it would be fun to run a
promotion with Bingo halls where

nominate one
of their fellow

Tim and I thought this would
be a great way for Bingo players
to take the time to express how they
felt about someone special to them
– then roll out the Red Carpet and
give them the royal treatment!
So, we discussed our idea
with our friends at Video King
and decided to offer this “Player
Friendly” promotion as follows:

will be posted.
The forms can be printed,

MNI™ has been designed to
streamline processes and remove
a lot of the complexity that exists in
other hall management systems.
Over the past two years, many of our customers have
been surprised at just how simple OMNI is to use.
We have a great OMNI development team that
works very hard to help hall managers and workers
take the tough job of running a Bingo hall and make
it a little easier for them through the use of OMNI.
To give some perspective on the scope of this
project, here are the brains – so to speak – behind
our development team ...
Name: Simon Duggan.
Title: Senior Software

Simon is responsible for
the most high-visibility,
“high traffic” part of
OMNI: the point of sale (POS).
More than any other piece
of the system, the POS must
handle a variety of different

added to the POS over the years and, in many ways,
it is the heart of OMNI. Simon handles the programming for this part of the system and is always looking
to make improvements to how we plan and communicate within the OMNI team.

a stunt dummy! It was not until
I was in the eighth grade that
I decided I would give ventriloquism a shot. I sold every Atari
video game I had and purchased
a professional dummy from a
small magic shop in Detroit.
I eventually attended many
of the national ventriloquist
conventions held annually in Fort
Mitchell, Ky. It took me several
years at the conventions but I
finally won two junior contests.
I met some of the best “Vents” in
the business from Jay Johnson of
“Soap” to Willie Tyler and even
Jeff Dunham. Some of these guys
were the judges from year to year
– talk about being nervous!
After high school, I had a
“quick shot” of a show biz career!
I managed and acted as host of
a traveling college game show
criss-crossing the United States.
This was a direct result of
my efforts from ventriloquism.
Of course, no game show would
be complete without a hostess, oh
yeah, and a large van to pull the
show trailer. I no longer have the
van but I still have my hostess ...
she is my wife of 18 years!
! Family: I have three awesome
children: Cade, 14 years old.
He’s my cool cat “Rocker!”
Iain, 12 years old, my sports
player /piano player enthusiast;
and my baby girl, Mae, 8 years
old, who is my beautiful ballerina

Belts in Tae Kwan Do, soon to
be Green Belts. I know one day

Black Belt! I also know that they
can kick my butt, and I respect
that! It’s actually kind of cool,
I now have three bodyguards.

of Bucks.” After two years of
being on the road full time, and I
do mean full time ... my hostess

entire country,” said Tuaño, keenly focused on
the future, anticipating even further growth.
Viewed as a pioneer in the Filipino
Bingo industry, BK was the first company
to establish a formalized, legitimized and
professional Bingo supply business,
which now employs about 36 key people,
not including its contractors and promoters,
who are all highly knowledgeable in the
Bingo field, he said.
“A full-service, company, they do it all,
sell it all, service it all, and show Bingo
operators how to make more money,” said

who has made several trips to the Philippines
and counts Tuaño as a trusty business
associate and a close, personal friend.

an early age, his mind has been more

“Like everybody, I wanted to be a fireman or pilot,” he said of his ambitions as
a young kid.

But as the family’s only boy, he was driven to establish his
independence early on.
“I was orphaned at an early age. My father died when I was
9. I had no father figure. I knew if I messed up, I would give my
mother more trouble,” he said.
Although his mother could afford to send him to De La
Salle, one of the most exclusive schools in the Philippines for
his primary education, he would not accept an allowance and
began working at age 15.
“My uncle owned a meat factory. He sold hot dogs, bacon,
sausage and corned beef. I would ride a van and go to different
market places as a delivery helper. It toughened me up.
Physically, too. I had to manually carry the hot dogs,” he said.
And, shopping in the Philippines, a tropical country
composed of more than 7,000 islands, some rather primitive,
can be a bit different than in the United States.
“I would deliver to the ‘Wet Market,’ which sold everything from
needles to rice, fish and fresh meat. It’s more like a flea market or
bazaar. Not a grocery store or shop. People go there in slippers and
shorts and come out really stinking of rotten vegetables or fish.
There’s no air conditioning, no refrigerators, only a roof,” he said.
But the lack of modern luxuries doesn’t seem to keep the
crowds – in the world’s 12th most populous country – at bay.
“It’s very popular. Everybody goes there. It’s open every day.
It’s like the center of everything. You can see the poorest of the
poor and the richest people together. That’s where you go to
shop," he said of his countrymen, who have adapted to the
high temps and often-extreme humidity.
During college, Tuaño continued working for his uncle,
but transferred to VICTAS, a pharmaceutical company the
elder also owned.
“He was like
a godfather to me.
He taught me everything.
I was his administrative
assistant. Like his eyes
and ears. I owe everything
to him,” he said, regretting they have since
lost touch.
Keeping a dogged
schedule, Tuaño worked

