There is a lot of information within these pages and I’m excited to share all the hard work your Bonney Lake Police Department did for the citizens and community that makes up the City of Bonney Lake! There were a lot of changes in 2011. One being the retirement of Chief Mike Mitchell and the honor it has been to serve as your Interim Police Chief. Chief Mike Mitchell retired in September 2011 after severing our community for five years. Chief Mitchell was instrumental in implementing the 800 MHz radio system. During his tenure we also worked on a grant to create new programs such as being involved in the Multi County/Jurisdictional Auto Theft Task Force, and Metro Collision Response Team. We were able to purchase a much needed Armored Vehicle for Metro SWAT as well as a new patrol vessel. Chief Mitchell has moved on from law enforcement after serving for more than 25 years. We wish him well.~ In September I took over as Interim Police Chief. I have worked in law enforcement for 22 years with 20 of them here at Bonney Lake. I started the DARE program, helped Officer Jennings and Sainati start the Marine Services Unit, I was part of the bike patrol, worked in the property room, helped with crime prevention, helped start our part time investigators unit back in 1999 which turned into a full time Detectives position. I worked on Bonney Lake’s Special Ops team which eventually became Metro SWAT for 10 years. I was a SWAT operator as well as implementing the negotiators position within the team. I was promoted to Sergeant in 2005 and Assistant Chief in 2007. I take great pride in this department and the professional men and women that work here. I will work tirelessly to make sure our core values are met as wells as providing the service you as citizens deserve. When I was chosen to be Bonney Lake’s Interim Police Chief, I brought up a Sergeant to fill an Acting Lieutenants position. Kurt Alfano has been with the department since 2000. He was a lateral officer from the City of Buckley. A/Lieutenant Alfano also was part of Metro SWAT, was an FTO, worked for the DEA task force promoted to Sergeant in 2008 and became the Detective Sergeant in 2011. He brings a well-rounded background and approach to this position and has done a great job learning what it takes to be the police department’s operations supervisor. Other personnel changes in 2011 came in July when we went through a promotional assessment center and promoted Sergeant Keller. Sergeant Keller and has been an instrumental addition to our supervisory staff. In November we brought on two Reserve Police Officers, Nathan Alvord and Emily Holznegal. Both are working out fantastic! In December of 2011we hired an Officer from out of State. Officer Bourbon has ten years of experience and has been a great addition to our staff! Our department was busy once again this year. Officers, Detectives, CSO’s, Record Clerks worked on burglaries, suicides, arsons, vehicle prowls, an in depth investigation of a prescription forgery ring, multiple bomb threats at our local schools, a homicide and an officer involved shooting. Each high profile case our staff handled was responded to quickly, thoroughly and decisively. I’m proud of the work they do every day and on the calls that do not make the headlines. They are a group of strongly committed professional individuals who care about the community they work for. I hope you enjoy learning more about what we did in 2011 as your read our report. TFO Boyle The Investigations unit is staffed by a Detective Sergeant, two general detectives and two part-time detectives. The part-time detectives are assigned to the patrol division and split time with assisting in investigations. In addition, the Investigations Unit has a full-time narcotics detective assigned to the DEA task force and a full-time detective assigned to the P.A.T.R.O.L. Auto Theft Task Force. The Investigation Unit worked on over 200 cases in 2011, most of which were felony crimes. The Investigations Unit worked on many serious felony crimes that consisted of sexual crimes, crimes against children, fraud and felony assault/domestic violence. Some of the highlighted cases from 2011 are as follows: Detectives investigated a prescription forgery operation that resulted in the arrest of several individuals. Detectives also investigated another prescription forgery case where two subjects were arrested and received significant jail time. Numerous vehicle prowl incidents where suspects were identified and multiple persons arrested. Detectives investigated a series of suspicious fires in Bonney Lake and ultimately arrested a subject who was charged with multiple counts of arson. Detectives received an anonymous tip regarding an illegal marijuana cultivation operation and later served search warrants and sized more than 200 growing marijuana plants. A suspect was arrested and charged in the crime. Detectives have investigated multiple cases regarding a prolific retail thief and the subject has been arrested and is currently incarcerated. Detectives investigated