by topic or location and can be viewed
in a month or list format. Each individual listing has all the appropriate information,
including description, cost, registration link or website, and who to contact with questions.

If you can't find what you are looking for on the calendar, the site also provides a catalog of
workshops with provider information. This allows you to reach out to the provider directly and
design a training to specifically fit your team, school, or district.

you create a plan for the year's professional learning!

Department of Operations
SJR 10 Audit of School Data Collection Systems
The 2015 legislature passed Senate Joint Resolution 10 that requested the Legislative Audit
Division (LAD) to prioritize a performance audit of OPI's data collection practices. The legislative
intent of the audit is to focus on ways to improve efficiency, adhere to best practices, and
maintain the privacy of students and families.
In July, LAD began an assessment phase resulting in a notice to OPI this month that the audit
will be done. A timeline for the audit work has not been set as yet, but we expect the effort to
take place over the next couple of months. The Legislative Audit Division has notified the OPI
that the performance audit will examine OPI IT data governance and how OPI maintains the
individual privacy of students and their families.
OPI has a positive view of the audit. While we have expended considerable effort to eliminate
redundancy, ensure that we only collect data that is required by statute or federal regulations
and take every possible step to protect privacy, the audit process will require OPI to review
every element of our data collections and to consider whether improvements can be made. If
the auditors can find better methods, systems, or software used by other states, OPI and
Montana schools will benefit.
OPI has provided the auditors with a list of the authorized representatives for the school
districts. Some have already been contacted during the assessment phase, and more will be
interviewed during the coming months. OPI asks that you give the auditors your full attention
and cooperation.

SB 410 – tax credits for donations to innovative educational programs
The 2015 legislature passed SB 410 which allows taxpayers to receive up to a $150 tax credit for
donations to innovative educational programs in public schools. The bill goes into effect on
January 1, 2016 and taxpayers will be able to make donations throughout the calendar year.
OPI and the Department of Revenue have been working together to bring this program into
being. On January 1, a web site will be available for donors to register for the tax credit and
either make a donation online or send a check to OPI. Since the tax credits are capped at $3

million, the web site will show a running total of tax credits already granted so that donors can
be sure of the tax credit before making a donation.
Donations cannot be made to individual schools. Instead, donors can opt to contribute to
eleven regions consisting of several counties or to seven large districts. OPI will allow maximum
flexibility to donors in that the donor can split the donation among as many regions or large
districts as they choose. Also, since each “large district” actually consists of a high school district
and an elementary school district, donors will choose how much to donate to each. OPI will
communicate more details on this program as we get closer to the start up.

Educational Opportunity and Equity Division
Supplemental Educational Services
Federal regulations require that Montana schools which are in improvement status year 2 (if
Public School Choice is available) or improvement status year 1 (if Public School Choice is not
available) offer Supplemental Educational Services (SES) to students attending schools in this
status level who are on free/reduced lunch. SES services are before or after school tutoring to
help students meet state and local educational standards. These services are paid for by the
school district and are at no cost to parents of qualified students. Districts which have schools
that must offer SES are required to have two open enrollment windows each year. One starting
on the first day of school and going for 30 days, and another after the first of the year, again
going for 30 days. During each enrollment window, there must be two advertising attempts,
one of which must be in the form of a letter. More information can be found on the OPI

2016-17 Schoolwide Plan Updates
Schools operating a schoolwide Title I program are required to update that plan on a yearly
basis. The window to update existing plans opens October 1, 2015, and it closes May 27,
2016. Schools should use the upcoming months to examine data, meet, and plan for next
school year. The schoolwide plan update are located under the Continuous School
Improvement Plan section of the OPI website.

Health Enhancement and Safety
Verification
Free and reduced school meal applications require annual verification. Please remember to
start the verification process on October 1 and complete it by November 15. Use
the verification activity tracker to keep notes on your progress. The FNS 742 verification
form used to report verification to OPI is expected to be available electronically. We will send
official notification once the electronic version has been completed.

