The bank is proposing a partnership with the University that reflects technical innovation, personalized banking experience, marketing excellence, and outstanding financial benefits to the University of Iowa. The program wi ll be implemented by a project team that is led by senior management and includes technical resources with experience in launching state-of-the-art campus card programs at major universities throughout the United States. Hills Bank is proposing a comprehensive program of financial services to the University that will include full-service branches at the IMU and UIHC, 24 surcharge-free ATM machines, and a campus card program that will offer ATM and Visa debit capability to students, faculty, and staff. The new Iowa One Cards with banking functionality will be instantly issued at the IMU. Students will be offered a free checking account. The bank will introduce the new Iowa One Card program with a well-funded marketing campaign that ensures the success of the program and promotes high levels of campus participation. The implementation plan will include a series of re-carding events, starti ng with new student orientation , that produce a smooth transition to the new Iowa One Card program . Hills Bank will invest approximately $4.7 million over the next five years to support the program. The total monetary value of direct payments to the University should exceed $1 .65 million and will include guaranteed payments exceeding $1 .0 million. The bank has created a special incentive plan that will provide revenues to the University based upon card transactions, or "swipe fees." Our vision for the proposed partnership is unique. A subsidiary of Hills Bancorporation , the bank was founded in 1904 and operates 14 offices in three eastern Iowa counties, with more than 425 employees and total assets approaching $2 billion, along with Trust and Wealth Management Services with managed assets of $1 billion. The bank is presenting a comprehensive proposal to provide the University of Iowa with 24 surcharge-free ATM machines, two campus branches, and a state-of-the-art campus card program to support the finan cial services requirements of students, faculty, and staff. Our Iowa City Downtown office located at the corner of Clinton and Washington Streets will effectively give University students and staff a third campus branch location. This proposal is in compliance with all stated requirements of Request for Proposal Number 14570 and reflects a long-term commitment to the University in terms of technical innovation, personalized service, and marketing excellence. Hills Bank envisions the Iowa One Card program at the center of student commerce and student life - and a major factor in student satisfaction. The bank's goal is to build a program that will provide students, faculty, and staff with convenient access to their money, while offering strong local support and accountability. To achieve this goal, Hills Bank will implement one of the most technically innovative campus card programs in the United States. This program will feature instant issuance of: 1. A new Iowa One Card that includes a free checking account and offers cardholders access to funds at ATMs and PIN-based point of sale merchant locations. 2. A new Iowa One Card , the Iowa One Card PLUS 1 , that includes a free checking account and offers cardholders the added convenience of worldwide Visa merchant acceptance. The proposed business model combines guaranteed payments and incentives that will produce revenues to the University of approximately $1 .65 million over the next five years, with guaranteed payments of $1 .04 million as shown in Table 1: 1 For purposes of this response, the name Iowa One Card PLUS is being used to identify the Visa-bra nded Iowa One Card. Guaranteed annual royalty payments of $50,000. Branch rental payments of $613,600 for the IMU and UIHC. $50,000 toward Iowa One Cardstock and consumables to support University-wide recarding . Incentive payments of $476,423 based upon "swipe fees" as explained in Figure 1 below. Incentive payments of $142,680 to campus student organizations based upon "swipe fees" as explained in Figure 1 below. Figure 1: Swipe Fee-Based Incentive Payments "Swipe Fees" are incentive payments to the University based upon 35% of interchange income collected by the bank from point of sale card purchases, from both PIN-based and signaturebased debit transactions. Swipe fees will be paid to UI for all PIN-based and signature-based debit purchase transactions for cards linked to an Iowa One Card or University Employee Advantage checking account, including: 1. Iowa One Card 2. Iowa One Care PLUS 3. Any Hills Bank Visa debit card linked to an Iowa One Card checking account or University Employee Advantage checking account. 