You have
become more
than merely
familiar with the
fish you pursue
and catch because
you are focused
on the art of
fishing. Cooking
Jesse Maffuid
is quite similar.
The difference in a
well prepared dish or any food for that
matter, comes from patience, care and
preparation. You should have as much
fun cooking as catching. If you do, it
will certainly show in the meal.
I am a cook and a fisherman. The
recipes you have read in Tidelines
represents a picture of my life. If
you have noticed, the recipes have
been fairly simple. They are that
because I would rather be fishing. If
you love fishing you are eager to try
new techniques, equipment, locations,
etc. So too should you apply the same
philosophy in varying your recipes and
menu. I believe that will add a sense
of respect for both the fish and your
cooking. Added to this is the extension
of harboring a dazzling array of fishing
equipment. That is, having the right
equipment to clean and cook your
catch.
Isn't it nice to be able to provide some
of the enjoyment you had in catching
and cooking the fish for your family
and friends. Make the experience a
pleasure by taking the time to do a
good job. Having ingredients available
that will show off your fish rather than
cloud its possibilities certainly helps.
Preparing your meal before hand is also
wise. This changes plain to fancy, as
well as enhances your reputation as a
cook. Don't think it won't add to your
personal satisfaction because it will.
When people know how you prize
the fish you keep and how highly you
regard its preparation, cooking and
presentation, they will beyond a doubt,
feel lucky indeed, to sit at your table.
Good luck and good cooking, you're on
your way to a gold star in the kitchen.

Bill Huppert
The Annual Christmas Party was
held on December 8th and attended
by over eighty members and guests.
The menu featured oysters on the
half shell from Tangier Sound,
kielbasa & sauerkraut, hot dogs,
meatballs, salad, cheeses, lots of
cold beer and twenty home-made
desserts - plus John Wingates homemade oyster stew that is the best in
town.
One of the highlights of the
Christmas Party is the presentations
of awards for the winners of the
Annual Chapter Fishing Contests.
Chairman Dennis Yurek presented
cash awards to the following
members:

Two lady winners - that's a first!
A special drawing was held
for the ladies who provided the
desserts. Three bottles of wine
and three poinsettias, donated by
Bobby Fantom, were awarded
to the following ladies: Caroly
Smith, Theresa Hemelt, Louise
Kronawetter, Zee Huppert, Gloria
Banz and Eve Lassas. Great
desserts from great ladies.
Raffle Chairman, Woody Plumley,
topped the evening by making
awards to the Lucky Losers'
Drawing. John Sippel took home a
bay rod and reel combo, while Dee
Armstrong and Norm Stinchcomb
each received a gift certificate from
Boater's World. Dee is an active
fisherman and began attending Perry
Hall meetings in July. Her personal
contributions to the Scholarship
Foundation reached four hundred
dollars in December, which makes
her the leading individual donor in
2008. What a great finish for the
Perry Hall Annual Christmas Party!

Far too many members
missed another great
annual convention.
As usual, Pete Reid
and Fred Bell did yet
Stephen Shechtel
an outstanding job in
keeping the hospitality suite loaded with goodies,
libations, and sweets the entire weekend. Jeffrey
and Kelly Anna went out of their way to provide
entertainment for everyone, hosting a chocolate
fountain, adult Bingo, and pool games for the
children. The Annapolis Chapter offered up
Margaritaville and two mornings of continental
breakfast. We again thank our dedicated office
staff Rich, Dave and Sherrie for all of their hard
work to bring about the annual meeting and
convention.
For me, one of the greatest aspects of the
Annual Meeting is a chance to reflect upon what
we were able to accomplish last year, and what
goals there are to set for the coming year. As for
last year, what a great time it was to be associated
with MSSA. Our influence has never been
greater in Annapolis. Membership is at an all
time high. We sponsor one of the largest Rockfish
Tournament in the United States. We are about
to sponsor the only major Tournament for an on
shore angler. We are the largest Association to
advocate for the rights of recreational anglers in
Maryland. We offer members more benefits than
ever before. We regularly publish the Tidelines
Magazine, and a truly wonderful Tournament
Series guide. And as mentioned above, we have
a dedicated staff of three professionals who work
tirelessly to insure that your ability to fish in
Maryland is not restricted or impinged upon.
But we can, and will do more for you in 2009.
And I pledge to you to keep MSSA moving
forward. In 2009 we will commence to do
more to computerize: Membership, Tournament
Registration, Tournament Reporting, and
improve our website. We will work to establish
a new chapter in the Metro Washington area.
We will try to promote MSSA more so that
everywhere you go fishing our MSSA logo will
be displayed. And we will continue to be the “go
to organization” for regulators and legislators
in Maryland when they are considering new
regulations or law that affect recreational fishing
for Marylanders.

Report
There have
been many
concerns
pertaining to
Rule 18 in our
Rich Novotny
26th Annual
Spring Tournament Rules. The
Tournament Rules Committee wanted
to close any loopholes in order to
make this an all amateur tournament.
Unfortunately, Rule 18 went a little too
far and disqualified many of our regular
tournament captains. Several problems
came to light as our members called the
office thinking that they could not fish
the tournament.
After hearing the concerns from our
previous captains the Rules Committee
met again to help resolve several issues.
The first issue was that Rule 18 stated
that if you were previously a captain or
mate you were ineligible to fish. The
committee changes this verbiage to read
“any persons who are or have been for
the past two years a professional or paid
captain, etc.” So if you haven’t been
in the last two years a full time mate or
charterboat captain you are eligible to
fish the tournament.
Another issue of concern was
winning three (3) or more tournaments
in the two years or winning $20,000 or
more in the last two years as well. We
are talking about major tournaments
such as the Rod N' Reel Tournament,
the Striper ASA Tournament or the
Reedville Tournament. We are not
talking about chapter tournaments or
other local tournaments. The Rules
Committee also clarified making over
$20,000 in major tournaments by
excluding money gained in calcuttas or
our tournaments within a tournament.

Angler Qualification Questionnaire
located in this Tidelines or on our
website at www.mssa.net. The
Tournament Committee will review
your questionnaire and contact you of
their decision.

