Sewers for Adoption 6th Edition April 2008 Page No 2 Darlington Borough Council Feethams Area Redevelopment Executive Summary This report provides a flood risk assessment for a proposed redevelopment programme for the Feethams area in Darlington. The report assess if the proposed regeneration area is likely to be affected by flooding and whether there will be an increase in flood risk else where as a result of redevelopment. This report is compiled in accordance with Planning Policy Statement 25: Development and Flood Risk (PPS25), which summaries government policy with respect to flood risk. The development proposal consists of redevelopment of the regeneration area for commercial and residential use in the future. Prior to this development taking place it has been proposed to develop the Arriva Bus Depot site as a temporary car park for use up to five years and this will also then be redeveloped for commercial or residential use. The Environment Agency (EA) Floodplain Map indicates that the entire regeneration area to the East and South-Eastern corner of the area to the West of the Feethams road lies within the light blue shaded area. The PPS25 defines this area as Flood Zone 2 Medium Probability, which comprises land assessed as having between a 1 in 100 and 1 in 1000 annual probability of river flooding or between a 1 in 200 and 1 in 1000 annual probability of sea flooding in any given year. The Predicted flood level provided by the EA for 1 in 100 year return period storm when used in conjunction with site specific topographical data indicates that it is unlikely the site will flood. A site cross-section drawing has been produced for the site. This indicates that due to elevated ground level of the regeneration area the flood water will not reach the site. Hence the redevelopment site is deemed appropriate for residential or commercial use. The EA have advised that they would view it as best practice for discharge of surface water from the site. The EA have recommended this is to be regulated to that of the existing site and further consideration should be given to restricting the discharge down to the Greenfield runoff rate in order to protect the regeneration area and the neighbouring properties down stream from surface water runoff and overland flooding. In order to restrict the discharge rate the new drainage systems will require incorporating some form of attenuation within the site. The attenuation could be provided using either engineering techniques or Sustainable Urban Drainage Systems (SUDS). Engineering techniques could include box culverts, cellular storage, attenuation tanks or oversized pipes, with a flow control device at the outlet although Annex F of PPS25 emphasises the importance of using SUDS where possible. Depending on the ground conditions and underlying soil types, it is recommended that consideration be given to the use of infiltration based SUDS. This could include filter strips and swales, permeable surfaces and filter drains, infiltration devices, basins and ponds or combined approach where possible. April 2008 Page No 3 Darlington Borough Council Feethams Area Redevelopment 1.0 Introduction Scott Wilson was commissioned by Darlington Borough Council to prepare a Flood Risk Assessment (FRA) in support of a Planning and Development Brief for the Feethams area of Darlington. The Brief has been initiated in response to developer enquires and to maximise the regeneration potential for the area. New Planning Policy Statement 25: Development and Flood Risk (PPS25), was published in December 2006. This flood risk assessment considers the regeneration area in line with PPS25 by using a holistic risk based approach which assesses potential flooding from all identified sources including fluvial, groundwater and surface water runoff. The purpose of this report is to assess whether the proposed regeneration area is likely to be affected by flooding, whether it will increase flood risk elsewhere and to propose potential measures to manage or mitigate any affects whilst minimising the impact on the environment. The Environment Agency and Northumbrian Water Limited have been consulted to obtain relevant information. The report includes technical background for the planning process and provides information from which a detailed design solution should evolve. April 2008 Page No 4 Darlington Borough Council Feethams Area Redevelopment 2.0 Policy Relating To Flood Risk 2.1 General Current Government policy is to reduce the risks to people and the developed and natural environment from flooding. It is the role of the Local Planning Authorities (LAPs) to ensure that flood risk is taken into account during the planning stage of any proposed development. National policy on development and flood risk was given in Planning Policy Guidance Note (PPG25) which was influenced