5 Swipe fees that exceed $50,000 annually will be paid to the University in addition to the $50,000 annual guaranteed royalty payment. The bank also proposes to allocate 7% of total swipe fee revenues for Student-Run Campus Organizations. The projected swipe fee revenue to the University is based on a conservative five year account penetration model (please see Section 4.2.3.3.c, page 37) that assumes the bank will capture a percentage of incoming freshman and transfer students each year in addition to faculty and staff. The swipe fee model assumes a 50% penetration rate for incoming students by the fifth year and, conservatively, does not include penetration estimates for the existing student population. In all likelihood, some existing students will choose to bank on their Iowa One Cards , which will increase the incentive payments to the University. Paying the University swipe fees will streamline accounting and provide monthly revenues to the University. Hills Bank is excited about promoting the use of the Iowa One Card in the merchant community, and the proposed incentive plan will allow the University to directly benefit from these marketing efforts. The bank plans to make additional significant investments in the partnership, including: $2.0 million for two state-of-the-art facilities at the IMU and the IMHC that will reinforce a personalized banking experience, including personnel and equipment. $960,000 for an on-campus, surcharge-free ATM network of 24 machines. Both Iowa One Card solutions can also support financial aid refund deposits to student checking accounts. Students will receive their new Iowa One Cards with the payment functionality they desire, all without the delays, security concerns, and environmental costs associated with mailed cards. Once issued, all Iowa One Card PLUS cards will work immediately at Visa merchant locations, PIN debit locations, and ATMs. Cardholders will benefit from selecting their own personal identification numbers for their Iowa One Cards. The program will be completely "opt in." Students will be offered a free student checking account that parents will be able to fund from their own bank via a convenient ACH process. Hills Bank looks forward to making a formal presentation of its proposal at the earliest possible date. 8 SECTION 3.1- GENERAL (ALL FIRMS MUST COMPLY) A. Organization: The Firm must clearly demonstrate and provide documentation substantiating that they are compliant. The University reserves , solely, the right to reject any proposal if the evidence or references submitted by such Firm fails to satisfy the University that said Firm is properly qualified in any of these areas. It shall not be the responsibility of the University to request additional information to satisfy these requirements, if such information is not provided with the submitted proposal. Any exceptions must be noted on the Proposal C? )liance Form , Attachment C, as required by the specifications. Firm agrees. Signature: k,4~ B. Executive Summary: Provide an executive summary that briefly summarizes the history of the Firm and its experience. The summary should clearly indicate any major requ irements that cannot be met by the Firm and highlight the major features of the proposal , to assist the reader in determining generally how the qualifications of the Firm and the proposal meets and exceeds a~ the requirements proposed by the University. Single Point Contact: Provide a single-point managerial-level contact person dedicated to the University account during the term of the resultant contract and any succeeding renewal or extension. Liability: The University will assume no liability for fraudulent use or overdrafts occurring due to ATM transactions, check writing or POS transactions on accounts provided under this proposal. Hills Bank has assembled a dedicated team of financial services professionals to launch and support the partnership with the UI , including: Dwight 0 . Seegmiller, President and Chief Executive Officer Mr. Seegmiller is a graduate of Iowa State University's Agricultural Business Honors Program and the Stonier Graduate School of Banking at Rutgers University. He joined Hills Bank and Trust Company in 1975 and has been President since 1986. Prior to 1986, Mr. Seegmiller was the Senior Vice President of Lending. James G. Pratt, Senior Vice President and Chief Financial Officer. Mr. Pratt is a graduate of the University of Iowa and is a CPA. He has been the CFO since joining the Bank in 1982. Mr. Pratt is in charge of the investment portfolio of the Bank and all responsibilities regarding financial reporting of the Bank and the Bank's holding company, Hills Bancorportion. Hills Bancorporation is an SEC reporting one-banking holding company since 1983. Marty J. Maiers, Senior Vice President, Director of Retail Banking Marty has overall responsibility for the management and direction of the Retail Banking function , including its branch and electronic delivery channels. Mr. Maiers, a