While attending
the 19th Annual
Convention it
occurred to me
that the MSSA
and all that we
do and who we
are is very unique
and special. It is
Dave Smith
rare to find in one
group or organization with so much
diversity and generosity. We are truly
the microcosm of America. Though we
all come from different backgrounds,
we stand together to fight for what we
believe. We all have something to offer
and all have something to learn.
The MSSA is unique, we are able to
gather people from all over the region
to talk about and preserve the one
passion we all share, fishing. However,
our mission is bigger than we are; it is
bigger than fishing, yes…even fishing.
The fact that we take the time, our
time, to meet, to talk, to fish, to debate,
is a testament to something bigger.
We are seeing the fall of social
clubs and social events all over during
these troubling economic times and
past few years. We are inadvertently
becoming an individually secluded
society. A society where we rely
only on ourselves and do not look
outward. Not here in the MSSA, we
rely on our fellow members and learn
from one another. We go to chapter
meetings to join friends and relatives
at events. I am truly inspired by all
of our members and their continued
commitment to the organization.
With your help, we continue to be
successful in our efforts to give a
voice to recreational fisherman and,
in doing so, preserve our sport for
future generations. Perhaps more
importantly, we keep the concept of
socialization alive and take the time to
learn from and appreciate one another.
Thank you to all of our members
who volunteer their time for the
betterment of the MSSA. I am
humbled by your service and am proud
to be associated with this organization.
Page Hypothermia:
Silent But Deadly

We are going into some cold weather
and it's bound to get colder yet, so let's
be ready when Nature strikes back.
Normally we can dress warmly, get
outside, and be safe, but there are times
when it is not so. Now is the time.
Hypothermia is a killer, or at least,
it can be, if we don't take precautions.
Hypothermia occurs when the body
temperature drops rapidly, usually from
one or more of these stress-producing
factors: wind, water, and cold. Combine
two or, worse yet, all three and the
result can be hypothermia.
Last week Tom Peterson and I
decided to wade the Susquehanna for
one last shot at rockfish for the year.
We dress appropriately and carry spare
clothes in our trucks, just in case. We
fished for about three hours with no
results and decided to come in.
We use wading staffs to help keep our
balance, but they don't always work.
About halfway in, my foot slipped on
a goose-grease slick rock, and I went
off the rock down to the bottom of the
old Susky in half a heart beat. I came
right back up, with a wrenched back
and broken glasses, but the worst part
was the immediate cold. You have no
idea how cold the water is in November
until you look up at a watery sky. It's
shocking, to say the least.
We got out, started the truck, warmed
it up, but almost instantly I lost all
feeling in my hands and most of the
rest of my body. Tom had to pull off my
chest waders; I couldn't feel them, but
I do know that I was warmer, despite
the spitting rain and snow, without my
waders. I dried off, put on dry clothes,
and sat in the truck until I regained
some sense. (It did not take very long to
lose what little sense I had to start with.)
When I got home, Georgieann had a
fire going and I went out like a light. I
was lucky, to say the least.
Be as prepared as you can when
outside; hypothermia is only a step
away.

Dorchester County
Boat Ramps
Clint Waters
This time of the year there is not much
to report on. The months of January and
February are slow times in our Dorchester
County Chapter - except for our flea
market, which is the last Saturday in
February. I hope everyone gets to visit our
flea market.
Since we are getting a lot of new
members, I thought of a subject that I
wrote about many years back and it may
be a help to them and all our members.
The subject is about all the free boat
ramps in Dorchester County. Yes there are
20 free boat ramps located in Dorchester
County. Unlike most counties in our
State, there is no charge for the use of
boat ramps maintained by DNR and the
Dorchester County Roads Board.
There are other privately owned boat
ramps that may charge a fee. I’m going
to write on the 20 boat ramps that are
free. Some of these ramps are unknown
to people who live in our area, so I’ll not
only inform the locals, but also the new
members and others who enjoy fishing and
boating.
I will start with the three ramps in
Cambridge and work my way clockwise
around the County, giving you locations
and places you can reach by boat for
sightseeing or fishing.
1. Great Marsh – Choptank River – Great Marsh Park at the end of Somerset Street in Cambridge.
2. Trenton Street – Cambridge Creek – mid-way of Trenton Street, Cambridge.
3. Franklin Street – Choptank River – Franklin Street by Dorchester General Hospital.
The first three mentioned ramps give
you access to most of the Choptank River
and all the rivers and creeks that run into
the Choptank and also access to Tilghman
Island area and across the Chesapeake
Bay to areas below the Chesapeake Bay
Bridge.
4. Secretary – Warwick River – end of Temple Street – access to areas of the Choptank River above the Choptank River Bridge to Denton in Caroline County or further if you want to travel that far.
5. Transquaking – Transquaking River – Airey’s Road.
6. Bestpitch – Transquaking River – Bestpitch Ferry Road and Griffin Neck – Ramp 5 and 6 can take you to the Fishing Bay area.
7. Newbridge – Chicamacomico River – 1.7 miles on Newbridge Road from Ravenswood Road to Salem – good area for small boat fishing and sightseeing.
8. Shorter’s Wharf – Blackwater River – 13 miles south from Cambridge on Maple Dam Road from Route 16 – this is a new ramp that replaced the old one across the bridge at Shorter’s Wharf – access to most of the Blackwater River water shed and Blackwater Wildlife Preserve.
9. Vienna – Nanticoke River – end of Race Street in Vienna – access to all of the Nanticoke River above the bridge at Vienna to Seaford, Delaware to below the bridge to Hooper Strait and the Wicomico River.
10.Elliott’s Island – McCready Creek – Elliott’s Island Road at the end of Wharf Road – access to Fishing Bay and Fishing Bay Wildlife Management area.
11.Crocheron - Tedious Creek – end of Route 335 – Bishops Head Road and Crocheron. Road.
I call ramps 10 and 11 “end of the
world” ramps because of their distance
from Cambridge. However, at Crocheron
Ramp you have access to Hooper Strait,
Tangier Sound and Crisfield.
12.Toddville – Farm Creek – Farm Creek Road – access to Fishing Bay and mouth of Blackwater River.
13.Kerwins – Insley Cove at Wingate – access to Honga River and lower Chesapeake Bay.
14.Hoopersville – Muddy Hook Cove – Hoopersville Road beside Rippons Crab House – access to Honga Mar/Apr 2009
River and mid and lower Chesapeake Bay.
15.Tylers – Tylers Cove – Route 33 Fishing Creek Bridge – access to Honga River, Barren Island Gap (watch navigation markers carefully)
– mid and lower Chesapeake Bay – straight across from Solomon’s Island, Patuxent River on the Western Shore of Maryland.
16.Golden Hill – Wallace Creek – Behind Gootee’s Marina at Golden Hill – one of my favorite boat ramps because of the closeness to Cambridge and access to most of the mid and lower Chesapeake Bay – also Honga River and Western
Shore of Maryland.
17.Smithville – Beaver Dam Creek – Smithville Road – small boat access to the upper Blackwater River.
18.Taylors Island – Slaughter Creek – Route 16 – 13 miles south of Cambridge across Slaughter Creek Bride on right behind store – access to Little Choptank River, James Island, Power Plant and Gas Docks – can cover most of the Chesapeake Bay.
19.Madison – Madison Bay – Route 16 in Madison behind firehouse – this is another of my favorite ramps because of the closeness to Cambridge and access to all parts of the Chesapeake Bay as well as access to Little Choptank River, James Island, Power Plant, Gas Docks, Diamonds, Gooses – just to name a few.
20.Ragged Point – Brooks Creek – Hills Point Road to Ragged Point Road – access to same areas as described for Madison Bay – good ramp and I use if often, but longer by road from Cambridge and is same distance by water to all points described from Madison.

