Technical coordination BACKGROUND “The mining industry is a key contributor to national and global economies; never more so than at present with soaring demand for the commodities that it produces. It is an important international business that depends on the trust and confidence of investors and other stakeholders for its financial and operational well-being. Unlike many other industries, it is based on depleting mineral assets, the knowledge of which is imperfect prior to the commencement of extraction. It is therefore essential that the industry communicates the risks associated with investment effectively and transparently in order to earn the level of trust necessary to underpin its activities”” (source : www.crirsco.com) The continuing rise in global population and living standards, as well as technological innovation, leads to increasing requirements for a broader range of metals, minerals and other raw materials, like Dimension Stones or Natural Stones(DS-NS), Construction Materials (CM) and Industrial Minerals (IM) EU manufacturing and improved positioning of EU enterprises in the global value chain is currently highly dependent on imports of mineral raw materials from outside Europe. This dependency is associated with the contraction of primary mining in the EU over several decades, driven by lower costs outside the EU and pressures to protect the natural environment within the EU. Increasingly, EU supply chains for raw materials are adversely affected by growing demand pressure from emerging economies and by an increasing number of national policy measures that disrupt the normal operation of supply chains. This dependence on supply chains that are largely beyond EU control gives rise to risks related to security of raw materials supply, but also highlights opportunities for expanding primary extraction and recycling within the EU in line with sustainable development objectives (source : EU Raw Material Initiative website) In particular, the Natural Stone Industry, that represents an unique and particular sector, different from any other part of the mining industry, needs, more than others, to improve innovation in mining and its skills, technologies and methodologies in exploration and project evaluation, for sustainable development in the long-term future. For many centuries, the Industry has represented a key asset for most European countries and societies, with historical source districts and famous attractive materials, still much in demand in the international market. Now in the EU, as well on a global scale, the creation of a new modern and innovative natural stone sector, operating on a basis of social, environmental and economic sustainability, will be imperative to keep this important EU and worldwide traditional industry alive. The International Conference STONECHANGE 2016 - “STONE SECTOR AND CHANGING TRENDS” and the connected PERC TRAINING COURSE on “MINERAL STANDARD REPORTING” (see specific document) wish to be “tools” to reach this goal, by attracting industry stakeholders to discuss existing opportunities, technologies, and the necessary actions to be taken. AIM OF THE CONFERENCE STONECHANGE 2016 - “STONE SECTOR and CHANGING TRENDS”, aims to create awareness of the new developing trends and opportunities of relevance to the Natural Stone (NS) Industry, among all industry stakeholders including: i) SMEs and larger companies, ii) mining, marketing and financial consultants and experts, iii) policy-making and support institutions (local, EU and international), iv) financial institutions and experts, v) representatives of international financial institutions such as stock exchanges and banks, vi) AIM sponsors, vii) sectoral associations, organizations and stone centers and, viii) any other players involved in the industrial development process. In particular the STONECHANGE 2016 aims to promote the desirable sustainable development of the Natural Stone Mining Industry, absolutely necessary in the developed economies and societies in the EU and worldwide, to create a lasting future for the industry, to exploit in a sustainable way the continuing large potential and to fulfill the still growing and changing demand. This necessary change, among other actions, should be made through the adoption of modern innovative approaches to exploration, evaluation and mining and of a desirable “Code of Ethical Conduct”, by all stakeholders. In particular the adoption of a common reporting standard for evaluation of exploration results, resources & reserves, and in general mining projects in the EU, as well in other production areas, also for the Natural Stones Mining Industry, as used in all other mining industries, is nowadays an absolute 'must', to expedite the general increasing interest in the sector , including the task of attracting international investors. Such an approach will contribute to the convergence of terminology and the comparability/ compatibility of data, thus facilitating the creation of a solid European Knowledge Database and a method of assessing resources of Construction Materials, Industrial Minerals and Dimension Stones. This approach and consequent harmonization, is equally important to government policy‐makers, local administrators and to companies within the minerals industry, the users and the providers of data on mineral resources and reserves, for the necessary sustainable modernization process of the industry