University of Iowa graduate and CPA, has been employed at Hills Bank since 1984. Shari DeMaris, Senior Vice President, Director of Finance Shari is a graduate of the University of Iowa and DePaul University and is a CPA. She has been with the bank since 2005. In addition, Hills Bank will install NCR 6622 cash only ATM's at the following locations; Burge, Hillcrest and Mayflower Residence Halls, IMU, Pappajohn Business Building and UIHC Main Entrance. The NCR 6632 Image ATMs will be envelop-free and accept check and cash deposits, cash withdrawals, account transfers and account inquiries. The NCR 6622 and NCR16 Cash Only ATMs will permit cash withdrawals, account transfers and account inquiries. The agreement covers the repair or replacement of parts and labor by a factory-trained NCR field engineer. Each ATM receives periodic preventative maintenance, which improves the performance of the ATM. In addition, all ATMs operated by Hills Bank are also covered by a first-line maintenance agreement (fault call service) with Rochester Armored Car, a third-party company, which is in effect from 7:00 am - 11 :00 pm , seven days a week. This agreement covers out-ofservice conditions, malfunctions, data communication errors, and other problems that don't require an NCR field engineer. Rochester also performs the cash replenishments on all ATMs on a predetermined schedule. 0 . Please explain the security measures in place for the protection of A TM equipment. 19 NCR 6632 and NCR 6622 ATMs will have UL rated cash vaults that meet industry standards. Subject to University approval, all ATMs will be secured to the floor with an anchor bolt. All ATMs are alarmed with the alarms monitored 24 hours a day. Cash replenishment and deposit collection services are performed by an armored car company, currently Rochester Armored Car. Rochester is also on site with NCR field engineers if access to the cash vault is needed when servicing the A TM . E. A TM equipment should fit within the existing space provided at the current locations on campus. Will this be a problem? If so, please explain. The ATMs installed by Hills Bank will be of a comparable size or smaller than the ATMs currently installed and will pose no issues from a space allocation standpoint. F. Please outline your anticipated transition plan for the installation of new A TMs in the venues of interest and any potential additional locations. Hills Bank proposes to work closely with the incumbent to create a smooth ATM transition for the University. Vendor staging will also be coordinated with appropriate University staff. G. The University wishes to honor representations made to new students and their parents regarding the availability of A TMs on campus without surcharge. Please indicate the Firm's willingness to install equipment prior to March 15 yet delay the implementation of surcharges on transactions at High Traffic Student Venue ATMs until June 1, 2012. Hills Bank will work diligently with our ATM vendor to have ATMs in place as soon as possible. However, ATM vendors are currently facing heavy new order requests due to changes in the Americans with Disabilities Act (ADA) and therefore cannot commit to meeting the March 15 deadline given the time window between the contract being awarded and the transition taking place. Hills Bank will not be surcharging transactions conducted at High Traffic Student Venues at any time during our contract term. H. If new A TM locations are requested by the University, please indicate how the revenue/cost sharing of each additional A TM will be determined. Hills Bank will seek to receive reimbursement for out-of-pocket costs related to the operation of the ATM in the event ATM revenue does not exceed ATM operating costs. Revenue in excess of ATM operating costs will be paid to the University. I. Indicate any A TM networks your firm presently a member of, i.e. Privileged Status, MoneyPass, etc. Hills Bank is part of the Cirrus, Plus and Shazam networks. Our ATMs also accept Visa , Mastercard, American Express and Discover Cards. Hills Bank is also a member of the Shazam Privileged Status Network. See Exhibit I for a listing of Hills Bank ATMs that are part of Privileged Status. J. Give a detailed listing of your current A TMs located in Iowa and Illinois. Provide a breakdown by county within Iowa and include radius of The University of Iowa. 20 a map of the A TM locations within a 50 mile Hills Bank has 76 ATMs within 50 miles of UI. It has been our goal to make ATMs accessible to our customers and place equipment in locations that are convenient to all of our customers in our community. For a list and a map of Hills Bank's existing ATM locations, please see Exhibit I: List of Hills Bank ATM Locations on page 50 and Exhibit II: Map of Hills Bank Branch and ATM Location on page 53. K. Please indicate the Firm 's interest in servicing campus A TMs which may