by the response to significant flooding events in the United Kingdom at Easter 1998 and Autumn 2000. This was superseded by Planning Policy Statement 25: Development and Flood Risk (PPS25) in December 2006, the thrust of which is set out below: Regional planning bodies and LPAs should prepare and implement planning strategies that help to deliver sustainable development by: a) Identifying land at risk and the degree of risk of flooding from river, sea and other sources in their areas; b) Preparing Regional Flood Risk Appraisals (RFRAs) or Strategic Flood Risk Assessments (SFRAs) as appropriate, as freestanding assessments that contribute to the Sustainability Appraisals of their plans; c) Framing policies for the location of development which avoid flood risk to people and property where possible, and manage any residual risk, taking account of the impacts of climate change; d) Only permitting development in areas of flood risk when there are no reasonably available sites in areas of lower flood risk and benefits of the development outweigh the risks from flooding; e) Safeguarding land from development that is required for current and future flood management for example conveyance and storage of flood water, and flood defences; reducing flood risk to and from new development through location, layout and design, incorporating Sustainable Drainage Systems (SUDS); f) Using opportunities offered by new development to reduce the causes and impacts of flooding for example surface water management plans; making the most of the benefits of green infrastructure for flood storage, conveyance and SUDS; re-creating functional floodplain; and setting back defences; g) Working effectively with the Environment Agency (EA), other operating authorities and other stakeholders to ensure that best use is made of their expertise and information so that plans are effective and decisions on planning applications can be delivered expeditiously; h) Ensuring spatial planning supports flood risk management policies and plans, River Basin Management Plans and emergency planning. April 2008 Page No 5 Darlington Borough Council Feethams Area Redevelopment 3.0 Development Site 3.1 Site Location The regeneration area is situated in central Darlington adjacent to the Victoria Road junction. The OS grid reference is NZ 290 142. A detailed site location plan is included in Appendix A. 3.2 Site Description The area of land proposed for regeneration is approximately 2.4ha and the site extends to the West and the East of Feethams Road. The area to the West is currently a car park and the area to the East comprises the Darlington Arriva Bus Depot and a part of the Town Hall car park. The West part of the regeneration area is bounded by Houndgate to the North, Beaumont Street to the West and the South and the Feethams road to the East. The East part of the regeneration area is bounded by the Feethams road and the Town Hall building to the East, Victoria road junction to the South, the Town Hall building and St Cuthberts Church to the North and the River Skerne to the East. The River Skerne is located approximately 22m to the east of the proposed regeneration area, which passes under the dual carriageway A167, just south east of the site. The River Skerne ultimately discharges into the River Tees. The River bank and retaining wall which run along the east boundary of the regeneration area act as informal flood defences for the site. 3.3 Topography The topography of the regeneration area to the East of the Feethams road varies from 38.75m AOD at the North-Western corner to 37.410m AOD at the South-Eastern corner. Similarly the topography of the regeneration area to the West of the Feethams road varies from 44.490m AOD at the North-Western corner to 37.910m AOD at the South-Eastern corner. A full site topographical survey has been completed and a copy is included at Appendix B. April 2008 Page No 6 Darlington Borough Council Feethams Area Redevelopment 3.4 Development Proposals The development proposal for the area to East of the Feethams road consists of redevelopment of the Arriva Bus Depot site and part of the Town Hall car park for commercial and residential use in the future. Prior to this development taking place it has been proposed to develop the Arriva Bus Depot site as a temporary car park for use for up to five years. The area to the West of the Feethams road currently is occupied by Beaumont Street car park and will be developed for commercial and residential use. 3.5 Planning Policy Guidance – Sequential Test PPS25 aims to ensure inappropriate development is avoided in areas at risk of flooding. The sequential test, required under PPS25, is a tool for determining land uses that are compatible with the level of flood risk at each development site within a local authority area. It directs development towards Flood