Outside Bodies Report 2010/11
The Chiltern Conservation Board - Councillor Brian Norman
Four main Board meetings and AGM have been held since May 2010. Also there
have been four planning meetings with site visitations wherever necessary.
The minutes of all these meetings, with supplementary publications have already
been despatched to Three Rivers District Council, except for the last Board meeting,
held at the Penn Chamber. I have attended all the planning meetings.
CPRE – Cllr Peter Ray
Background
The Council for the Protection of Rural England – Hertford Society is the county
branch of the Campaign to Protect Rural England, one of the country’s leading
environmental groups with over 59,000 supporters nationwide. Their purpose is to
promote the beauty, tranquillity and diversity of rural Hertfordshire by encouraging the
sustainable use of land and other natural resources in town and country.
Founded in 1928, CPRE – The Hertfordshire Society is a registered charity, staffed
mainly by volunteers and funded entirely through membership subscriptions, legacies
and fundraising activities.
CPRE is a powerful combination of effective local action and national campaigning,
widely respected for their knowledge and good sense.They campaign against
damaging policies and put forward positive practical alternatives which get results.
In Hertfordshire they campaign to:
Protect and enhance the local countryside and safeguard the Green Belt
Promote regeneration and better use of land within existing urban areas
Support rural com munities and local services
Improve rural public transport and reduce traffic
Limit expansion of airports and increases in night flying
Encourage farming policies that benefit the countryside
Minimise the environmental impact of waste
Resist new applications for mineral extraction
Control light pollution
Promote greater public awareness and participation in environmental planning issues
affecting Hertfordshire
They operate through the planning system, screening planning applications
throughout Hertfordshire and raising the alarm where the countryside is threatened
(see Three Rivers LDF Consultation Response below).

News
MASSIVE THREAT TO THE ENVIRONMENT: This is CPRE's warning on the
Budget. The triple whammy of scrapping national brownfield targets, introducing a
default yes to development, and pursuing half-baked proposals for land auctions
could be devastating to treasured countryside. Commenting on the Chancellor's
proposals, Neil Sinden, CPRE's Director of Policy, said: "The planning measures
present a potentially devastating threat to the countryside and are unlikely to boost
long-term economic growth. To suggest, as successive Governments have done, that
planning is a key impediment to growth is just wrong. It is disappointing that George
Osborne is repeating the mistaken assertions made by Gordon Brown. Read CPRE's

PLANNING REFORM: CPRE has managed to get MPs to put forward an amendment
to the Localism Bill calling for a community right of appeal on local planning
decisions. If successful, it will give local communities a stronger say in what gets built
where they live. Please contact your MP to ask him or her to add their name to our
amendment, New Clause 4, before it is debated this month.

Three Rivers Museum Trust – Councillor Brian Norman
The Executive Members of the Museum have been very proactive with their
Educational Programme relating to the local history, either through local schools or
via invitations to community groups. There seems to be an increasing desire by the
general public to seek a better understanding of the history of the environment in
which they reside. This is also confirmed by the interest shown in artefacts that are
available for demonstration from the periods relating to the early 20th century.
Committee meetings have been regularly held throughout the year, whereby all
activities where the Museum interface with the general public are reviewed, so as to
expand the Museum’s profile within the local community. The monthly visits to
Croxley Barn were well supported throughout last summer and, after the winter
recess from October, these have been continued since April 2011.
As the Council’s representative I have been able to attend most of the Committee
meetings as well as assisting with some of the visitations to the Croxley Barn.
Woodlands YMCA Consultative Committee – Councillor Keith Williams
I attended 1 of a possible 3 meetings (1 missed due to not being notified of meeting
and 1 due to work commitments).
The main business of the consultative committee during the year has been the
revised business plan the YMCA developed to revitalise take up of the gym facilities

following the economic downturn, including the introduction of the low price gym, and
the committee also discussed the YMCA’s plans for building an extension of their
facilities which will accommodate a café in addition to a broader range of community
and leisure facilities, full details of both have been presented to the Leisure and
Community Safety Policy and Scrutiny Committee. The Nursery and other community
programs, including the popular Carols in the Leavesden Country Park have also
been run.

