A Town Hall forum to Discuss Rate-Setting of Medicaid
and Future Funding of the Mental Health System
Last October, the Michigan Department of Community Health (DCH) implemented its
Medicaid rate-setting plan that “re-bases” or re-distributes Medicaid dollars for FY14
evenly across the ten Michigan “Pre-paid Inpatient Health Plans” (PIHP), which in our
case is the Oakland County Community Mental health Authority (OCCMHA).
OCCMHA had to reduce its budget by $14 million dollars during FY14; about $9.2
million represents funding for children and adults with developmental disabilities.
OCCMHA used its reserve funds to cover most of these reductions during FY14. Core
provider agencies had to also implement reductions in expenditures.
Beginning on October 1, 2014, the OCCMHA may have to cope with yet another
round of budgetary shortfalls. Depending upon the Medicaid rate-setting decisions for
FY15, the current projections for such decreases might be an additional $8 - $10 million
for services on behalf of children and adults with developmental disabilities.

In the long version of the Gospel today we read about three more parables. At the
end Jesus asks his disciples “Do you understand all these things?” Their response is
just as important as the question since Jesus has been working hard to explain the
parables to them more clearly. Their “Yes” response indicates something deeper
since Jesus said the crowds would LACK understanding. This meant the disciples
were like the seed that fell on good soil and bears fruit. He is telling us that we
need to have an understanding of the parables in order to set us apart from the
crowds.
Jesus also refers to his disciples as scribes. True scribes were, according to the book
of Sirach, able to “penetrate the subtleties of parables” unlike the scribes and
Pharisees who opposed Jesus and did not understand even the simple parables.
The really important lesson Matthew wants us to learn from Jesus is that to be a true
disciple of Him, we MUST understand the parables and we MUST put them into
practice or action daily. This week I challenge us to re-read chapter 13 from the
Gospel of Matthew and look at each parable and how we are personally called to
know the full value of God’s kingdom.

Margaret Sanger, founder of the International Planned Parenthood Federation, was a
proponent of forced eugenics, segregation, abortion, birth control and sexual immorality.
Her justification for many of her positions was that women were enslaved and must be
free… Woman must have her freedom - the fundamental freedom of choosing whether
or not she shall be a mother and how many children she will have.” After the decision of
the Supreme Court in favor of Hobby Lobby against the HHS mandate, many pro-abortion
advocates spoke out against the decision because it limits women’s freedoms.
But what exactly is freedom… Defined in the Catechism of the Catholic Church
1731 Freedom is the power, rooted in reason and will, to act or not to act, to do
this or that, and so to perform deliberate actions on one's own responsibility. By
free will one shapes one's own life. Human freedom is a force for growth and
maturity in truth and goodness; it attains its perfection when directed toward
God, our beatitude.
1732 As long as freedom has not bound itself definitively to its ultimate good
which is God, there is the possibility of choosing between good and evil, and thus
of growing in perfection or of failing and sinning. This freedom characterizes
properly human acts. It is the basis of praise or blame, merit or reproach.
1733 The more one does what is good, the freer one becomes. There is no true
freedom except in the service of what is good and just. The choice to disobey
and do evil is an abuse of freedom and leads to "the slavery of sin.
St. Paul also tells us:
For you were called to freedom, brothers and sisters; only do not use your
freedom as an opportunity for self-indulgence, but through love become slaves to
one another. For the whole law is summed up in a single commandment, ‘You
shall love your neighbor as yourself.’ (Galations 5:13-14)
Freedom for the Christian is to choose Jesus Christ. It is freedom for, it is not freedom from.
It is freedom for God, freedom for good, freedom for choosing the right. While our society
may consider abortion and euthanasia a “freedom of choice”, these are only choices
that are against God and will never make someone free. God is the giver of all life and
the giver of freedom. Making choices that follow the ways of God is the only path to true
freedom.

for two items
The Shrine Archives is still missing a copy of
the yearly bound 1957 issue of the Shrine
Herald. This issue has been missing for at least
15 years.
Also, we are looking for a 9 inch Shrine plate
that was sold in the Shrine Gift Shop during
the middle 1930’s. On the front of the plate it
shows the Shrine Tower and Narthex and says
“Shrine of the Little Flower”. This is printed in a
dark Red on an Ivory background. The back
of the plate states the following: Mayer
China, est. 1881, Arlington, 18, True Ivory.

We are a community of practicing Roman Catholics, both men and
women, married and single (as well as secular priests and deacons) who

Hours, wear the brown scapular of Our Lady, spend time in mental
prayer, and study the spiritual works of the Carmelite Saints.
The spiritual benefits are very rewarding! We meet the fourth Sunday of

Did you know that two years of preparation is required
before receiving First Holy Communion? In order for your
child to receive the sacraments of Reconciliation and Holy
Communion at the traditional time of second grade, he/
she must attend Religious Formation classes or Catholic
school starting in the fall of first grade.

