On May 13, 2014 the Prince Albert Police Service Criminal Investigation Division have
laid charges in regards to the Homicide that occurred on April14, 2014 in the early
morning hours at a residence in the 500 block of 27th Street East.
Prince Albert resident Jordan Christopher Herron, 20 years old, is facing one count of
Break and Enter contrary to Section 348(1 )(b) and one count of First Degree Murder
contrary to Section 235(1 ).
A warrant for one count of Break and Enter contrary to Section 348(1)(b) and one count
of First Degree Murder contrary to Section 235(1) has been issued for the arrest of a 25
year old Alberta man. The male is currently in custody in Alberta on an unrelated matter.
Arrangements are being made to have the male transported to Saskatchewan to face these
charges.
The investigation is ongoing. Additional details will be released when appropriate.

Occurrence: Integrated Child Exploitation Unit

A joint investigation between members of the Saskatchewan Internet Child Exploitation
Unit and the New Brunswick Integrated Child Exploitation Unit bas led to the arrest of a
Saskatchewan male.
On Thursday May 15, 2014, with the assistance of the Carlyle RCMP, a 53 year old
Carlyle resident was arrested and charged with;
1) Possession of Child Pornography,
2) Communicate with a person under the age of 18 years to facilitate the
commission of an offence, and
3) Send sexual material to a person under the age of 18 years to facilitate the
commission of an offence.
The accused will make his first court appearance on July 16,2014 in Carlyle, Sask.
The name of the charged male will not be released at this time to protect the identity of
the child victim.
The Saskatchewan ICE Unit consists of members from the Regina Police Service,
Saskatoon Police Service, Prince Albert Police Service and the RCMP.

The Prince Albert Police Service re.<sponded to 236 calls for service over the weekend.
The evening shifts were extremely busy with 67 calls Friday night and 83 calls on
Saturday night. The majority of the call for service were in relation to intoxicated
persons and damages to property.
Police have charged one adult male with nine counts of break and enter, mischief, and
possession of stolen property from the East Hill area of our city, File #14-12033.
Police made 43 arrest and 2 charges of impaired driving.

The Prince Albert Police Service is reporting a busy May long weekend with 433 calls
for service. There were 68 persons arrested with 40 people being arrested for intoxicated
in public. The calls patrol members responded to the most were intoxicated persons (70)
and disturbances (53). There were 8 people arrested on outstanding warrants, 10 people
were arrested and are facing new charges.

On May 17, 2014 Prince Albert Police Service Patrol members responded to a Robbery
that occurred in the 600 block of Macarthur Drive. Upon arrival Police spoke with an 8
year old Prince Albert youth who had his bicycle taken from him. He told Police he was
approached by a group of five older youth who pushed him from his bike and stole it.
The victim was unable to provide any descriptors of the suspects.
The bike was described as a 2014 Haro bike with black grips.

On May 20,2014 at 1145am Prince Albert Police Service Patrol members responded to
the 500 block of 25th Street East for a motor vehicle accident that occurred sometime
between the hours of2:00 and 4:00am. A vehicle lost control and smashed into two
fences causing thousands of dollars in damage, it then fled the scene. There is currently
no vehicle description and this matter is under investigation. Police are requesting the
public's assistance in coming forward with any information about this crime.

Intentionally lit Fires
Due to a rise in calls for grass fires The Prince Albert Police Service would like the
public to be aware it is unlawful to intentionally start a fire on City property within City
limits outside of an approved Fire Pit as defined within City bylaws or without a Burn
permit. If someone observes what they consider to be suspicious behavior please contact
the Police immediately and make pertinent observations in regards to potential suspects.
In investigating these occurrences Police would consider laying charges of Mischief or
Arson within the Criminal Code.
A Reminder - Bylaw- Garage Sale Signs
Complaints have been incoming in regards to garage sale signs that have started to appear
around the Prince Albert area on city property. We would ask the public to be diligent in
respecting this bylaw.
Bylaw No. 22 of2010 (The Portable Sign Bylaw) states:
Section 23
(a) Signs can be placed on private property as long as the property owner consents, but
must be placed in locations where they will not create a safety hazard.
(b) Signs cannot be placed on public property. This includes boulevards, curbside trees,
street light standards, public signage, public mailboxes and intersections.
(c) Signs must be taken down at the end of every sale.

