A lesson in practicing pure religion ... as taught by a widow J ames 1:27 is the cornerstone of our ministry at Children’s Homes, Inc. Throughout our 61 years of caring for children we have always worked to fulfill God’s command to care for the fatherless. This has not been something we have been able to do alone. It has taken countless numbers of God’s people to partner with us in our mission. Ironically, the other group for which we are called to care in James is the widow. Yet, day-after-day, widows have been some of our most faithful supporters in the care of His children. Micah Brinkley Recently, we received a letter about one such widow who understood sacrificial service to God. Her story is so pure and inspiring that I couldn’t pass up the opportunity to share with you the letter. We are thankful the writer gave us permission to share their thoughts. Out of respect for this fine woman of God, I will honor the wishes of those involved and remove names in the letter as to keep everyone involved anonymous. “Thank you for taking time to write the letter recognizing her contributions to Children’s Homes, Inc. It has been an honor to assist them in the disbursements of their trust. Every cent of their lifetime savings went to Christian organizations. She and her husband serve as an example of strong Christians who kept their focus on serving the Lord their entire lives. “I had to smile at the mention of her taking the coffee home from all our fellowship meals. By the way, the thermos was probably 50 years old. It was one of those glass-lined ones that most of us broke within a year or two. I tried to give her a stainless steel one, but she would have none of it. And that was only a small illustration of her frugality. She had a clothes dryer, but always hung her wash on a clothes line. I had to go tighten it up for her every couple of years. “She mowed her (extremely large - around 3 acres) yard well into her eighties. As perhaps you know, she had a hip that was deteriorated, but refused to have surgery. She lived with constant pain, but never spoke of it. During mowing season (9-10 months out of the year), she mowed every day that it was not raining, except Sunday. She drug around an old white oak basket picking up sticks and pine cones between every mowing. “Her home had central air-conditioning, but we weren’t sure if it worked or not, because she refused to use it. She had fans in two or three rooms where she slept and spent her days. She also had central heat, but very rarely used it; instead, she had a gas heater in the ‘front room’ that heated her living room and kitchen. “She kept perfect records of everything! More than most people can hardly imagine. She kept every personal letter that she ever received (that’s not an exaggeration). When she was forced to go to the nursing home, and we were preparing to sell her home, it was heartbreaking to have to burn all her personal records. There were hundreds of pounds of paper that had to be burned. (She was determined that not one piece of paper that had her name and address on it be taken to the dump…it had to be burned. I spent days burning it all…under her strict supervision!) “Her car was 30-something years old and she recorded the mileage at the beginning and end of every single trip…including the date and destination. You might imagine how many pages of records that would have been. “She and her husband had no credit record, because they never bought anything on credit! If they could not pay for it, they did without until they could pay cash. They actually did make one loan – for a house when he was discharged from the service and they got married. It was the same house she lived in until her death. It was something like a 10-year loan. They paid it off in something like three years. That was the one and only thing they bought ‘on credit’. “They were extremely private people about their personal business…most especially about their finances. I endured her telling me over and over and over that she wanted to make sure that only she and the Lord and myself know anything about ‘her business’. She did everything she could to try to make sure that even those who were to be beneficiaries of their trust would not be able to know where the money came from. I told her that was not possible unless I converted everything to cash and distributed it as cash and that I was not willing to take the responsibility of doing that! “I could go on and on, but perhaps that will help you understand why I agreed to serve as trustee for their estate when I have consistently refused to do so for numerous others. Actually, she approached me about the matter shortly after her husband’s funeral and said, ‘One of the last things he talked to me about was to ask you if you would be the trustee of our estate.’ I told her that wasn’t fair…but what could I say! We had as close to a ‘mother-son relationship’ as I will ever have with anyone besides my own mother. “I am pleased to know that you use her as an example of someone who sacrificed to be able to have everything possible to give to the Lord’s work! She was the epitome of a humble Christian servant. The fact that she considered Children’s Homes, Inc. worthy of her support speaks volumes about both her life and the work in which you are involved.” I believe it is important for this story to be told. My prayer is that it will serve as an example to those who will come after the generation of people who got by on as little as possible so what was leftover could go to someone else who was really in need. Through what they leave behind, we find their faithfulness, as well as their desire for us to pick up where