a missing person case that eventually lead to the discovery of the victims badly burned body. The victim’s boyfriend was arrested for homicide and is awaiting trial. Detectives participated in a joint investigation with Pierce County Sheriff’s Department related to an officer involved shooting in Bonney Lake. After an attempt to stop the suspect for a traffic violation, the suspect fled and later opened fire on police. Officer’s returned fire and the suspect was shot and died at the scene. Detectives investigated multiple bomb threats at Sumner Schools and arrested three students for threatening to blow up their schools and assisted with several investigations as part of the Pierce County Metro Crime Response Unit including: A missing person in Sumner, and two officer involved shootings in Lakewood. Detectives participated in several specialized training classes including Underwater Drowning investigations and Officer Involved Shootings. Detectives also conducted several background investigations for new employees. During 2011, two investigations that I was case agent on resulted in the successful federal prosecution and convictions of eight subjects combined. During a heroin investigation I was the surveillance coordinator/CS controller for a four day operation in Los Angeles, CA which resulted in the seizure of over 50 lbs. of heroin, five lbs. of meth and the arrest of a high ranking member of the La Familia Cartel. The Bonney Lake Police Department has one full time officer assigned to the P.A.T.R.O.L. Auto Theft Task Force. This task force is comprised of several agencies in both King and Pierce County. The statistics below reflect the numbers of the overall task force. The task force is grant funded by the WATAPA grant. The year of 2011, the PATROL Auto Theft Task Force has arrested 61 suspects on 180 charges. It has also recovered 87 vehicles/5 engines with an estimated value of $590,200. Special Weapons And Tactics (SWAT) Sgt. Sasaki Officer Kiblinger, Officer Vance and Officer Carter The Metro SWAT team is a part-time, multi-agency tactical team which consists of officers from the Bonney Lake, Dupont, Fife, Lakewood, Milton, Orting, Puyallup, Steilacoom, and Sumner Police Departments. The SWAT team is responsible for responding to high-risk incidents in the participating cities. The Metro SWAT team successfully completed 16 missions in 2011, which was a significant decrease from 22 missions the previous year. In 2011, the Metro SWAT team was utilized for serving felony arrest warrants, search warrants for stolen firearms, and 9 high-risk narcotic search warrants. In addition to responding to high-risk situations, members of Metro SWAT provide training to local police agencies in the areas of firearms, patrol tactics, active-shooter response, high risk entries, and defensive tactics. Metro SWAT members also assisted with providing instruction to several area fire departments on the topic of Active Shooter Response. In 2011, the Bonney Lake Police Department had four officers who were assigned to the Metro SWAT team as a part-time additional duty. Two officers are on the entry team, one officer is the team leader of the sniper element, and one officer is a hostage negotiator. Bonney Lake Police Department 2011 Annual Report Page 7 Traffic Unit Sgt. Longtine In 2011, Officers Sainati and Torgerson continued their quest for safer streets. The two officers wrote a total of 2366 infractions/citations in 2011. The total “face value” of these infractions was $681,131. The amount does not include any fines levied for criminal offenses. The Officer are reporting it’s much more challenging to find speed violations than in past years. Investigated Collisions were up this year to 191, from 173 in 2010. Fortunately, there were no serious injury or fatality collisions in the City of Bonney Lake in 2011. Parking violations appear to be continuing a downward trend. This year, only 152 violations were cited, as opposed to 356 in 2010 and 660 in 2009. Officer Sainati continues to ride his BMW motorcycle in nearly all weather conditions. He uses the motorcycle in support of various departmental and community functions outside of traffic enforcement. These functions include department open houses, Bonney Lake Day and parade, and officer funeral and memorial duties. Officer Torgerson’s “Blueberry” Charger is a regular fixture of the evening commute keeping the roads clear of collision and safer for our citizens. In 2011, elements of the Metro Collision Response Team responded to their first call-out. MCRT investigated two officerinvolved collisions, part of a BLPD pursuit of a stolen vehicle. MCRT personnel also diagrammed the final scene, which involved use of the Pursuit Intervention Technique to end the pursuit in Sumner. Tacoma/Pierce County DUI Task Force Sergeant Longtine The Bonney Lake Police Department has continues it’s participation in the Tacoma/Pierce County DUI Task Force. The task force is designed for law enforcement agencies in Pierce County to work as a cooperative group to concentrate