On May 20, 2014 at 5:01pm Prince Albert Police Service Patrol members initiated a
traffic stop with a vehicle after receiving a complaint the occupants were trafficking
Marihuana. Police arrested two males from the vehicle in the area of Macarthur Drive
after smelling a strong odor of marihuana coming from inside the car. A search of the
vehicle revealed 94.5 grams of Marihuana, Canadian Currency and drug paraphernalia
consistent with trafficking. The drugs seized have an estimated street value of
approximately $900.00.
An 18 year old male has been charged with Possession of Marihuana for the Purpose of
Trafficking and Possession of Proceeds Obtained by Crime.
A 17 year old male has also been charged with Possession of Marihuana for the Purpose
of Trafficking and Possession of Proceeds Obtained by Crime.
Both have been compelled to appear in Prince Albert Provincial Court on June 3, 2014 at
1:30pm.

Location: Prince Albert, Sk
The Prince Albert Police responded to approximately 220 calls for service from Friday
6:00 pm to Sunday at noon. A total of 38 persons were taken into police custody. 19 of
those arrests were for being intoxicated in a public place.
The majority of the calls were for disturbances, intoxicated persons and reports of
impaired driving complaints.

On 2014-05-25 at 0910 hours patrol officers responded to a fire call in the 400 block of
15th street east. Patrol units on scene observed Fire Control on scene dealing with
building that was engulfed in flames. Patrol units assisted Fire Control by maintaining
traffic control. Fire Control was able to distinguish the blaze and investigators will
continue to investigate the cause of the fire.
Police and Fire want to remind the public that streets are blocked off with barricades for
the safety of emergency personnel and the public. Disregarding these barricades can result
in a $150.00 penalty.

On May 23, 2014 at 1:07pm Prince Albert Police Service patrol members responded to a
robbery at a business located the 900 block of Central A venue.
Posing as a customer the adult male entered the store forced his way past the business
owner, behind the counter and into the till. He then stole an undisclosed amount of
money and fled. The business owner was shaken but otherwise unhurt in the altercation.
The male was described as aboriginal, white t-shirt, black pants, long black hair in pony
tail, approx 5'10, with a slim build.

dispatched to the 500 block of Marquis Road for damage to vehicles.
Suspects entered the lot and scratched numerous vehicles causing an estimated
$25,000.00 damage to vehicles.
This matter is under investigation.

On May 26, 2014 at 1:26am Prince Albert Police Service patrol members were
dispatched to the 500 block of 18th Street East for a break and enter in progress.
On arrival members met with the complainant who had observed a male inside the
building after responding to an intrusion alarm. The suspect attempted to flee out an exit
but was apprehended by Police. The suspect caused significant damage to the interior of
the building.
The K9 Unit was deployed to clear the building.
38 year old, Jordan Daniel Ballantyne has been charged with Break and Enter and Breach
ofProbation X 3.
Ballantyne made his first court appearance this morning at Prince Albert Provincial
Court.

On May 23, 2014 at 11: 17am Prince Albert Police Service patrol members were
dispatched to a Break and Enter to a shed that occurred sometime in the last two weeks.
Suspects gained entrance to the shed by damaging the locks and once inside stole two
barbeques valued at $1000.00.
The Police Service is again seeing a rise in Break and Enters to sheds, garages and
outbuildings. We would recommend citizens consider the following;
1) Make effort to use locks and security devices at all times.
2) Ensure yard and alley lights are operational.
3) Please be familiar with the contents of your sheds and garages in the event
Police are required to do a report.
4) Please report any activity that would be considered suspicious by contacting
the Police Service at 306-953-4222.

The Prince Albert Police Service have arrested Brett Alexander Coombes regarding the
February 1st, 2014 shooting that occurred in the 1000 block of 1st Street East.
On May 26,2014 at 9:22pm Prince Albert Police Service Patrol members conducted a
traffic stop in the 500 block of 15th Ave East.
Arrested from the vehicle was 23 year old Brett Alexander Coombes.
Coombes is set to appear in Prince Albert Provincial Court on May 28, 2014 at 9:30am
on the following charges Robbery with a Firearm, Aggravated Assault, Discharge
Firearm with Intent, Possession of a Prohibited Firearm, Point a Firearm, Possession of
Pr.oceeds of Crime, Breach ofUndertaking, Breach ofRecognizance and Obstruct Peace
Officer.
Further details surrounding the case will come out during court proceedings.
Bylaw Reminder
Due to a rise in noise complaints regarding the use of engine retarder brakes within
Prince Albert, the Prince Albert Police Service would remind citizens that it is illegalaccording to Bylaw, Section 35 of 1 of2013- which states engine retarder brakes cannot
be used within City limits. A $150.00 fine can be imposed.

