The Piketon Next Generation Integrated Energy System
SOUTHERN OHIO DIVERSIFICATION INITATIVE The Piketon Next Generation Integrated Energy System Steven Shepherd Executive Director , SODI NC2I Meeting September, 2015 Brussels SODI’s Mission SOUTHERN OHIO DIVERSIFICATION INITATIVE SODI is the Southern Ohio Diversification Initiative. Community Reuse Organization (CRO) for the DOE Reservation at Piketon Site Re-use Job Creation Regional Impact Develop Partnerships SOUTHERN OHIO DIVERSIFICATION INITATIVE Energy Issues and Opportunity FACTS: • Increasing dependence in the US on natural gas and renewables for electric power production • Industry: 20% of U.S. Energy Use – heavily reliant on natural gas now and foreseeable future ISSUES: • Natural gas prices have been historically volatile and will likely rise to much higher international prices • Natural gas is the primary industrial feedstock for petrochemical production – burning natural gas for power and process heat is poor stewardship of this important resource • Renewables not suitable for most heavy industrial needs due to variability • Renewables unlikely to fill gap left by coal plant retirements OPPORTUNITY: • An integrated energy system concept at Piketon centered on a high temperature nuclear energy source provides a leadership position in the future U.S. energy portfolio • The time scale to implement Piketon project = time scale of predicted national and industrial need SOUTHERN OHIO DIVERSIFICATION INITATIVE The Piketon Project • Integrate high temperature nuclear heat with industrial technologies to: – Produce electricity – Power industrial processes such as carbon conversion (e.g. coal to liquids and biomass) and chemical production – Produce hydrogen for transportation fuels, polymers, plastics, fertilizer, hydrogen fuel cell market • Utilize residual heat to drive low temperature processes – Water purification (e.g. distillation, reverse osmosis) – Enzymatic processes (e.g. fermentation, anaerobic digestion) Integrated Energy System Concept Nuclear Fuel SOUTHERN OHIO DIVERSIFICATION INITATIVE 750° C HTGR Reactor Process Heat Generator Electricity to the BES Grid 325° C Low Temperature Processes (e.g., Water Purification, Enzymatic Processes) Natural Gas Hydrogen Production via steam methane reforming CO2 Industrial Applications (e.g., Oil & Gas Recovery, Food & Beverage, Wastewater Treatment) H2 Hydrogenation C Mechanical and Chemical Processes Carbon feedstock Hydrocarbon Products (e.g., Fuels, Polymers, Plastics) Byproducts • Carbon Fibers • Bulk Chemicals • Specialty Chemicals SOUTHERN OHIO DIVERSIFICATION INITATIVE Ohio’s Energy Future – Projected Economics • Economic viability of the Piketon IES concept requires competitive energy and production costs – 20 to 80 years in the future • Business risk assessment requires weighing estimated energy and product production costs against projected market prices • Prediction of US and global energy and product market prices is uncertain – Short term variability is highly volatile – Long term trends from multiple sources are most instructive • A viable energy future requires demonstration of innovative technologies and flexibility in their application to adjust to changes in the future market Why Piketon? • • • • • SOUTHERN OHIO DIVERSIFICATION INITATIVE Highly characterized site Remotely located from large population centers Long history of nuclear operations Strong support for nuclear project/operations from the community Industrial infrastructure – Electric grid/right-of-way – Pipelines/right-of-way – Rail/River/Highway • Emergency preparedness and response capability • Security operations and physical protection system SOUTHERN OHIO DIVERSIFICATION INITATIVE Why Piketon? (continued) • One day drive to 70% of manufacturing markets in North America • Natural resources – Coal, gas, Oil (Ohio, Kentucky, West Virginia, Pennsylvania) – Biomass (grasses, hardwoods) – Water availability (River/Wells) • Seismic stability • Access to universities and technical institutions-played significant role in analysis including Battelle and OSU • Existing regulatory/environmental permits • Centralized location for assets, infrastructure, population, industries, natural resources • Nuclear site • Both NRC/DOE regulatory experience Piketon Infrastructure Centrally Located SOUTHERN OHIO DIVERSIFICATION INITATIVE Assets • Electrical Grid and Pipeline Distribution System • Key industries creating “cluster” opportunities • One day drive to 70% of manufacturing markets in North America • Available in a 2-hour drive: - 4 major airports - 1200 miles of rail - 600 miles of four-lane highway - 94 docks with Ohio River access Infrastructure 3700 acre former DOE uranium enrichment site Water Designed for 40 million gallons a day Waste Water Treatment Design Capacity 1.2 million gallons per day Available Land Capability to support a full scale IES with future expansion capability SOUTHERN OHIO DIVERSIFICATION INITATIVE Why Nuclear? SOUTHERN OHIO DIVERSIFICATION INITATIVE • Provides a solid energy source for re-industrialization and industrial growth of the Piketon region • Addresses greenhouse gas emissions targets • Provides heat source 24/7 • Provides enhanced fuel (energy) price stability • Next Generation Nuclear – Unique Opportunity for Ohio and U.S. Leadership SOUTHERN OHIO DIVERSIFICATION INITATIVE Ohio: Important Location for the Project SOUTHERN OHIO DIVERSIFICATION INITATIVE Ohio: Important Location for the Project SOUTHERN OHIO DIVERSIFICATION INITATIVE Regional and National Benefits • Addresses important national goals • Increases efficiencies and profitability through shared resources and processes • Develops, demonstrates and commercially deploys an IES • Produces high valued products • Advanced nuclear: unique opportunity for U.S. leadership • Makes Ohio and U.S. the world’s leaders in both advanced nuclear and integrated energy systems • Reduces the carbon footprint SOUTHERN OHIO DIVERSIFICATION INITATIVE Progress and Next Steps • • • • • • • • • • SODI and Alliance MOU in place (4/15) Visit to Piketon by EU delegation and DOE SODI / NIA / INL Washington meetings (6/15) Meetings with OH Governor’s office, OH legislature, etc. NC2I meetings in Brussels Anticipated Visit by Korean and Japanese delegation (fall, 2015) Ongoing meetings with potential industrial end users and operators Pending DOE FOA on advanced reactors More active communications effort going forward Ongoing close communications with DOE and selected Congressional offices SOUTHERN OHIO DIVERSIFICATION INITATIVE Summary • The Piketon project is a unique opportunity to address looming U.S. and world energy and environment needs AND put Ohio in a world leadership position • Ambitious, complex, and requires active and sustained effort by many players including industry, State and federal government and possibly other countries • We’re excited about a potential partnership with the EU
