PRESENT Mr T Kingi [Chairman], Cr Z M Cozens [from 1.05pm], Cr M E Stewart, Mrs M J Smallman, Mr C R Te Whare and, Mr W V Van der Aa. IN ATTENDANCE Councillor A M Park, Acting Chief Executive Officer, Acting Business Development Manager, District Parks Operations Manager, Parks Operations Manager - Turangi, Strategic Partnerships Advisor, Communications Manager, Senior Communications Advisor, Democracy and Community Engagement Manager and, Customer Services/Democracy Support Officer - Turangi. MEDIA AND PUBLIC Taupo Times Twenty seven members of the public were present at various times throughout the duration of the meeting. The Chairman welcomed everyone to the meeting and acknowledged Councillor Park who was also in attendance. He then opened the meeting with a karakia. APOLOGIES RESOLVED that the apologies of Mr T New [for absence] be received. Smallman/Te Whare Notes: (i) Items were heard in the following order: 1-3, 5, 4-10. (ii) Councillor Cozens left the meeting at 3.04pm, returned at 3.28pm and then excused himself to leave early at 3.55pm. He was not present for resolutions TT201607/04 and TT201607/06-10. (iii) Mr Te Whare left the meeting at 1. 50pm and returned at 1. 58pm. (iv) Mrs Smallman left the meeting at 4.19pm and returned at 4.21pm. (v) The meeting adjourned for a short break at the conclusion of funding presentations [3.08pm] and reconvened at 3.24pm. CONFLICTS OF INTEREST Member's agreed to note any conflicts in relation to funding applications at such time that the application was being dealt with and, abstain from those deliberations. The following conflicts were subsequently noted; Turangi Blue Light - Mr Te Whare; Safe Turangi - Mrs Smallman and Mr Kingi. 1 PRESENTATION - GO TONGARIRO: TURANGI CBD FEASIBILITY REVIEW Go Tongariro coordinator Christine Daily and board chair Wayne Smith were in attendance to discuss a proposal for a feasibility study on the Turangi CBD mail. Mr Smith thanked the Board for the opportunity to present. He then read aloud a presentation document which had been distributed to members beforehand titled 'A Strategic Economic Growth Plan for the Turangi Area' [A1704186]. Go Tongariro sought the Board's support to make a recommendation to Council for $55k [plus GST] unbudgeted expenditure to develop a strategic economic growth plan for Turangi. A member asked if The Lines Company [TLC] was part of the negative investment perceptions issues in Turangi. Mrs Daily replied that Ruapehu District Council had identified that TLC did have a negative impact on the potential establishment of new businesses; the assumption as that Turangi would be no different. Previous efforts to turn around any decline in the town centre had been typically reactive as opposed to proactive therefore it was important to find a sustainable outcome. The Board supported GT's proposition in principle. The Acting Chief Executive noted that a report to Council could now be drafted given that the request had been clarified and formally received. A1714060 \1^ TurangiH'ongariro Community Board Minutes: 12 July 2016 TT201607/01 RESOLVED that the information on the Turangi CBD feasibility review be received and Mrs Daily be thanked for her presentation. Van derAa/Te Whare PRESENTATION - DESTINATION GREAT LAKE TAUPO: FUTURE PLANS FOR TURANGI 1-SITE Destination Great Lake Taupo [DGLT] general manager Damian Coutts was in attendance to discuss the proposed future plans for Turangi i-Site. He made a Powerpoint presentation that began with some key statistics for the region: commercial visitor numbers and spend impact [etc.]. Photos of current building maintenance issues at the Turangi i-Site were also included. Additional key points noted were: . There was a 6% increase in Turangi i-Site visitor numbers last year, a great result given that i-Sites nationwide were generally experiencing a decline in customers and sales. . Challenges included google, trip advisor and that hotels promoted direct bookings. . Councils had rationalised i-Site investment. The Turangi i-Site building had deteriorated considerably over the years and required an estimated $280k for repair work. . DGLT sought the Board's advocacy and support to council regarding the importance of the i-Site service in Turangi and, the urgency of the building work/project. . Would like to undertake some rebranding in Turangi. In reply to a member question, Mr Courts advised that the current site was good although more could be done to enhance its location and visibility. Mr Coutts concurred with the Acting Chief Executive's comments that pending decision outcomes, winter 2017 would be an ideal time to commence repair works. Council officers would