Orren Johnson, 25 years old from Alberta, appeared in Prince Albert Provincial Court
today on Murder and Break and Enter charges in relation to the April 14th homicide of 17
year old Clayton Bear. Johnson is jointly charged along with 20 year old Jordan Herron,
from Prince Albert. Information # 40008222
Johnson was remanded to June 27th. Herron is scheduled to appear in Provincial Court
again on June 17th.

On Thursday May 29th police conducted an enforcement project within the City of
Prince Albert. Resources from Bylaw Enforcement, Patrol, Traffic and the Criminal
Investigation Divisions coordinated efforts.
Twenty nine tickets were issued for a variety of offences relating to traffic, liquor and
bylaw offences. Fourteen arrests were made with the majority for public intoxication and
outstanding arrest warrants.
A 38 year old male was charged with trafficking a controlled substance to a 34 year old
female in the downtown district. The female was charged with possession of a controlled
substance. Three arrests were made in proximity to liquor outlets which received focused
attention. Those arrests included charges of causing a disturbance by fighting and breach
of court orders.
The initiative was conducted in an effort to reduce crime through increased visibility and
proactive enforcement/intervention.

On June 1, 2014 at 10:19am the Prince Albert Police Service were dispatched to the 1200
block of 1st Avenue West for an Aggravated Assault.
On arrival a female was located with life threatening injuries. She was transported to the
Victoria Union Hospital by Parkland Ambulance. She was stabilized and sent to the
Royal University Hospital in critical condition.
The Criminal Investigation Division and Forensic Identification Unit have been called in
to investigate.
Updates will be provided when appropriate.
Be advised that Police will have 12th Street between 1st Avenue West and 2nd Avenue
West closed until further notice.

The Prince Albert Police Service is reporting a busy weekend with 303 calls for service.
There were 64 persons arrested with 48 people being arrested for intoxicated in public.
The calls patrol members responded to the most were intoxicated persons (48) and
disturbances (39). There were 11 people arrested on outstanding warrants, 9 people were
arrested and are facing new charges. There were 3 people remanded over the weekend
and will have made their court appearance at Prince Albert Provincial Court this morning.

On June 1, 2014 at I 0:19am the Prince Albert Police Service were dispatched to the 1200
block of 1st Avenue West for an Aggravated Assault.
Police located 4 7 year old Prince Albert resident, Marlene Darlene Bird, suffering from
life threatening injuries. She was transported to the Victoria Union Hospital by Parkland
Ambulance. She was stabilized and sent to the Royal University Hospital in critical
condition.
She is now currently in Edmonton at the University of Alberta Hospital recovering in
serious condition.

Bird was located by a citizen picking bottles who then flagged down another person who
called 911 .
The Criminal Investigation Division continues to follow leads and conduct interviews.

On May 30th, 2014 Prince Albert Police Service members responded to the scene of an
accident at 6th Avenue and 28th Street West where a van struck a parked school bus.
The investigation is ongoing and numerous charges are pending against a 16 year old
male.
The male's name will not be released due to his age.

On May 31,2014 at 4:27am Prince Albert Police Service patrol members were
dispatched to the 1300 block of 17th Street West for a weapons complaint.
Upon arrival to the area they located a 39 year old male victim who had been stabbed.
Parkland Ambulance attended and transported the victim to the Victoria Union Hospital
where he remains in stable condition. The victim told Police he had been at a house party
and left walking when he was approached by his assailants who were also at the house.
The victim was unable to provide a description of his attackers.
This matter is under investigation. Police do not believe the attack was random.

On May 31,2014 at 8:20am Patrol members responded to the 1900 block of 14th Street
West for an Aggravated Assault complaint.
On arrival Police spoke to a 22 year old victim who said he had been walking home when
he was approached by two males who asked him for a cigarette. The victim was unable
to give them a smoke and was in turn attacked. One of the males struck the victim with a
2 X 4 then fled.

