T CONTENTS he State Games of Oregon, an Olympic-style amateur sport festival for Oregonians, proudly offers citizens from every corner of the state the opportunity to participate in their choice of sports. While not every sport is represented in this year’s event, competition is offered in a wide range of sports for athletes of various skill levels and interests. Over 16,000 athletes are expected to go for the gold this year in the Eighteenth Annual State Games of Oregon. Each athlete has a unique story, but all are united in their pursuit of excellence and will go home with fond memories. The State Games of Oregon is a program of the non-profit Oregon Amateur Sports Foundation (OASF). The OASF is dedicated to providing education and opportunities for all Oregonians in sports. Since its inception 18 years ago over 150,000 have benefited from OASF programs. The State Games of Oregon is a member of the National Congress of State Games (NCSG), a member of the United States Olympic Committee Board of Directors. The OASF staff and board of directors wish all our participants good health as you prepare for our Eighteenth Olympic-style sports festival. Please read them carefully prior to entering the State Games of Oregon. Eligibility Competition is open to all Oregon residents. Participants must be residents for at least 30 days prior to the competition. Exceptions: Those athletes residing in an adjacent state who belong to a club based in Oregon and/or regularly train/compete in Oregon. These same athletes may not compete in the same sport in another State Games competition. Professional Athletes are not eligible to compete in their designated sport in the State Games of Oregon. They may participate in exhibitions. If a professional wishes to recover his/her amateur status, a written request must be sent to the Executive Director of Oregon Amateur Sports. The decision to reinstate the athlete may be guided by the rules of the sport’s national governing body. Entry Information Online: Go to www.PreEnroll.com and select State Games of Oregon for step-by-step entry registration. You will receive immediate confirmation and State Games receives a donation for every on-line registration. By mail/in person: Entry Forms are found in the center of this handbook. Fill out the appropriate information, including the waiver on the back of the entry form and return with a check made payable to: State Games of Oregon, 4840 S.W. Western Avenue, Suite 900, Beaverton, OR 97005 The Waiver and Release of Liability: must be signed for entry to be accepted. If athlete is 17 years old or younger, a parent or guardian must sign the waiver. Fee: Entry fee must accompany entry form. See individual sport information for appropriate fee. Confirmation Notices will be mailed for all entries received by June 27, 2003. Competition site and start time will be included if available. Entry Deadline is June 27, 2003, unless otherwise indicated on the sport information sheet in the handbook. Team Entries must be submitted by the team coach. All athletes are responsible for knowing and understanding the rules and policies of the sport’s national governing body. Falsifying information will lead to elimination from the event. The State Games of Oregon is not responsible for conflicting competition times for athletes entered in more than one event/sport. Conduct Athletes must abide by the State Games of Oregon “Oath of Athletes”: “I promise that I shall take part in these State Games of Oregon, respecting all rules and officials. I will compete in a manner honoring the true spirit of sportsmanship. This I promise, for the glory of sport and the honor of all athletes.” Sportsmanship is the #1 priority. Individual(s) / Team(s) not abiding by this oath may be barred from competition at the discretion of the State Games of Oregon designated on-site commissioner. Grievance Procedure Protests must be filed immediately. Protest must be in writing and submitted to the State Games of Oregon designated on-site commissioner. Protests will be resolved according to the State Games of Oregon policies and the sport’s national governing body’s policies. 4 www.stategamesoforegon.org Refund Policy There will be NO refunds of entry fee with the following exceptions: Entries received after entry deadline. Entries received after maximum number of teams are bracketed or if there are not enough teams or individuals to form a division. Entries of non-qualified athletes. NO refunds will be given because an entrant fails to participate. NO refunds will be given due to cancellation because of inclement weather. ALL refunds will be sent by check from the State Games office within 30 days of competition. Weather Policy Sports using outdoor sites are weather dependent. Competitions will be conducted unless State Games of Oregon Directors determine weather conditions to be potentially dangerous or life threatening. There will be NO refunds for canceled events due to weather. Awards Medals are generally awarded for first, second and third place finishers in the finals competition. At the discretion of the State Games of Oregon and the on-site commissioners, certificates or ribbons may be awarded in some events. Souvenirs All participants/volunteers in the Summer State Games of Oregon receive a packet including: NIKE 2003 State Games of Oregon T-shirt. 2003 State Games Souvenir Program ($1, free to competitors & Volunteers). Coupons from sponsors and retailers Governor’s Certificate of Participation. Souvenirs will be on sale at selected sites. 2003 SGO ATHLETE OF THE YEAR Nominations for female and male State Games of Oregon Athlete of the Year will be submitted and selected by State Games of Oregon Sports Commissioners. Oregon winners will be honored and entered in the selection for the 2003 National Congress of State Games Athlete of the Year. ATHLETE ASSISTANCE PROGRAM Any Oregon athlete or team in need of financial assistance may apply for aid from the State Games of Oregon Athlete Assistance Program, which has been established to insure that all Oregonians have the opportunity to participate in the State Games. To apply for assistance, a written request must be submitted explaining why the athlete or team requires aid.