A Dream of
A Trophy Trip

December 23rd had a crisp chill
in the air. The temperature at
6:00 a.m. was 16 degrees. After
donning several layers of clothes
I left my house to meet up with
the rest of my crew. McDonalds
was the meeting place so we could
get a quick breakfast before going
fishing. We then drove down to
the boat. I had invited Scott, Dave
and Jake to be my crew for the day.
Before casting off Scott stored our
gear while Jake brought out the
rod and reels from the cabin. I got
behind the wheel as Dave went up
to the bow to cast off the bowlines.
The NOAA weather report last
night predicted 5 to 10 mile an
hour winds for the day. I’m glad
to say that they got this right. The
Bay was like a sheet of glass.
We traveled down the Bay doing
32 knots for a half an hour. We
slowed down to trolling speed
and started deploying our planner
boards. We only had four lines
out before one of the reels was
screaming. Jake quickly grabbed
the rod out of its holder and began
battling the fish. The expression
on Jake’s face told us that he was
in for a real fight. After several
minutes the fish was netted. A
rockfish of 41 inches went into the
cooler.
We finally got our spread of
10 rods out. Within minutes of
having everything out the line
on the starboard planner board
popped. Within a minute another
line went off. We were in them!
Scott grabbed the first line and
Dave took the second rod with reel
screaming. Both were nice fish but
not as big as Jake’s. They were
33 and 39 inches and both joined
the first fish in the cooler. After
straightening out the lines we put
the two lines back over.
We made another pass over
the area and picked up several
more stripers in the 28 to 31 inch
range. We released these carefully
back over the side. We were still
holding out for one more big one.
After an hour or so the fishing
slowed as we lost the tide. As
usual we rode around without too
much excitement for about an hour.
By this time the tide switched and
started to ebb. Twenty minutes
later we had another rock on
the line of 31 inches which we
quickly released. Several minutes
went by before there was a loud
pop from the starboard planner
board. Immediately thereafter
the number two reel on that board
was screaming. Scott was nearest
to the rod and quickly picked it
up. Scott stated that it was a big
fish. We worked the fish toward
the starboard side of the boat.
Dave had already grabbed the net
and was ready. As the fish neared
the boat it surfaced and we could
see that Scott was right. As it
dove you could see its huge tail.
Scott played the fish carefully
and brought it to the net. Dave
netted the fish on the first try.
Dave and Scott lifted the huge
fish into the boat. After taking the
13/0 Crippled Alewive out of its
mouth, it was measured. It was
Scott’s biggest rockfish of his life,
49-1/2 inches. Needless to say this
was the one we were looking for.
This made our limit of oversized
rockfish.
After capturing that monster
we brought all of our lines in and
started heading back to the dock.
What a day! The wind stayed
calm at five knots so we had a nice
smooth ride home. All agreed that
it was worth putting up with the
cold weather to have the thrill of
pulling in one of these trophy fish.

Winter Fishing in
Virginia Beach
Fisherman’s Island. The bay closed for
striped bass fishing on December 31st, so
we had to fish beyond the embarkation
line that separates the bay from the ocean.

Once on the grounds Captain Max
explained to us the method in which
we would set our lines to drift for the
big bass. We used live eels and a 9 rod
spread. Some lines had weight and others
did not. The boat would naturally drift
side to side, so the lines of course were all
on one side of the boat. This boat had no
shortage of rod holders and being 33 foot
long we actually covered just as much
water as some trollers would.
On the first drift we had one hook up
on a rockfish that bent the 20 pound class
gear in half. No one really jumped on
the rod so I grabbed it and the fight was
on. Captain Max got really excited on
the first fish. He REALLY wants that first
fish on board, no screw ups. The Captain
coached me a little as using 20 pound test
line requires a little finesse. The last thing
you want to do is try to horse the fish in.
The fish finally succumbed to the net and
weighed in at 39 lbs. Darn it, one pound
short for a citation! The next drift yielded
another fish then we had some rain and a
lull in the action. We had a few dog sharks
here and there, then some more rain and
waves.
On January 2nd members of the
Frederick chapter of the MSSA chartered
a trip with Captain Max King of Virginia
Beach Contender. The forecast was for
3 to 4 foot waves for the mouth of the
bay this day. The high temperature was
suppose to hit 50 degrees, but most people
on the trip would agree that it never made
it to that mark because the sun never
showed up as the weather man promised.
Instead, we had rain and southwest winds
10-20 mph. The party consisted of
Mike Beans, Chris Linetty, Rob Pellicot,
Tim Hellman, Skip Johnson and Boyd
Shoemaker. We met Captain Max at the
dock at 6:30 that Friday morning. He
welcomed us on board and gave us a
short briefing on safety gear and where
to store our dry gear. Captain Max then
un-slipped the 33 foot Contender and we
made our way to the fishing grounds. The
Contender busted through the 3 footers
with ease on our 15 mile journey to
Around 3 o’clock the wind fell out and
the bite came on. We had a triple header
Page and a few more bites. It was a small
window, but we took advantage of it as
best as we could.
We decided to pack it in and head for
the barn around 4:30 p.m. We had 9 fish
on board from 25 to 50 pounds! The
waves were down to 1 to 2 foot and the
big twin 350 Hp Yamahas were opened
up. Let me tell you, this boat/motor
combination is second to none. As we
approached Lind Haven Inlet, Captain
Max “let the big dogs eat” and boy did
they. The boat topped out at an eye
popping 53 mph burning an equally eye
popping 68 gph, all this with 7 men on
board, 250 pounds of fish and ice. This
boat is awesome and those 350’s have a
mean growl!
We stopped at the Marina for some
fuel and citations, and then slipped the
boat back at Virginia Beach Contender.
Captain Max stuck with us until the fish
were clean and we were ready to leave.
He really did a great job going above and
beyond especially for a one man operation.
The final fish count was as follows: 25,
32, 33, 34, 39, 43, 44, and 50 pounds!

becoming a member of the 50 pound club!

The MSSA
Scholarship
Foundation
got off to a great start at the
MSSA Annual Meeting in Ocean
City. Four chapters, Annapolis,
Dorchester, Southern Maryland and
Susquehanna, provided an initial
infusion of $1,700.00. The new
sustaining contributor program
has already received pledges
of $1,100.00 from Foundation
board members, plus $1,200.00
of additional support from
individual MSSA members and
friends. In January, we received
$3,000.00 from the Keith Campbell
Foundation, which is great news.
Obviously many individuals
are faced with severe financial
problems. In spite of the economic
downturn the Foundation will
attempt to increase donations in
order to provide more financial aid
to qualified students.
Over the years the Foundation
has provided a positive image
for the MSSA. With the help of
David Smith we expect to get more
publicity in local newspapers, as
well as major media. The board
will increase efforts to get more
financial support from corporations
and foundations. Members can
help by making donations of stocks
or putting a provision in a will. A
Perry Hall Chapter member has
done this and even a small amount
would be helpful. One can provide
a memorial for a deceased person or
even make one to honor someone
who is alive. Everyone can help
in some way. Frank Holden, Lee
Haile and Will Otto have already
offered to take people fishing
if they make a donation to the
Foundation. Two years ago a boat
was donated by Timothy Palmer
and $8,000.00 was used to provide
educational grants. There are
many ways to "skin a cat" and all
suggestions are welcome.