The victim was unable to provide any description of his assailants.
Parkland Ambulance attended and transported the victim to the Victoria Union Hospital
with non-life threatening injuries.

On May 30, 2014 at 9:10pm members attended to a business in the 3800 block of 2nd
Avenue West for a complaint of a Break and Enter.
Sometime overnight suspects gained entrance to the business's locked compound and
stole gardening equipment.
This matter is currently under investigation.

On May 31, 2014 at 5:32pm Patrol members attended to a business in the 500 block of
15th Street East for a Break and Enter complaint.
Sometime overnight suspects gained entrance to the business's locked compound and
stole two boat motors.
This matter is currently under investigation.

On June 1, 2014 at I 2:14pm Patrol members attended to a residence in the 200 block of
26th Street west for a Break and Enter to a shed that had occurred sometime overnight.
An unknown suspect(s) cut the lock to a shed in the complainant's backyard and stole a
motorcycle. The bike is described as a 2007 KTM 450cc orange and black in color.
This matter is currently under investigation.

Occurrence: Motor Vehicle Accident/Bylaw Reminder

On June 4, 2014 at 5:00pm the Prince Albert Police Service was dispatched to the 600
block of 17th Street West for a motor vehicle accident.
On arrival, Police observed a truck that had struck two parked vehicles. All three
vehicles were damaged; two were towed away due to extensive damage. A 31 year old
male was apprehended and arrested as the driver responsible. There were no injuries.
As a result of the investigation, 31 year old, Randy Fleury has been charged with
Impaired Operation of a Motor Vehicle, Exceed .08, Assault Peace Officer and Failing to
Report an Accident.
32 year old, Lisa Fleury has been charged with Assaulting a Peace Officer.
Both have made their first court appearance this morning at Prince Albert Provincial
Court.
Bylaw Reminder
The Prince Albert Police Service Bylaw Unit would like to remind that public that it is
unlawful to use Recreational Facilities in the City of Prince Albert after hours.
Parks and Recreation Bylaw 6 of2004, Section 5(1)(c), states ''It shall be an offence
under this Bylaw if any person at any park or facility enters, uses, or is found therein,
without lawful excuse, at any time that same is closed to the public".
Prince Albert's public parks are closed between the hours of I 2:00am and 6:00am.

The Prince Albert Police Service is requesting PUBLIC assistance in accumulating video
surveillance footage.
On June 1, 2014 at 10: 19am the Prince Albert Police Service were dispatched to the 1200
block of 1st Avenue West for an Aggravated Assault.
A Prince Albert resident, 47 year old Marlene Darlene Bird was identified as the victim
of an Aggravated Assault.
Ms Bird continues to recover at the University of Alberta Hospital in Edmonton. She is
currently listed in stable condition.
Investigators continue to conduct interviews, review surveillance video and follow leads.

The Prince Albert Police Service responded to 194 calls for service between this past
Friday 5pm, and Sunday Noon.
During the weekend 32 total arrests occured. 16 arrested for intoxication, 9 arrested for
new charges, and 6 arrested for outstanding warrants.

-Friday night 66 calls
-Saturday 52 calls
-Saturday night 63 calls
-Sunday morning 13 calls.
Several calls were reported disturbances and intoxicated persons.

-Saturday early morning, 061 Ohrs we received a complaint of a possible impaired driver
on 16th ave and 15th st west. The suspected impaired driver reportely drove reckless and
struck the vehicle operated by the complainant. The driver sped away and collided with
two other parked vehicles on 16th ave west. Extensive damage to all vehicles was a result
of the accident. The driver of the offending vehicle and lone occupant fled on foot. Police
searched the are with the aid of police dog Jagger. The driver was taken into custody by
patrol and later remanded in custody to appear in court for Monday morning. The 19 year
old Prince Albert man will appear on multiple driving offences, including impaired
operation, exceed .08, fail to remain at an accidentx2, and dangerous driving.

