Gateway Area Development District serves as a regionalized source of technical support and program management for the local elected officials and the citizenry of its five-county service region. Like other regional development organizations nationwide, Gateway ADD shares these common characteristics: • • • • • • Extensive program and service delivery experience and capacity Fiscal Accountability Technical and Professional Staff Non-partisan approach Flexibility Broad-based partnership development However, unlike many other multi-jurisdictional agencies, Area Development Districts in the Commonwealth of Kentucky have both state and federal statutory authority. As an Economic Development Authority-funded planning organization, Gateway Area Development District must develop a Comprehensive Economic Development Strategy (CEDS) “…as part of a continuous process involving the active participation of private sector representatives, public officials, and private citizens1” which includes the following activities: • • • • Analyzing local economies Defining economic development goals Determining project opportunities Formulating and implementing an economic development program that includes systemic efforts to reduce unemployment and increase incomes2 The CEDS is created by Gateway ADD staff in coordination with local elected officials and input from the private sector, higher education, and other groups. Therefore, Gateway ADD uses a number of councils and committees to oversee important regional issues. These councils are made up of both office-holding officials as well as non-office-holding citizens. This level of diversity lends to the success of these committees as they guide the development and implementation of the district’s Comprehensive Economic Development Strategy. The Gateway Area Development District currently has committees that address a variety of issues: • • • • • CEDS Advisory Committee Gateway ADD Water Management Council Regional Transportation Committee Gateway ADD Aging Council Gateway Regional Elder Abuse Taskforce A list of the membership of these committees and councils can be found in Appendix D. Integration with the Goals for the Commonwealth Employment and Economic Growth To increase the competitiveness of the communities located within the Gateway Area Development District and make businesses in the area more globally competitive, it is necessary to develop a widespread high-speed Internet infrastructure. The Gateway Area Development District is working with Connect Kentucky to make broadband Internet service available to every business and household in the area. With this infrastructure in place, entrepreneurs and technology-based companies will be able to locate in the area and remain a global competitor on the Internet. Improvements in basic infrastructure continue to be a priority within the Gateway Area Development District. Building capacity for future development remains a driving force, and 5 within the last year, the Morehead Utility Plant Board completed construction of its wastewater treatment plant expansion doubling its previous capacity. Improvements in transportation systems are another way to create economic development opportunity. Construction of the new Morehead Airport is nearing completion; with the completion of this new 5000 feet runway the airport will have the capacity for larger aircraft including small jets. The location of the new airport is near the borders of Rowan, Fleming, and Bath Counties in close proximity to the MMRC Regional Business Park. The new airport will better serve industries within the industrial park and serve as a marketing tool to draw new industry to the area. Strengthen Kentucky's Education System In order for the Gateway region to move from being economically disadvantaged to having a strong, globally competitive economy, the workforce of the Gateway region must be equipped with an education that prepares them to work in the 21st-century economy. Local projects like the MSU Enterprise/Technology Center and the Morehead State University satellite campuses at Mt. Sterling and West Liberty show the region’s dedication to focusing and strengthening the mission of the state universities serving the region. Statewide initiatives such as Connect Kentucky, which will bring broadband Internet connectivity to homes and businesses in the Gateway region, are examples of advances in information technology. Finally, programs such as WIA and other Workforce Development programs are allowing more students to access the postsecondary training and education that will allow them to achieve lifelong success. A Healthier Kentucky Promoting a healthier Kentucky has long been a priority at the Gateway Area Development District, especially for seniors. In the last fiscal year, the Gateway Area Development District conducted health fairs throughout the region. These health fairs provide information related to chronic disabling conditions and advocacy related to health issues and provide free screenings for blood pressure, blood sugar, bone density, muscle tension, hand strength, etc. These health fairs, along with other activities, encourage wellness and healthier lifestyles for the residents of the area. To help guide the Gateway ADD region through the 21st century, plans are underway through a partnership between Morehead State University (MSU), the University of Kentucky (UK), and St. Claire Regional Medical Center to construct a regional Center for Health Education and Research. This facility will house MSU’s departments of nursing and imaging services, UK’s physician assistance and family nurse practitioner programs, in addition to a freestanding primary care clinic, and comprehensive health education center. 