David N. Holley is a corporate communications professional
and the chief executive officer of Gulf Partyline Corporation, a
communications technology and advisory firm whose work delivers a
competitive edge to customers at the highest levels of commerce and
government.
In his role as Platform Group President, Mr. Holley is responsible for
seamlessly integrating the firm’s deep legislative, communications
and functional expertise with user-centered tools and capabilities to
support the work of legislative, government relations, campaign, and
fundraising executives.
Since founding the company in 2007, Mr. Holley has led the firm’s
business development and successful entry into the software-asa-service market, providing award-winning internal, external, and
crisis communications counsel and software to U.S. Congressional
leadership, a Fortune 500 information technology company, numerous
political candidates, two research universities, one of the nation’s
largest newspapers, and several international public relations
companies.
He is the former director of GOP.gov, where he led the official Internet
presence and branding for the Republican Party in Congress from
2008 to 2012. Prior to the historic 2010 midterm election, he was
selected as the lead designer for the GOP campaign platform, “A
Pledge to America,” which helped restore a Republican majority in the
largest gain of House seats in 72 years.
In 2013 and 2014, he served as a communications advisor to
Archbishop Desmond Tutu’s Global eHealth Foundation, a British
charity dedicated to improving citizen-centric public health by
connecting those in need with those who care.

Andrew J. David (dah-veed) is the primary communications strategy
advisor to Gulf Partyline’s political and corporate clients.
Before joining the firm in 2014, Mr. David served in official
and campaign roles for two members of the U.S. House of
Representatives and directed marketing efforts and a website
migration for Louisiana State University’s First Year Experience, an
office responsible for helping incoming students transition to college
successfully. From 2013 to 2014, he coordinated digital business
development strategy for Green Buzz Agency, a marketing and video
production firm in Washington, D.C.
Most recently, Mr. David worked for the election campaign of U.S.
Congressman Garret Graves in Louisiana’s sixth Congressional
district, contributing heavily to the campaign’s digital strategy
and grassroots operations. His work was instrumental in helping
the campaign successfully distinguish itself among a field of ten
challengers.
A native of Lake Charles, La., Mr. David studied political science and
political communication at Louisiana State University before earning
a Master of Public Administration from the LSU E. J. Ourso College
of Business.
