In an effort to provide our members with the most thorough and feature-friendly reporting service possible,
we’ve just introduced a new method of tracking that will save you time, energy, and phone calls. Subscribers
to the online service can now track companies that would appear as part of the Owner/Design Team. This
includes Architects, Engineers, Owners, and Construction Managers. This invaluable feature will allow you
to follow all projects a company in one of these categories might be involved with. How will this benefit
you? Glad you asked.
Make Sure They Spec You
As a manufacturer’s representative or supplier, you know that having your product listed in the specifications
book on each pertinent project from the very beginning is crucial to your business. Many times suppliers
added in an addendum are overlooked causing you to lose valuable business opportunities. Don’t let this
happen to you. Track the Architects and Engineers who always include you to make sure they continue doing
so. And, track the ones whose door you have the most trouble getting through to talk about your product.
This will allow you to be prepared with every project they are handling when you speak to them. It also tells
you what they’ve got coming up for bid as this new tracking feature also follows pre-bid projects. Impress
them with the knowledge of all the work they’re doing and they’ll never forget to spec you.
Follow That Owner
It’s easy to utilize the ability to track Owners as well. If you bid every Dayton Public Schools project that
comes out you would certainly want to be able to track the progress of each one, even before it bids. You
don’t want to miss anything, and we don’t want you to miss anything either. Track Owners you are most
interested in working with in addition to Architects and Engineers.
Take the Good – Forget the Bad and the Ugly
Let’s face it. There are some companies that you would rather work with more than others. This holds
especially true in the role of Construction Managers. You know which ones provide a good jobsite
environment, pay the bills on time, and get the job done right. We recommend tracking Construction
Managers as well. If you liked working with them once, why not try them again and again? By tracking
these companies way, you’ll know which jobs they will be bidding before your competition.
You can start making the most of this feature today by going to the Statistical Research link at
www.bxohio.com. Search for the companies you need and check the Track With or Without E-mail box next
to their name. You choose whether you receive e-mail notifications or their projects or not. It’s that simple!

announces results of nation’s largest
health plan benchmark survey

2006 – United Benefit Advisors (UBA),
(http://benefits.com), an alliance of 141
of the nation’s premier independent
benefit advisory firms, today released
the results of its second annual employer-sponsored health plan benchmark survey. With responses from
13,663 health plans sponsored by 9,603
employers nationwide who employ 1.52
million people with approximately 3.52
million total lives, the 2006 UBA
Health Plan is the nation’s largest and
most comprehensive survey of plan
design and plan costs.
“The unprecedented number of
respondents allows the report to define
benchmarks for a greater number of
specific industries, regions, and
employee size categories than have ever
been available previously”, said David
LoCasio, UBA’s Co-Founder. “The
results will be of significant value to
employers in evaluating the
effectiveness of their current plans and
to knowledgably make future
adjustments to keep their benefits both
competitive and cost-effective.”
Among the survey’s numerous findings:
• The average annual health
plan cost per employee is $6,629
(medical/Rx coverage), with an average
employee cost of $2,031 and an average
employer cost per employee of $4,592.
• Average premiums for all
plans were $331 for single coverage and
$817 for family coverage (a weighted
average of all non-single coverages).
• 32.3% of all plans required
no employee contributions and 8.3%
required no family contributions. Of
plans requiring contributions,
employees contributed an average of
26.9% of premium or $88 monthly for
single coverage and 45.3% or $361
monthly for family coverage.
• Average premiums increased
8.6% for all plans (after any plan
adjustments) versus 9.6% last year,