and for a possible common harmonized language in the Legislative Framework, at least at EU level. In fact central EU, national and local government authorities are often quite unaware of what is happening in the international industry and are not able to draft modern laws and/or to administer the sector with the necessary new modern vision. Furthermore, it’s important to make industry stakeholders aware of modern technologies and tools now available to facilitate and support the exploration, mining and processing of Natural Stones; this to improve the conditions for a more financially secure and environmentally sustainable industry, as naturally demanded by civil societies and institutions High priority will be given to technical innovation, waste recycling and ethical code of conduct, all being main “pillars” of most of EU Institutional support programs. STONECHANGE 2016, the first event with this particular business and management approach for Natural Stones, aims to make the EU mining business community and local EU governance authorities aware that the development and implementation of a serious sustainable NS project, even in the developed EU, need not be a problem for the social community and environment but, on the contrary, can be a new opportunity for the economy on local, national, and European scales. This happens at the right time, following the start of new EU programmes and initiatives supporting the mining industry (see EU programs below) and local traditional heritage, and moreover the fast, although often indiscriminate, development in other regions of the world (e.g. China, Far East, India, Arab world), generally characterized by large-scale investments and new professional evaluation methods, that often utilise international mining standards officially recognized by the mining and investing community. Finally the new trend of large non EU NS Groups investing in Turkey and the EU must be considered as a key financial opportunity for this expected new sustainable development phase in the EU, too. Consequently, STONECHANGE 2016 is open to all international DS players, EU and non EU, to financial and investment Groups, to mining and land regulatory and policy-making Authorities, to stock exchange and mining standards representatives and finally to international institutions supporting the mining sector, environmental authorities and, last but not least, the private sector (including SMEs and consultants). This session will include presentations and/or short communications made by representatives of International Institutions and Programs involving the Natural Stone sector and in general the small-scale mining and trading of Dimension Stones (DS), Construction Materials (CM) and Industrial Minerals (IM). Moreover, Consultants, Consortia and Companies involved in EU Institutional development projects and programs will be invited to present their experiences, problems and/or benefits & advantages achieved. Finally, Financial Institutions supporting Natural Stone projects are also invited to introduce themselves and present their experience and/or expectations. Session II: International Reporting Standards in the Mining Industries – Standards for public reporting of exploration results, mineral resources, and mineral reserves - A new entry: the Natural Stones Industry. Session II includes presentations concerning the key issue of Mining Project Evaluation and Resources/Reserves Reporting Standards, very commonly used in the “Classic” Mining Industry, but not yet used much in DS Quarrying projects for a number of reasons: cultural background of DS players, small size of DS companies, low investment for exploration and official valuations, etc. This trend is rapidly changing due to some new factors in the International DS Market: the presence (mainly in Far East and Arab regions) of large DS groups with new modern business mentality, and interest in investing and carrying out larger scale professional exploration activities. The EU should quickly adapt to these new trends, to remain competitive , and to continue playing its natural key traditional role in the International Global Industry, based on its historical brands of DS materials, companies and districts. In this Session will be presented speeches regarding the early use of reporting standards in the DS industry and in particular some new methodologies and tools utilized. The role of Competent Persons and International Mining Codes and Standards, new for the Stone Sector, will be also discussed. Problems, gaps, needs and case histories of DS projects evaluation and formal standard reporting of resources and reserves, will be introduced in this Session. Session III: Governance and Policy Making for a new sustainable Natural Stone Sector in EU and Worldwide. Seeking a coordinated and harmonized way to manage, regulate, and support the sector, taking into consideration the different mining, environmental and social characteristics of various countries and districts. The Session includes case histories, experiences and new plans to govern and support the NS Industry in some of the main EU historical districts. Non EU experiences will be also welcome. This key session should be of particular interest to local & central Institutions, administrators and policy makers as well as to private sectoral stakeholders. In fact, at this particular crucial turning point of the NS industry in EU, as well