Happy new decade! As you enter the 90's, you may ask yourself "Wh at radio station
can I turn to on the FM band that provides a fresh and creative approach to music and
public affairs?" Welcome to KUCI, located on the left side of your dial at 88 .9 FM.
As a public service radiO station, KUCI aims to fill a gap in the commercial radiO mar­
ket. Along with our neighbors, like KCRW and KSPC, we strive to serve the community
with a diverse source of programming that includes jazz, new rock, reggae, classical, pub­
lic affairs, ethnic issues, news, and sports. This variety may seem overwhelming at first,
however our program guide shOUld aSSist you in making the chOices as to what you want
to listen to . Another way of discovering our programming is to lock us in and tune us in
at different times of the day . You'll be amazed at your discoveries!
KUCI, as UCI's college radiO station, strives to reflect the diversity of the campus popu­
lation . KUCI is student managed and staffed, and as part of the University, provides
experience and training for students in radiO broadcasting and related fields . KUCI's
sound is not that of commerCial radio, however we strive to serve you with the diversity
and quality that is characteristic of the University of California. So, tune us in at 88 .9 FM .
Testing Freedom of Speech
A 24-hour ban on indecency? Safe-harbor? Perhaps you've heard about it in the
news or on the radio, but do you really know what it means? Right now, the Federal
Communications Commission (FCC) is deliberating on whether or not to enforce a 24-hour
ban on indecency, doing away with the "safe harbor" period between midnight and 6 am.
Currently, during the safe harbor hours, radiO stations may broadcast material that
contains explicit language, ill-SUited to the average person, "as measured by contempo­
rary community standards". Broadcasting of such material may be thought of as merely
offenSive or played for shock value . However, in many cases controversial spoken word
or music is aired during this period, not as a means of shocking the audience, but as a
means of communicating an idea or exploring a subject. Some affairs simply cannot be
conveyed with a sugar coating!
The public has been given until February 20 (yes, the deadline has been extended)
to respond to the proposed 24-hour ban on indecency. While this ban will affect radio
stations across the dial, public radio stations (on the left side of the dial) will be most
affected as they serve as a forum for all sorts of issues.