With spring breaking out all
around us the members of the
Southern Maryland Chapter are
very involved in preparing for the
2009 fishing season and various
chapter activities.
would like input from members
throughout the year. Send in
your fishing reports and photos
of your successes and of those
chapter members who fish with
you. You may send these to
[email protected]. We
encourage you to check the site
often for information on fishing,
chapter events, chapter meetings,
speakers, and look through the
different areas of the site for much
much more.
Gary Hennig, our 2008 “Angler
of the Year,” will be managing the
2009 event. Gary has expanded
the contest to include more
species, ocean fishing, and more
ways to earn points. Participation
only costs $10. Check the chapter
website for detailed information
or see Gary at our chapter
meetings.
During February a number of
chapter members attended the
MSSA convention in Ocean City.
These members had a wonderful
weekend interacting with
members from throughout the
state and enjoying the weekend’s
activities.
Final arrangements are taking
place for the chapter sponsored
“SOLOMONS FISHING FAIR”
the last weekend of March. All
vendor spaces sold out very
quickly for this year’s fair. Various
boat dealers and individuals
have been making arrangements
to display their boats for those
interested in purchasing that
perfect boat for fishing the rivers
and bay this year. The Solomons
Fishing Fair is highly regarded by
both the vendors and the anglers
of the region. What a great time
to purchase those final needs
for the opening of the Rockfish
season.
This year the chapter will
continue its commitment to
providing children of the Southern
Maryland region with exposure
to fishing. The chapter plans to
continue its involvement with the
summer camps of the St. Mary’s
County Department of Recreation
and Parks and also with those of
the Greenwell Foundation, along
with Noah’s Ark Learning Center.
For 2009 the chapter has agreed
to become the co- sponsor of
the new weeklong fishing camp
being offered by the Greenwell
Foundation at Greenwell State
Park during July. The chapter
has donated rods and reels to the
Foundation for use by campers
attending all of the camps at the
state park.
The start of the 2009 brought
about the unveiling of the
chapter’s revised website. The
address remains the same www.

and content are all new. We

Oh Thank Heaven for Rich Novotny

she was pregnant and in the kitchen.
After Laura Anne, Millie purchased a
shot gun. She has not been pregnant
since.
Tim Fisher; Fred Meers; Ed Kucharski,
Dale Dirks; Bob Rider; John Byrd; Bill
Windley; Bruno Vasta; Bill Windley and
myself.
Richard claims that he first went
fishing with his father 57 years ago. At
18 he purchased his first boat. In 1974
Rich became Captain Richard when he
acquired a “6 pack” license from the
U. S. Coast Guard. In 1978, Richard
acquired a professional fishing guide
license from the State of Maryland.
Until very recently, Rich continued to
enjoy a very active in charter business on
his boat, the “OH THANK HEAVEN”
out of his home port in the Middle
River or from the Rod N' Reel Dock in
Chesapeake Beach.
In 1989, Rich started working as
MSSA’s first (and only) Executive
Director. He was the first registered
lobbyist for the rights of recreational
fishermen in Maryland. To this day, Rich
remains a registered lobbyist in Annapolis.
Richard, to his friends Rich, graduated
from Dundalk High School in 1962.
Two years later he married High School
Sweetheart Millie. Following graduation,
Rich worked briefly as a welder. Soon
thereafter, Rich went to work for the
Southland Corporation (7-11) at the
Dundalk 7-11 store. In a quick two years,
Rich was the store manager. Then, in
1966, Southland Corporation offered to
sell to Rich the Dundalk 7-11 store for
$1.00.
Rich is the father of Richard Jr., Glen
Michael, and Laura Anne. Millie notes
that for the first 4 years of their marriage,
Rich has been invited to many events
to give seminars on fishing in the
Chesapeake Bay and its tributaries. He
literally has given hundreds of seminars at
boat and fishing shows, as well as to many
fishing organizations across Maryland
and Virginia. Rich writes and publishes
MSSA’s newsletter: Tidelines. He is also
a guest commentator weekly on radio
station WNAV Annapolis.
Rich wrote and published the book
entitled “Catchin’ Chesapeake Rockfish”
in 2004. Rich has served on countless
committees involving fishing or the
environment. Some of the committees
include: the Dredging Needs and
Placement Committee; Gov. Schaeffer’s
Striped Bass Ad Hoc Committee; DNR’s :
Bluefish Advisory Committee and Citizen
Advisory Committee on dredging; the
Department of Transportation Upper
Bay Enhancement Work Group; and,
Stakeholder Roundtable, and the ASMFC
Living Resource Committee.
Richard Novotny has been the voice of
the MSSA for almost two decades. If it
were not for Richard, it is very possible
that the MSSA would not exist as it does
today. I will explain why below.
Rich did not believe the contract to be
genuine. He and Millie took the contract
to an attorney. Upon learning that the
contract was the real McCoy, Rich and his
Sweetheart Millie purchased the Dundalk
7-11 franchise store. This firmly cemented
in stone their partnership that has lasted
for 44 years and three children. In 1989,
Rich left Millie in the store to become
MSSA’s Executive Director. In 1995
Millie having worked the store without
Richard for six years, sold the store back
to Southland Corporation.

Approximately 28 years ago, the
MSSA was started by Mike Pivec (Pres)
and Tim Fisher (VP). They formed 4
chapters: Essex; Middle River; Perry
Hall; and Northwest. Soon thereafter
followed the Pasadena and Annapolis
chapters. Before the merger of the Essex

elected President of the Essex Chapter.
Following Mike Privec as President
were: Tim Fisher and Lyle McClaughlin.
For reasons that are not important here,
a legal battle ensued that resulted in Mr.
McClaughlin’s ouster. Rich was then
installed as President of the MSSA.
Following Richard as President were:
Rich is a member of the ASMFC
Management Board. He has testified
before this committee as an expert
witness concerning Maryland’s striped
bass fishery. He worked on the Maryland
Fisheries Task Force for the Department
of Natural Resources and testified before
the Atlantic States Marine Fisheries
Commission hearing on restricting
Manheiden harvests. Recently, Rich
was one of 15 persons nominated to
sit on Governor O’Malley’s Fisheries
Management Task Force.
For almost three decades, Richard
Novoty has been a tireless fighter for
the rights of Maryland’s recreational
anglers. He leaves behind a living legacy,
the MSSA. Every Recreational Angler
in Maryland owes a debt of gratitude to
Richard. As retirement approaches, I
wish Richard much luck, good health, and
tight lines.