be owned or leased directly by the University. Hills Bank will own and operate all ATMs included in this proposal. If the University were to own or lease ATMs, the bank would be willing to assist with coordinating the servicing of these machines. a critical business need for A TMs in these locations to accommodate peak volumes for specific sport seasons and events. If appropriate, please provide any alternative solutions such as portable options for A TMs in Carver Hawkeye Arena, and the Kinnick Football Stadium. L. Despite the lower annual volume of Sports Venues, there is Hills Bank proposes operating ATMs at Sports Venues and Finkbine Golf Course on a costshare basis. Based on historical transactional data provided , in order to operate these ATMs with no surcharge the cost to the University would be approximately $400 per month for ATMs at Sports Venues and $600 per month at Finkbine for the months they are in operation. 4.2.1.1. ATM Reporting A. Describe in detail the Firm's ability to provide monthly and annual reporting of A TM Transactions by location by transaction type. Each transaction at an ATM is recorded by the SHAZAM network. Transaction information includes the date, time, cardholder number, transaction number, transaction type, and transaction amount. SHAZAM issues monthly reports to each ATM establisher, which provides totals by type of transaction for each ATM operated. These monthly reports provide the information needed to report A TM transaction activity to the University. The A TMs also keep track of the total number of deposits, number of bills dispensed, etc. B. Please provide samples of customary reporting delivered on a monthly and annual basis. The bank can provide monthly ATM reports to the University that will show ATM transaction volume. These reports will show the number and types of transactions. The standard method for delivery of reports is in paper format. Excel files can be securely e-mailed to selected University employees. The bank can optionally provide copies of the SHAZAM network ATM reports along with the Hills Bank prepared reports. Hills Bank currently does not provide this information online. C. Please explain the Firm's internal process for verifying and reporting data. 21 The bank would be able to provide standard reports to the University by the 15th of the month for the prior month's activity . Custom reports can be provided upon request to provide information on trends in transaction activity. 0 . What other types of reports may be of interest to the University? The bank will create custom reports at the request of the University. Custom reports will be sent to the University in an agreed upon format and delivery method. E. What file formats are available for reporting (.pdf, .xis, .bai2, .csv)? Reporting can be provided in .pdf, .xis or .csv file formats. We will work with the University to deliver these reports in for format desired. F. What methods of delivery are available for reporting? (e.g. U.S. mail, e - mail, fax, online, etc.) Hills Bank can deliver reports to UI via secured email and would entertain discussion on developing an FTP site for file delivery. 4.2.1.2. ATM Implementation A. Based on previous projects of a similar scope, identify any problematic items and how these issues were mitigated. Hills Bank would need 90 days for delivery of new A TMs from NCR Corporation. The order would be placed , and the delivery period would begin , on the date the new ATM service agreement with the University is signed. Historically, the lead time on orders was around 60 days. Current delivery timeframes have increased due to the high volume of new machines being ordered to address changes in the American's with Disabilities Act (ADA), which go into effect in March, 2012. B. Provide a schedule showing milestone target dates necessary for full implementation of a resultant contract. We would like to have a key contact from each location to coordinate specifics related to access to communications rooms and power. We will deliver project plans to University staff and conduct meetings as appropriate to keep everyone informed on the progress of the ATM installations. 4.2.1.3. A TM Financial Partnership A. Please provide an explanation of revenue or cost sharing opportunities on the attached form (Attachment D.1). Hills Bank will operate all ATMs (24) listed in the RFP with no surcharge. We will fund the entire ATM deployment and ongoing operations with the exception of Sports Venues and Finkbine Golf Course. Hills Bank proposes operating ATMs at Sports Venues and Finkbine Golf Course on a cost-share basis. Based on historical transactional data provided, in order to operate these ATMs with no surcharge the cost to the University would be approximately $400 per month for ATMs at Sports Venues and $600 per month at Finkbine for the months they are in operation. The decision to surcharge at these locations would be made by the University. 