Our goal is to get the basics right through improved service delivery and to start moving towards an effective City administration which can both conceptualise and realise plans which will accelerate growth and transformation in the City. We want to serve as an example for professional positive approach towards our responsibilities. We want to accelerate our capacity building with enthusiasm. The values such as integrity and team work to be deeply rooted in our municipality. In respect to the strategic goals aimed at preventing the further lagging of economic growth in the region, the Municipality of Gračanica/ Graçanicë’s priorities are: Analyzing the existing local structures and capacities is considered the basis for decision-making on aligning projects for implementation; Creating favorable environment for investments; Planning and preparation of the investment proposals; Finalization of the on-going projects; Marketing and promotion of the Municipality as a place worth for investments; Creating the inter-disciplinary partnerships; Decrease long-term unemployment; Strategizing long-term investment plans. Currently, aiming to attract the investors and in compliance with the current law, we simplified the administrative procedures and invested a lot in the local infrastructure. We are planning to bid the investment locations andcomfort the administrative procedures for business development. Considering the necessity of the Local Economic Development, our focus for Municipal Development Plan further will be proper economic infrastructure for growth. We want to use our services and investments in infrastructure to make Municipality of Gračanica/Graçanicë an attractive place for investors and skilled workers, and globally competitive. Investors with their investments enable good opportunities for everyone. Through improving infrastructure we are aiming new developments for new opportunity areas, especially jobs that will be paid off in the future. For this reason, our Municipal Development Plan focuses on making our local government more efficient organization, with well managed human resources and enough staff capacity to deliver services in greater quantity and of better quality than before. Let’s be the champions of the new opportunities towards the investments that guarantee a good quality of life of the people in this region. Mr. Bojan Stojanović Mayor of the Municipality of Gračanica/Graçanicë Municipal Profile 5 Location Population G Municipality of Gračanica/Graçanicë has about 25.000 inhabitants with multi-ethnic structure. Most inhabitants are Serbs 85.7%, Albanians 3.7%, while Roma, Ashkali, Egyptians and other are 10.6%. račanica/Graçanicë municipality lies on the eastern edge of the Kosovo basin, where a slight rise Veletin hills and some steep slopes of Stazevac, on the river Gračanka and on the west to the river of Sitnica. It is located about 570 m above sea level and it is a part of a tectonic base in which has descended during the tertiary period. Veletin and Ostrivrhare deadvolcanic cones there are ore-rich rocks. The geographical position was favorable for the colonization of this territory in the early historic era by Dardan’s and later Celts, Romans and Slavs, and name Gračanica/Graçanicë was first time mentioned in 1303. Gračanica/Graçanicë is known by one of the most beautiful Serbian medieval monasteries, the monastery of Gračanica/ Graçanicë, which was built by Serbian King Milutin in 1310, and in its vicinity is located archeological site of Roman’s town Ulpijana. The vicinity of Pristina as administrative and economic center, Pristina International Airport, main roads that pass through the territory of the municipality of Gračanica/Graçanicë: Pristina-Gjilan/Gnjilane, Pristina-Skopje and Pristina-Prizren, highway Merdare-Vrmica and railways Pristina-Skopje, are great advantage and potential for the future development of Municipality of Gračanica/Graçanicë. Young people make up 35-40% of the population, as age structure in the municipality is favorable. Migration in the last twelve years with constantly immigration, have contributed to the increase in population in the municipality that is more expressed in recent years. The favorable geographical position, possibilities of starting a business, a stable security situation and the good life in a community that welcomes the new neighbors, are the reasons of the increasing population in the municipality of Gračanica/Graçanicë. Infrastructure Through the territory of municipality of Gračanica/Graçanicë pass three main roads: International road E-65 Pristina –Skopje (12.3 km through the municipality) Main road Pristina–Gjilan/Gnjilane(5.5 km through the municipality) Main road Pristina–Prizren (3.45 km through the municipality) 6 Besides mentioned main roads, construction of the highway Merdare-Vrmica-Tirana is underway, whose part will be built on the territory of the Municipality of Gračanica/Graçanicë. The network of the local roads connects settlements within the municipality is 120 km. All local roads are paved and reconstructed in the period since the establishment of the municipality of Gračanica/Graçanicë, so the existing road infrastructure in good condition. Over the area of the municipality of Gračanica/Graçanicë pass two railway routes: International railway Pristina-Skopje-Athens, Local railway FushëKosovë/Kosovo Polje-Kishnicë/Kišnica. Pristina International Airport is located 15km from the business zone in the municipality of Gračanica/Graçanicë, and it is located near the administrative border of the municipality. The airport provides all passenger, cargo traffic and general aviation services. In all settlements of the municipality of Gračanica/Graçanicë exists a low voltage electrical network. Power supply and maintenance of high-voltage and low-voltage network performs Kosovo Energy Corporation (KEK). The municipality of Gračanica/Graçanicë and all settlements in the municipality are well covered with cell phone signals of cell phone operators: Ipko, Vala, Z-Mobile and MTS. Land line network exists in all settlements and the operators are: Telekom Serbia and Post and Telecommunications of Kosovo. Internet is available in all settlements, and services are provided by operators: Ipko, Kujtesa, Telekom Serbia, as well as many smaller providers. Settlements of the municipality of Gračanica/Graçanicë are supplied with water from three sources: Gračanica/Graçanicë Lake, factory for the production of drinking water, and wells from Lipjan/ Lipljan and Kuzmin. In more than 80% of the settlements