The Village Centre Business Improvement District (BID) was established in 1993 while implementing recommendations from the original 1990 downtown master plan and has proudly served the local business community for more than two decades. The BID is an active and integral part of the momentum that continues to build in downtown Menomonee Falls. Supported and guided by the recently updated master plan, public infrastructure investments, and business incentive programs, the Village Centre is capitalizing on recent successes and is leveraging new opportunities to continue to prosper. Our friendly, welcoming community and a commitment to making things happen is a winning combination for any potential downtown business. Our distinctive shopping, unique dining, appealing art galleries and variety of personal service businesses attract residents and visitors alike with a combination of small town charm and a modern, convenient lifestyle. DOWNTOWN VILLAGE CENTRE 5 DEMOGRAPHIC HIGHLIGHTS The Village Centre and surrounding neighborhoods are a key part of the growing Menomonee Falls community providing an environment where businesses and residents are located in a walkable setting. Within a seven minute drive time from the intersection of Appleton Avenue and Main Street, there are more than 36,600 residents in more than 15,000 households. Nearly 28 percent of the households earn at least $100,000 annually and this population boasts a high level of education with over 62 percent of those over 25 years old having some level of post high school training. The nearly 96 percent housing occupancy rate also points to the high quality of life enjoyed by residents and indicates a strong demand for real estate in the area. Recent policies include a re-emphasis on tools to assist in redevelopment areas, including Downtown Menomonee Falls. With this in mind, there are Village programs to assist in supporting the right type of redevelopment projects in the Village Centre. Tax Increment District No. 9 In 2010, the Village created Tax Increment District No. 9 (TID No. 9) as a mixed-use district to promote redevelopment in the Village Centre and the surrounding neighborhood. The project plan identifies several key parcels that are ideal for private sector redevelopment and, in turn, should attract additional mixed-use commercial and residential development to the downtown area. Several public improvements are also outlined in the project plans that are necessary to improve the area assets and encourage private sector reinvestment. TID No. 9 is in its early development phase and is a main tool to support redevelopment in the downtown and Appleton Avenue corridor for the coming years. Economic Development Master Fund When the Village of Menomonee Falls adopted TID No. 9, the project plan allocated funds for the Economic Development Master Fund (EDMF) program. The EDMF is intended to be used to improve properties and enhance the tax base within TID No. 9. Businesses and property owners in the district may be eligible for two types of financing depending on the qualifications of a specific project. First, low-interest loans may be provided to finance qualified business expansion or start-up projects. A second component of the EDMF is a matching grant program. Businesses and property owners within the TID No. 9 may be eligible for matching grants to assist in making qualified building improvements. To date, over twenty matching façade grants have been approved, helping make noticeable improvement in the aesthetic value in Downtown Menomonee Falls. This process requires a Plan Commission initial appearance, a public hearing, recommendations from the Plan Commission and the Architectural Control Board, and final action by the Village Board of Trustees. Different approval processes may apply depending on the specific nature of a project. Please consultant with Village Staff to determine the applicable approval process. 12 VILLAGE OF MENOMONEE FALLS BUSINESS IMPROVEMENT DISTRICT Established in 1993, the Business Improvement District (BID) exists to promote the development, redevelopment, maintenance, operation and promotion of the downtown area for the economic benefit of all business and property owners within the BID.