Zone 1 wherever possible, followed by the areas of least flood risk within Flood Zones 2 and 3. The area to the East of the Feethams road, lies within Flood Zone 2 of the Environment Agency flood zone maps, i.e. land assessed as having between a 1 in 100 and 1 in 1000 annual probability of river flooding or between a 1 in 200 and 1 in 1000 annual probability of flooding from the sea in any given year (see table D.1, PPS25). The flood risk vulnerability categories are described in table D.2 of PPS25. From those vulnerability categories the water-compatible, less vulnerable, more vulnerable uses of land and essential infrastructures are deemed appropriate in the Flood Zone 2 as described in table D.3 of PPS25. The highly vulnerable uses are only permitted in this Zone if the Exception Test is passed. Similarly the South-Eastern corner of the area to the West of the Feethams road lies within the Flood Zone 2 while the remaining area lies within the Flood Zone 1. The Flood Zone 1 comprises land assessed as having a less than 1 in 1000 annual probability of river or sea flooding in any given year. As indicated in Table D.3 of PPS25 all uses of land are appropriate in the Flood Zone 1. In the table D.2 of PPS25 residential and commercial uses are classified as more vulnerable and less vulnerable. Hence the proposed uses are deemed appropriate in the regeneration area. The tables D.1, D.2 and D.3 of PPS25 are included in Appendix C of this report. April 2008 Page No 7 Darlington Borough Council Feethams Area Redevelopment 4.0 Statutory Consultation 4.1 Environment Agency Consultation The EA were consulted to obtain site specific flood data for the proposed regeneration area. The EA advised the highest recorded flood level in the vicinity of the site is 36.82m AOD in 2000. The River Skerne Pre Feasibility Study gives a modelled 1 in 100 year flood level of 37.39m AOD at this location. The EA have advised that they would view it as best practice for discharge of surface water from the site. This is to be regulated to that of the existing site and further consideration should be given to restricting the discharge down to the Greenfield agricultural rate. The EA have mentioned that they are keen to promote the use of sustainable drainage systems and draws attention to Annex F of PPS25. Furthermore the EA have provided a map showing the extent of flooding in 2000. This confirms that the site is not shown to be within the historic flood outline. The EA correspondence is included in Appendix D. 4.2 NWL Consultation Northumbrian Water Ltd was consulted to obtain information on existing drainage systems in the vicinity of the area. Records received indicate an existing combined sewer runs along the River Skerne. A 900mm concrete combined sewer runs along Houndgate and the Feethams road towards the Victoria road junction. Also another three small combined sewers discharge from the regeneration area to the West into a 450mm concrete combined sewer which runs along Beaumont Street. This combined sewer then connects into the 900mm concrete combined sewer which runs along the Feethams road and eventually discharges into the large combined sewer, which runs along the River Skerne, at the Victoria road junction. Records also indicate that a large concrete surface water sewer runs adjacent to the North boundary wall of the Arriva Bus Depot building and discharges directly into the River Skerne at the North-Eastern corner of the site. The NWL consultations are included in Appendix E of this report. April 2008 Page No 8 Darlington Borough Council Feethams Area Redevelopment 5.0 Sources of Flooding 5.1 Fluvial/Tidal Flooding The Environment Agency Floodplain Map indicates that the entire regeneration area to the East and South-Eastern corner of the area to the West of the Feethams road lies within the light blue shaded area. The PPS25 defines this area as Flood Zone 2 Medium Probability, which comprises land assessed as having between a 1 in 100 and 1 in 1000 annual probability of river flooding or between a 1 in 200 and 1 in 1000 annual probability of sea flooding in any given year. The dark blue shaded area indicates the flooding from rivers or the sea without flood defences. The PPS25 defines this area as Flood Zone 3a High Probability, which is described as having a 1 in 100 or greater annual probability of river flooding or a 1 in 200 or greater annual probability of sea flooding in any year. The River Skerne Pre Feasibility Study modelled flood levels data provided by the EA indicates that 1 in 100 year return period storm will produce a flood level of 37.39m AOD. The Predicted flood level for 1 in 100 year return period storm when used in conjunction with site specific topographical data indicates that it is unlikely the site will flood. A site cross section drawing has been produced for the site. This indicates that due to elevated ground level of the regeneration area the flood water will not reach the site. The proposed ground levels for the area to the East are in the region of 37.90m and 38m AOD. The site cross section drawing is included in Appendix F. A representation of the EA floodplain map is included in Appendix G of this report. It is important to recognise that the EA state the floodplain map is an awareness tool and is not accurate to the level of individual properties. The Floodplain Map does not differentiate between defended and undefended area nor does it take account of the likelihood that flood risk will increase with climate change. 