4.2.2. IMU & UIHC Branch Financial Services A. Describe the branch financial services that will be made available to students and employees. Hills Bank is prepared to offer a wide variety of financial products and services for the benefit of the University community . The University prefers that branch hours follow regular University business hours Monday through Friday, 8am to 5pm, and an option for extended hours during peak times of student orientation (/MU location only). Describe how you will accommodate the University and provide the hours of operation. Hours will be from 8:00am - 5:00 p.m. (Monday through Friday) at both IMU and UIHC. This will include tellers and personal bankers proficient in both deposits and consumer loans. During peak times of student orientation we will provide expanded hours (past 5:00 p.m.) as well as additional staffing as required . The bank is familiar with the need for additional staffing during peak times during student orientation the first few weeks of each semester. C. The /MU and UIHC branches will follow the University of Iowa academic calendar for holiday observances. Describe how you will accommodate the University and provide a schedule of holidays the branches will be closed. 24 The branches will be closed for all federal holidays as published by the Federal Reserve System. Otherwise, the branches will be open during the hours listed in "B" above. The bank would like to have a dialog with UI about branch hours of operation during holiday breaks. Please indicate if the Firm will provide some type of financial account with a PIN-based A TM card for unbankable individuals in the University of Iowa community. UI staff who do not qualify for a traditional checking account will be able to obtain a Hills Bank Reloadable PrePaid Visa card with PIN access to funds at the POS and ATM. This card can be funded by bringing funds to any branch location to make a deposit to the card , in the same way a traditional deposit can be made. The card would be accepted at ATM's and anywhere Visa Debit is accepted. E. Please explain the Firm's plan for staffing branch location(s) . Do you anticipate hiring any University of Iowa students to work in either of the two locations? Since Hills Bank established branches in Iowa City almost 30 years ago we have always hired UI students primarily in the teller area. Based on their aptitudes and class schedules, the hiring of UI students has been a positive move for both the bank and the students. We intend to continue this in the future, especially with the two new branches at the IMU and UIHC. We would like to have further discussions on the transition of the branch locations, especially the IMU to insure we are able to work with incoming freshmen during early orientation sessions in June. F. Please explain the security measures in place for the protection of each branch location. G. Based on previous projects of a similar scope, identify any problematic items and how these issues were mitigated. 25 No problems are anticipated but if they occur they will be handled as quickly and efficiently as possible. Hills Bank has built and opened several new branches in the last 1O+ years and has encountered few problems and have opened the branches according to schedule. H. Our understanding is we are taking over currently leased space and we expect the location to be fully operational within 30 days of possession date. How long do you estimate it will take to be fully operational in the branch location(s) It is anticipated the branches can be fully functional in five days or less after taking possession of the two branches. Consultation with UI facilities management will be necessary in coordinating the bank's move into the branches at the IMU and UIMC. 4.2.3. ID Cards and Debit Functionality Confidential and Proprietary Confidential and Proprietary B. The University requests that the Firm provide assistance in obtaining the University's own unique /IN from ANSI. Describe how this will be accomplished. After speaking with several processors and other references in the industry, it is the bank's understanding that oversight groups have become very restrictive with regard to allowing non-financial institutions to own a debit card BIN. The basis for these concerns has to do with potential fraud and compliance issues. Prior to requesting an llN, Hills Bank would need to work with the University to review all compliance and regulatory concerns. After certifying this information with the University, we would work with the ABA and the Iowa Division of Banking to get their approval to proceed. The University will not allow bank branding on the front of the ID card. Bank branding is allowable on the back of the card. Please indicate if the Firm is able to comply with this requirement. Hills Bank will comply with this