City of Hyattsville Memo To: Mayor and Council Tracey Nicholson, City Administrator Ron Brooks, Treasurer Lesley Riddle, Director, Public Works From: Jim Chandler, Assistant City Administrator, Director, Community & Economic Development Date: July 11, 2014 Re: Code Vehicle Replacement Procurement The purpose of this memorandum is to request the Mayor and City Council approve the purchase of one (1) replacement vehicle for the Office of Code Compliance. Background Code Compliance will be replacing an existing older pick-up truck with a fuel efficient hybrid vehicle, which is consistent with the City’s Sustainability Policy and meet the budgetary and operational requirements of Code. The adopted FY2015 City budget includes $15,000 for a replacement vehicle for the Office of Code Compliance. The City also has a $6,750 balance of funds remaining on an existing Maryland Energy Administration (MEA) grant. MEA has approved the balance of grant funds to be used to offset the total cost of an additional fuel efficient vehicle. Staff identified the Ford C-Max Hybrid as the preferred vehicle, due in part to its reported 40 combined city/highway miles per gallon (42 city/37 highway), serviceability and NHTA Safety Rating. Staff has received approval from both the City’s Finance office and MEA for 1|P a g e acquisition of a certified pre-owned vehicle. The City has directly solicited four (4) cost proposals for both new and certified pre-owned vehicles from four Ford dealerships and received quotes for each. The top two (2) cost proposals are as follows: 1st Choice Bergey's Ford - Ambler, Pa. 2013 Certified pre-owned – 8,200 miles (4-yr 48,000 miles warranty) $21,000.00 out the door 2nd Choice Sheehy Ford - Springfield, Va. 2014 New - (3-yr, 36,000 miles warranty) $21,752.59 out the door Recommendation MEA has extended the existing grant expenditure spend down period from May 2014 to August 2014 to provide the City additional time to procure a vehicle and so that it coincided with both the new fiscal year and the Council’s calendar. Staff is recommending the Mayor and Council authorize the acquisition of the 2013 Certified pre-owned C-Max from Bergey’s Ford, as we will receive an additional 12,000 miles on the warranty and is a lower total cost. If the vehicle is no longer available, we request the authority to acquire the new 2014 model from Sheehy Ford.