5.2 Surface Water Runoff and Overland Flooding Surface water can cause localised flooding, particularly low-lying areas, and the development should be designed to minimise the impact of surface water runoff to adjacent sites downstream. As advised by the EA, for new developments within the regeneration area it will be necessary to consider the best practice for discharge of the surface water from the site. The EA have recommended that this is to be regulated to that of the existing site and further consideration should be given to restricting the discharge down to the Greenfield runoff rate in order to protect the regeneration area and the neighbouring properties down stream from surface water runoff and overland flooding. April 2008 Page No 9 Darlington Borough Council Feethams Area Redevelopment 5.3 Climate Change The Environment Agency Flood Map and Flood Zones do not currently take account of future climate change. Annex A of PPS25 advises that the effects of climate change at a regional level are likely to mean an increase in peak fluvial flows and rainfall intensities and these impacts should be considered in the preparation of Flood Risk Assessments. Table B.2, Annex A of PPS25 suggests sensitivity ranges in peak fluvial flows and rainfall intensities, and indicates a 20% increase in both river flows and rainfall intensities could occur over the period 2025-2085. The EA have provided a flood level for a 1 in 100 year return period storm with no climate change. This indicates that the site is not at risk of flooding however further consultation require with the EA in order to establish a flood level for a 1 in 100 year return period storm with increase in climate change. It will be necessary to consider and incorporate the 20% increase in peak fluvial flows and rainfall intensities into new drainage systems for any new future developments at this location. April 2008 Page No 10 Darlington Borough Council Feethams Area Redevelopment 6.0 Surface Water Management 6.1 Existing Surface Water Drainage Existing drainage records received for the vicinity of the site, from Northumbrian Water Ltd are detailed in section 4.2 of this report. The existing urban runoff rate was calculated using the IH 124 input methods of Source Control on WinDes and are included in Appendix I. The soil factor value of 0.45 was taken from Flood Estimate Handbook (FEH). The standard period (1961-1990) average rainfall (SAAR) value 700mm was also taken from FHE, via the WinDes Source Control maps. Based on the existing development plan it is estimated that 70% (0.70) of the Catchment is urbanised. The calculated urban runoff rate and Greenfield runoff rate for a 1 in 1 year return period storm respectively are 37.7l/s and 14.7l/s. 6.2 Proposed Surface Water Management As discussed in section 5.2, future developments within the regeneration area are recommended to consider the best practice for discharge of the surface water from the site. This is to be regulated to that of the existing site and further consideration should be given to restricting the discharge down to the Greenfield runoff rate. April 2008 Page No 11 Darlington Borough Council Feethams Area Redevelopment 7.0 Mitigation Measures and Residual Risk 7.1 Minimum Ground Levels Floor levels for new developments within the regeneration area could be set a minimum of 150mm above surrounding ground levels to protect against localised flooding from surface water runoff and surcharging of existing drainage systems in the event of a storm greater than 1 in 30 years. 7.2 Flood Warning, Emergency Evacuation and Access Developments in flood risk areas must provide safe, dry access and egress to enable evacuation of people, routes for emergency services and flood defence authorities to carry out necessary duties during a flood event. As discussed in section 5 of this report it is evident that the regeneration area has significantly minor risk from flooding. Therefore it is not considered necessary to provide a formal evacuation plan as there is only a minor risk to human life posed by flooding at this location. The FRA is to accompany a Planning and Development Brief for the Feethams area of Darlington.