DUI and traffic enforcement efforts throughout various locations in Pierce County. Each month, officers from these different agencies work DUI or speed emphasis in the local area of the host agency. The DUI Task Force was developed in 1983 when citizens were appointed by Tacoma and Pierce County elected officials to design and implement an education, public information, and enforcement program. Since that time, the program's scope and community involvement has continued to expand and has evolved into today’s DUI Task Force. Bonney Lake Traffic & Patrol Officers worked DUI and/or speed emphasis in Lakewood, Tacoma, Gig Harbor/Kitsap County, University Place, Puyallup, Bonney Lake/Sumner/Buckley and areas of unincorporated Pierce County. The Bonney Lake Police Department continued it’s participation in the Washington State Patrol’s Target Zero Team. Target Zero is the state’s strategic highway safety plan, and calls for reducing highway deaths to zero by the year 2030. The entire plan can be found at www.targetzero.com. VERITAS...Vigilant, Excellence, Respect, Integrity, Teamwork, Accountability, Service Page 8 Tacoma/Pierce County DUI Task Force Con’t Enforcement is one of four equal strategies of Target Zero, along with engineering, education and emergency medical service. Bonney Lake’s own DUI Enforcer, Officer Rob Hoag, has represented BLPD in this program for the last two years. When he participates in these patrols he regularly makes one to two DUI arrests per shift. Officer Hoag conducted these patrols in Bonney Lake, as well as other areas of Pierce County. The Bonney Lake Police Department is also involved in the Task Force’s partner program, the Party Intervention Patrol. This is a cooperative group of law enforcement agencies focusing their enforcement actions on under aged drinking parties in Pierce County. Law enforcement agencies are joined by medical personnel, counselors/social workers and parents to respond, enforce, educate, treat and/or prosecute minors for under aged drinking. Pierce County and the Bonney Lake Police Department have been involved in implementing the program county wide. Officer Nathan Vance has taken on a leadership role with the patrol, and his work reflects positively on the City of Bonney Lake. Grants from the Washington State Traffic Safety Commission reimburse law enforcement agencies’ salaries for their involvement in these programs. Party Intervention Patrol Sgt. Sasaki Officer Vance, Officer Scott, Officer Wolschleger The Bonney Lake Police Department has had another successful year participating in the multi-agency Party Intervention Patrol (PIP). 11 Pierce County agencies received a total of $66,200 in grant funding from the Washington Impaired Driving Advisory Council (WIDAC) and $9,000 from the Washington Traffic Safety Commission (WSTC). This project, believed to be the only one of its kind in the nation, is managed by the Tacoma Pierce County DUI and Traffic Safety Task Force, Pierce County Community Connections and the Puyallup Police Department. The goal of the PIP is to reduce the number of fatalities and injuries that can result from underage drinking. During 2011, the Bonney Lake Police, Sumner Police, Puyallup Police, and the Pierce County Sheriffs Department hosted 5 PIP’s in eastern Pierce County. While conducting the 5 PIP’s, officers contacted approximately 67 people, which resulted in approximately 44 arrests of juveniles and adults. The majority of the arrests were for alcohol related offenses. Since its inception four years ago, PIP was evaluated by Bruce Cunningham of the University of Washington to determine whether or not PIP could be proven to reduce underage drinking. In his final report, Mr. Cunningham determined through surveys, interviews and statistics, that PIP does reduce underage drinking. This was a huge accomplishment for PIP which opens doors for federal funding down the road. Also during 2011, Officer Vance of the Bonney Lake Police assisted with instructing a 5 hour PIP training session for officers from all 11 participating agencies. There was a large turnout at the training and it was well received by the officers that attended. The Bonney Lake Police department currently has four officers and one sergeant that are involved with the Party Intervention Patrol. Bonney Lake Police Department 2011 Annual Report Page 9 Crime Prevention and Community Events Sgt. Sasaki CSO Stephen Flaherty, CSO Kris Yanez & CSO Laura Miller Community Service Officers of the Bonney Lake Police Department continued their excellent work in supporting our patrol officers, sergeants, and command staff in 2011. Community Service Officers (CSO’s) also worked to promote crime prevention and community oriented policing in both the residential and business community. CSO Kristine Yanez received the “2011 Support Officer of the Year “for her outstanding work. Although CSO’s have a wide range of duties and responsibilities there are several which can be considered primary they included: Prisoner Transport, BLMC Court Security, Property Room