from 8 a.m. to 2 p.m., then
attended school from 5 to 9 p.m. in order to support himself.
“I could only afford to send myself to Santo Tomas, Asia’s
oldest university, where I earned a bachelor’s degree in economics.
But I sent myself to De La Salle for my master’s,” he said.
After VICTAS, Tuaño transferred to United Laboratories,
where he worked as an account executive, ultimately meeting
Maria Elena, the woman he would one day marry.
“I’ve been married to one woman,” he said. “She’s quiet,
a good mother. She supports me in everything that I do.
She studies the pharmacological effects of drugs on the body.
She works in a lab and is very patient. That’s why we lasted
24 years. She’s very patient,” he jokingly added.
Charity-oriented and active in their church, the Tuaños have
two children: A son, Jo Emmanuel, now 23, who will earn his
master’s degree in culinary arts from Australia by specializing in
European cuisine; and Maria Rosario, 20, studying multimedia
to pursue a career in directing.
“Every (girl) is named Maria in the Philippines in reverence
to the Blessed Mother. It’s a deeply rooted Catholic society.
Her dream is to work in the L.A. film industry,” he said.
Because of his high-profile business connections, Tuaño was
recruited by the Berjaya Group, one of the biggest lottery operators in Southeast Asia to establish a lottery in the Philippines.

“Sales is my strength. They needed a guy to roll out
terminals in as many locations as possible,” he said as
to why he was selected.
After a few years, Tuaño was then recruited by his friend,
Jim Holmes, whose company received a contract to establish
a lottery system in a former Soviet republic.
“I thought if I could survive the Ukraine, I can survive
anywhere,” he said.
Despite the great pay, homesickness and the frigid temperatures weighed heavily on Tuaño, who spent 11 months there.
“I really missed the kids. I missed my family so much,” he said.
While in the Ukraine, he was offered a job as vice president of
Allied Entertainment, a Filipino-based film company.
“It was a fun job,” he said of his stint there, made rather
interesting by the creative nature of the business.
“But not really my line of work. But, I was surrounded
by beautiful women. They inspire you,” he stating the more
obvious highlights that came with the position.

freshly caught Tilapia, a tasty white fish.
Once again, Holmes entered the picture. Now working
for the Bingo King group, then headquartered in North America,
Holmes reached out to Tuaño. When the BK filed for Chapter 11,
the Guevent Group – together with Cynthia Picazo and Tuaño
himself – took stock in the company and ultimately bought out
the remaining shares.
“The company had wanted a better presence in the
Philippines. Jim Holmes is a good friend, and I wanted to help
him. Whatever he wanted, I just joined. I didn’t really know
Bingo, I never really played,” he said.
And, once again, Tuaño’s innate drive to succeed also kicked in.
“I feel excitement with start-up companies,” he said
of his decision to embark on this new venture.
At the time, Bingo was more of a home game, often
played at wakes and fiestas, held in reverence to certain saints.
Almost every town in the Philippines has a patron saint, he said.
“It was basically before the introduction of electronics.
It was played on cardboard cards, and they used shells, stones
or coins to mark the numbers,” he explained.
Today, Bingo in the Philippines is big business.
“It has grown in popularity. It’s everywhere. Even the
country’s two largest TV networks and convenience stores have
their own style of Bingo, used more as a way to promote their
product, such as shampoo,” he said.
Although mostly paper players, Tuaño adds more and
more Filipinos are tuning into Video King’s electronics
tablets and handsets.
“The Bingo business is starting to mature. We are heavily
into QuickShot Bingo (Champion II) tablets.