they left off to run the race they started. [6] Children’s Homes, Inc. | childrenshomes.org olitical opinions run rampant in any given year, but in a presidential election year, people's devotion to their political stances hits a fever pitch. One need not look far to find examples of protesters taking their stance for or against a certain candidate or policy too far. It's this current environment, along with some proposed legislation that could directly affect Children's Homes, Inc. and our service to children in need (see the story on the next page), that prompted our executive director Micah Brinkley and others to demonstrate to our children in care the proper way to seek an audience with political leaders. After some correspondence with Arkansas Governor Asa Hutchinson's office and CHI's attendance of the governor's "Restore Hope Summit," a gathering of faith leaders to discuss the state's foster care crisis held in August of 2015, Micah requested an audience with Gov. Hutchinson. Micah said he sought the visit for several reasons. "First, we want the children in care Help. Hope. Home. to know they can sit down and have a conversation with their elected officials without all the screaming and yelling, as is the case across our country right now," Micah said. "We also felt it was important for Gov. Hutchinson to speak directly to children in the child welfare system in Arkansas. If the system is designed to protect and benefit children, then we feel the children should have the opportunity to use their voice. The hopes and wishes for their lives shouldn’t be passed through adults up the chain of command, losing its passion and desire with each level of bureaucracy. "Finally, we just like to do special things for the children in our care — things they might never get to do otherwise. Trips like these demonstrate to the children that we value them and are proud of them. It is all about making deposits into each child’s life bank. As we invest in them, they begin to grow their value and self-worth. As those grow, they become more confident in themselves and their abilities and talents." The governor granted the request and an appointment was set for late May. We made a giant group field trip out of it, complete with chartered buses. The Somers Avenue Church of Christ in North Little Rock hosted a spaghetti lunch for the group. Our children and employees toured the capitol to learn a bit of the state's rich history. Following the tour, some children and employees met with Gov. Hutchinson in his reception room. After Gov. Hutchinson entered the room and introductions were made, Micah explained to the governor that we wished to demonstrate for our children that there are ways to get your ideas across without yelling. At this, Gov. Hutchinson turned his attention from Micah to the children in the room, and in deadpan fashion said, "Please, don't yell at me." Over the past few weeks, two separate federal government issues have created a significant amount of concern and uncertainty for how ministries like Children’s Homes, Inc. will function in the future. The first issue is the new rule changes to the Fair Labor Standards Act (FLSA). FLSA establishes minimum wage and overtime pay standards, among other standards, affecting employees in the private sector and in Federal, State and local governments. Recently, the Department of Labor released final revisions to the FLSA, which will go into effect Dec. 1, 2016. These revisions could significantly change how employees of Children’s Homes, Inc. are classified, as well as challenge the current wage schedule for employees. I n the small town of Greenway, Ark., the Hill family sells sweet corn from two acres of corn fields. Every year, they offer some of their corn to Children's Homes, Inc. at no cost to us. We just have to go pick it. Recently, eight of our girls went to pick some corn, along with one of the houseparents and a couple others. When we arrived at the house, the girls covered themselves with bug spray and put on gloves. Mike Hill, who has the corn, instructed the girls: "Pick the bigger ears. Make sure they are firm and filled out. They don't need to be too small. If you get one that you don't like, just throw it down. Any questions?" There were no questions, so the corn started flying as the girls tossed it into the trailer. Mike Hill and the Hill family have been growing corn for about 20 years. Most years children from Children's Homes, Inc. come out and pick the corn themselves. "They're real proud of it and we have a lot of fun," he said. Since his home congregation at Greenway has been supporting the Home for years, it only made sense to him that he offer to give us corn. After the trailer was filled to the brim, the girls took a break with refreshments provided by the Hill family. Then they were back at it for another round. All in all, it was estimated that 300 dozen ears of corn were picked, which is valued somewhere around $1,000. We thank the Hill family for their continued support of Children's Homes, Inc. Hope. Home. Fun at The Ridge It's been another summer full of fun at Crowley's Ridge Youth Camp at The Ridge Retreat and Adventure Center. Five sessions full of kids have enjoyed the new additions to the campus, including: the Vertical Playground, 50-foot climbing wall, Human Foosball, Nine Square in the Air, Footgolf and Gaga Ball. Of course, the campers have also enjoyed old favorites like our zipline, pool and activities like kickball, canoeing, fishing and horseback rides. We've had groups from Ankeny (Iowa) Church of Christ, Fairgrounds Road Church of Christ from Jefferson City, Mo., New Bethel Church of Christ from