Management, Electronic Home Monitoring, and Crime Analysis. CSO Miller is also assigned to P.A.T.R.O.L. the regional auto theft task force. This year there continues to be more than enough prisoners for CSO’s to transport from the jails of Pierce County and King County. CSO’s transported 354 prisoners to and from various jails for booking or appearances at Bonney Lake Municipal Court. We returned 94 of those same prisoners back to there respective jails. CSO’s also transported 43 Felony suspects to Pierce County Jail and 17 Juveniles to Remann Hall. We continue to provide expanded court security due to increased number of Traffic Court sessions and the additional show cause hearings held on Mondays. CSO’s provide between 16 and 24 hours of Court Security for Bonney Lake Municipal Court per week at Bonney Lake City Hall. Bonney Lake Municipal Court day jail continues to allow prisoners a chance to serve their time in the courtroom instead of being jailed. CSO’s supervised an average of 5 day jail prisoners per week during 2011. CSO’s worked with command staff and the Court in early 2011 in preparation for the Court’s move to the Justice Center. The move which was completed in April added a new holding cell for in custody prisoners and a new metal detector. The new facility has increased the overall security of the Courtroom and changed the demeanor of both Criminal and Traffic Court. The recent addition of a full time Prosecutor has improved our ability to anticipate potential security problems. CSO’s and Court Staff have been working to update Court Policies and Procedures. We met in December to review all aspects of the security operations, day custody, EHM and the policy/procedures review is continuing. CSO Flaherty and Yanez also provide court ordered Electronic Home Monitoring for some offenders who have been convicted of Bonney Lake Municipal Court charges. Electronic home detention reduces jail cost and allows offenders to work while serving their sentences. The EHM program provided 366 days of monitoring for a savings of $20,862.00 in jail costs in 2011. The property room began the year with the annual appropriated property audit. There is approximately 105 items that are appropriated to various officers or work spaces within the department. All but 2 items have been verified and accounted for. We received and processed into our evidence room approximately 992 items for 2011. We processed 66 release requests for return of property to the applicable owners/victims. The property officers have made a concerted effort this year to address storage management concerns and disposing of evidence that is no longer required to be retained in the evidence room. Through case research, we were able to dispose or destroy 905 items for 2011. A total amount of 61 firearms were disposed of this year with 49 firearms being traded to L.E.E.D.S. for store credit and 12 firearms being destroyed. Sasaki CSO Stephen Flaherty & CSO Kris Yanez In the beginning of the year we established a contract with Property Room.com for our auctioning needs. There was a total of 58 items that went to auction that generated $777.67 in additional funds for the department. Our department started working in conjunction with the Tacoma-Pierce County Health Department in its medicine return program this year. A medical disposal box was installed in the front lobby for citizens to safely dispose of both prescription and over-the-counter medications that have expired or that they no longer wish to have in the homes. The approximate collection weight (TPW) totals for this year was 91 lbs. of medications. Despite continual setbacks we are making steady progress in our efforts to get a bar code system up and functioning in the property room. After numerous programming issues, we are hopeful that we will have a more efficient bar code scanning system up and running in 2012. Throughout the year, CSO’s have worked on a large variety of community and school events. The year began with tours of the Bonney Lake Police Department for local Cub Scouts. Packs from Lake Tapps and Bonney Lake fulfilled merit badge requirements by touring the Bonney Lake Police Department. CSO’s also gave a tour to Rainer Hills Pre-School in March. Favorite stops at the police department were the holding cells, the Patrol vehicle, and the SWAT armored vehicle. CSO’s visited local schools including: Kid’s Country Pre-School with McGruff in January. BLPD CSO’s attended the Emerald Hills Elementary School Carnival in June a school wide event. Many badges were handed out and students enjoyed setting in the patrol car. Lakeridge Middle School 7th and 8th grade classes joined BLMC staff conducting a mock court session in June at the new Justice Center. In addition to a great learning experience it was a great chance to test the new Courtroom. In December CSOs took the 911 simulator to Creator Lutheran Pre-School with East Pierce Fire. Three classes were taught the basics of when and how to call 911. CSOs also worked with job shadows from Bonney High School conducting