with Consumer Driven Plans having the
lowest increases at 5.7%.
• Consumer driven plans
(plans with HRA or HSA) are now
offered by 5.8% of employers versus
2.6% last year, with 3.4% of all covered
employees now enrolled in such plans
(also up from 1.9% last year).
• The average employer
contribution to an HRA was $1,033 for
single and $1,965 for family, while
average employer contributions to an
HSA were $938 single and $1,533
family.
• The overwhelming majority
of the increased adoption of Consumer
Driven Plans have come from
employers with under 1,000 employees,
with the highest sub-segment being
employers with less than 100
employees.
“With employer health plan information
reported for over 2,600 cities from
virtually every state in the country,
differences in plan design costs between
various regions and industry groups
become apparent,” said Brian
Waterhouse, Principal of the Dublinbased benefits advisory firm CCI
Benefit Solutions, Inc. and UBA
member. “This unique level of
additional information provides
important factors in determining not
just what is happening with health plan
costs, but why it’s happening.”
One finding from the survey is how
Ohio represents twice the national
average of those employers adopting
Consumer Driven Health Plans.
Other important findings for Ohio
include:
• Average premiums increased
9.3% for all plans (after any plan adjustments) versus 11.0% last year.
• The average annual health
plan cost per employee is $6,080
(medical/Rx coverage).
• Average premiums for all plans were
$277 for single coverage and $715 for
family coverage (a weighted average of
all non-single coverages).
• 16.0% of all plans required
no employee contributions and 10.9%
required no family contributions. Of
plans requiring contributions,
employees contributed an average
28.2% of premium or $76 monthly for
single coverage and 34.2% or $234
monthly for family coverage.
• 22.4% of employers offer
more than one medical plan.
• 3.2% of employers sponsor a
wellness program.
“The intent of the survey is to provide
not only large employers with effective
plan benchmarks, but to also provide
99.3% of employer plan sponsors who
have fewer than 1,000 employees with
data that is critical in managing their
programs effectively,” said Mr.
LoCasio. “Also, with the rapidly
increasing number of employers having
operations in more than one location, a
genuinely national survey of this
previously unavailable size and scope
is the most effective way to deliver that
information.”

TO IMI BOARD
Greg Schuerman of Peterson Construction Company has been
appointed to the Ohio Program Board of the International
Masonry Institute (IMI).
Greg’s position on the Board will be to serve in an advisory
capacity directing IMI local and national activities and
establishing future initiatives.
IMI is a national program that is recognized for its expertise in masonry training, design, and

BWC Announces Changes
for Employers
For the current payroll period, employers will be required to pay the Bureau of
Workers’ Compensation (BWC) at the full premium rate, unless they are enrolled
in a group rating or other savings program. Base rates also increased an
average of 3.9%, effective July 1, 2006. Employers not participating in a group
rating program will receive a 2.5 percent discount on their premiums. The
maximum amount employers can save through group rating programs will also
decrease from 93% to 90% for the July 1, 2007 to June 30, 2008 group rating
year.
Liability When Purchasing a Business
When a successor takes over the entire operation of a company, any existing
and future liabilities will transfer to the workers’ compensation experience. The
successor is responsible for notifying the BWC of the succession. The new rule
becomes effective for all successions taking place on or after September 1,
2006. Prior to the change, the experience transferred, but transfer of financial
liability was optional.
Policy Changes
When employers make minor changes to their business, including changing
locations, changing entity type, and making slight changes in business
operations, the BWC will update the information on the original policy number.
The employer will keep the original policy number. If employers have applied for
and received a new policy, the BWC can cancel the newest policy and require the
employer to report payroll under the original policy number. This rule was
effective on July 27, 2006.