Law Enforcement Torch Run for Special Olympics
Please be advised of the annual Law Enforcement Torch Run for Special Olympics
taking place on Wednesday, June 11, beginning at 8:30am at City Hall.
All media are welcome and are invited to attend.
Runners from various law enforcement agencies and Special Olympic Athletes will be
running to numerous schools here in Prince Albert to show their thanks for the support
that the schools have shown towards the Law Enforcement Torch Run and ·Special
Olympics Athletes throughout this last school year.
The schools have had hot dog sales and all funds have gone directly to the Athletes here
in Prince Albert and Saskatchewan to assist with their training in Sport.
The Law Enforcement Torch Run has been active in Prince Albert and area since 1987.

On June 11, 2014 at 1:26am Prince Albert Police Service members responded to a
business in the 700 block of 15th Avenue East for a Break and Enter.
On arrival members noted severe damage to front of the building, Police were advised by
a witness that a truck had backed into the front of the building. The occupant of the truck
exited their vehicle and entered the store. Numerous brands of cigarettes were stolen and
the suspect fled in the truck.
The truck is believed to be a Chevrolet.
The male suspect has a moustache and goatee and at the time was wearing a hooded
sweater with a hat.
Police are requesting the Public's assistance in identifying the suspect in the photo.

2013 was a productive and successful year for our Service. Our efforts to target the root causes of crime such
as drug and alcohol related offences resulted in reduced calls for service. Traffic safety was also a priority,
and our targeted initiatives throughout the year resulted in reported accidents reaching historic lows.
Our professional Bylaw Unit was expanded to include a year round presence in the downtown core. This
offers us an efficient way to enhance safety and the perception of safety for the many businesses and visitors to
our downtown. As a result, crime rates have dropped in this area more than any other area of the City.
For the third year in a row, 34% of the persons arrested by our Service were not from our community.
Because so many of our contacts involve people from the surrounding area it is important that we maintain a
regional presence. We are able to do this through our integrated operations with the Ministry of Social
Services, Corrections Services Canada and the Royal Canadian Mounted Police. We also participate in
Community Mobilization Prince Albert (CMPA), an alliance of regional service providers. CMPA offers us a
preventative solution when families or individuals are at risk by applying a multi-agency and immediate
response. This collaboration of agencies has driven our success and is gathering national attention as a best
practice in community safety.
In addition to our partners I would like to take this opportunity to thank the many women and men of the
Prince Albert Police Service for their dedication and commitment to the City. I am proud of the officers,
dispatchers, record managers and support staff who help make the community a safer place.

BOARD OF POLICE COMMISSIONERS
The Board of Police Commissioners is the governing body of the Prince Albert Police Service and the vital
link between the community, City Council and our Service. The Board provides civilian governance,
functioning much as a board of directors. As a statutory body, the Board can look to The Police Act, 1990 to
determine the extent of its jurisdiction, power and duties.
The Board of Police Commissioners is the primary body for effective civilian governance of municipal
policing. Board members represent the community in the delivery of essential public service. The Board
consists ofthe Mayor, four (4) Citizens at Large and two (2) members of Council.
The mandate of the Board of Police Commissioners is to provide for the delivery of policing services within
the municipality, providing general direction, policy and priorities and developing long tenn plans for the
Prince Albert Police Service.

COMMUNITY MOBILIZATION
Since February 2011, the Police Service has been one (1) of eight (8) participating agencies in the strategic
alliance known as CMPA; the Hub and COR. This collaborative work with our partnering human service
agencies (born in PA) has contributed significantly to positive community outcomes and has played a major
role in hosting delegations from within and outside our province, leading to widespread recognition of 'the
Saskatchewan vision for community safety' across Canada and beyond.
The Hub, which meets twice weekly is about risk based prevention. Traditional prevention often referred to as
"primary prevention", tends to occur too far upstream. Although necessary, it often results in a reactive
response once something negative has already occurred. Historically, we haven't known how to go about
dealing with accumulating risk factors when they are occurring and before there is an incident leaving us to act
predominately in a responsive manner.
The Hub is a breakthrough! Bringing agencies together, creates an abundance of information that can be
conditionally shared for the purposes of providing new and timely ways to intervene or connect people to
services, reduce the risk factors and prevent bad things from happening.
The COR, a full time Team of designated sector specialists from participating agencies, supported by two
analysts, is a 'think tank' that examines systemic issues within the human service delivery systems. This is
achieved through experience, research, community engagement and communication. The goal is to provide
stakeholders and decision-makers with multi-agency insight into community trends, identified gaps and
promising opportunities for community wellness and public safety. The COR has currently identified a
number of opportunities and has moved those up line to government through Observation Papers and is
currently leading an Action Project within the community - A Call to Action, The Case for a Prince Albert and
Region Alcohol Strategy.
Moving forward, community mobilization is demonstrating value and impact. With the continued support of
the Government of Saskatchewan, championed by the Premier down through all of our collective systems with
ongoing funding; there is still much to learn and do as we move forward together.

