Dear friend,
It’s been quite a year at Frannie Peabody Center!
In 2006, we served more people in Maine at risk for, or living with, HIV/AIDS than
ever before. And we’ve continued to strive for wise strategic planning, programs that really work, strong partnerships in the community, and effective public advocacy.
Why? Because even today, after 25 years, we’re still fighting the stigma of HIV/AIDS. The
disease is more widespread but also, in some ways, more invisible. And there’s still no cure.
Yet the people we serve are right here! They’re our neighbors, our friends, our family.
And they deserve human kindness, dignity, quality care, and a safe home just as surely as
you and I do.
Now, however, in the face of even bigger challenges, funding sources are growing
scarcer just as costs are increasing. We had to close our supplemental-food pantry in
August for lack of funding, for example, and the cost of heating our Peabody House
Assisted Living Facility went up 33% last winter, and promises to rise even more this
coming winter. Tough stuff.
That’s why we’re so grateful you’re reading this annual report. Please keep reading! We couldn’t do our work without your care, your commitment, and your financial
support. The Center’s staff, board, volunteers, and partner organizations are making a
difference in so many people’s lives. We hope you’ll join us—and make a difference, too.

Our Programs
HIV Prevention
ur prevention team promotes HIV/
AIDS awareness in the community and
reduces risk behaviors by providing information, resources, and anonymous testing.
In 2006, we provided 70 hours of community education and 600 hours of outreach to
7,000 at-risk Maine men and women, including GLBTQ youth and adults, people who
are addicted to drugs or alcohol, women in
prison, people who are homeless, and racial
and ethnic minorities.
We also tested 496 at-risk individuals
for HIV infection and 71 for STD infection. (Early diagnosis is a key part of staying healthy longer.) Testing at our Portland
storefront office grew 129% over that of the
previous 12 months. For every 83 people
tested, one was HIV positive.

Client Services
Our client-centered care program aims to help
improve the quality of life and self-determination
of Maine people living with HIV/AIDS.
Our case managers spent more than 4,000
hours in direct contact with 267 clients in
2006 (up 26% over 2005), including 50 new
intakes—more than ever before.
We offered comprehensive assistance in
obtaining help with life planning, medical
care, legal advice, mental health and substance use counseling, insurance coverage,
financial assistance, and housing. We made
more than 1,000 successful referrals and disbursed over $50,000 in funds to help clients
with unreimbursed medical expenses.
In keeping with national trends, the demographic profile of our clients has changed
significantly. We saw more women (indeed,
women with HIV could soon outnumber
men) and more people of African descent,
including African-Americans as well as immigrants and refugees from Africa. Almost 10%
of our clients spoke no English or spoke it as
a second language. Half reported household
incomes at or below the federal poverty level.
And more than 75% reported mental health
issues, substance use issues, or both.
Residential Services
We help people living with HIV/AIDS find or maintain a
safe, stable home.
Our Peabody House is Maine’s only assisted living facility for people living with HIV/AIDS. Peabody House is a
six-bed facility that provides room, board and assistance
with activities of daily living. A team of social service and
nursing care providers work together to provide 24-hour
care and support to residents of varying levels of need.
Eight people lived at Peabody House in 2006.
HAVEN is a federally funded, statewide housing collaboration between Frannie Peabody Center, the city of Portland,
Shalom House, and Ryan White, providers of HIV case management and medical care. It provides rental subsidies; shortterm assistance with mortgage, rent, and utility payments; and
support services exclusively to people living with HIV/AIDS.
HAVEN served 216 clients statewide in 2006, helping 95% of
them find or maintain permanent housing.
2006 Financials
F
rannie Peabody Center had an annual operating budget
of approximately $2.4 million in 2006, 90% of which
came from federal and state government grants and programs. We were also the recipient of grants and generous
donations from numerous private organizations, foundations, and individuals that helped us build additional
service capacity, subsidize shortfalls in public funding, and
stay responsive to an ever-changing disease. To learn more,

In 2006, we spent more than $700,000 on client assistance and program supplies, including medical supplies
and safer-sex kits, and $1.4 million on personnel and other
costs directly related to the provision of client services. We
are proud of our financial acumen and ability to get honest
value for our dollar.

The Challenges Ahead
A
s part of carrying forward and expanding our work,
we’ll be tackling the following challenges in 2007 and
beyond:
• Overcoming the obstacles to, and stigma of, comprehensive HIV/STD/hepatitis testing and care in Maine’s
York County, including the establishment of a Needle
Exchange Project.
• Balancing client requests for social opportunities, food,
and housing assistance against the 2006 Ryan White
Treatment Modernization Act’s call for more medically
focused case management services.
• Developing more outside resources—such as federal, lo-
cal, and private funds—to help us hire new staff to serve
our ever-growing caseload, reach more rural communities, and offer low-barrier access to mental health and
substance abuse counseling services.
• Finding ways to pay for the more than $40,000 in direct
administrative and evaluation costs that are not reimbursed by our federal housing grants.
• Finding donations of labor and supplies to make needed
structural improvements to Peabody House—including
a new roof, flooring, windows, and kitchen repairs—
that are not covered in Peabody House’s MaineCare cost
reimbursement structure.

Frances Wilson Peabody • 1903-2001
We are proud to celebrate the vision, heart and commitment of “Frannie”
Peabody. After the death of a grandson from AIDS in the 1980s, Frannie worked
for two decades to help awaken our communities to the suffering of people living
with the disease and to find humane, effective ways of helping them. In 2002,
Peabody House and The AIDS Project merged to become Frannie Peabody
Center, named in her honor.