there is water and sewerage networks. On the municipality of Gračanica/Graçanicë there is more natural water springs: fountain in Gračanica/Graçanicë, Susica, Badovac and Livadje. Education In the municipality of Gračanica/Graçanicë operate four (4) kindergardens and preschools, 9 (nine) primary and 8 (eight) high schools. In the municipality of Gračanica/Graçanicë operate several departments of Pristina University relocated in Mitrovica: Faculty of Philology for the Serbian and English language, Faculty of sciences, department of informatics, Faculty of economy and management, Faculty of the Higher Economic school. Business environment Municipality of Gračanica/Graçanicë is located in Economic Zone Center “blue zone”, that according to the”Spatial Plan of Kosovo” is for economic development zone. Pristina as a capital, administrative, cultural and economic center of Kosovo is in this zone. Vicinity of Pristina, the main road and rail transpor t routes, highway Merdare-Vrmica and Pristina International Airpor t which is located near the municipality, are the advantages and great oppor tunities for economic development and prosperity of the municipality. All these advantages are integrated in the “Triangle of economic development of Kosovo” in which is located in the half of the territory of the municipality of Gračanica/Graçanicë and which is scheduled as a pole of economic development of Kosovo. Significant surfaces of qualitative arable land are also potential for agriculture development. 7 8 Municipal Administration M unicipality of Gračanica/Graçanicë has a legislativerepresentative and executive bodies that are directly elected in local elections. Municipal Assembly is the highest legislative-representative body. Mayor is the executive body of the municipality. Mayor represents the municipality, organizes and manages the budget and policy of the municipality. Also, proposes municipal development, regulatory plans, investment plans, regulations and other acts passed by the Assembly to perform municipal jurisdictions. Current mayor is the first elected mayor since the establishment of the municipality of Gračanica/Graçanicë on December 2009. Support to investors In order to achieve economic development, municipality of Gračanica/Graçanicë has more incentives and benefits for starting a business: Allocation of municipal land for use; Exemption from payment of municipal taxes or decrease depending on the type of investment and character of buildings; Possibility for investments in the form of public-private partnership, etc. 9 10 Natural Resources, Tourism, Competitive Advantages Municipality of Gračanica/Graçanicë is rich with natural resources. Most important is the agricultural land class I and II, of around 100 km2 or 70% of the total municipal territory. Water and river flows are also important resource. Throughout the territory of the municipality flow 4 (four) rivers: Gracanka, Sitnica, Pristevka and Janjevka, as well as 2 (two) streams: Straznica and Zegovacki Potok. Gračanica/Graçanicë Lake is an artificial reservoir on the river Gračanka two kilometers above the town of Gračanica/ Graçanicë, built to supply the suburbs of Pristina and surrounding settlements with drinking water. Moreover, water from this artificial lake are used for irrigation of 2260 ha of arable land in the area of Gračanica/Graçanicë, Caglavica, LapljeSela. The lake has a capacity of 26 million cubic meters of water, about 4 km long and 500 meters wide. It is rich in various kinds of fish: carp, chub, catfish, carp, white fish etc. Municipality of Gračanica/Graçanicë is rich with minerals such as lead and zinc. Those minerals can be heavily found in mine of “Kisnica”. Tourism Competitive Advantages One of the most significant potential for the development of the municipality Gračanica/Graçanicë is tourism.The rich religious and cultural heritage and Serbian medieval monastery Gračanica/ Graçanicë, located on the World Heritage List of UNESCO, as a great touristic location. Ulpijana is another archaeological site which is also a tourism destination. Clean and healthy environment provide opportunities for rural, recreational, sporting and hunting tourism. In order to develop and promote tourism, municipality of Gračanica/ Graçanicë has founded the “Tourism Organization of Gračanica/ Graçanicë” – a forerunner in tourism and economic development of the municipality. “Triangle of economic development of Kosovo” zone, whose territory makes almost half of the municipality of Gračanica/ Graçanicë, is certainly a great opportunity for economic development of the municipality. Given the needs and market opportunities, starting of production activities and the potential investments of multinational companies provide the opportunity for the municipality of Gračanica/Graçanicë to grow into one of the most developed municipalities in Kosovo. 11 Investment Locations 12 I ndustrial Zone formalized by the Municipal Assembly of Gračanica/Graçanicë, is located along the international road Pristina-Skopje, and is one of the most attractive business areas where some of the most impor tant companies in Kosovo operate. 496 registered businesses operating and growing number of potential investors who want to star t a business in the territory of the municipality gives a chance to the municipality of Gračanica/Graçanicë tobecomes the richest and most developed in Kosovo. In order to build commercial and industrial buildings, municipality of Gračanica/Graçanicë has earmarked tens of hectars of land to potential investors in several locations. Municipal Cultural Heritage M unicipality of Gračanica/Graçanicë, besides the rich religious and cultural heritage, clean and healthy environment, can offer rich cultural and sports events. “Vidovdan poetic communion” within there is art colony, literary evenings, folklore festival, and a pageant of “Kosovo girl” and “Cultural summer fun“ with music 13 concerts and a pageant of “Miss of Kosovo“ are the two most important and traditional events. Plenty of music concerts, literary events, art workshops and many sport events in all municipal areas shows activity and desire of community for organization and participation in community events. 14 Quality of Life B ased on the evaluations and reports on the performance and operation of municipalities by government institutions and international organizations, municipality of Gračanica/Graçanicë, since the establishment and its start of functioning on 29.12.2009, managed to become one of the most successful municipalities in Kosovo.
