At the meeting with Internal Audit there were several comments/updated information related to PAGC Accounting that I
indicated were inaccurate. I was asked and agreed to:
forward the documentation indicating that the Internal Audit comments/updated information was not accurate
(such as before/after org charts, etc.). I sent the documents that I had agreed to send to Internal Audit.
Internal Audit was to:
review the documents and ask any additional clarifying questions
revise the Audit document comments/updated information for PAGC Accounting areas if they concurred with
the document provided
As of this moment, FMS has nothing else to provide Internal Audit. Need to see the revised Audit document to know if I
recommend to you that SSA:

Supreme Courts Ruling on DOMA
Dear County Employees,
On June 26, 2013, the Supreme Court of the United States ruled that a portion of the Defense of Marriage Act
(DOMA), which denied federal benefits to same-sex couples who are legally married in the 12 states that
currently recognize same-sex marriages, is unconstitutional. These benefits include Social Security survivors’
benefits, insurance benefits, immigration and tax filing.
Up until now, for both same-sex domestic partners and same-sex married couples enrolled in employersponsored family medical plans, the IRS required employers to report the value paid by the employer of that
additional coverage for tax withholding purposes (imputed income). Also, for those same employees who have
a deduction for family medical coverage (generally, those employees enrolled in Health Net or who pay a prorated premium due to part-time status), that amount was also taxable.
What is the impact to the County’s health benefits?
Same-sex spouses (married in a state where same-sex marriages are legal) are now eligible for the same
favorable federal tax treatment as opposite-sex spouses under the County’s employee benefit programs. For
same-sex spouses, the County’s contribution to the same-sex spouse’s healthcare coverage will not be taxable to
the employee (there is no imputed income for same-sex spouses). Also, employee contributions for same-sex
spouse health coverage will now be paid on a pre-tax basis. For past imputed income applied prior to the ruling,
the County will wait until guidance is issued before taking any retroactive action.
I have a valid marriage certificate with my same-sex spouse (or I plan to get one soon). What should I do?
Once you have a valid marriage certificate, you must contact your department’s Employee Service Center to
report your marriage as a "qualifying life event." Enrolling your spouse in benefits needs to take place within 30
days of the marriage or, if already married, within 30 days of the Supreme Court’s decision [submit request to
Employee Service Center by no later than July 26, 2013], otherwise you can enroll your spouse during Open
Enrollment in September.
What if I have a same-sex Registered Domestic Partner but we are not married, will this decision have any
effect on me?
It is the County’s current understanding that the Supreme Court’s decision only applies to legally married
couples. Unless contrary guidance is provided, those in a registered domestic partnership would continue to
have imputed income applied to any benefit coverage they maintain for their domestic partner.

sent by CDSS last week, I have copy/ pasted it below. This mailing includes the County Director’s, CMII’S
II SPOC, CMIPS II Project Manager’s and the IHHS Program Manager’s. Please forward to anyone else in

On June 25, 2013, CDSS met with the 051 Project team, CWDA, Los Angeles County and a County
workgroup (counties currently using CMIPS II in production). The L.A. conversion timeline was reviewed and
it was agreed upon to set the LA County Go-Live date to Tuesday, September 3, 2013.
The September 3rd Go-Live date would impact the counties in the following way:

The net result is that there will be total of two days of CMIPS II down-time (on August 29th and 30th) Taking
into consideration of Sept. 2nd being the Labor Day holiday, there is no change to the original planned
downtime previously communicated.
The following county business factors were taken into consideration:
Schedule the CMIPS II down-time to coincide with non-peak workloads
Minimize the impact to the counties by scheduling downtime to be consecutive days
It should be noted the adjusted implementation date for Los Angeles County will not affect the Go-Live date for
the Group 4 counties, planned for Nov. 4, 2013.

Hello, on this day before your last day in SC. I think you said they will have a brunch for you today. I hope you get the
send off and recognition you deserve, and I hope more people than not are like that deputy PG who realized what
extraordinary and admirable traits you brought to the position, so there. Today, in an attempt to begin to regain the
energy and functioning level of a normal person, I will go on an outing. KDF will go to Secret sushi at 4:15 to wait in line
for a table. Cecilia Garcia will swing by and pick me up just before 5, and drop me at the doors as they open! Then we
will gobble delicious sushi, and I should be home and back in my robe by 7:30.1 really hope this plan goes well. I have
been weaning myself off my meds by chopping them in half and by only taking the narcotic at night. I feel I must start to
regain some of my physical and mental abilities in preparation for work on Mon, yes? Ok, I will just go lie down for
awhile now. Thank you.

rejected. I have issued her replacement Jun A timesheets for both cases as well as provided her with timesheets