6 A Safe Kentucky Along with increased education, ensuring safe and secure communities in the Gateway region is instrumental in implementing the CEDS Strategy, as well as meeting the goals for the Commonwealth. Operation UNITE has been active in the Gateway region in combating the proliferation of illegal drug use. Several public safety organizations in Gateway Area Development District have benefited from state and federal preparedness funding. The Montgomery County Sheriff's Department received funds from the COPS Technology program to implement a communications enhancement project. The City of Morehead and Menifee County Fiscal Court received grant funds for communications Efficient and Ethical Government Finally, facilitating responsible governance is a key aspect of both the CEDS and the Governor’s goals for Kentucky. The Gateway region has used the CEDS process to implement a performance-oriented culture aimed at creating the most results with the least amount of public investment. The region has also maximized current resources by fostering more regional projects, such as the Cave Run Water Commission Inter-Connect, which will provide water to several counties with investment into only one project. Moving toward regionalization is a key point of the CEDS process and will ensure that resources are used in a effective and efficient manner. 7 3 Gateway Area Development District Comprehensive Economic Development Strategy Economic Analysis 3.A: Economic Background The Gateway Area Development District service area is comprised of five Appalachian counties: Bath, Menifee, Montgomery, Morgan, and Rowan Counties. The five-county region encompasses a land area of 1,344 square miles with a 2000 population of 76,237. The region includes ten incorporated areas. The two largest cities are Morehead and Mt. Sterling, with populations of 5,915 and 5,876 respectively. The following tables detail the population within the region for incorporated areas and county seats. Montgomery County has seen the largest population increase at 7.5%, with Bath (4.9%), Menifee (3.9%), Morgan (2.8%), and Rowan (.06%) experiencing growth as well. Analogous to other Appalachian-region counties, Bath, Menifee, Montgomery, Morgan, and Rowan Counties experience various levels of economic disparity when compared to the state and national averages for unemployment, per-capita income, and other economic pointers. The following table summarizes this information. Because of the changes in global, as well as national and state, economies, these sectors have experienced more economic downturn in the past few years than others. The economic recession facing the United States has also pummeled the Gateway region, causing the closure of many employers and further exacerbating already higher than average unemployment. Communities in the Gateway area realize the importance of industry to the area. To help encourage industry to locate in the area, industrial parks that have building sites and infrastructure capacity available for industrial needs have been developed. There are five industrial parks in the Gateway Area Development District area – the Midland Trial Industrial Park, the Woodlands Industrial Park, the John Will Stacy MMRC Regional Business Park, Bath County Industrial Park, and Menifee County Industrial Park. Two of the five industrial parks in the area are located in Montgomery County—Midland Trail & Woodlands. The Midland Trail Industrial Park is the most mature of the three industrial parks in the area. Located approximately 1.0 mile east of Mt. Sterling City limits, there are 17 businesses currently in the park with only 11.5 acres remaining for development. The Woodlands Industrial park is located 1.6 miles east of Mt. Sterling city limits; there are 11 businesses currently in the park with 190 acres available for development. Bath County's industrial park has seen gains and losses during the past fiscal year. Custom Foods, a food product manufacturer, has expanded its facility and added a number of new positions. However, Key Electronics, a producer of circuit boards and other components, recently announced that it was closing its Owingsville location as a part of its move to consolidate operations. The growth of the Menifee County Industrial park has been hampered due to lack of industrial property. The county has indicated that the acquisition of new property is a high priority activity for the next fiscal year. The John Will Stacy MMRC Regional Business Park is located in Rowan County 1.2 miles north of I-64 along KY 801 and 5 miles west of Morehead city limits. The MMRC regional park represents a collaborative, ongoing effort between Menifee, Morgan, and Rowan Counties. Within the Gateway Area Development District, there are three higher-education institutions helping drive the local economy—Morehead State University (MSU), Maysville Community and Technical College (MCTC), and the University of Kentucky (UK). The predominant institution in the area is Morehead State University. With the university and main campus located in the city of Morehead in Rowan County, a regional extended campus in the city of Mt. Sterling in Montgomery County, and a regional extended campus in the city of West Liberty in Morgan County, MSU has the greatest physical presence, influence, and economic impact of any educational institution in the area. Due to increasing enrollment demands, new facilities for the West Liberty and Mt. Sterling regional extended campuses were constructed in 2002 and 2003 respectively. Enrollment demand was underestimated for the Mt. Sterling campus and it is currently undertaking additional expansion to meet the surge of enrollment. U.S. News & World Report has recognized Morehead State University for the past three years as one of the top 25 public universities in the south in its annual publication of “America’s Best Colleges”. Operating under the statewide Kentucky Community & Technical College System, the Maysville Community and Technical College has two of its four sites in the Gateway ADD service area – the Rowan Campus in Morehead and the East Kentucky Branch Campus, which is located in the Eastern Kentucky Correctional Complex, a medium security state prison, in West Liberty. MCTC offers the region's residents the opportunity to complete certificate, diploma, and associate degree programs that prepare them to enter a career field or to proceed with a baccalaureate program. Housing the area’s only “business incubator” space, the MSU Enterprise/Regional Technology Center's 3,500 square foot business pavilion was designed to create a dynamic environment where businesses can focus on product and technology development, sales, and marketing. The Center provides facilities and equipment when available, management assistance, administrative assistance and back office support to its tenants. 