Vice President, if you h~ll stop by, and if this is 50 to 60 people, I would hate to have you be the census t.:tker, that is all I can say. (~ughte r) . But .I h ave baen having trouble anJ~ay with people taking census. They just don't U...ink we have any folks around, Bob , but I think there are a lot . of them. I have been out v!alking around your streets this morning ar,d I can give you the latest Humphrey poll -(Laughte r) -- and I am not at all sure but what it is as accurate as the others . Anr4~y. That is w~y I ~m for th~t 18-year-old vote. (Laughter ) I was reassured this a.orning because everyone I saw and shook hands with said, well , I am for you; 1-~ . Humphrey, and I said let's get that amendment passed right now.. He ca.1't waste any time . I have had a very, very good evening in your city and your state. Last night we had a large gathering here in this hotel L~its ballroom, its big recaption rooc, j am packed. In fact, the r-~ayo r s aid he got special dispensation from the fire commissioner to Iet in another 100. Th~n, I gave hi~ special dispensation on my own to l et in a couple ·Of hundred more . (IA ghter) We re ally had a good time , (Applau-se) , Politics of p3rticipntion. We had a question and an~~er period. One of our friends of the news media thi~ morning said, ~. Vice President, what do you think about that kir.d of a program ? Doesn ' t fit get you into some trouble : Aren't you apt to at times say something that may causa you some trouble? I s aid, that is right. I said I gather ~ost of us live that way. I would l ike to represent the American people, you ~lOWe just like they re. 2 They occasionally say something that they shouldn't and they are ·entitled to rep resentat~on , too, don't you think? (Laughter) But more i mportantly, seriously, I happen to believe that in this time and place the people have a right to hear from you and to let you speak from your heart as well as from somebody's else's prepared manuscript, and I · believe there is a great deal of difference . I have said that I wanted to · have what we call the optn presidency in which the Presidential office and the Presidency itself and the President was in the closest possible contact with the sptrit of tr. .:i.s r.ation and with the people, with the young people, withthe disadvantaged, A~th the labor p~ople, with the farm people, with the business and professional people,·Jith our spiritu~l leaders. In othe~ words, not only the open gat~ as much as one CQn keep it open, but mora importantly, the open heart nnd the open mind~ to liste:-1 to the people and nt the same · tim~ to try to be an educator and a lead~r l.to"':i.th the people. That is my hope and I think wecan do it. I have said, for example, that I would like ve~~ Ruch during the surr.uner months or sollle other time during the year to ho.ve the President go to the people. The White House is a building. The PNi!ldAllCY is an office. And that we can~g o to different areas of trds country and try and stay long enough to get the sense of the people , the feeling that is there . Sometimes wa become walled off even as we arei in Congress , Bob, unless we get back too our constituency and you know it and I know it. I have been very discouraged at times when I have been L~ Washington only to go back to my home constituency and come back refreshed kr..owing once again that I have had a chance to talk to t he people that count, not just to the people that write and advise and criticise , stand in judg~ent without very much right to do so. It is the people of this country, the voter, the citizen , young and old, the child as well as the varent, that we serve . SotlAtimes wo find ourselves servingthe headlines r ather than serving the needs of people. And I do not want my Pre ~~dency to be characterized by an ins~tiable quest and desire for popularity. I want my Presidency to be characterized by a dedicataon to the interests of the people and I am going to see that it is that way. (Applause) Now, ny fellow citizens, we have many difficulties that face us. Wo live in the most dangerous of times. You kknow it and I know it. No one can safely predict what will hnppen to us individually. One of the r easons that I selected the ~~~ that I did or at least reco ~~ende d the man that I did for theoffice of the Vice Prssdenht is because \ I thought that I owed it to this country and particularly to our party that we have a man of unq'.lestioned integrity, a wholesome man, an intelligent man , an experienced man ir. government,a reasonnble a~d juCicious man, a liberal man, somebody that was on the same political id ological wavel~ngth as myself, to be the Vice President in case anything h:1ppens to the PRESiDENT . I thought that was what we ought to have and I be~~ve you think so, too. (Applause) I didn't have to ma.ke any deal. ~o one asked me to. No one pressured me, I want you to know that. We Qtdn 1 t have to patch together the yesterdays, the late afternoons of just yesterday, as I think the Republicans did. I want to tell yoU1 that the American people better think very seriously as to what kind of a country they want to have i11 the dt.ys ahead,whnt kind of a nation they wish tohave and what kind of leadership they are going to ~ I . I I have . I don't think I o~6rexaggerate and I do not bel ieve that I tamper with the truth when I say that the Republicans in convention had to make an arrangement to solidify what I call the midnight of the old south withthe new Nixon. I didn't have to make any such arrangement . I just present to you Hubert Humphrey as I am, not new, not old, just what I am, and I present to you a lifetime of seYVice in the cause of liberal and progressive gove rnment. And I believe that is what you want . (Applause ) Adlai Stevenson wnce · said that patriotism is not the f nenzied emotional outburst of the monent , but it is the dedication of