Academic Achievement and Health-Related Behaviors (Montana YRBS)
Recently released 2015 Montana Youth Risk Behavior Survey (YRBS) results show an association
between students' academic achievement and their participation in health-related behaviors
queried on the YRBS. The six topic areas queried on this self-reporting student survey and the
relationship to grades earned are available as a two-page fact sheet for the areas of
unintentional injury and violence, tobacco use, alcohol and other drug use, sexual behaviors,
dietary behaviors, and physical activity. Click on the Fact Sheets tab on the YRBS web site

Webinar series: Montana Smarter Lunchrooms
Montana Team Nutrition is hosting five 30 minute webinars to help participants make steps
toward smarter lunchrooms. School nutrition professionals can receive 2.5 hours of continuing
education and will learn:




How making simple low/no cost changes to existing school lunchrooms lead students to
eat better without knowing it,
How Montana schools are stepping it up to design their cafeterias to nudge students to
make healthier choices,
Customer service and marketing best practices to motivate students to select healthful
items and decrease waste, and
Steps to take in successfully applying for a USDA HealthierUS School Challenge/Smarter
Lunchroom award.

School Nutrition Procurement Basics Workshop
Learn to easily navigate procurement regulations and processes so you are in compliance and
ensure fair and open competition between vendors. This session will cover procurement basics,
regulations and best practices, purchasing thresholds, and tools for using procurement
regulations to help you buy local foods. Participants will leave with practical tools to ensure
proper procurements. This course will cover the following professional standards codes: 2410,
2420, 2450 and 1130. School nutrition employees will earn 3 hours of continuing education.

School Food Safety and Montana Food Code Workshop
Montana Team Nutrition staff and Registered Sanitarians from Cascade County invite school
food service staff to participate in an afternoon of School Food Safety training in Great Falls on
October 15, 2015 from 1:00-5:00. 4 hours of Professional Standards approved training hours
will be provided. (Codes 2610 and 2630.)
Get started and/or update your School Food Safety HACCP Plan from 1:00 – 3:00 pm. The class
is intended for School Food Service Managers who are responsible for HACCP
implementation. This free professional development workshop will provide participants with
the materials and expertise to develop a School Food Safety HACCP plan. All participants must
be ServSafe certified (8-hour course taken within the last 5 years) prior to taking this HACCP
class.
What Schools Need to Know about the New 2013 Montana Food Code from 3:00 – 5:00
pm. Learn what’s new, what pertains to schools and how schools can follow these new
rules. Registered Sanitarians will allow plenty of time for questions!

The Traffic Education Office at the OPI has published the Fall 2015 Montana
Roundabout newsletter. If your school offers traffic ed (or you are thinking about offering it),

Free and reduced lunch applications from SY14-15 can be used for meal eligibility in SY15-16 for
thirty operating (school) days. If a household does not submit a new application, remember to
change student meal eligibility to paid and notify the household of the change. Read more in

Celebrate Montana Teen Driver Safety Day – October 20!
Montana’s Teen Driver Safety Day is Tuesday, October 20! Celebrate safe teen driving with
peer-to-peer activities that bring together students, teachers, families and communities. The
third Tuesday of October has been designated Montana Teen Driver Safety Day (MCA 1-1-229)
to highlight the importance of keeping our young drivers safe on Montana’s roads.

Celebrate Farm to School this October!
October is National Farm to School Month, a time to celebrate the connections that are
happening between schools and local food producers. There are many great ways to celebrate
Farm to School Month whether you are a student, teacher, parent, food service director,
farmer, or community member. It is a perfect time to go on a farm field trip, serve a Montana
meal, or host a school garden open house.

