Celebrating the Past - Public Pension Financial Forum
Celebrating the Past - Public Pension Financial Forum 10th Annual Conference Scottsdale, Arizona October 27 - 30, 2013 As of 07.12.2013 The information provided in this registration form is an abbreviated version of the complete conference program booklet and is subject to change as events and speakers are confirmed. 1 About Public Pension Financial Forum (P2F2) is the only professional organization specifically organized for and by public pension finance professionals. It was designed so that all finance-related employees of public pension systems would have a forum that specifically provides a platform for professional growth, education and networking. P2F2 was formed in 2004 and held its first conference in Columbus, Ohio with 80 in attendance. Today, P2F2 has almost 200 members representing nearly 100 different pension systems. THE GOALS OF P2F2 ARE TO: • Promote excellence in public pension plan financial operations; • Provide educational programs of interest to membership; • Promote the exchange of best practices and ideas for financial operations and reporting between public pension plans; • Foster sound principles, procedures and practices in the field of public pensions related to financial operations; and • Provide an appropriate national organization representing the financial operations of public pension systems throughout North America, including providing comment to exposure drafts and other potential accounting pronouncements promulgated by the Governmental Accounting Standards Board ABOUT OUR 2013 CONFERENCE: CELEBRATING THE PAST - BLAZING TRAILS INTO THE FUTURE Scottsdale, Arizona, known as “The West’s Most Western Town,” is host for P2F2’s 10th Annual Conference. Often voted one of America’s top destinations, Scottsdale is home to great shopping, dining, hiking, golf and entertainment. The city’s roots are reflected in Old Town Scottsdale, where its wooden sidewalks, hitching posts and rustic traditions are preserved. As you walk through Old Town Scottsdale, you will be transported back in time to the early days of what is now a thriving city. Similarly, as we gather together for our 10th Annual Conference, we will take time to reminisce about (and celebrate) our past as an organization. We will also set our sights on the future of public pension plans, along with some of the challenges we all face, including the new pension accounting standards. Now more than ever before, it is important for us to gather together and learn from each other as we prepare to make substantial changes in how we handle financial/investment reporting and our interaction with employers. 2 As always, the 2013 conference has been designed to offer an educational focus in three separate tracks: • • • General Accounting Investment Accounting Employer Reporting Beyond the considerable number of educational sessions offered, the P2F2 conference provides ample time for informal networking, giving attendees time to exchange ideas and further discuss material presented in formal sessions. Our social activities provide an opportunity for you to meet colleagues and exchange contact information so that as you encounter new challenges throughout the year, you will have a support group in place. We hope you will take advantage of this wonderful opportunity. 3 October 27, 2013 Welcome to the 10th Annual conference of the Public Pension Financial Forum. We are confident that the learning opportunities scheduled for this year’s conference will exceed any of our previous annual conferences. New this year - we will hold a preconference session on Sunday, October 27th, which will be devoted to the timely topic of the new GASB requirements. The presenters, financial officers from peer retirement systems, will share valuable lessons learned from their experiences implementing these new requirements. On the agenda this year are the latest issues and trends currently facing the public pension financing industry. This conference will cover all the significant and relevant changes in pension fund accounting and how these changes impact the participating employers of our respective retirement systems. We believe you will be delighted with the conference venue. The Chaparral Suites in sunny Scottsdale, Arizona is a superb facility, which will provide a warm and welcoming environment in which to learn and collaborate and to meet and reunite with friends. Thank you to all the volunteers who contributed their time, talents and ideas into planning and coordinating this conference. They created an exceptional event that is sure to provide a meaningful experience for all. Don’t miss our Monday evening event, which will be held at MacDonald’s Ranch – Scottsdale’s premiere horseback riding and western adventure locale. With fun things to do for the entire family, this is sure to be an enjoyable evening. On behalf of the Board of Directors, I hope you enjoy the conference and your time in Scottsdale. It is our hope that you will come away with ample information and knowledge to assist you in leading your system to a successful implementation of the new standards. Thank you for joining us at our 10th Annual Conference. Sincerely, 4 Art Hewig President P2F2 General Information PRE-CONFERENCE SESSION P2F2 is excited to offer a pre-conference session this year on Sunday morning beginning at 9:00. The session will be led by Ohio PERS and MERS of Michigan, two systems that are doing a “mock” implementation of GASB 67 and 68 this year. The cost for the pre-conference session is $75, which includes lunch and written materials containing examples of how GASB 67 and 68 will be implemented by those systems. Take advantage of this excellent opportunity to learn the details about how to implement the new GASB standards, including real examples of schedules and disclosures. CPE INFORMATION MONITORING ATTENDANCE Sessions will be presented in a group-live format. All sessions are intended as an overview or update in connection with the related topics. There are no prerequisites and no advanced preparation is required for attendance at any session. In keeping with the requirements set forth by the NASBA, P2F2 tracks attendance. At registration you will receive tickets to claim CPE credits. You will need to sign the relevant ticket for each session you attend and turn it in at the end of the session to receive credit for that session. P2F2 will use these tickets to verify your educational session attendance against the CPE form you turn in at the end of the conference. Your approved form will be sent to you approximately one month after the conference. You may earn up to 27 continuing professional education (CPE) units by attending the 2013 P2F2 conference, plus an additional 3 CPE units by attending the preconference session on Sunday morning. P2F2 is registered with the National Association of State Boards of Accountancy (NASBA) as a sponsor of continuing professional education on the National Registry of CPE Sponsors. State Boards of Accountancy have final authority on the acceptance of individual courses for CPE credit.