in most of other western and developed countries, the synergy between the private mining sector and the policy makers and regulators is absolutely necessary to make the sector operate in an harmonized, sustainable and successful way. The only way to reach this result is to create opportunities for dialogue between both parts, and to make them aware about the new sectoral trends of the modern industry as regards: technical and market issues, institutional support and new initiatives. Sectoral regulators, Institutions, consultants, local and central Authorities, EU stone districts management & associations, trade associations, and private stakeholders are invited to contribute in this Session and to exchange their experience, doubts and expectations. (continue) CONFERENCE SESSIONS Session IV: Technical Innovation – Innovative technologies for a more sustainable modern DS industry. A key support to increase its sustainability and performance. Session IV aims to introduce experiences of design and use of new modern technologies, in the exploration, mining and processing areas, addressed to more sustainable (financial and environmental) production of Natural Stone products. New mining and processing technologies, methods and equipment will be discussed here. In this session new methodologies for field data collection, exploration, selective low-impact mining and processing are welcome. Session V: Sustainability - Selective Mining, Ethical Conduct and Waste Management are next future priorities for a new sustainable DS sector… The financial and socio-environmental sustainability of NS projects is the key to future operation of the NS industry. In particular this is immediate and vital, in current economic and social conditions, for the developed countries, although also the developing and in transition countries must work towards the same goal as soon as possible. In this section all issues to reach this desirable necessary goal and related case histories, lessons learned, and new proposals, will be presented and discussed: • Quarry and processing waste management and re-use • Pilot projects concerning the “environmental & social and ethical conduct mark” to be officially accepted in the very near future in developed markets • New methodologies and other tools to assist NS project sustainability concerning environment, social and economy • Any other issue that will be considered interesting to reach this imperative Goal for the future world society Session VI: Attractive Materials and Quarries in EU and in the world: an opportunity of investment and development both for EU and overseas companies. The development of a new modern NS sector also depends on the availability of high class materials, to attract the interest and finance of investors and final end users. In this final Session particular new material and product investment opportunities from the most important EU stone districts and all over the world will be introduced and discussed. New and unfamiliar grass roots and operating quarry projects will be described by various local companies, sponsors and consultants, as well. New materials and quarries from EU and all over the world, looking for international support, partners and or investors willing to establish sustainable business, will be introduced in this Session, too. EVENT VENUE The Conference “STONECHANGE 2016” will be held at the conference hall of Internazionale Marmi Macchine Carrara (IMM Carrara), Marmotech Fair Area, Via Galileo Galilei, 133 – Marina di Massa (Massa Carrara-Italy), the 16-17th June 2016. GETTING THERE - IMM Carrara Conference Venue can be reached : by Air: the nearest airports are Pisa “G.Galilei” and Florence airports. A round trip Conference Shuttle Bus will operate (four/five times a day-time schedule will be communicated later) from Pisa Airport to Hotels and Conference Venue (duration : 45’). Pisa is connected with the main western-central EU airports (Paris, London, Madrid, Barcelona, Valencia, Rome, Brussels, Frankfurt, Berlin, Munich, Lisbon, Bucharest). Other main airports in northern Italy, connected by railway to Carrara are : Florence (1,5 hours), Rome (2,5-3 hours), Milan (2,5-3 hours), Bologna (3 hours) Venice (4,5 hours). From Florence airports to Pisa airport is also available a public shuttle bus (6 per day). Check on Internet. by Car : Marina di Carrara is one hour away from Florence to East ( motorway ……) and Genova to the North ( motorway A12 Genova-Livorno). Distance from Milan (Motorway A7 and A12) is around 2.5 hours, and 4 hours from Rome (freeway via Civitavecchia-Livorno) and Venice (motorway A4-A13-A1-A15-A12). Rent-a-car agencies are available at any airport and the main towns. By public Bus from Pisa Airport by Train : mainline trains connect to Carrara-Avenza Railway Station from Milan, Rome and Florence. Taxi and bus connect Carrara Railway Station to IMM Carrara Fiere venue location. Any Author interested in presenting a speech/presentation at STONECHANGE 2016 shall send the Title, the Abstract and Key words using the standard Form (see Call for Papers on website homepage), to the Speeches/Presentations Evaluation Committee (E-mail: [email protected]), not later than 10th March 2016. If selected he will receive a communication before 10th April 2016; after that he shall send the final speech/presentation in Power Point format to the same address before 20th May 2016, for final revision.