A Case for
Federal Regulation
of Menhaden

Menhaden
regulation is
under the control
of the Atlantic States Marine Fisheries
Commission. Until 2005 there were no
regulations on the quantity of menhaden
harvested. However, 13 of the 15 states
which make up the ASMFC prohibit
“industrial fishing” for menhaden in their
waters. Industrial fishing is generally
defined as catching fish by means of purse
seines for reduction to oils and fish meal.
There are no restrictions of any kind in
Federal waters. During 2003-2004 there
was concern about a perceived shortage
of menhaden which resulted in some
25,000 comments after public hearings
on limiting purse seining. This concern
was directed primarily to the Chesapeake
Bay and the end result was the adoption
of a precautionary cap for harvest in the
Bay by means of.purse seines for a five
year period. During this time research
projects were conducted to determine
whether or not the Bay was depleted. The
vast majority of the public was in favor
of severe limitations on the industry up to
and including a moratorium.
Measurements of the abundance of
menhaden on a coastwise basis are
conducted periodically. The stock
assessment process is accomplished
by computer model which is heavily
driven by the industrial harvest. While
abundance figures continue to shrink, the
stock is considered “not overfished and
overfishing is not occurring”. The limits
utilized to describe the stock abundance
indicate that the stock is capable of
sufficient reproduction to replenish itself.
This characterization persists in the face
of continuously decreasing recruitment
for over a decade. At the same time the
industrial harvest has been declining
despite an increase in effort and a
movement toward significantly more of
the catch taking place in Federal waters.
Other indicators of declining abundance
are found in undernourished gamefish,
changes in the location of birds dependant
on menhaden for forage, and changes in
the range of menhaden up and down the
East coast. None of the ecological aspects
of menhaden or their effect on water
quality are adequately reflected in the
present stock assessment methodology.
While the ASMFC agreed ten years
ago on the need for a change in stock
assessment methods from single species to
ecological limits, no discernable progress
has been noted.
Given the above, why has there not
been a more aggressive program to protect
menhaden and allow them to function
more effectively in their role as forage fish
and filter feeder? The principal reason
lies with the State of Virginia where the
legislature controls the regulation or lack
thereof for menhaden. It should be noted
that this is the only species not regulated
thru natural resources personnel. Since
the fishery is now down to one company
( Omega Protein of Reedville Virginia ) it
appears that Omega has been persuasive
at the State level and thereby avoided
any further restriction on their activity.
ASMFC has not indicated a willingness to
utilize their authority to make changes.

Omega makes the claim that any
substantial change in where, when and
how much they harvest would likely
put Reedville out of business resulting
in putting about 240 people out of
work. While the prospect of more
unemployment in a period of economic
turmoil is upsetting, a broader view of the
economics may be rewarding. An impact
study by Southwick Associates indicates
that the Reedville operation results in a
positive economic impact of 45 million
dollars annually of which the State of
Virginia is the primary beneficiary. That
needs to be compared to the value of
the recreational fishery in Maryland and
Virginia. Currently that fishery amounts to
more than 2 billion dollars annually and
supports about 16,000 jobs. Feedback
from that segment indicates declines in
income because it is getting harder to
find gamefish. Studies of rockfish dietary
needs indicate declining health due to
lack of food. While it is difficult to put a
number on the negative economic impact
on recreational fisheries there is not much
question that it it exceeds by a significant
margin the loss of the industrial harvest of
menhaden.
Additionally, the health of the Bay
continues to decline despite the many
millions of dollars spent on measures
to improve its condition. The filtration
value of menhaden in Bay restoration
is significant and that value declines as
the menhaden stock declines. All in all
it seems the value of a more abundant
menhaden stock exceeds the value of the
industrial fishery by a wide margin. The
study undertaken by James Kirkley of
VIMS should put some quantitative values
on this issue some time in the later part of
this year.
While the degree to which the
menhaden stock has declined is uncertain
and the research undertaken to shed light
on the depletion has yet to produce any
better insight, it is widely accepted that
the stock is in fact in trouble. Since the
ASMFC seems to be unable to manage
this species effectively there are few
options available to meet the public
demand that action be taken. The
most direct method would be Federal
intervention by means of legislation
banning the industrial harvesting of
menhaden in Federal and State waters.

We are also going to pursue tougher
sanctions against illegal fishing by
commercial fishermen. In recent weeks
there have been several newspaper reports
of arrests with seemingly ineffective
punishment. Something has to change to
discourage this practice. There have also
been second hand reports of recreational
fishermen taking rockfish from the EEZ.
Our chapter would like to encourage all
fishermen to accept the law as written
concerning size and creel limits and abide
by the laws.

flounder fishery in the ocean.
My personal thanks to Al Werner and Lee
Phillips and all of the other volunteers who
help with the state convention hospitality
food and the Ocean City Boat Show.
His numbers combined
with our own numbers
from the flounder surveys
continues to tell us that
the MRFSS method of
accounting for the flounder
catch needs a total overhaul.
Our January meeting was
impacted by many of our
snowbird fishermen heading
south or west, including
all of our officers, plus an
unexpected snow event.
Only 18 members were
able to attend, but substitute
president Lee Phillips
conducted a productive
meeting finalizing a plan
for the hospitality suite
contribution to the state
convention and completing
the roster of volunteers
for the Ocean City Boat
Show. The speaker was
Roman Jesian, Science
Coordinator from Maryland
Coastal Bays who gave
an excellent presentation
on the Bishopville Pond
Restoration Project. This
project, upon completion,
will greatly enhance the
quality of water and marine
life in this area as these
waters empty into our
coastal bays.
The chapter is looking
forward to aggressively
pursuing a fair approach
to the 2009 flounder
quota. We are opposed to
seasonal closures and large
minimum sizes that prevent

Tournament. The tournament was combined
with the Ocean Pines Anglers. We had
thirty-seven participants.

We reserve the 2nd and 4th floors of
the hotel each year with ocean view and
pool view suites. The second floor is
where the atrium and pool are located
and our guests are able to walk directly
out of their rooms to the atrium

for our guests. Pete Reid and Fred Bell
of the Essex/Middle River Chapter are
the hosts of the room and have done a
wonderful job for 19 years. Thanks to
all of our guests who brought covered
dishes, steamed shrimp, soups, ham,
veggie trays, deli trays, oysters, desserts
and much, much more the hospitality
room always had an unbelievable
smorgasbord. The hospitality room
opened at 5:00 p.m. on Friday and went
on until the wee hours of the morning.
This went on all weekend with everyone
getting their sips and nibbles. Everyone
is welcome to partake in the delicious
food and refreshments.

until midnight.
After the dance our guests enjoyed
stopping by the Hospitality Room for
some more socializing with snacks and
refreshments.
Saturday the Annapolis Chapter
provided coffee, pastries and bagels
from 6:00 a.m. to 9:00. At 9:00 the
MSSA sponsored a continental breakfast
until 10 a.m. before the General
Membership Meeting. Saturday
evening starting at 6:00 p.m. we held
our banquet and dance. We had over
150 guests attend this fantastic event.
The food was outstanding as was the

This annual event has been held each year
at the Princess Royale Hotel. We had 64
rooms booked for this fun-filled weekend.

convention, you are missing a great time

First, the accommodations were great
since each room is a suite consisting of
a kitchenette, bath, living room and an
option for two double beds or a king size
bed. Next is the size of the atrium which
is located in the center of the hotel. Inside
the atrium is an Olympic-sized pool, a
sauna and a Jacuzzi. On the south side
of the atrium there are usually tables
and chairs available for our members
to sit down, relax and enjoy friendly

Suite we had several meet and greet events
planned such as Friday night bingo, a
chocolate fountain, margarita fountain
during the weekend.
Sadly, we had to depart by 11:00 a.m. on
Sunday morning.
Plan to go next year and I will guarantee
a great time. Park your car on Friday and
there is no need to move it until Sunday
morning after checkout or extend your
weekend until Monday as many of our
guests do.