Local Angels’ Place Resident Homes
Are you looking for a way to fit service hours into your busy
Summer schedule? Choose a convenient time for your
family and help Angels’ Place in a meaningful way. Angels’
Place has several resident homes for adults with
developmental disabilities in the Royal Oak area. Many of
these homes need assistance in gardening and yard
maintenance (weeding, trimming, planting flowers, etc.)
This project could qualify as a Long Term Ministry if
volunteers are interested in working regularly over the
Summer or a short term project. Confirmation candidates

Angels’ Place Miracle League ~ Mondays all Summer

Come experience a Summer pastime in a way you never
have before! Volunteers are needed to aid Angels’ Place
residents (adults with developmental disabilities) with their
softball league. Confirmation candidates, along with a
parent (required), are needed to assist and encourage the
residents as they bat, run bases, and play the field. Bring the
whole family and cheer from the stands! This project could
qualify as a Long Term Ministry if volunteers can commit to
coming for several weeks during the Summer (contact to

Focus HOPE Food Distribution
Saturday, August 9, 9 am
Renaissance Vineyard Church, 1841 Pinecrest, Ferndale
Parents and youth are needed to unload the truck for the
Focus: HOPE food distribution site. After the truck is
unloaded, parent/student teams have the option to deliver
food to a few homes. Students who have delivered food in
the past have found this to be very meaningful. To register,

The May 3 Confirmation Retreat has been rescheduled

Angels’ Place - Family Fun Day ~ Saturday, August 9, 9:00 am
Detroit Country Day Lower School ~ (3003 West Maple Road, Bloomfield Hills, MI 48301)
Family Fun Day is a community event where over 800 attendees of all ages raised $50,000 last year to support Angels’
Place homes and services. The event is a day to enjoy with their family and friends, learn more about Angels’ Place, meet
our residents and, most of all, have fun! Since 1992, Angels’ Place, a nonprofit organization, has provided homes and
services for people with developmental disabilities. What started as a vision of five moms concerned about the well-being
of people with developmental disabilities in their community has turned into the reality of Angels’ Place, a non-profit, faithbased organization which has opened twenty homes in twenty years. These homes are Angels’ Place’s commitment for
life. Each of our homes provides more than a roof; they provide a safe, loving environment where the people who live
there can reach their full potential.

Women’s Ministry Summer Event ~ Shroud of Turin Exhibit & Lunch
Friday, August 8, 2014, 10 AM ~ Royal Oak United Methodist Church
The Shroud of Turin, believed to be the burial cloth of Christ, has been venerated by believers and studied by scientists.
Join us as we tour an exhibit focusing on the Shroud, its history, and description of scientific tests and findings, as well as a
relic of the Shroud, details on the crucifixion, and an archeological replication of Jesus’ tomb. Faithful have been deeply
moved by the exhibit.
We will meet on Friday, August 8, at the Shrine Northwood Blvd. parking lot at 9:30 AM and carpool to Royal Oak First
United Methodist Church at 3506 Rochester Road, Royal Oak. If we have a group of 12 or more, we qualify for group rate
tickets which are only $10 each. We will gather for lunch following the exhibit at a local restaurant (to be determined).

Shrine Women’s Ministry ~ Fr. Michael Gaitley’s Wisdom & Works of Mercy Study
Fridays beginning September 19 - December 19, 9:30-11:30 am - Shrine Conference Center
Come together as women of faith to study Fr. Michael Gaitley’s ““The One Thing” is Three” and “Wisdom and Works of
Mercy”. We will begin reflecting on the Mystery of the Holy Trinity as a model to love and then expand into concrete ways
to live this love through discernment and the works of mercy. Guided by Fr. Michael Gaitley’s DVDs and group discussion,
we will learn how the Holy Spirit guides us as we live Jesus in the world, leading others to God.
The group will be facilitated by Judy Maten. Participants can order the 2-book set at a special price at the Hearts Afire

CSA Minute
Thanks to your gifts to the Catholic Services appeal, high school-aged teens in the Archdiocese of Detroit will have the
opportunity to learn how to become better Christian leaders and examples to their peers.
A youth leadership training session will be held at St. Theodore of Canterbury Parish next Friday and Saturday, August 2
and 3. Offered by the Youth Ministry Office, the overnight program covers discipleship, communications, planning and
decision making, and emphasizes group dynamics as well as use of individual strengths. Teens who participate will
leave prepared to take on leadership roles within their families, parishes, schools and communities.

Seeking Executive Director for Welcome Inn
The Welcome Inn day center operates in conjunction with the South Oakland Warming Center. This inter-faith network
provides the homeless with a safety net 24 hours a day from December through March. We begin our 2014/2015
operations program on December 15, 2014 and remain open until March 13, 2015, operating the Welcome Inn Monday
through Friday from 7:00 AM to 7:00 PM at Starr Presbyterian Church.
The position is a full-time (40 hrs./week), salaried position. Work hours will be weekdays from 8:00 a.m. - 5:00 p.m. or at
mutually agreed-upon times. We are looking for an individual to fill this position from Monday, December 8, 2014 through
Friday, March 20, 2015.
The Executive Director is responsible for providing leadership and management for the day to day operation at Welcome
Inn. In addition, the Director will build community collaboration to meet client needs, recruit, train and supervise all paid
staff, maintain contractual compliance of all funding sources and work with the Board of Directors to assure the success
of Welcome Inn.
Qualifications include at minimum, a high school diploma and two (2) years previous experience in supervisory/
