Congressman McCarthy will update Chamber members on the latest issues before Congress and the state of affairs in Washington including efforts to improve our business environment. Congressman McCarthy has been working to reform regulations, create a tax atmosphere that will allow businesses to compete with the rest of the world and promote for investment in American jobs and American energy. Chamber Fights for Free Enterprise As the weather heats up so have the efforts of the Chamber to be heard on the pressing issues that face our businesses. We continue to advocate against detrimental legislation through letter writing, calls to action and joining Coalitions. One extraordinary example is AB 350 (Solorio) which would be a costly employee retention mandate that is working its way through the Capitol. AB 350, named Expansion of the Displaced Janitor Opportunity Act, would preempt the National Labor Relations Act, unfairly force employers to hire a predecessor’s employees, undermine the at-will employment presumption in California, and ensure continued union representation, despite any change in employers. The Chamber has recently joined the NO on AB 350 Coalition to continue efforts to stop this dangerous legislation. Other efforts in the past month have included: The Greater Bakersfield Chamber of Commerce is dedicated to: • Building a Strong Economy • Providing Business Education & Networking Opportunities • Promoting Our Community • Representing the Interests of Business with Government Joined the REAL Coalition (Regional Economic Association Leaders of California) in Support of SB 475, which would create private sector construction-related jobs and investment in infrastructure by providing local governments more flexibility and authority to use public-private partnerships. Supported SB 863, which reforms how liens are handled in the state workers’ compensation adjudicatory process. Opposed SB 931, which would forbid all public agencies from using taxpayer dollars to pay for outside consultants or legal advisors for advice in areas concerning public union activity. This would have a dramatic impact on small counties, cities and special districts. Continued to oppose AB 52, which would increase bureaucracy on the health care industry by regulating rate increases while ignoring the cost drivers of health care. Chamber Reminds Business to Train Supervisors to Prevent Heat Illness Businesses need to take all available precautions to prevent heat illness among their employees during the warm summer months. Heat illness occurs when the body's temperature control system is unable to maintain an acceptable temperature. Under normal circumstances, the body cools itself by sweating. However, when high temperatures and humidity prevent the body from releasing heat efficiently, a person's body temperature can rise quickly, causing numerous symptoms. If left untreated, high body temperatures can damage the brain and other vital organs and, ultimately, lead to death. In July 2006, California’s Division of Occupational Safety and Health (Cal/ OSHA) implemented new regulations to protect outdoor employees from the effects of heat exposure and mandated training requirements for employees and supervisors on the prevention, symptoms and treatment of heat illness. The regulations apply to all companies with employees working in outdoor places of employment. In addition to the training requirements, employers must provide potable drinking water, access to shade, and compile heat illness prevention procedures, including employee training, in writing. The Heat Illness Prevention (HIP) Network is a voluntary public/private partnership established to inform employers and employees about heat illness prevention measures in order to prevent fatalities and create a safer working environment in California. HIP Network membership is free and interested parties can join by submitting name, title, organization name, telephone number and e-mail to communications@ dir.ca.gov. To sign up for online training, visit http://www.calchamber.com/ onlinetraining and go to the Health and Safety section.