a lifetime. }~d I think that same thing is t rue of a sane sense of liberalism, that it isnot the emotional f renzied outburst of ~ moment where yousort of get Heathbed religion. · (Laughter and applause) but r ather the dedication of a lifetime . We have been together. I look across this toom and see many people with whom I hnve worked through the years . Together we have worked for what we call human rights, human dignity. And what we have done has been right . I don't think it has always been politically pophlar. Indeed, I can remember in 1964 that I wasn't even permitted to come into certain states . Than goodness this wasn't one of them. But , I was told not t o come because I 't·ras per~ona non grat • nd why? Because I had taken a stand o n~ the rights of people , all people, American people, and I had said they were entitled to equal opport unity under the l aw, and I said they have been entitled to social opportunity that they are entitled to be treat~d as first class citiZens , and I want to t ell you I don't intend to backtrack one half inch, not one little centimeter !rom that. · (Applause) Yes , there are a l ot of things happening in our country and most of it is to the good. There is a g~ed deal of r estlessness . Some of it b reaks out into violence. I don't happen to believe that violence is the way to settle our problems. I believe that we can geither condone it nor in any way even tolerate it. But , I also r ecognize that ferment and change are a fact of our life. The amaz ing thing is that we have been able to make the changes that we have made that are so dramatic and so dynamic with as little trouble as has come about . Noi.Y, what we need to do is to see that these forces of change are funneled and channeled in the proper direction. There is a great movement of emancipation going on across this world today and it is touching America just as it is touching Czechoslovakia and other countries that we readabout . Now, let us not repress emancipation in t his country. There has been the r epression of liberalism and emancipation in Czecloslovakia by the Soviet Union. Let nothing happen in Areerica that represses the desire of people in this country, poor people, white and black, deprived people, to have their chance to be emancipated, to ha..,·e their chance to be something in this world. Let's give t hem their chance and not only give them their chance , l et 's help them get their chance. That is what we are talki~g about. (Applause ) And this doesn't violate your affection for or r espect for fre e enterprise or representative government . As a matter of fact, everything that we seek to do in this country is going to require a growing and healthy -, 4 economy, an economy in which businessw en can make profit, an economy in which people can invest, an economy in which workers can have a better standard of living, an economy in Which millions and millions of people, ean come out of poverty and become productiv e and earning citizens. There is not one bit of conflict of interest, one bit of conflict between social progress and economic growth. As a matter of fact, the only way that I know we can get the social diYidends of a better education al system, of the cleaning up of our slums, of the rebmildin g of our cities, a better health for our people and all the many things that we want, better education for our young . the only way that I know we can get t hese social dividends is by having an economy that doesn't run in fits and starts but having an economy that ll".oves ahead as this economy has. and moYes ahead steadily , generatin g the social -- generatin g the resources that permit these social divfdi!::arls to be realized. And I am going to try to direct the Presidenc y of the United States along those lines. One of my advisers, my chief economic adviser, is Walter Heller, who came to this government under the administr ation of John Kennedy, stayed in this government for a considera ble period of time under LYndon Jognson. I brought Walter Heller to John Kennedy. He is one of the great economist s of our time, a liberal,p rogressiv e, socially concerned , social}y motivated , s en3ible , responsib le man in the field of economics . He has been my man. He has guided and counseled me . I have gone through some 20 years now of experienc e. When I talked to delegatio ns in Chicago I said you haveaa right to ¥-..notv my credentia ls, at least my public credentia ls. I never tried to pose as one without so .e blemishes ecause my family knows me too well and so do my fniends and my enemies suspicion . So, I run on the Democrati c ticket, not the sainthood ticket. (Appl use and laughter) I served as Hayor of a great city, a city of well1>ve r a half million peeple for two terms. I helped that city And that city helped me . \-le had a love affair. We L~roved our instrumen ts of law and order and law enforce~en ment. We adopted the first programs in the field of human relations , including fair employment practices . The first community self-surv ey to take a look at ourselves and find out our bad habits and hopefuljy do something about them. . But I never wanted my city to be known for its Police Departme nt. I wanted it to be known for its schools (Applause ) !or its jobs, for its parks and for its housing and for its redevelop ment, and I am happy to say that is what it has become known for. I served 16 years in the Senate and some of those years I gather weren't the most popular years for me down in Texas. But that is all right. We all learn to get acquainte d and w~en we get acquainte d we become a little more tolerant of one another. But during those 16 ~ars I tried to to give a good accountin g at least of creative thought,a nd might I also add _ of some courage, the willi€gne ss to lead, willingne ss to stand out front and take it, and I think many of you know that record.