The Department of Natural Resources
(DNR) recently made a commitment
to purchase the material from the old
Woodrow Wilson Bridge Project to be
used to enhance the habitat of the bay. The
bridge material is almost entirely concrete,
which will provide a hard substrate
for marine organisms such as oysters,
mussels, bryozoans, tunicates and many
other creatures to attach to. In turn, many
different species of fish will be attracted to
the material for both shelter and to feed.
Ultimately, these reefs will become great
fishing destinations. Several sites have
already been reviewed for enhancement,
and the material will be placed on up to a
dozen reef sites where the natural bottom
lacks available hard substrate, but is firm
enough to support the placement of the
bridge material. Plans are underway for
creation of new reef sites as well.
In order for this project to be successful,
DNR estimates it will need approximately
$800,000 to purchase and transport the
bridge material. Led by MSSA and
several of its chapters, over 30 different
organizations have joined together to make
the acquisition of the Wilson Bridge for fish
reefing a reality.

Chesapeake Bay, while others fish the
ocean. In order to be as fair as possible,
the MSSA Board of Directors has decided
to continue with the same program that was
established for bay and ocean participants.
We will present three awards for our 2009
program. The three divisions will be:
• Bay Captain of the Year
• Bluewater Captain of the Year
• Overall Captain of the Year
To be eligible to win one of these
prestigious awards, simply enter the
tournaments that pertains to your area of
fishing, or you could try to win the Overall
Captain of the Year by entering all four

Each captain that enters a tournament
will automatically be entered into the
contest and will receive points for entering

awarded to each captain for weighing in fish

meetings are held (see photo). The Food
Bank donates over 9,000 bags of groceries
over the year to those in need. The first
meeting of 2009 could not have started
out better then seeing the club’s money
help those needing it the most within the
community.

The Kent Island Chapter finished up
2008 with three newsworthy events.
Cape Charles, Va. Eel Fishing
Six members of the club braved the cold
to do a little eel dunking on December
17 out of Cape Charles ,Va. The trip was
coordinated by Virgil Buttrum, President
of the K. I. Chapter, and he called on his
old friend Captain Chuck Fisher of BFG
Guide Service to take the group out for
the day. The day started out with a great
breakfast and then onto the Chesapeake
Bay just outside the Cape Charles harbor.

Shelby, Mike Turner, John Wade, and
Ron Wauters set out their eels about 7:30
a.m. Captain Chuck Fisher specializes
in fishing live eel at this time of the year
and it paid off. The first rockfish was
brought in after only 20 minutes by Ron
Wauters and it turned out to be the biggest
of the day at 40 inches and 26 pounds
(see photo). It was quite a fight on light
tackle and after 15 minutes the fish was in
the net. Over the course of the day there
were four knockdowns but only two fish
surrendered to the net. All in all it was
a great day on the water and each club
member got to know each other a little bit
better and isn’t that what fishing with your
buddies is all about.
Living Water Food Bank Donation
Although the Kent Island Fisherman is a
fishing club, all of its members care about
the people within the Kent Island area
community. Not only does the club have
great activities for its members but it gives
back to the community as much as it can.
The Youth Fishing Derby held each year
in August is an example. This December
the club, at the suggestion of Tom Holste,
Fund Raiser Chairperson and long time
club member, agreed to donate $1,000.00
to the Living Waters Food Bank on Kent
Island. The money went to help those in
need during the December holidays. The
$1,000.00 check was officially presented
at the January meeting to Marsha Johnson,
Director of the Food Bank, by Bert
Olmstead, President of the K. I. Chapter
and Tracy DePasquale, Manager of the
American Legion Post 278 where the

our all-time favorites, the yellow perch.
He's a schoolie; where you find one, there
are probably dozens, if not hundreds,
more. Add to that the fact that yellow
perch are one of the tastiest fish in the
water makes them very sought-after.
Last week was the absolute best yellow
perch fishing of my entire life! For two
days Bill Lingenfelter, Cris Vann, and
I caught lots of huge fish. Four yellow
perch stretched the tape to thirteen inches.
Usually, a good fish is ten inches or longer.
It was great for Clint Waters and Jesse
Maffuid, of Cambridge, also, as we fished
together last Wednesday. Among us, we
have over a century and a half of perch
fishing. To say this was the best of our
lives is something special. Others came
from long distances, too, for instance

Department of Natural Resources from
Annapolis.
To what do we owe this fantastic
fishery? Mike Benjamin, local charter
captain, attributes it to a cutback on
netting, and I believe he's right. It is the
only part of the puzzle that has changed,
and it has made a tremendous difference
for the recreational fishermen.
What were the conditions when fishing
was hot? Unusually warm temperatures,
a spike in water temperature to 38
degrees, and little water running from
the Conowingo Dam. For over one week
it was not unusual for three fishermen to
catch over 125 fish. The limit is ten per
person, which means you can keep the
biggest ones. Catch one under ten inches,
throw him back, because you knew you
would catch bigger ones if you kept
fishing.
This week, of course, the weather went
south, temperatures dropped, including the
water temp to only 34 degrees. Add to that
the Conowingo Dam has been releasing
seven small and four large units for days,
and the water turns dirty and cold. Snow
melt and rain from PA makes a huge
difference on our fishing at this time of
year.
So what do we have to look forward
to? Warm weather will come, of course,
and with it should be the opportunity
to catch some more great yellow perch.
Keeping the nets out of the Susquehanna
would probably insure wonderful fishing;
however, there are reports of nets already
there, supposedly fishing for white perch,
which have not yet shown up. Incidental
catch of yellow perch means they will be
kept, of course.

It's Fish Frying Time!
Fried fish may not be politically
acceptable, but they taste great, and that's
what counts. Combine one egg with milk,
dip the fish or fillet into the mix, then roll
in flour or flour and cornmeal. Drop into
hot oil; when brown, turn.
If you like roe, you will really like this
one: pin a slice of bacon around one roe
and follow the same recipe as above.

dolphin – no, not that kind, but mahimahi. On his trip from February 7 to 9 he

26th Annual Amateur Spring Tournament
"Championship on the Chesapeake" Official Rules & Regulations
1. ENTRY FEE: $200.00 per boat – By March 31st, 2009
$225.00 per boat – April 1st, 2009 and later
TWT entry fees are additional. Applications paid with a dishonored check or credit
card shall automatically void the registration. Captains (tournament applicants) of a
vessel registered in the tournament must be a current member of the MSSA. We strongly
encourage all participants and crew to be members of the MSSA. The Tournament
Committee in its sole discretion may refuse entry of any registrant.
2. TOURNAMENT DATES AND LOCATIONS: May 1st, 2nd, & 3, 2009 Maryland
waters of the Chesapeake Bay. You can fish any or all three (3) days of the tournament.
You can weigh-in fish all three (3) days of the tournament.
3. ELIGIBLE FISH & FISHING METHODS: Rockfish – All fish must be caught
by hook and line. Wire line is allowed as line or leader; dummy lines are permitted;
chumming and live-lining will be permitted.