CANINE
The Prince Albert Police Service Canine Unit has
been active since its inception in 1976. It started
with a single active Police Service Dog (PSD) and
grew to 3 active PSDs from 1977-1981. In 2009
the unit transitioned its training to Sgt Bergen and
began training in house at Prince Albert. At
present there are two active validated PSD within
our service.
PSD Jagger and handler Sgt
Rudderham validated in December of 2012 under
in house trainer Sgt Bergen.
In December of 2013 PSD Daxa and handler Cst
Bighetty validated again under Sgt Bergen's
training. Both PSD Jagger and PSD Daxa are
general duty dogs trained in tracking, searching for
evidence and hidden people, apprehension as well
as drug detection. The Unit regularly conducts
inter-agency training with Canine units from
Saskatchewan Environment Resource Management
(SERM), Royal Canadian Mounted Police
(RCMP) as well as the Correctional Service of
Canada (CSC).

COMBINED FORCES SPECIAL ENFORCEMENT UNIT
Combined Forces Special Enforcement Unit (CFSEU) is an integrated unit with a mandate to dismantle and
disrupt criminal organizations. CFSEU initiates investigations in and out of Saskatchewan, and have
jurisdiction Canada wide. The Prince Albert office consists of seven sworn Police officers (three municipal
and four RCMP members), as well as a civilian analyst. There are several units operating in Saskatchewan
which specialize in the areas of short and long term investigations. All CFSEUs work with the RCMP and
municipal police services on emergent criminal investigations and will often partner with other agencies to
effectively and efficiently respond to concerns related to organized crime.

CRIMINAL INVESTIGATION DIVISION
The Criminal Investigations Division, commonly referred to as "CID", is responsible for monitoring High Risk
Offenders, Serious Habitual Offenders, 810 Recognizance and Investigating Historic Missing Person files. The
Division organizes, manages and investigates Major Cases such as homicides, serious assaults, robberies and
home invasions. On the proactive side, members monitor offender curfews and Court imposed conditions.
Members identify target high crime areas of the city and current criminal activities by developing strategic
plans and utilizing other specialized units to assist. These may include targeting certain areas in the city for a
rash of break and enters, vehicle thefts, theft from motor vehicles or enforcing traffic or alcohol related
infractions. The Criminal Investigations Division is a team orientated atmosphere as many of the major files
and occurrences involve other outside agencies which include but are not limited to : Crown Prosecutors,
Probation Services, Parole, several correctional facilities and other government agencies. The overall goal of
the Criminal Investigations Division is to solve crime, prevent crime and reduce crime.

FORENSIC IDENTICATION UN 'I T
The Prince Albert Police Service Identification Section currently has 2 sworn members. The officers are
trained in photography, forensics, exhibit processing and crime scene management. At all crime scenes they
are responsible to process forensic evidence with the assistance of powders, chemicals and other forensic tools.
Up to date techniques for obtaining DNA are used and all relevant exhibits are seized for further examination
and investigation. Working closely with the National Forensics Labs forensic evidence is analyzed and
compared to national Data banks. When a match is made our Police Service is notified with the identity of the
offender. If an offender is not immediately identified, the forensic evidence (ie. DNNFingerprints) is
retained for future comparisons.
Forensic Identification members are also responsible to provide court
packages for the purposes of presenting forensic evidence in criminal proceedings. Their work in the past year
has assisted in the convictions of accused on B&E's, homicides, sexual assaults, assaults and impaired drivers.
Identification officers are trained to a national standard and an essential part ofthe PAPS family.