tours of the PD, Bonney Lake Municipal Court, and transports. CSO also worked with an Intern from Pierce College during Fall Quarter. CSO’s supported local businesses throughout the year. CSO’s attended Safety Fairs at Home Depot (Oct) and worked with Target and their sponsorship of NNO and Shop With a Cop. In February, CSO Flaherty, Sgt. Sasaki and Officer Green coordinated BLPD’s annual Citizens Academy. The Academy was in session through April and gave local citizens an idea of the type of training received and situations encountered by BLPD officers. This years Academy included firearms simulator training, and emergency vehicle operations (driving police cars). This year’s academy was scheduled earlier and although the class was smaller then usual it was an excellent group. Several are now BLPD volunteers and one is currently attending the BLPD Reserve Academy. A new Citizens Academy Banner was purchased prior to the summer events to increase our visibility at community events. It was displayed at Bonney Lake Days and Open House. Although our February early start resulted in an excellent class. The Academy class for 2012 was moved to March and was scheduled in December. The CSO’s are responsible for developing and maintaining Block Watches with in the City. Ongoing efforts are focused on local homeowner associations. Successful areas include Lake Bonney Home Owners Association (coordinated with Pierce County Safe Streets), Cedarview and Sky Island. Successful meetings were held with groups from Sky Island HOA, Lake Jane HOA, Panorama Heights and Quiet Meadows HOA. There were several major events this year beginning with National Night Out on the first Tuesday in August. CSOs continuing last years more traditional format of local community’s sponsorship of separate events, The PD parade went to Lake Bonney and Lake Jane. The first stop at Lake Bonney Park for root beer floats was met by a small but enthusiastic crowd. The second stop at Lake Jane Park was for a hot dog barbecue. CSOs had been working with the Lake Jane HOA since early spring to add other parks to the event. The NNO event was the most attended event in Lake Jane in recent years. The Lake Jane Board was very pleased and is interested the event for next year. Lake Jane was the first NNO event to be held in an HOA Park. They were pleased with the turnout and welcomed the city to their park. The event held, at two community parks, in partnership with in the local block watches created more relaxed and informal event. Bonney Lake Police and East Pierce Fire caravanned to each location. Included in the caravan lead by our Motor Patrol Officer, many Police vehicles, SWAT armored vehicle and a Fire vehicles. Target a national sponsor, was helpful in providing hotdogs and ice cream for the event. Home Depot also a national sponsor provided a kids workshop designing decorative tiles. Bonney Lake Police Department 2011 Annual Report Page 11 Crime Prevention and Community Events Cont. The Bonney Lake High School cheerleaders brought pep and face painting to the event. CSO’s working with excellent support from Police Department, and City of Bonney Lake Officials and Staff coordinated the event. The second major event in August was participation with other city staff in Bonney Lake Days. CSO’s and BLPD volunteers brought a full range of crime prevention and personal safety information to the City of Bonney Lake’s booth. New this year were volunteers recently added from this years Citizen’s Academy and our new Citizen’s Academy Banner Officers, volunteers, and CSO’s were available for the one day event answering questions , meeting the public, and recruiting for next years Citizen’s Academy. The third major event was the BLPD/Public Safety Open House. The Public Safety Open House was held in the equipment bays of East Pierce Fire & Rescue. This event is a combined annual event held with East Pierce Fire. The Open House showcases each department’s officers, specialty units, and volunteers. The BLPD displays included personnel from SWAT, K-9, Marine Services, Motor Patrol, Bicycle Patrol, CSO’s, McGruff the Crime Dog, and our volunteers. Demonstrations and displays included K-9, SWAT equipment, the 911 Simulator, BLPD’s Marine Service Boat, SWAT, and the ID-A-Kid. Volunteers using our new sign recruited for the 2012 Citizen’s Academy. We finished the year by participating in the Shop with a Cop program which was sponsored by Bonney Lake Target. CSOs, Volunteers, McGruff and the SRO worked in early November soliciting donations from Target shoppers. A record $2400 was raised to support 20 kids in our December Shop With a Cop event. BLPD staff and volunteers also worked to support the Bonney Lake Giving Tree, Toys for Tots and Bonney Lake’s annual food drive. This department wide effort made our agency look like Santa’s workshop during the holiday. CSOs were able to enhance our Crime Prevention program by using the cities web site to add an e-mail Block Watch and newsletter to the cities Facebook page and are now using the web for crime