5. AWARDS CEREMONY: May 14th, 2009 at 7:00 PM

6. WEATHER: Participants enter the tournament at their own risk and discretion
and accept full responsibility for boat, property, and crew/anglers. There is no "Weather
Committee." Each Captain and Crew must decide their participation and boat capabilities
each day of the tournament.
7. REFUNDS: Only one day of fishing is necessary to make the Tournament Official.
In the event that there are no available days for fishing the tournament due to an Act of
God or natural disaster, 70% of all entry fees and skill level fees will be refunded. In the
event that you are unable to participate, a written request stating the reasons therefore
for a tournament refund must be received at MSSA's main office no later than 5:00 PM
on April 27th, 2009. All requests must be in writing and may be delivered via mail, email,
hand, or facsimile transmission to the Tournament Committee for its consideration.
8. SELECTION OF FISH FOR WEIGH-IN: Participants are limited to weigh-in two
(2) rockfish per boat, per day. It is prohibited to sort, cull, high grade, or replace any
fish already in possession. Any fish taken into possession by holding in a live well or on
a stringer or in any other fish holding devices shall be deemed as part of the daily bag
limit. Once the daily bag limit of a particular species is reached, fishing for that species
is permitted as long as all fish of that species caught are immediately released. The
Captain must choose which fish he wants to be weighed. Captains may NOT use an
Official Weigh-In Station Scale to determine which fish to weigh-in.
9. WEIGH-IN: FISH MUST BE BROUGHT TO OFFICIAL WEIGH-IN STATION BY
BOAT DIRECTLY FROM FISHING BY WATER. Fish must be brought to an Official
Weigh-In Station only by boat. Fish must be brought to an Official Weigh-In Station
by water in the same boat that they were landed. All fish weighed-in will be issued an
"Official Weigh-In Receipt" bearing the catch weight. Captains must object to the catch
weight before the weigh-in receipt is issued. Upon receipt of the weigh-in receipt, the
catch weight shall be deemed accurate, final and agreed upon by the Captain. Captains
or their designee may weigh-in at any time the weigh-in stations are open. Weigh-in
stations will officially close at 4:30 PM on each day of the tournament. No fish will be
weighed-in after 4:30 PM unless the Captain or their designee are in line and have been
recognized by the Weigh-Master at time of closing. Weigh-in stations will open at: 12:00
NOON on Friday and 9:00 AM Saturday and Sunday. All fish are subject to examination,
internally and externally, as the Weigh-Master deems necessary. All fish weighed-in will
be prominently marked by the Weigh-Master. Weigh-Masters may confiscate or report
suspect fish to the Tournament Committee without protest.
10. PROTEST: Protests may be verbally or in writing to any MSSA Weigh-Master.
Protests are strongly encouraged to be in writing and should be raised at the time of
incident. Verbal protests are to be followed up via a written protest to MSSA's main office
on or before May 5th, 2009.
11. FISHING HOURS: 6:00 AM – 3:30 PM – NO LINES ARE ALLOWED IN THE
WATER BEFORE 6:00 AM AND ALL LINES MUST BE OUT OF THE WATER BY 3:30
PM - NO EXCEPTIONS
12. WEIGH-IN STATIONS: NO FISH CAN BE WEIGHED-IN AFTER 4:30 PM
UNLESS YOU ARE IN LINE OR YOU HAVE BEEN RECOGNIZED BY THE WEIGHMASTER.
13. BOARDING AND OFFICIATING: The Tournament Committee reserves the right
to: [1] board any boat at any time for inspection; [2] place an "Onboard Observer" on any
boat. Refusals will result in an automatic disqualification of the vessel, captain and crew.
14. No uncleaned tournament fish can be on the boat before the start of the day,
unless marked by Weigh-Master.
15. Largest rockfish is determined by WEIGHT ONLY. Rockfish will be measured
for qualification purposes based on the minimum size limit of 32 inches, and will be
measured from tip of nose to squeezed tip of tail. In case of a tie the earliest weighed-in
fish will win.
16. SEPARATION OF VESSELS: At no time during tournament fishing hours is a
vessel permitted to approach another boat or structure. Immediately upon returning to
port all participants must first weigh-in fish with the Weigh-Master. Participants may not
return with fish for weigh-in after landing or leaving their vessels. Refusal or error will
result in disqualification.
17. DISABLED VESSEL: In the event a vessel becomes disabled during the
Tournament, the Captain must notify a MSSA Tournament Weigh-Master for authorization
to transfer their tournament registration to another vessel. Upon approval, the
replacement vessel shall assume original boat number, captain and crew. At no time
during tournament fishing hours is a vessel permitted to approach another boat or
structure. Tournament vessels are only permitted to return to port during tournament
hours at an Official Weigh-In Station in order to avoid disqualification. Participants
returning to port for any reason must first check-in at an Official Weigh-In Station with the
Weigh-Master to avoid disqualification.
18. THIS IS AN AMATEUR TOURNAMENT ONLY. No vessel registered to fish in
the Amateur Division may have on board during tournament hours as: captain, crew,
angler, consultant or observer ("Professionals") persons who are or have been (either
bay or ocean) a: professional or paid captain, charter boat captain, mate on a charter
boat, holder of a commercial fin-fishing license issued by any governmental entity; or
professional angler. Professionals include, but are not limited to: persons who derive
income from fishing; persons who have either won $20,000 or more in tournament money,
or won three (3) or more tournaments in the past two (2) years; persons who are paid
to endorse fishing products; persons holding a license as a fishing guide; any captain or
crew of a "For-Hire Boat;" self-professed professionals; and, persons whom are publicly
known as professionals. All such persons are encouraged to enter the Special Charter
Boat and Professional Category.
19. VHF Channel 78 will be the Official Tournament Channel.
20. ONE FISH CAN ONLY WIN ONE PRIZE EXCLUDING THE TOURNAMENT
WITHIN A TOURNAMENT (TWT). NO BOAT SHALL WIN MORE THAN TWO (2)
PRIZES, EXCLUDING THE TWT AND KID'S DIVISION.
21. Kid's Division eligibility is any child 15 years of age or under as of May 1st,
2009. Only one prize per individual in the Kid's Division. FISH ENTERED IN THE
KID'S DIVISION WILL NOT BE ELIGIBLE FOR ANY OTHER SLOT IN THE MAIN
TOURNAMENT.
22. All fish will be subject to examination, internally and externally, as the WeighMaster deems necessary. All fish checked in will be prominently marked by the WeighMaster.
23. DISQUALIFICATION: The Tournament Committee reserves the sole and absolute
discretion to disqualify any angler, crew, captain, registrant or vessel at any time. Persons
may be disqualified from the tournament because of a rule violation, regardless of the
severity of the violation. All participants agree to abide by tournament rules and decisions
of the Tournament Committee. Decisions as to the disqualification or eligibility of any
vessel, crew, or fish weighed-in shall be made solely by the Tournament Committee and
its decisions shall be final and incontestable. The Tournament Committee reserves the
right to disqualify any boat at any time for misrepresentation made on any application or
registration form by any member of the boat, any suspicious activity or unsportsmanlike
conduct. Any boat disqualified shall be for the entire tournament, and shall result in the
forfeiture of all tournament fees and prize money even if the disqualification was made
after the prize money was awarded.
24. Any prize winner must be prepared to submit and pass a polygraph test, at the
discretion of the Tournament Committee prior to receiving their prize.
25. Any additional rules and regulations shall be clarified at the Captain's Meetings or
in your Captain's Package.
26. The Tournament Committee at its sole discretion may refuse entry of any person.
All decisions made by the Tournament Committee are final.
27. WAIVER OF LIABILITY: Participants in MSSA's 26th Annual 2009 Spring
Tournament accept the risks and dangers involved in such activity, and they acknowledge
that unanticipated or unexpected dangers may occur. Participants agree to indemnify and
hold harmless: Boater's World; Jones Junction; Cobra Electronics; the MSSA, its officers,
directors, members, committee members, its assigns, sponsors, lessees, agents, and
employees from any and all liability for any: claim, loss, injury, damage, demands, actions,
choses in action, costs, accidents, libel, slander, negligence and/or death suffered by any
member, family, crew boat and/or other persons which may occur during their term of
membership or participation in this Tournament.
28. FUTURE PROMOTION: By registering to participate in this Tournament, all
persons consent to the use without payment or restrictions, of any photographs and his or
her name in which the captain, crew, and/or boat appear for any purpose whatsoever.
29. It is the responsibility of all participants to familiarize themselves with all the
rules and regulations of this Tournament and to abide by these rules and regulations.
Amendments, additional rules and regulations shall be clarified at Captain's Meetings or
in your Captain's Package.
30. Each boat must prominently display the boat number issued by the MSSA. This
number must be visible at all times during the tournament.
31. ALL PRIZES ARE BASED UPON A FULL FIELD OF 650 BOATS, EXCEPT 1ST
PLACE OVERALL PRIZE WHICH WILL BE $10,000 GUARANTEED PRIZE.