the outcome of the animated contest or race

True to racing form, Video King's concept
also utilizes a simulated racing announcer, who helps liven the
pace by “broadcasting” the event in English, Spanish or French
– covering many of the languages spoken in the halls using Video
King's products found worldwide.
“A three-year process, the patent is actually based on a game
that has been around for years,” Free said.“It was popular in a
number of markets. People would place inside bets with all the
balls called. Some would bet a buck the fourth downline would be
covered first, while others the seventh. Whenever all five numbers
were called, they won. It was like a little side bet,” he said.
“Video King's concept brings an entertaining new element to the
games through the racing animation that is generated and watched
by the players as a result of each number being called,” Morin added.
Taking the reigns, so to speak, Free was instrumental in
designing the patent’s five-step animation process, based on
the sequence of called balls.
In Bingo racing each “competitor” is associated with one of
the columns on a standard flashboard. If you picture a flashboard,
you’ll see 15 columns or “competitors.” Competitor 1 is associated with balls, 1, 16, 31, 46 and 61, all the numbers found in the
first column. Whenever one of these balls is called, Competitor 1,
be it a horse or other event icon, moves forward one position.
Once all five of these numbers in the first column are called,
Competitor 1 crosses the finish line. Competitor 10 is associated
with ball calls 10, 25, 40, 55 and 70, all the numbers found in the
10th column. Once all these numbers are called, Competitor 10
crosses the finish line and so forth.
Besides the integration of the animation concept that the
Video King patent brings, Morin expanded the game concept even
further – by designing Bingo cards, which utilize combinations of
numbers and patterns to create winning combinations similar to
real-life racing wagers, along with the possibility for players to
win huge progressive jackpots, he said. In addition to a single
winner, Bingo racing jackpots prizes include:
! Exactas: The first two finishers in exact order.
! Quinellas: The first two finishers in any order.
! Tri-fectas: The first three finishers in exact order.
! Super-fecta: The first four finishers in exact order.
And, whenever the game-ending pattern is not achieved,
the players simply continue daubing until a card is full
(a black-out), and a consolation prize can be paid.

“Because, at least, we believe it caters to a new breed of player.
It’s not in any way going to affect paper players. For the high rollers,
the tablet is able to attract them,” he said.
Pleased with the tablet’s reception, he said, “I believe it’s a
milestone for us. It has helped us increase revenue. That’s why
our company would like to concentrate in this direction.”
Regulated by the government, most the halls are located in
shopping centers, averaging 1,500 square feet, although some
are a lot bigger, he said.
“We promote the game as some sort of entertainment.
It’s the cheapest form of entertainment. It’s cheaper than a
movie. And more fun,” he said of Bingo’s vast appeal.
And, Dwornicki, a seasoned traveler, can attest to that fact.
“In the Philippines Bingo is more fun. It’s not restricted by the
unwritten rules of North America,” he said.
You don’t have to keep quiet or worry about blocking
someone’s view.
“Most the Bingo halls are lively. Easily accessible. The doors
are wide open. They’re colorful, not drab; vibrant, not dark and
dingy, but bright and cheerful,” he said.
The same can be said of the workers.
“The floor walkers blow a whistle and rock ‘n’ roll jams when
you have a winner – until it’s verified. It’s more of a party,” he said.
And, perhaps the same can be said of Tuaño himself.
Fun-loving, his work means more to him than just business.
“Joel is a relationship-type guy,” said Clem Chantiam,
President of Trade Products®, who supplies BK with consumables, such as Bingo paper, ink markers and pull-tabs and has
known Tuaño for 10 years.
“Not only have we developed a good business relationship,
but a good friendship. Joel’s like family to our group,” he said.
“On the business side, he has a lot of drive, high energy, shows
enthusiasm, is very goal- and sales-oriented. As a friend, he has a
really good personality, sings in the church and in the choir, is very
religious,” he’s noted over the years.
Dwornicki, who Tuaño also regards as a “brother,” echoes his words.
“He’s the kind of international partner you’ve got to have.
He’s a handshake guy. Trustworthy. He’s a man of his words.”
A benevolent boss, backed by a loyal staff, he makes a point of
treating people well – with company trips, community sponsorships,
donations and other acts of kindness, Dwornicki said.
Tim Stuart, Video King’s President/CEO who has also known
Tuaño for more than a decade, agreed.
“Joel has made a phenomenal impact on the Bingo industry in
the Philippines. A great idea man, his enthusiasm is only magnified
by his business savvy and notable charm. We enjoy a very strong
business and professional relationship,” he said.
Part of his success, Tuaño credits to being Filipino. Initially
colonized by the Spanish, thus the Hispanic names, the Filipinos are
known globally as a hospitable and hard-working people, he said.
As the third-largest English-speaking nation, they embrace the
Americans who liberated them from the Japanese, even adopting
the American culture from the fast-food restaurants right down the
places some call home.
“Americans won’t get lost in the Philippines. Everybody speaks
English, and many streets are named after U.S. presidents,” he said.
But, another could be his attitude toward doing business.
“We don’t measure work by hours, but by output.
As long as you are hitting your target,” he said.
“Over the last 10 years we have always hit
our target. If you stay in the office all the time,
you are unproductive.”
So if you want to get a hold of him Saturday
morning, don’t even try. He’ll be engaged in a
vigorous game of badminton, followed by a hearty
meal with friends – or perhaps enjoying the good
life in a village hut, feasting on his daily regimen
of rice and freshly caught Tilapia, a tasty white fish.

The progressive jackpots are won

achieves a game-winning pattern on the
last ball call on a number, marked with the
Crazy Quarter or Golden Eagle symbol.
Additional chances to win these progressives come from incremental player
purchases of these symbols, whereby the
participants now have additional opportunities on more cards to win the progressive jackpots. What this means in plain