INTEGRATED STREET ENFORCEMENT TEAM
Prince Albert Integrated Street Team (PA I SET) is an integrated unit that focuses on gang members, fJiearms,
and street level drug trafficking. PA ISET consists of one RCMP Sergeant, three RCMP constables and three
PA City Police Constables. In addition to enforcement in the city of Prince Albert, PA !SET also assists
RCMP detachments in the North Saskatchewan region. PA ISET have been involved in numerous successful
investigations with regards to illegal activity which have led to significant sentences of offenders.
CRIMINAL INTELLIGENCE UNIT
The Criminal Intelligence Unit gathers information/intelligence that will reveal the existence of organized
crime or other criminal activities, identify the members and associates of those groups and establish their
criminal activities, internal administration, movements, sources of income and vulnerability. To document and
disseminate information/intelligence gathered to the appropriate units, sections or agencies for their
information and investigation.
GOALS
•
Assist members of the Prince Albert Police Service, Royal Canadian Mounted Police, and Correctional
Services Canada in gathering information/intelligence on specific targets/groups using investigational
methods, surveillance techniques and technical assistance.

Maintain an Integrated Intelligence Unit with the Royal Canadian Mounted Police, Prince Albert Police
Service, and Correctional Services Canada
•
Disseminate information and intelligence to the appropriate Agency, Unit, Section, on an ongoing basis.
•
To provide intelligence support to the Criminal Intelligence Service Saskatchewan and R.C.M.P.
Division Criminal Analytical Section criminal analysts.

PATROL
In the majority of incidents that the Prince Albert Police Service responds to, our patrol division is the primary
response. As such, PAPS patrol members are highly trained professionals who are expected to work
legislation such as the Criminal Code of Canada, Provincial and Municipal statutes and common law. In
addition members are expected to act within their authorities and in a manner that respects all laws and
community expectations.
The primary responsibility for patrol is call response, particularly emergent calls where there are personal or
public safety concerns. Patrol members are also expected to proactively address matters of public safety,
criminal activity and general social disorder.
In Prince Albert we attended to approximately 37,000 calls for service in 2013. Upon attendance a member is
required to report on any incident explaining the circumstances and actions taken. Patrol members also have
general contacts with our public in relation to calls for service through traffic enforcement, proactive initiatives
and general community contacts.
Our patrol division is constructed with four platoons, comprised of 44 members working 12 hour shifts. This
shifting allows for 24/7 coverage. This is important to provide timely responses to calls that are emergent,
allowing our members to respond in minutes to any need for police, anywhere in our city, any time of the year.
The men and women assigned to Patrol are proud to serve the citizens of Prince Albert.
TRAFFIC
The Prince Albert Police Traffic Division is comprised of several
highly trained officers who conduct specialized investigations and
are expected to carry forth important initiatives that are priorities
for our Service.
The primary specialized investigation would be "Accident
Reconstruction". This skill requires highly trained police officers
who have undergone extensive training for collision
reconstruction. This type of investigation is initiated for any and
all fatal motor vehicle accidents, collisions with serious injury or
substantial financial loss.
The primary function for our traffic division is high visibility
initiatives. When police are visible crime is depressed. Our
traffic members greatly contribute to the high visibility priority for
our service by conducting traffic enforcement daily. There are
high expectations for traffic members as high visibility initiatives
not only reduce crime - they make our roadways safer for the
citizens of Prince Albert.
Currently there is one Sergeant and four Constables assigned to
our Traffic Section.

COMMUNICATION OPERATORS
Communication Operators are the public's
frrst contact with the police service.
Communication Operators are highly trained
and are qualified to a National standard.
They are trained with skills of both call
taking and dispatching and are trained to
react calmly and effectively in emergency
situations.
The Communication Center is an extremely
busy call center that handles all police
emergency and non-emergency calls for
service, police inquires, and police
administration calls.
Our Civilian section continues to work tirelessly behind the scenes to ensure officer safety
and dedication to public service to our citizens.

The civilian staff continues to volunteer in
numerous community programs. In 2013 we
were a huge part of the Law Enforcement
Torch Run and our annual Shop with a Cop.
Our staff was proud to contribute to these
special events.
To increase public awareness on the value of Civilian Support with the Police Service we participated in many
job fairs. This was a great opportunity to show the importance of our profession and how we contribute
behind the scenes to ensure officer safety and our dedication to public service to our citizens.