Committee meeting.
The past year has been a matter of finding my feet with regards to the functions and
requirements of Thrive. I look forward to participating in the future strategy and
assisting Thrive to achieve the best possible for all stakeholders involved. Thrive has
a very strong focus on doing the best it can for the community and I look forward to
attending this year’s away day, where it will be a good opportunity to build relations
and discuss various strategies, topics and issues. I feel it is an honour to serve on
the board and believe my contributions will make a difference in the years to come. I
currently sit on the Operations Committee.
Denham Aerodrome Consultative Committee (DACC) – Councillor Phil Brading
The DACC holds regular quarterly meetings. In 2010/11 these took place on 9 June
2010, 8 September 2010, 1 December 2010 and 9 March 2011. As the TRDC
representative I was present at all four meetings.
The business of the DACC is primarily concerned with the following matters:

1. Complaints received about aerodrome operations, such as low flying aircraft over
nearby residential properties. No complaints were received from residents in the
Three Rivers area.
2. Statutory consultations from local planning authorities on development matters
which might have a bearing on aerodrome operations (i.e. within the area of the
ATZ). There were no specific concerns in relation to TRDC planning matters. The
general response by the aerodrome operator (AO) to such consultations is to
draw the LPA’s attention to the presence of the aerodrome and the fact that
residents will see and hear aircraft.
3. Any proposals for developments requiring planning permission by the AO. During
the last 12 months there were no significant matters to report.
Finally, the AO raised two matters at the meeting on 9 March 2011 which generated
interesting and informative discussions:
Proposals for HS2. The preferred route for HS2 passes approximately 450m from the
end of the runway on an elevated viaduct. Since the ground between them slopes
away from west to east the viaduct would not present a major hazard to normal
aircraft operations. However, in the event of an aircraft suffering an engine failure
soon after take-off it would present a major obstruction, since standard aviation
practice and guidance in such circumstances is for the pilot to carry out a forced
landing ahead with minimum turning. The proposed viaduct would pass over the
closest open areas on the west side of the A412 which are suitable for a forced
landing. It was agreed it would be appropriate for the DACC to write in support of the
AO in expressing concern at the diminution of safety that would result if the route
were built as proposed.
2012 Olympics. The AO reported that airspace restrictions published in connection
with the Olympics were severe, and might result in major disruption to normal aviation
activity during the games. Apparently the arrangements for police, medical and other
essential flights had still not been agreed by the Olympics organisers. (NB The
London air ambulance is based at Denham).
Abbots Langley Community Centre – Councillor Matthew Bedford
The Centre continues to run smoothly following the refurbishment a year ago that
was part-funded by Three Rivers. Bookings and fundraising continue to plan and the
Centre is on a sound financial footing.
Hertfordshire Building Trust 2019/11 Cllr Geoffrey Dunne
The Trust commenced in 1968 and now has some 52 years of assisting many
districts in Hertfordshire to recognise, protect and assist in preserving many historic
buildings. The Trust like all charities is under great pressure because of the reduction
in funding. A major contributor was the County Council but they have withdrawn their
support for future years.
Russ Craig, the Managing Director of BEAMS retired at Christmas and Christian
Brady, who Three Rivers knows well, has been appointed M.D.

Currently HBPT have a lease on offices in Hertford Castle. This expires at the end of
2011 and the Trust hopes to renew subject to the terms offered.
The Trust has funded major work on Cromer Windmill, Place House and Castle
Cottages and will make a cash loss this year with a review of the financial condition
of the Trust to take place in the next financial year.
In Three Rivers we have Croxley Barn on the endangered list and despite English
Heritage offering a grant the school on whose grounds the barn is sited cannot match
the funding so the offer has been withdrawn.
At the last Annual General Meeting a talk was given on windmills which showed how
important Cromer Windmill is.