prepare a report for the February/March 2017 community board meeting. TT201607/02 RESOLVED that the information from Destination Great Lake TaupO be received and Mr Coutts be thanked for his presentation. Cozens/Smallman CONFIRMATION OF MINUTES: 14 June 2016 Minutes of a meeting of the Turangin'ongariro Community Board held on 14 June 2016 [A1687100] had been circulated. Stewart/Van derAa ACTION POINTS A report from the Democracy and Community Engagement Manager had been circulated [A887852] along with a table of current action points [A1425016]. The following comments were noted: . Item 4 - Community Issues: Approval for an events centre on Te Kapua Park to be added to a future TRMP committee agenda - ongoing. . Item 1 - Presentation - Proposal for a toilet at Waipapa reserve area: On hold until treaty sett!ement process completed - ongoing. . Item 4 - Community Issues: A suggestion for a coin operated barbecue would be assessed as part of the 2018 LTP process - ongoing. p Turangi/Tongariro Community Board Minutes: 12 July 2016 Item 7 - Community Issues: The Board undertook to take a more strategic view in relation to Turangi trees in conjunction with the FREDD committee - ongoing. Item 7 - Community Issues: No progress to date in relation to how best to engage with local organisations. The District Parks Operations Manager noted that most enquiries he had received from local ratepayer groups were operational issues. If necessary, he would always recommend an approach to the Board. The Democracy & Community Engagement Manager suggested sending out a letter of introduction [of Board members] however due to timing, it would be best to hold over until local government elections were finalised. COMMUNITY GRANTS 2016/17 A report from the Community Development Officer regarding the 2016/17 Turangi-Tongariro Community Grants had been circulated [A1695467] along with a summary table of the [21] funding applications received [Attachment 1/A16987891] and, marking sheet [Attachment 2/A1698904]. Comprehensive bound copies of the applications were previously circulated separately. The following applicants spoke to their respective application/s and answered member questions. 1 - Central Plateau Reap - Turanai Bullyproof Project Presenter: Barry Kerr, General Manager Central Plateau Reap [apologies noted for coordinator, Fenella Davis] Powerpoint presentation shown [A1715327] . Formerly funded by MSD, REAP had continued to fund the Bullyproof Project coordinator wages who oversaw the project administration and activities. . Local youth led the project of which the primary message was zero tolerance to bullying. . A member noted that it was disappointing that MSD had ended funding nationwide for such an important initiative. 2 - David Cade - Environmental Work in the Hinemaiaia River Valley 11 -Te Awa o Waitahanui Charitable Trust- Waitahanui River Valley Project Presenter: David Cade, Didymo Dave . Started work in the Hinemaiaia four years ago. Since then had trapped 948 rats and undertaken massive weed control. . Programme had both a conservation and social aspect as it helped troubled youth build self-esteem, confidence and employment skills. . Te Awa o Waitahanui started in 2013. Local hapu Ngati Tutemohuta fully supported the programme and were extremely proud of the benefits observed with youth participants. . Was a previous recipient of a DOC environmental award. 13 - Turanai-Tokaanu Sports and Cultural Club - Administration Costs and Part Fees Presenter: Virginia Church Supplementary information read and tabled [A1715326] . Funding application was for administrative costs and part junior rugby league 2016 registration costs. 4-Go Tonaariro - Photo/Picture Boards 5 - Go Tonaahro - Community Website PresontQr: ChnstinG Daily [coordinator] . Taupo had some picture boards already therefore to be consistent with them, the same artist was engaged to design boards for Turangi. . Trying to create a positive vibe and promote activities in Turangi. i/^Turangi/Tongariro Community Board Minutes: 12 July 2016 . It was envisaged that the boards would enhance the social media profile of Turangi via people posting pictures online. . The current website - created by community members and inherited from the former TTPA - was under utilised and required a major upgrade. . Website would be a great community resource. Upgrade would include the provision of a community directory eg. Tradesmen, services, sports clubs, local organisations etc. . Access to website would be open. 8 - Omori Kuratau Charitable Trust-New Year's Eve Concert Presenters: Pieter Braun, Chairman and Tony Haddock . Requested funding to underwrite and cover any losses associated with the New Year's Eve concert/event. . 