OPERATION RED NOSE
Operation Rednose hosted by the Prince Albert Lions Club was a huge success for 2013 according to
organizers. There were a approximately 30 volunteers involved in the program. The service provided safe rides
home during the holiday season. The mission was to encourage responsible behavior and reduce the numbers
of possibly impaired drivers on our roadways. Organizers report there were 192 rides which meant 282 people
were provided with a safe confidential chauffeured ride home. The Prince Albert Police Service participated
by providing free criminal record checks on all of the volunteers and verifying drivers licences of the volunteer
chauffeurs. All proceeds from the program were distributed to local organizations dedicated to youth.
TIM HORTON'S CAMP DAY

Service worked at a local Tim Hortons in support
of Tim Horton's Camp Day. All money received
fot· coffee sales on this day was donated to the Tim
Horton Children's Foundation.

SASK 911
Prince Albert was proud to host the National Telecommunication Education Day & Awards Banquet in April
2013. National Telecommunications Week is an event in which we come together as a group of individuals to
celebrate our profession. It is our time to recognize and reward ourselves, our colleagues, and gives us the
opportunity to educate and network in hopes that we can better serve the needs of our communities. During
the event the Prince Albert Police Service Telecommunicators were recognized for their nomination for the
Sask911 Public Safety Excellence in Team Work.

K9 COPS FOR KIDS
The program is a provincial initiative that bring police canine
handlers with working dogs, and puppies into the children
hospitals around the province during the Christmas season. The
initiative started in Prince Albert in 2012 with the goal to visit
children that required medical admittance over the holiday season.
The children received a stuffed puppy that represents working
police dogs, and a fury, friendly visit. The K9 Cops for Kids
program is a joint initiative that includes multiple enforcement
agencies around the province (including Canine from "F" Division
RCMP, Saskatoon PS, Moose Jaw PS, Saskatchewan Environment, Prince Albert PS and Saskatchewan Federal Institute
Handlers.

SF.IOP WITB A COP
Shop with a Cop is a program that the Prince
Albert Police Service has been practicing for four
years. This idea was established by the St Paul
Police Department in Minnesota, USA. They
created the program in 2000. Sgt Gwen Kennedy, a
retired member from the Prince Albert Police
Service implemented the program here in Prince
Albert. The purpose of the event is to foster
positive relationships between youth and officers.
Young kids, K - 6th grade are selected each year
during the end-of-the-year holiday season to shop
at one of the local area stores to purchase gifts for
members oftheir immediate family.
Each child is given a $100 gift card. Approximately 1-2 children are assigned to each police officer, who then
escorts them around the store and assists in selecting appropriate gifts for each family member. The children
are told, and understand, that the money is not for personal use and must only be spent on members of their
family. After shopping, the children will eat lunch and continue to get to know the police officers. We have on
average 25 students that partake from our local community schools. Funds for the event have been donated
from Prince Albert Crime Stoppers and Prince Albert Victim Services. Prince Albert Northern Bus Lines
provide the bus and driver at no cost. This is an excellent opportunity for police to interact with our youth on a
positive note.
VICTIM SERVICES
The Victim Services Unit has greatly appreciated the kind and compassionate donations of comfort quilts from
the Prince Albert Quilters Guild for many years. The skillful talents of guild members contributions has
assisted many families in need.

JUSTIFICATION FOR INCAMERA:

BACKGROUND:
On May 12th, City Council requested that the Police Service forward a report for
consideration regarding the number of collisions that have occurred at the
corner of 28th Street and 101h Avenue West.
DISCUSSION:
The attached table (Table 1) contains all of the police cans to accidents at that
location since 2009.
There are 5 accidents reported at the intersection, none with a resulting injury.
The most common cause of the accident is speed combined with road
conditions. The physical design of the roadway requires slow speed turns and
some of the accidents involved people unfamiliar with the City or inexperienced
drivers.
During this same time frame our office has seized 5 vehicles at the intersection
as a result of traffic enforcement. Vehicles were all seized from disqualified
drivers following a traffic stop for speeding.
Alcohol was not a contributing factor in any of the accidents.

3. Council can request a Crime Prevention Through Environmental Design

incidents over the course of five years.

This report supports the Board's priority of improved communication.
CONCLUSION:
There are relatively few accidents at this location. Most accidents are the result
of speed combined with road conditions or road design.