requirement. F. The University will assume no liability for fraudulent use or overdrafts occurring due to A TM transactions, check writing or POS transactions on accounts provided under this proposal. Liability regarding lost/stolen cards is between the merchant, cardholder and the Firm. Describe the customer supporl that will be provided to assist cardholders in the event of a lost/stolen debit enabled ID card. To report your debit card lost or stolen , contact us immediately. After bank hours, call 800-383-8000 to cancel your debit card. Any Hills Bank cardholder can call any office or the call center during business hours, we can offer the ability to place a temporary block on the card if the card may be just misplaced while trying to find the card . If after hours, contact our processor, Shazam at 800-383-8000 to report the card lost or stolen and have the card canceled. G. Describe how lost/stolen cards are deactivated. If a card is found, describe how the Firm will reactivate the card. Please describe your lost/stolen card policy. A cardholder will need to contact UI and Hills Bank to report a lost or stolen card . Replacement Iowa One Card Plus cards will be instantly issued in the Hills Bank campus branch during normal business hours. Replacement Iowa One Cards with ATM/PIN debit functionality will be instantly issued in the Iowa One Card office during normal business hours. Outside of normal business hours, a cardholder will need to follow Ul's current process for obtaining an "emergency" One Card (without ATM or debit functionality) for use until the cardholder can visit the school card office to confirm eligibility for either a replacement One Card. Cardholders will deactivate lost or stolen Iowa One Cards for campus use by reporting the card lost or stolen to the ID card office, just like they would today . To deactivate banking functionality for a lost or stolen card , cardholders will call a toll-free customer service center, 24 hours a day, seven days a week, or visit any Hills Bank branch during normal branch hours. Once a card is deactivated (e .g. "hot carded"), it cannot be re-activated as a banking card. H. Please provide information regarding the Firm's security policies in place for the protection of ID card and cardholder related data. Hills Bank understands that it is very important that we keep all of our customers and potential customers information private and secure. We have policies and practices that are continually reviewed by our Audit staff and external examinations to make sure we are doing 30 what we can to protect that data. In general steps are taken to limit the data that staff and vendors have access to help control the sensitive data. We also take steps to train our staff on how to protect that data as well outside of the controls that we have put in place. The instant issuance system used to produce Visa-branded Iowa One Cards meets both Visa's and MasterCard's requirements for data security, including physical and logical access controls. It is installed at hundreds of financial institutions who use it to produce Visa or MasterCard-branded banking cards instantly in the branch. I. Please explain how an ID card with Visa or MasterCard debit capabilities would be issued to A cardholder and the length of time it would take to deliver this type of ID card to individuals who opt-in to this feature. An ID card with Visa debit capability could be instantly issued on the UI campus, using proven technology that is currently in use at several schools . It takes approximately 2 - 2 1/2 minutes to instantly issue a Visa-branded ID card, depending on the amount of encoding, and whether or not the card is laminated. There are several approaches that could be taken for issuing these cards on campus, and Hills Bank wishes to consult with UI to build a custom solution that incorporates Ul's card management capabilities , Visa's instant issuance security requirements, the Hills Bank campus branch, Ul's orientation workflow, and potential mass re-carding scenarios. J. Please explain data exchange requirements between the University and the Firm to provide this signature-based debit functionality. Hills Bank would like to develop a simple, reliable, and cost effective signature-based debit solution that would enhance the Iowa One Card but not require any data exchange between Hills Bank and UI. The bank desires minimal impact to Ul 's existing system of card readers and back end card management system. A Visa-branded Iowa One Card with two discrete two track magnetic stripes (like the current Iowa One Card) would be the ideal way to achieve this goal. Colorado State University adopted this approach for its Visa-branded Ram Card PLUS program, because of inherent limitations with its ID card management system. Idaho State University recently implemented a similar two magnetic stripe program for its MasterCard-branded