prevention alerts and tips. Using volunteers Car Prowl handouts were distributed in parking lots during the holiday season. Working with Police Administration we were also able to add a Livescan Finger Print system through a grant fro WSP. The Volunteer program grew this year with four volunteers added from the Citizen’s academy this year. Nine volunteers gave over 393 hours of time and energy to the police department in 2011. They were at every major event and deployed our radar trailers countless times throughout the year rain or shine. The weather and economy really played part in the lack of water activity in 2011. Our Marine Services Unit Officers attended 212 Hours of Marine related training classes. This included a Boating Under the Influence course, instructor courses and other related Marine Safety courses. Community events included Bonney Lake days, Swim/Run/Bike event and boating education courses at the Bonney Lake Police Department and Pierce County Sheriffs Office. Maras 2011 was a slow year for the Field Training Officer Program. In December, Officer Jeff Bourbon began the FTO Program and is expected to continue the process into 2012. The FTO’s continued to work with current Reserve Officers and began working with new Reserve Officers who began the Reserve Academy in the fall. Police Reserve Program Sgt. Keller Officer Lance Panush resigned as a BLPD Reserve Officer in December of 2011, after taking a six month leave of absence. Panush had been working six days a week and was very busy. Lance was upset about having to leave the BLPD. His uniforms and equipment were collected by his supervisor prior to his resignation. Officer Harberts had a total of 235 total hours for the year, as a reserve Officer. Harberts was released from the Reserve FTO program in November of 2011. Officer Harberts began assisting patrol on his own with prisoner transports, warrant meets and back up on 911 calls. He assisted patrol on several 911 calls as well. Reserve Recruit Holznagel and Recruit Alvord are currently attending the Reserve Academy at the Fife Police Department. I have received no complaints from the academy in reference to the two Recruits. At this time, both Recruits appear to be meeting the Academy requirements. BLPD Reserve Program Sgt. Keller Throughout the year of 2011, Officer VanSickle K9-50 and his dog Gunner deployed a total of 21 times. He was called from outside agencies several times, but was cancelled while responding to the requests for his services. In 2011, Officer VanSickle and Gunner recovered crack cocaine, methamphetamine, heroin and marijuana. They recovered 142 grams of heroin for the DEA, and 24 grams of marijuana for the Bonney Lake Police. One deployment by K9-50 was used by the Pierce County Sheriffs Department for probable cause for a search warrant. Officer VanSickle has continued his monthly K-9 training with the Metro K-9 team. His monthly narcotic audits were all accounted for and observed by Sergeant Sasaki, SGT Maras and SGT Keller without incident. Alfano Barb Wigton, Heather Tower and Jaime Amsbaugh In 2011 the Records unit consisted of Wigton, Tower and Amsbaugh. Tower and Amsbaugh handle most of the customer service including the front window and phones. However when Tower went on maternity leave for her 2nd child Wigton was moved to the front office to assist Amsbaugh. In 2011 Records changed their filing system to vertical tabs for better use of their long term filing cabinet. Records also began scanning in attachments of cases into the web based records program to better assist officers when out on the road. This is also the beginning of the switch to go paperless, however that will be an ongoing process for that change to be complete. During the 2011 Citizens Academy Amsbaugh did a half hour presentation on records, informing the students about Public Disclosure, Concealed Pistol License and general process of what goes on behind the scenes. In late 2011 the department received, by grant, a Live Scan machine that they hope to put to use in the 2012. This will once again change the fingerprint procedures that we changed last year. Alfano CA Miller Bonney Lake Police Department 2011 Crime and Statistics The total number of NIBRS offenses reported to Bonney Lake Police Department in 2011 was 1,092 compared to 1,202 reported offenses in 2010. This resulted in a 9.2% overall decrease. One homicide was reported in 2011 and is the departments first since the year 2000. The case was Domestic Violence related and was swiftly cleared by arrest. Robbery showed a dramatic 60% decrease with only 4 robberies reported in 2011 compared to 10 robberies in 2010. Forcible sex offenses were also down in 2011 by 25%. Drug/Narcotics related offenses decreased by 55% and Weapons Law violations decreased by 38% in 2011, likely a result of new laws pertaining to the search of vehicles incident to an arrest. Counterfeiting / Forgery showed the largest property crime increase with 44 cases reported in 2011, compared to 30 cases in 2010. This resulted in a 47% increase.