Bryant, Ark., Highway Church of Christ from Judsonia, Ark., Green Forrest Church of Christ from Poplar Bluff, Mo. and Bartlett Woods Church of Christ from Memphis, Tenn. We also have several groups scheduled for later in the summer, of whom we'll share pictures later on. We invited Debbie to visit the Capitol with us and she shared her speech with the governor. Gov. Hutchison applauded her resilience and her willingness to share her story. The governor then asked some of the children in attendance to say a few words. Several mentioned the difference in care they received through CHI as compared to other facilities they had experienced. As the visit drew to a close, Micah presented Gov. Hutchinson with a gift of two Children's Homes, Inc. ink pen sets and invited the governor to visit our Paragould campus any time his busy schedule would allow it. A limited number of children and employees were able to meet the governor, so the remaining members of the group visited the state treasurer's office. This proved to be pretty popular with the children because everyone was allowed to hold a brick of $400,000. Thanks to the generosity of the Crossett (Ark.) Church of Christ and the Sheridan (Ark.) Church of Christ, a meal was waiting for the children in care and houseparents when they returned to campus. These churches also provided snacks and drinks for the bus ride home from Little Rock. It's our hope that the experience will stick with our children in care and that in the future they'll remember interaction with public officials can be civil. Cheyanne said the visit will make her more likely to try to engage public officials when she's an adult, should the need arise. We want to thank Gov. A nonexempt employee is compensated for the hours they work each week and is always eligible for overtime pay for any hours they work over 40 in a work week. Currently, Children’s Homes, Inc. has employees who are classified as exempt or non-exempt. For those who are currently non-exempt, the FLSA changes do not affect them. They will still work and be paid for a 40-hour week. Should their duties require overtime hours, they will be paid for those hours based on the FLSA standards. This is how Children’s Homes, Inc. currently handles the non-exempt employee classification. The biggest changes are coming to those employees who meet the current standards to be classified as an exempt employee. While there are several minimum standards an employer must meet to be able to classify an employee as exempt, the starting point is the wage threshold. For an employee to be classified as exempt, their salary must meet a minimum threshold. On Dec. 1st, 2016, that minimum threshold is going to double. The new rule will significantly increase CHI’s annual budget should CHI try to keep all the current exempt employees with that classification. You may think the solution is simple - make all employees non-exempt and hold them to a 40-hour work week. Problem solved! Well, it’s not that easy. For some employers, that solution will work fine. However, for employees of Children’s Homes, Inc. who work directly with the children in our care, staying within 40 hours in a work week is rarely to never possible. Children who are in need do not limit those needs for love, care, hugs, tears, support and supervision to 8 a.m. to 5 p.m. Monday through Friday with an hour off for lunch. Trying to force Children’s Homes, Inc. into that model turns us into a business, rather than a ministry, which we have proudly been since 1955. This ministr y requires irregular schedules and long days because the needs of the children must be met whenever the needs arise. The staff at Children’s Homes, Inc. is dedicated to being there for the children whenever the children need them to be there, regardless of the time of the day or day of the week, which is why the new minimum standards are so challenging. Right now, we don’t have a good solution to the FLSA’s new rule. All we do know at this point is that we are going to be forced to change something to make sure Children’s Homes, Inc. remains in compliance with the new rule. And, we know that any changes are going to require an increase in our annual operating budget. At this point, we have no idea how big or small any increases will be. Regardless of the size of the increase, it is going to require Children’s Homes, Inc. to take a long, hard look at every facet of our ministry to see where we can become leaner to accommodate these changes. We solicit your prayers as we wade through the FLSA revisions and search for the best way to remain in compliance without having to compromise the necessary programs and services we provide to the children in our care. The other issue is legislation making its way through Congress entitled the Family First Prevention Services Act. While this bill’s intended purpose is to develop programs and services to help children stay in their homes, its underlying message is that residential group homes and foster care are bad for children. Yes, there are some programs throughout this country that do not provide quality care for at-risk children. The problem is that this legislation lumps quality programs like Children’s Homes, Inc. together with the bad ones to argue that we are ALL bad. Since the legislation is stalled, we don’t know when it will be revisited by Congress or if any changes will be made that might paint programs like Children’s Homes, Inc. in a more favorable light. The building had multiple structural issues that left it too costly to repair. After several volunteer groups had removed items that might serve another purpose, demolition of the building began on July 6.