Are you ready to crunch?
Whether you are at school, work, home, or out having fun, join Montana in celebrating Food
Day and National Farm to School Month by crunching into locally and regionally grown apples
on October 26that 2:00pm MST.
This collective crunch encourages healthy eating and connects with farm to school and Buy
Local initiatives throughout the state. It also a fun way to connect food and nutrition into
learning from science to art! The Office of Public Instruction, Montana Team Nutrition Program,
Farm to Cafeteria Network, Montana FoodCorps, Eat Right Montana and other statewide
partners have created a guide and additional resources to help every Montanan crunch into a
delicious apple this October! Over 20,000 individuals participated in 2014, help make a louder
crunch and spread the word!

Indian Education
English Language Learners Institute
OPI is hosting a two day English Language Learners Institute at the MEA/MFT Teacher's
Convention in Billings on October 15-16. This interactive workshop will combine Montana
Content Standards (including Indian Education for All) and the WIDA framework to create
differentiated lesson plans for linguistically diverse learners. Teachers will learn how to scaffold
and support English language learners at all levels. Please sign up during the MEA/MFT

Measurement and Accountability
OPI's eTranscript Initiative / K20 Data Project
The OPI Data Transport System, the mechanism to collect high school transcript data from
schools and districts, moved into production on September 28 ~ let the onboarding begin! Five
pilot schools are already standing on the starting line and will be all ready to go in early
October: Capital High, CM Russell High, Great Falls High, Havre High and Helena High. Belgrade
is gearing up and will be ready to go soon as well! Students at these schools who apply to a
Montana university or college during College Application Week (November 2-6) could
potentially receive a free college transcript to send to a college and free application at the same
time! Parchment is the chosen transcript delivery service for this project. The data collected via
the transport system will also yield important information about college readiness, courses
taken and remediation rates, and more, for the schools to use.
Training for schools new to the project will be scheduled between November and March. Any
school wishing to start the process for going live with the Data Transport System and

School Finance
TR-1 Bus Routes
By November 1, districts must send the county superintendent one copy of the TR-1 for each
bus route and submit a TR-1 for each bus route electronically to the Superintendent of Public
Instruction. Each TR-1 must be signed by the board chair and county superintendent.
By November 10, the county superintendent must electronically mark each TR-1 submitted by
the district as “Received”. Failure to do so will prohibit districts from submitting their TR-6 Bus
Route Claims and first semester pupil transportation reimbursements will not be paid on the
routes.

TR-4 Individual Transportation Contracts
By October 1, the county superintendent must log in to the Transportation Applications and
electronically acknowledge receipt of FY 2015 TR-4 Individual Transportation contracts received
from the school districts. Failure to do so will prevent districts from submitting the TR-5
Individual Transportation Reimbursement forms and first semester pupil transportation
reimbursements will not be paid on the contracts. The county superintendent must also
electronically authorize contracts for which the county transportation committee has approved
increased payment due to isolation.

National School Bus Safety Week
The National School Transportation Association (NSTA) and the National Association for Pupil
Transportation (NAPT) are promoting School Bus Safety Week, October 19-23, 2015.
This year the Theme is: “Bully Free Zone”
During this week, school districts are encouraged to plan special events highlighting school bus
safety.
Contact your district's pupil transportation director and plan educational activities to teach
pupils, parents and motorists about school bus safety.

Changes to FY 2015 Trustees Financial Summary
If you find a material coding error on your FY 2015 Trustees Financial Summary (TFS), you may
submit a revision to Steve Hamel in the School Finance Division. As provided in 10.10.504(6),
Administrative Rules of Montana, changes to the FY 2015 Trustees Financial Summary are
limited to:


Coding revisions between revenue and expenditure line items provided no change
occurs in the fund balance of the budgeted funds, and…
Revisions in the balance sheet accounts provided no change occurs in the fund balance
of the budgeted funds.
The Office of Public Instruction cannot process TFS changes that affect the fund balance in a
budgeted fund because fund balance is carried forward to the FY 2016 budget, and a change in
fund balance may impact the number of mills already levied in the fund.
Revisions should be submitted to Steve Hamel by following these procedures:
1. Photocopy the original page of the Trustees Financial summary with amounts to be
revisedcrossed out and the correct amount written above or beside it.
2. When sending balance sheet account revisions, please also send any expenditure and
revenue line item changes that correlate with such changes. The fund balance on the
balance sheet should equal the ending fund balance shown on the statement of
revenues, expenditures and changes in fund balance report after the revisions are
made.
3. Change any sub-totals and totals that will be affected.

