A year of change
The quality of the
winning wines was as
good as ever reports

The Top 100 may have altered its name this
year, switching from Vins de Pays to Indication
Géographique Protégée (IGP)* to reflect the
new European wine regulations, but down
on the tasting floor the quality of the winning
wines was as good as ever.
Top 100 PGI France entries
and 40.37% of entries, respectively) but with
an increased representation for rosés. A number
of judges commented on the improvements in
the pink wines, with the Syrahs singled out
for praise.

Meffre had four, Les Grands Chais de France five,
Producteurs Plaimont and Skalli four each and
Laurent Miquel, Gérard Bertrand, Les Domaines
Auriol, Domaine de Pellehaut and Domaine de
l’Arjolle three each.
The panel this year was made up of the usual
cuvée of journalists, writers, consultants,
sommeliers and wine buyers. The team, in no
particular order, was Oz Clarke, Gearoid Devaney
of Sarment, Rosemary George MW, Jamie
Goode, Susie Harrison of Majestic, Sam Harrop
MW of Litmus Wines, Belinda Kleinig of Marks
& Spencer, Daniel Lambert of Daniel Lambert
Wines, Peter McCombie MW, Ashika Matthews of
Venus Wines & Spirits, Charles Metcalfe, Christine
Parkinson of Hakkasan, Anthony Rose of The
Independent, Joanna Simon of House & Garden,
Mathew Stubbs MW of Vinécole, Richard Verney
of Oddbins, Dominique Vrigneau of Thierry’s, Joe
Wadsack, Simon Woods and me.
The PGI category is still considered to be one
that specialises in varietal wines. It is certainly
true that the majority are made from a single
grape type (62.1% this year), but there were
some blends (13.34%) and dual varietals
(24.66%), too. It is becoming increasingly
difficult to generalise about PGI wines.
For those of you who like your numbers
crunched for you, the tasting was split almost
equally between reds and whites (44.26%

branded wines we selected. Four of out every
five winners were made in quantities of at least
15,000 bottles, and 35 of them have 100,000
bottles to sell. The prices are approachable, too.
Only two of our winning wines cost more than
£10 and many of them sell at £6.99 or less.
This has been a year of change for the Top 100,
as France gets to grips with a new set of wine
regulations. But the qualities that have sustained
the competition since it began in 2004 – blind
tasting by experts and the desire to reward
individual wines that are suited to UK palates –
are immutable.
One of the many things that make the Top 100
so special is that the judges are free to give
as many or as few trophies as they want. This
year, we picked a dozen, detailed elsewhere in
this catalogue. Reflecting the diversity of the
category, we awarded gongs to a Viognier, a
Syrah, a Mourvèdre, a Merlot, a Chardonnay, a
Cabernet Sauvignon, a Braucol and five blends
(a rosé, two reds and two whites). As chairman
of the jury, I think it was one of our best line ups.

The CMO wine reform
and the PGIs – PDOs
The European Community policy governing the new
Common Market Organisation (CMO) of the wine
industry came into effect in its entirety in the half
semester of 2009.
There are several objectives to this CMO reform:
“Reinforce the competitiveness of the
Community’s wine-producers
Establish the reputation that wines from the
European Community are the best in the world
Re-conquer former markets and develop new
markets in the Community and in the world
Establish a viti-viniculture protocol operating
on the basis of clear, simple and efficient
regulations allowing a balance of supply
and demand
Establish a viti-viniculture system that
preserves the best traditions of the
community’s viti-vinicultural production,
strengthens and supports the social fabric
of the numerous rural areas and guarantees
that production, as a whole, respects the
environment.”
In addition to giving greater importance to
the regional dimension of our production,
this approach will accompany not only the
willingness to promote the wines in connection
with the pedoclimatic qualities of our territories,
but also the savoir-faire of wine-producers and
the organisation of the production line around
these designations of quality.
In France, one of the major elements in this new
regulatory framework is the redefinition of wine
categories. In relation to a production rooted
in territory, the categories are now divided as
follows:
Protected Geographical Indication wines (PGI),
Protected Designation of Origin wines (PDO)
Wines without Geographical Indication
(without GI).
The PGI is a collective approach, with the goal of
guaranteeing the protection of a specific product
in a defined geographical area. It is managed
by a structure that regroups and represents the
actors of the products’ production line.

Protected Geographical Indication
management is guaranteed by the INAO. This
organisation process requests for PGI status.
It also supervises the inspections of these
designations.
The specifications must include the
following categories:
product name
product description
defined geographical area
elements that prove that the product
originates from a defined area
description of the acquisition procedure
connection to origin
name of the management organisation
labelling regulations
standards to be respected
Conclusion
The French vineyard has consistently
demonstrated its ability to adapt when
confronted by ever-increasing consumer
expectations and ever-increasingly strong
international competition.
Our viticulture has always known how to
stand up to the challenge and restructure
itself, extensively transforming its offer.
This European Community reform clarifies
the situation and defines a setting for which
our vineyard is prepared, thanks to Vins de
Pays commitment to long-term qualitative
approaches. These approaches, drawing
on the specifications that integrate the
territorial designation product quality and
inspection systems, bring the guarantees that
are required in the PGI setting and that are
expected by consumers and the national
and international marketplace.
The specifications are also associated with an
inspection plan. An accredited and certified
management organisation undertakes, on the
basis of this plan, the industry’s inspection
procedures. This third-party organisation offers
a guarantee of competency, impartiality and
independence.

concerned primarily agricultural products
destined for human consumption (cheese, fruits,
vegetables and cereals, oils and other fats, fish,
meat and certain beverages [ciders])
