WHAT IS NEARS?
We are a professional organization dedicated to improving communication between railroads,
suppliers, and shippers. Our twice-yearly conferences are well attended by logistics professionals,
shippers, railroads, receivers, and others in the rail transportation field. The NEARS predecessor
organizations include the Atlantic States Shippers Advisory Board, the New England Shippers
Advisory Board, and the Allegheny Regional Shippers Advisory Board.
The NEARS territory is composed of CT, DE, ME, MD, MA, NH, NJ, NY, PA, RI, VT, DC, the Canadian
provinces of ON and PQ and the Maritime provinces. However, NEARS welcomes and encourages
attendees from everywhere!
NEARS is one of five regional associations under the North American Rail Shippers Association
(NARS). The other four regional associations are the Pacific Northwest, the Southeast, the Midwest,
and Southwest.
NEARS conferences are held in the Spring and Fall of each year in various locations in the Northeast.
Recent conference sites have been at State College Pennsylvania, Lake George New York, Cape Cod
Massachusetts, Providence, Rhode Island, Killington Vermont, Bretton Woods New Hampshire, and
Newport Rhode Island.
NEARS is THE forum for rail shippers doing business in the Northeast. The value that NEARS brings
to their members is unmatched in the industry. We attract the best and most informative speakers in
the industry and area to speak at every meeting. We provide the podium for a variety of subjects –
railroading and shipping trends, shippers panels and success stories, intermodal industry updates,
wall street and main street analysis and outlooks, new technology introductions and discussions,
short line railroad advancements, and many other subjects. We provide ample time and opportunities
to network with representatives from all facets of the industry. NEARS is the twice a year event that
active professionals in the rail shipping industry should not miss.
For more information about NEARS, please feel free to contact Joe Gearin, Executive Director, at (603)
430-3746, e-mail at [email protected], or please see our website at www.nears.org.

hiring of cranes and trucks. In 1984 he was responsible for the contracting of super heavy hauls. In 1990 he left the utility to work with a
major heavy haul and rigging company and began working with the US Railroads. For the past 24 years he has had the responsibility of
project manager for numerous heavy haul and rigging projects and has specialized in high and wide shipments via rail. At BNSF
Logistics International he is the VP – Power Generation Operations. Currently Justin serves on the executive committee of RICA,
Railroad Industrial Clearance Association, as the Vice President.
Harry Ketterman, President, Kasgro Rail Car Management
Harry is a native and lifelong resident of southern Indiana and received his education at Olivet University, Kankakee, IL and Indiana
University SE, New Albany, IN. He has served on many committees of various transportation organizations, represented the heavy-duty
flatcar industry at seminars and is a past president of the Railway Industrial Clearance Association.
After 33 years in the industrial transportation industry as Manager of Transportation and Warehousing of a major power equipment
manufacturer he joined forces with two other businessmen to form a fleet of heavy-duty flat cars. Beginning with 4 cars in 1995 the
fleet evolved into a major supplier with a total of 438 cars, some were secured from the major railroads and refurbished but most were
built new at the Kasgro plant in New Castle, PA.
As president of Kasgro Rail Car Management he remains involved in the industry from his office in Corydon, IN and finds time for an
occasional golf game or travel, mostly business and some pleasure. Harry is very active in community affairs and has served his local
church as Director of Music for many years.
Dr. John C. Spychalski, Professor Emeritus, Penn State University
Dr. John C. Spychalski is Professor Emeritus of Supply Chain Management, Smeal College of Business, Penn State University. His

competition and ground-breaking research on truck driver supply and demand. His innovative work in freight demand modeling, modal
price competition and driver labor economics are in wide-spread use. He also maintains his extensive relations with the logistics
analysis community, from security analysts to analytical vendors to trade associations.
Before founding Transportation Economics Noël served for thirty years in senior research positions at Schneider National, Cummins
Engine Company and CSX. That gives him a uniquely broad perspective on the market, covering three modes: rail, truck, barge and the
supplier sector. Noël is also a managing partner in FTR Associates, the premier transportation forecasting firm in North America. Mr.
Perry is regularly quoted in the national business media, has appeared as a guest on national radio and TV programs and is a regular
speaker at transportation and logistical meetings across the country. Frequently published, he has been a member of the
Transportation Research Board, the Transportation Research Forum, National Association of Business Economists and the Council Of
Logistics Management. He is currently the transport expert on the National Business Economists’ Issues Council and is writing a