by the Weigh-Master. Weigh-Masters may confiscate or report suspect fish to the
Tournament Committee without protest.
10. PROTEST: Protests may be verbally or in writing to any MSSA Weigh-Master.
Protests are strongly encouraged to be in writing and should be raised at the time of
incident. Verbal protests are to be followed up via a written protest to MSSA's main
office on or before May 5th, 2009.
11. Only one (1) day is needed to be fished in order to make the tournament
official. Boat can only win one prize in the Charterboat and Professional division,
excluding skill levels.
12. BOARDING AND OFFICIATING: The Tournament Committee reserves
the right to: [1] board any boat at any time for inspection; [2] place an "Onboard
Observer" on any boat. Refusals will result in an automatic disqualification of the
vessel, captain and crew
13. Largest rockfish is determined by WEIGHT ONLY. Rockfish will be measured
for qualification purposes based on the minimum size limit of 32 inches, and will
be measured from tip of nose to squeezed tip of tail. In case of a tie the earliest
weighed-in fish will win.
14. No uncleaned tournament fish can be on the boat before the start of the day,
unless marked by Weigh-Master.
15. SEPARATION OF VESSELS: At no time during Tournament Fishing Hours
is a vessel permitted to approach another boat or structure. Immediately upon
returning to port all participants must first weigh-in fish with the Weigh-Master.
Participants may not return with fish for weigh-in after landing or leaving their
vessels. Refusal or error will result in disqualification.
16. DISABLED VESSEL: In the event a vessel becomes disabled during the
Tournament, the Captain must notify a MSSA Tournament Weigh-Master for
authorization to transfer their Tournament Registration to another vessel. Upon
approval, the replacement vessel shall assume original boat number, captain
and crew. At no time during Tournament Fishing Hours is a vessel permitted to
approach another boat or structure. Tournament vessels are only permitted to return
to port during tournament hours at an Official Weigh-In Station in order to avoid
disqualification. Participants returning to port for any reason must first check-in at
an Official Weigh-In Station with the Weigh-Master to avoid disqualification.
17. This Division is for Charterboat Captains and Professionals ONLY.
Professionals include, but are not limited to: persons who derive income from fishing;
persons who have either won $20,000 or more in tournament money, or won three
(3) or more tournaments in the past two (2) years; persons who are paid to endorse
fishing products; persons holding a license as a fishing guide; any captain or crew
of a "For-Hire Boat;" self-professed professionals; and, persons whom are publicly
known as professionals. All such persons are encouraged to enter the Special
Charterboat Category.
18. VHF Channel 78 will be the Official Tournament Channel.
19. ONE FISH CAN ONLY WIN ONE PRIZE EXCLUDING THE SKILL LEVELS.
20. All fish will be subject to examination, internally and externally, as the WeighMaster deems necessary. All fish checked in will be prominently marked by the
Weigh-Master.
21. DISQUALIFICATION: The Tournament Committee reserves the sole and
absolute discretion to disqualify any angler, crew, captain, registrant or vessel
at any time. Persons may be disqualified from the tournament because of a rule
violation, regardless of the severity of the violation. All participants agree to abide
by tournament rules and decisions of the Tournament Committee. Decisions as
to the disqualification or eligibility of any vessel, crew, or fish weighed in shall be
made solely by the Tournament Committee and its decisions shall be final and
incontestable. The Tournament Committee reserves the right to disqualify any boat
at any time for misrepresentation made on any application or registration form by
any member of the boat, any suspicious activity or unsportsmanlike conduct. Any
boat disqualified shall be for the entire tournament, and shall result in the forfeiture
of all tournament fees and prize money even if the disqualification was made after
the prize money was awarded.
22. Any prize winner must be prepared to submit and pass a polygraph test, at the
discretion of the Tournament Committee prior to receiving their prize.
23. Any additional rules and regulations shall be clarified at the Captain's Meetings
or in your Captain's Package.
24. The Tournament Committee at its sole discretion may refuse entry of any
person. All decisions made by the Tournament Committee are final.
25. WAIVER OF LIABILITY: Participants in MSSA's 26th Annual 2009 Spring
Tournament accept the risks and dangers involved in such activity, and they
acknowledge that unanticipated or unexpected dangers may occur. Participants
agree to indemnify and hold harmless: Boater's World; Jones Junction; Cobra
Electronics; the MSSA, its officers, directors, members, committee members, its
assigns, sponsors, lessees, agents, and employees from any and all liability for any:
claim, loss, injury, damage, demands, actions, choses in action, costs, accidents,
libel, slander, negligence and/or death suffered by any member, family, crew
boat and/or other persons which may occur during their term of membership or
participation in this Tournament.
26. FUTURE PROMOTION: By registering to participate in this Tournament, all
persons consent to the use without payment or restrictions, of any photographs
and his or her name in which the captain, crew, and/or boat appear for any purpose
whatsoever.
27. It is the responsibility of all participants to familiarize themselves with all the
rules and regulations of this Tournament and to abide by these rules and regulations.
Amendments, additional rules and regulations shall be clarified at Captain's
Meetings or in your Captain's Package.
28. Each boat must prominently display the boat number issued by the MSSA.
This number must be visible at all times during the tournament.