350-500 people attended last year. . Summer activities programme included a fun run, Christmas carols, fishing competition. . Since submitting funding application, had secured funds for hall chairs elsewhere. . Hall was regularly used most days. 9 - Paoakai Te Kohanaa Reo - Resources to Help Involve Parents Presenter: Janet Solomon, Kaiako . Aspiration was to encourage parent involvement in kohanga activities. . Requested funds for garden tools, storage shed and prams. 10-Safe Turanai- Christmas in the Park Presenter: Bevin Severinsen . Wanted to build on positive outcomes from last year's Christmas in the Park [CITP] and provide another quality event. . Current finalist in the 2016 New Zealand Event Awards. CITP 2015 stage supplier also finalist in the events suppliers' category. . Safe Turangi was the umbrella organisation for CITP which fitted well within promoting the well-being of the community. . Expected that stage costs would be 100% funded by community grant. . Format would be similar to last year though it would be great to get a headliner act again. . CITP committee had not yet met. 12- Tonaariro Natural History Society- MiCamp Predator and Pest Control Presenter: Shirley Potter . Mi Camp had approached Ms Potter for help with pest control around the perimeter of their camp site [70 hectares of unmodified bush]. . Many volunteers had already signaled their willingness to help. . Purchasing traps through the local prison was less than half the cost of other quote providers. . DOC supported Project Tongariro and would provide a letter of support if required. 15 - Turanai Angels Netball - Install a Gas infinitv System Presenters: Joan De Petra, Cristina Duff, Angels Coach and Catea Duff, Angels Netball Junior . Sought funds to install LPG Infinity conversion unit. . Anticipated that power bill would decrease. Thanked the Parks Operations Manager - Turangi for new wire fencing which was painted to meet NZ Netball standards. The club was currently fundraising to take the Angels teams to the Silver Ferns versus Jamaica match as an end of year reward by doing wood raffles, The Warehouse stock take, etc. 20 - Turanai Tonaariro Sports Foundation - Administration Costs. Sports Awards. Junior Triathlon Presenter: Leslie Hardisty, Secretary/Treasurer and Anthony Hemopo, TTSF Committee Member . Sport had always played a big part in the Turangi community. 1/5 Turangi/Tongariro Community Board Minutes: 12 July 2016 . TTSF supported Turangi clubs where possible eg. fundraising events, administration tasks. . TTSF held annual sports awards, junior triathlon and weekly after school sports sessions in the town gym. . Thanked the Turangi Angels for helping out at the after school sessions. Also thanked the Board for previous grants and Council regarding current building lease. 21 - Turanai Transport - Administration Costs Presenter: Johnette Callaghan, Cooordinator/Secretary . Funding had been halved by the Lakes DHB and no opportunity to respond or explanation had been provided. . Funding was sought to cover administration, advertising and stationery costs. . Health and safety policies need to be implemented for drivers. . Had pushed issue with Maori DHB regarding funding cuts however had a discretionary fund available so that people could still be taken to Rotorua and Hamilton. TT assisted with part of the registration and tyre replacement costs where private cars had been used to transport patients, TT201607/05 RESOLVED that the following grant applications for the 2016/17 financial year be approved/declined: 1. $7,500.00 to Central Plateau Reap for the Turangi Bullyproof project.* 2. $2,070.00 to David Cade for environmental work in the Hinemaiaia river valley.** 3. $3,000.00 to Turangi Food Bank for food stocks. 4. $9,200.00 to Go Tongariro for photo/picture boards. 5. $5,520.00 to Go Tongariro for a community website. 6. $1,000.00 to Life Education Trust to deliver the Life Education Programme.* 7. $1,500.00 to MiCamp for youth leadership camps.* 8. $0 to Omori-Kuratau Charitable Trust for New Years Eve concert costs.* 9. $4,135.40 to Papakai Te Kohanga Reo for resources to help actively involve parents.* 10. $10,000.00 to Safe Turangi for Christmas in the Park. 11. $2,000.00 to Awa o Waitahanui Charitable Trust for Waitahanui River Valley Project.** 12. $3,761.73 to Tongariro Natural History Society for MiCamp predator and pest control.* 13. $1,000.00 to Turangi-Tokaanu Sports and Cultural club for administration costs and part fees. 14. $320.00 to Turangi-Tongariro Ratepayers Association for advertising and printing. The meeting adjourned for a short break. 