The Director, Adult and Aging Services is an Executive Management position that under general
direction, plans, organizes and directs through subordinate managers, the activities of the
Department ofAdult and Aging Services within the Social Services Agency. Divisions within this
department include: In-Home Support Services, Adult Protective Services, Senior Nutrition
Program, Public Administrator/Guardian/Conservator Program.
Management responsibilities include planning, organizing, managing, evaluating and
directing the operations and staff of the Department of Adult and Aging Services; provide
administrative direction to managers in the formulation and implementation of departmental
objectives consistent with the overall goals of the Agency; ensure the establishment of policies and procedures to meet legal
requirements, county policies, goals, and the delivery of required service levels; provide guidance and direction in order to
improve the understanding by staff of program and administrative policies and procedures; determine budgetary requirements
and administer expenditures; review organizational structure, issues and operational methods for maximum efficiency and
effectiveness; maintain close working relations with the conununity for the purpose of assessing program needs and the
evaluation of the validity and effectiveness of the service programs offered by the Department and perform related work as
required.
The Social Services Agency (SSA) of Santa Clara County is one of the largest public agencies
in the County. SSA currently employs over 2,500 staff and has an annual operating budget of
$600 million. SSA provides direct services through three operating departments: the
Department of Family and Children Services, the Department of Aging and Adult Services,
and the Department of Employment and Benefit Services .-. and contracts with a wide range of
community based agencies. SSA has established a strong reputation as a progressive
organization committed to promoting economic self-sufficiency, strengthening families,
protecting children and frail adults, assisting the elderly and disabled in meeting their basic
needs and collaborating with the community in developing and operating preventative and
safety net services. The Agency is committed to implementing technology solutions to
improve service to the community and productivity.
The Social Services Agency Department of Aging and Adult Services (DAAS) provides a number of services that promote
safety, security, wellness, and independence of seniors and disabled adults.
Adult Protective Services (APS) responds to reports of abuse or neglect of elders and dependent adults who cannot
advocate for themselves or carry out normal activities. APS investigates the safety risk, and makes referrals to supportive
services in the community.
Public Administrator/Guardian/Conservator (PAGC) staff provides security for elder and dependent adults, creates
personal care plans, and safeguards conservatee and decedent property by marshalling, managing and maximizing assets
of their estates and protects them as required by applicable government codes.
The Senior Nutrition Program (SNP) contributes to wellness, providing high quality, cost efficient, nutritious meals to
seniors and promotes the role of nutrition through neighborhood locations as well as by home delivery.
In-Home Supportive Services (IHSS) offers assistance with daily activities such as housekeeping, transportation, and
personal care, maintaining the independence to disabled people and frail elderly which ensure they can remain
independently in their homes and in control of their lives.
The Department of Aging and Adult Services is located at the Social Service Agency Administrative campus on Julian Street
in Downtown San Jose. DAAS employs a staff of 218 and is operating on a Fiscal Year 2014 budget of $32 million.
A qualified candidate would typically acquire the necessary knowledge and abilities through education and experience
equivalent to a Bachelor’s degree in Human Services, Gerontology, Public or Business Administration, or a directly related
field and a minimum of three to five years experience in an administrative/managerial capacity directing the provision of
client services in adult service programs.
Candidates should possess thorough knowledge of the principles and practices of management necessary to plan, organize,
direct, manage and evaluate programs, administrative policies, organizational structures, and human services problems; basic
provisions of government codes pertaining to public assistance, conservatorship and other social services; federal, state and
county adult services programs and their supporting legislation; principles, practices and techniques of administration,
organization, budget preparation, personnel management, affirmative action, labor relations, counseling, supervision, training
and development, financial administration, and public relations; administrative problems involved in a large public social
services department; social casework objectives, concepts and methods; principles of community organization and
consultation; and knowledge of long-term care principles.
In addition, candidates should have demonstrated ability to plan, organize, direct and coordinate the work of a large
professional and clerical social services staff in adult services programs; formulate and implement policies and procedures for
the administration of adult social services programs; select, supervise and evaluate the work of staff effectively communicate
in both oral and written form; Interpret and enforce federal, state and county laws and guidelines applicable to adult social
services programs; effectively represent the Department and Agency on a variety of matters; develop and effectively utilize all
available resources; establish and maintain effective working relationships with others, especially sensitive relationships with
representatives of other agencies or governmental units and citizen groups, and deal tactfully and persuasively with others in
controversial situations.

Work as part of the SSA Executive team to develop strategies and plans to meet the needs of the residents of the county,
and meets all federal, state, and local program requirements.
Develop positive relationships with internal and external customers in providing the highest levels of administrative
support.
COMPENSATION AND BENEFITS

The County provides a generous Executive Management benefit package that includes:
County participation in California Public Retirement System (CaIPERS)
Health Insurance: Single Premium Fully paid on all health plans; Family Premium - Fully paid depending on plan
Dental/Vision Insurance: Single and family premiums filly paid
$200,000 Double Indemnity Term Life Insurance coverage paid by the County
Annual Leave: 36 days per fiscal year, including Annual Leave "Cash-Out" Program
12 paid holidays per calendar year
Administrative Leave: In lieu of personal leave, education leave, bereavement leave, etc.
Note: For new members, salaries above a limitation imposed by federal law (that limit is $113, 700 for 2013): (1) neither the County nor the employee will
make contributions to FERS on the portion of salary that exceed the limit, and (2) the portion of the salary that exceeds the limit is not used by PERS to
calculate the retirement benefit For current members, the limit is $255, 000 for 2013.