BWC to Offer SafetyGRANT$ for
Drug Free Workplace Program
As of July 1, 2006, the Bureau of Workers’ Compensation (BWC) will offer safety
grants to all state fund employers who are currently participating or who
implement the Drug Free Workplace Program (DFWP). Employers may apply
for grant money to help with the costs of DFWP or Drug Free EZ Program
(DF-EZ), for small employers.
BWC DFWP is designed to assist state fund employers in creating a safer
workplace and deterring substance abuse. Substance abuse is a common
cause of workplace accidents, and the DFWP program can be a preventative
measure for employers. Companies who participate in this program will
receive a discount on their workers’ compensation premium.
Two grants are offered by the BWC. Private employers can receive a 2-to-1
matched grant. For example, the employer contributes up to $5,000, and the
BWC will match, up to $10,000, for a total of $15,000. Public employers can
receive a 3-to-1 matching grant. The BWC will contribute up to $15,000 to
match the $5,000 from the employer, for a maximum total of $20,000. Grant
funds can be used by program participants to comply with any of the following
DFWP requirements:
Legal evaluation of policy;
Education for employees;
Training for supervisors;
Assessment and review of employees as a part of a BWC consortium
package.
Participants in the BWC DFWP SafetyGRANT$ program are required to submit
check copies and invoice/receipts to verify that all grant money is used for the
correct purposes. Failure to comply with this requirement will result in
disqualification.
Employers with programs that are comparable to the BWC DFWP or DF-EZ may
receive funding if they submit a written policy for their program along with their
SafetyGRANT$ application.

SHEET METAL INDUSTRY COMMITTEE
IMPLEMENTS NEW TRAINING PROGRAM
The Sheet Metal Joint Apprenticeship Committee identified a training need for their employers and
addressed it through a new training program.
This program requires all First Year Apprentices to have completed mandatory training for their 10 hour
OSHA certificate; Industrial Truck Operation Certification; Scissor Lift Training; and Drug Free Workplace
Program Employee Training.
The apprentices take this series of sessions on their own time in the evenings at the new sheet metal training
facility. These sessions are over and above their normal evening training program of 160 hours per year.
Mike Moore, Business Manager for Sheet Metal Workers Local No. 24 endorsed the program on behalf of
the Union. Dave Peck, JAC Coordinator implemented the program and was successful in getting 100%
participation from the apprentices.
Business Manager Mike Moore noted that the Union recognized that it is important for new apprentices to
have this type of training because it not only eliminates the cost for the employer to provide this training,
but it makes a safer working situation for an inexperienced person coming on to a construction site.

UA LOCAL NO. 162 PROVIDES EMPLOYERS
WITH DOT QUALIFIED WORKFORCE
FOR GAS PIPING
Plumbers and Pipefitters Local No. 162 Joint Apprenticeship Program
(JAC) has completed its annual class providing new and renewal
qualifications for individuals performing work on DOT jurisdiction gas lines.
The program offered by the JAC has been approved by area utilities and
provides Local No. 162 and Mechanical Contractors Association of Greater
Dayton (MCAGD) Employers with individuals meeting all of the necessary
Operator Qualifications in order to perform work on utility pipe lines.
The qualification program includes certification in both plastic butt fusion
and welded joints, as well as the other numerous required operator
qualification criteria.
MCAGD, working in conjunction with the JAC and area
utilities, is then entering this certification information on these
individuals in both the Midwest Energy Association (MEA)
and the Veriforce Record Keeping Databases.
JAC Coordinator Jim Baker is to be commended on
establishing and operating this program, making completion
of these qualifications as efficient as possible.

Elimination of Dual Markups
When the mechanical contractor is allowed to bid as a prime
contractor, it eliminates the dual markup that is inherent in a
single bid from the general contractor (GC) that includes the
mechanical portion of the work.
Under a single bid from a GC, the GC contracts with a
mechanical contractor as he would with his other sub-trade
contractors and then adds an additional markup that is passed
on to the owner.

As a matter of fact, bidding the mechanical portion of a project through a General Contractor (GC) cannot only lead to
unnecessary additional markup costs, but a lower quality mechanical installation as well.
Many times the GC will take bids from his subcontractors, and instead of following legitimate business practices and awarding
the contract to the lowest bidder, the general will shop the low bidders price to the other subcontractors. In this way, the GC
beats the price down even further. The GC pockets the difference and none of the savings is passed on to the owner.
The only thing that is passed to the owner is the poor quality installation forced by corner cutting to meet the unreasonably low
bid that the subcontractor was required to take in order to secure the project.