6 POOLSAFE AUDIT A report from the Pools and Activities Operations Manager regarding the annual PoolSafe accreditation audit results had been circulated [A1694897] along with a copy of the PoolSafe Audit report for the Turangi Turtle Pools [A1694322]. The Chairman requested that a letter of acknowledgment to congratulate the pool staff on the successful audit results be sent. Note: Mrs Smallman re-entered the meeting. TT201607/06 RESOLVED that the Turangi-Tongariro Community Board notes for its information the PoolSafe Accreditation Audit Reports for the Turangi Turtle Pool complex. StewarVTe Whare Note: Members requested that a letter of congratulations on their successful audit be sent to the Turtle Pools staff. TURANGI OPERATIONS REPORT A report from the District Parks Operations Manager had been circulated [A1445287] along with May/June statistics for the Turangi Library, Turtle Pool and service requests received [A1694396]. The District Parks Operations Manager introduced his report and made the following comments; . The new garden outside the ANZ bank looked great. . Artificial turf had been ordered for the skate park and would be installed after the school holidays. . Planting of street trees - mostly acer and Japanese maples - were scheduled to start shortly. Suitable trees were selected for height, colour and maintenance reasons. . Members noted the following: . New owner of Club Habitat shocked at first bill from The Lines Company. . A member advised that an email request had been received for a letter of support from the Board regarding residency/im migration for a new dentist. Members did not support the request however, it was noted that Southern Lake Taupo Health Trust and Tuwharetoa Health were currently investigating options for a community dentist at the medical centre. . The current dental surgery had no access/lift for mobility impaired people. . Many people were concerned about the current state of the former Turangi primary site and in particular, vehicles using it as a thoroughfare. The height of the grass meant that young children were not always visible and put them at risk of being hit. TT201607/08 RESOLVED that the information relating to community issues be received. Van der Aa/Hickling 3 ESTABLISHMENT OF THE TURANGI RESERVES MANAGEMENT PLAN PROJECT A report from the Senior Policy Advisor had been circulated [A1668953]. Members considered the draft committee Terms of Reference [Attachment 1 to the report A1668953]. The following points were noted: Mr Smallman would consult with Ngati Turangitukua to see if members wished to suggest an alternative Maori name for the Committee. The meeting frequency "once every two months or as required" was acceptable. Members would have a discussion to ascertain mutually convenient meeting days and times. Members decided to amend the Term of the Committee, adding words to the effect that the Committee may continue beyond the adoption of the Reserves Management Plan, if desired. It was also decided that Mr Smallman would be a member of the working group initially, but other NgSti Turangitukua representatives may be appointed as required as the project progresses. The Senior Policy Advisor would email a map of Turangi reserves to members. The working group would draft a project plan and circulate it to the Committee in approximately one month's time. Constant rain hampered the Wiremu Street gully clean up however the end result is well worth the effort. Next will be some ground prep prior to grass seeding. The clean-up project has also extended to the top of the escarpment above the upper Hirangi Stream at the southern end of Turangitukua Park. This area was a significant illegal dumping site. High winds through the southern part of the district overnight on the 20th presented the team with quite a clean-up job. We lost a large tree in the town centre as well as several smaller street trees. The team also picked up some fences that were blown down as well as cleaning up a large amount of debris on a number of our reserves. There was some reserve and storm water gully planting carried out in Motuoapa, 25 Japanese Maples were planted on street berms as replacements for some trees removed and we have some Kowhai on order for some other replacement sites. Some mulching and tree maintenance work is currently underway at Waitetoko Reserve. The area beside the skate park and adjoining the climbing net has been covered in artificial turf with the replacement play equipment mounts installed. Once final sanding of the turf has been completed the rest of the play equipment will be fitted. Once again the weather delayed completion of the project.
