A R R O W H I G H W A Y SAN DIMAS, C A 91773 I know i t seems a little late to get your first Legislative Report for 2013 i n the second week of February. Actually, it's still too early since the legislators have until February 22 to introduce their new bills. Consequently, many ideas are being floated around the Capitol and i t remains to be seen if they get introduced. There are five (5) bills that have been introduced that I would like to call to your attention: 1 7 0 1 " I " STREET - SUITE 1 0 0 SACRAMENTO, C A 9 5 8 11 7 8 8 1 0 SUNRISE M O U N T A I N V I E W PALM DESERT, C A 922 I I Assembly Bill 4 - Ammiano. Would prohibit a law enforcement official from detaining an individual on the basis of a United States Immigration and Customs Enforcement hold after that individual becomes eligible for release from criminal custody. Assembly Bill 160 - Alejo This bill would except from PEPRA, by excepting from the definition of public retirement system, certain multiemployer plans authorized under federal law and retirement plans for public employees whose collective bargaining rights are protected by a specified provision of federal law. Senate Bill 13 - Beall Technical clean-up to AB 340 the Public Employee Pension Reform Act of 2013. (There will be several of these bills introduced. However, it is our understanding the Governor is very resistant to any change). Senate Bill 57 - Lieu and Rubio. States the intent of the legislature to enact legislation that would address the removal and disablement of GPS monitoring devices by parolees and probationers. Senate Bill 61 - Yee This bill would provide that a minor or ward who is detained i n , or sentenced to, any juvenile facility or other secure state or local facility shall not be subject to solitary confinement, with a couple exceptions. Other ideas that are being discussed b u t have not yet been introduced: Law Enforcement Programs - Protect all law enforcement funding for local public safety programs, including COPS, Juvenile Justice Programs, Cal-MMET, Rural Sheriffs, Booking Fees, Vertical Prosecution, and other critical programs. Lower Vote Threshold for Special Taxes - Lower threshold to 5 5 % for voter approval of special taxes for public safety facilities. , PSE Registry/Prescription - Support efforts to create a statewide electronic registry for pseudoephedrine purchases. FYI: To date, there are 12 gun bills introduced and Cal. Chiefs are analyzing these bills. These do not include Assembly Bill 202 - Donnelly, which would allow school districts to hire and train armed school marshals. There will be a bill to include coroner investigators i n the POBR.