ID. K. Describe the Firm's ability to provide staff on-campus to assist with the production campus ID cards during peak carding events. Hills Bank understands that it is critical to have adequate staffing to assist with card production and new account opening , particularly during peak carding events. The bank will provide whatever staffing is necessary to support the card issuance requirements during orientation, or during the back to school rush in the fall. The bank anticipates working very closely with UI to customize a staffing model around the requirements of each particular carding event. K. Describe the Firm's process for providing a low/no cost, web-based tool to transfer of funds to student checking or savings accounts. Please indicate whether funds would be available same or next-day. Hills Bank will allow the parents of University students the ability to transfers funds to the students checking account via ACH . We will create an online form for the parent to 31 complete to request the transfer the funds. If the request is made by 3:00 PM Central time funds will be made available to the student that same day. Parents also have the ability to send the student a payment via their online Bill Payment solution or P2P solution that they use today, in addition to a traditional wire transfer. Hills Bank is currently looking at many P2P solutions that would potential give the ability of parents to make the transfer to the students account not only online, but with the use of a mobile device as well. Once available, we would work with the University to rollout new services as they become available. 4.2.3.1 . Campus ID Cards Reporting A. Describe in detail the Firm's ability to provide monthly and annual reporting of the number of accounts attributed to the University, information should be available based on person type (student, employee, alumni, etc.), and should detail the types of accounts for each person type. Hills Bank will be able to provide UI with monthly and annual reporting that details aggregate cardholder activity for each of the three card types , by card BIN (or llN): Iowa One Card with ATM/PIN debit and Iowa One Card PLUS with Visa debit. This reporting would include: Number of cards from each BIN completing point of sale transactions (PIN-based and signature-based). Total PIN-based debit transactions. Total signature-based debit transactions. The number of Iowa One Card PLUS cards and Affinity Debit Cards issued during the time period. The number of Iowa One ATM/PIN debit cards "linked" to checking accounts during the time period. Cards that were reported lost or stolen. B. Leadership, relationship management, and careful project documentation is essential. Inadequate testing of new cards to assure manufacturing quality and performance at oncampus locations. Technical "surprises" are not unusual and should be anticipated with a planned multi-testing procedure aimed at "zero defects". Communicating the program to incoming students for the first time. Direct mail materials are sometimes delayed by legal reviews causing timing problems in direct mail to incoming freshmen. This can have the effect of lowering the compensation to the University. It is essential to work closely with the University to insure adequate time for obtaining the required approvals so that the marketing plan can be properly executed. It is important that the program is "transparent" with respect to roles, responsibilities and accountability. Students may be confused about who is in charge of different aspects of a program. Developing the right re-carding strategy will require UI and the bank to agree upon how to handle the new card issuance; for example, will existing Iowa One Cardholders be required to get the new Iowa One Card with Hills Bank, and if so, does UI intend to "turn off' the existing ID in circulation after a particular cutoff date, effectively forcing everyone to obtain a new ID? Understanding these issues will help the bank collaborate with UI with regard to the scale and timing for any mass re-carding events. Given the number of ID cards currently in circulation, a phased mass re-carding should be considered. Existing cardholders with a last name starting with A-E (for example) would have a scheduled time (e.g. the week of September 1-7 between 8 a.m. and 5 p.m.) to pick up their new ID cards. Anyone choosing the ATM/PIN debit Iowa One Card could have their card waiting for them to pick up at the scheduled time ; these cardholders would be able to open their Hills Bank checking accounts before or after getting their new cards . Anyone choosing the Visa debit Iowa One Card would have their card produced instantly during the appointed time slot. To encourage everyone to get one of the new Iowa One Cards, UI would need to instruct all current cardholders that after a predetermined date, the old ID will cease working. C.