4. Sign, or initial, and date any sheets you may be sending.
5. Scan and e-mail the revisions to [email protected] OR fax the revisions to Steve at (406)
444-0509 OR mail them to P.O. Box 202501, Helena MT 59620-2501. Please submit the
revisions by December 10, 2015 so that questions or problems related to processing the
changes can be addressed before school districts are closed for the holiday break.
Note that material line item coding changes for FY 2015 that affect fund balance in the
budgeted funds must be reported as a prior period adjustment on the TFS for the current year
(FY 2016). The district may need to adopt a budget amendment for the current year to record a
prior period expenditure adjustment in a budgeted fund.

Salary and Compensation Expenditure Reporting
MAEFAIRS is currently available for the salary and compensation expenditure
reporting. However, many districts may not be able to complete the data entry. The Salary and
Compensation Expenditure Report requires that all employees who received a paycheck during
2014- 2015 fiscal year be entered into the district’s 2014-2015 TOE data. For many districts, the
2014-15 TOE did not include employees hired after the TEAMS application was closed.
The 2015-2016 TOE must be completed and submitted before changes to the 2014-2015 TOE
can be made. Once the 2015-2016 TOE is submitted, districts should contact the TEAMS staff
[email protected] or (406) 444-9444 to open the 2014-2015 TOE for data input.
The deadline to submit the Salary and Compensation Expenditure Report is January 15, 2016.

Fall Student Count for ANB
The official fall count day is Monday, October 5, 2015. MAEFAIRS Student Count for ANB must
be submitted no later than October 16, 2015.

Extenuating circumstances for students who will be gone 10 days prior to the count date, but
which would support a variance should be submitted to the OPI prior to the official enrollment
count date for consideration of inclusion of the student in the enrollment count for ANB
purposes beyond the 10thday of absence.

Reporting American Indian Students
Students identified as American Indian in the AIM system at the time the data is imported into
the MAEFAIRS fall count will generate funding for the Student Achievement Gap (SAG) payment
in the ensuing year.
School district business managers/clerks should verify that the Students Imported From AIM In
SAG Report located in the MAEFAIRS application accurately reports the number of American
Indian students enrolled in the district. If the report is not correct, please contact Nica Merala
at (406) 444-4401 [email protected] to make the necessary changes.
Pursuant to ARM 10.21.205, changes to this designation will not be accepted after December
31.

Opportunity for Americorps VISTA
Does your organization have a project or community need that could use some support?
Montana Campus Compact is interested in expanding its AmeriCorps VISTA host sites around
the state.AmeriCorps VISTAs are full-time volunteers who serve for one year in the community
or on a campus fighting poverty issues. AmeriCorps VISTAs work within the organization and
community to expand projects or programs that make a meaningful impact on economically
disadvantaged persons. An approved host site can also request 10 week VISTA Summer
Associates to help with their summer programming needs. For more information on how to

for a July 2016 – 2017 VISTA program cycle, so early planning is recommended.

NCWIT Award for Aspirations in Computing - Opportunity for High School Girls
For a number of years, the NCWIT (National Center for Women and Information Technology)
has given national awards to high school girls. The NCWIT Award for Aspirations in
Computing is for young women with aspirations and achievements in technology and
computing.

This year is the fourth year that there also will be a contest for Montana girls. The time to
submit applications is Sept. 1 through October 26 and the application is

There also is a Montana educator award (with $1,000 for professional development) given each