11 Workforce Development Strengths Weaknesses Opportunities Threats - WIA program is a good start in training our workforce Good access to post-secondary education Good work ethic among workforce Reliance on social services keep many out of the workforce Much of the workforce lacks skills needed by local industry Rapid increase in the cost of post-secondary education Pilot innovative subsidized childcare program Revolutionize work skills education to create a competitive workforce Developing programs to educate seniors Not changing quickly enough to avoid leaving existing industries Existing institutions continuing the status quo One of the key aspects of attracting and retaining the business and industry of the 21st century is to have an ample labor force with the requisite education and skills to become successful employees. However, given the history of social and economic disadvantages plaguing the Gateway region, this is often a challenge. Programs like the Workforce Investment Act (WIA), however, are removing the obstacles that stand between Gateway-area residents and the postsecondary education they need to become successful in the ever-evolving workforce. WIA provides three different assistance programs to qualifying citizens. Adults are eligible to receive W.I.A services if they meet the local area’s policy that target low income adults. This helps remove the barriers between economically-disadvantaged adults and the training they need to better themselves and their families economically. Another WIA assistance opportunity is the dislocated work program, in which dislocated workers are eligible to receive W.I.A services if they have been terminated, laid off, or have received a notice of termination or layoff from employment. The dislocated worker program allows these workers to receive the post-secondary education and training they need as the foundation of a new career. Finally, the Trade Adjustment Assistance (TAA) program helps trade-affected workers who have lost their jobs as a result of increased imports or shifts in production out of the United States. TAA program services and benefits are provided to help eligible workers get back to work. To obtain TAA reemployment services and benefits, the group of workers must first file a petition with the U.S. Department of Labor's Division of Trade Adjustment Assistance (DTAA) requesting certification as workers adversely affected by foreign trade. If the petition is certified, each worker in the group must then apply for individual services and benefits through their local One-Stop Career Center to determine individual eligibility for reemployment services and benefits. This program is especially important to the Gateway region, which economic background is based heavily on manufacturing. Several textile companies, such as Jockey International and Carhart, as well as other manufacturing firms, have left the region in the past few years, leaving hundreds of dislocated workers seeking new jobs. 12 Aging Strengths Weaknesses Opportunities Threats All counties have at least one senior center Lower costs of living Voting strength of senior population Cost of providing services Lack of facilities dedicated to senior wellness Lack of public mass transit services Housing for seniors Inter-generational project opportunities Downtown redevelopment creating housing for seniors while eliminating unused facilities - Cost of providing services to the elderly continue to rise - Older population growing faster than services available - Not enough people in workforce to replace retirees - The Gateway Area Development District is the designated Area Agency on Aging for the Gateway District. The Area Agency on Aging is responsible for planning and developing the Area Plan and implementing services through contractual arrangements with service providers. The Area Agency implements the Older Americans Act of 1965 as amended, the state funded Home Care Program, Adult Day/Alzheimer’s Respite Program and the Personal Care Attendant Program. Title III of the Older Americans Act provides for congregate meals, home delivered meals, and supportive services that include transportation, outreach, information and assistance, escort, recreation, nutrition education, legal assistance and the long-term care ombudsman program. Services are available to persons aged 60 years and older. The following groups of elderly persons are given priority in receiving services: minorities, low-income, homebound, 75 years and older, geographically isolated, with special emphasis placed on low-income minorities. Title III does not use any means test, but contributions are requested and encouraged for services provided. The National Family Caregiver Program was initially funded in 2002 under the Older Americans Act. Services are provided to family members caring for seniors (60+) and to grandparents (who are 60+) caring for grandchildren under the age of 19. Home Care services are provided to persons 60 years of age and older who have physical impairments which interfere with their normal activities of daily living and maintaining a home. This program provides home delivered meals, chore, home repair, escort, respite, homemaker, and personal care. Each client is assessed and provided case management. A sliding fee scale is used to determine the cost of services for a client whose income is above the guidelines ($8,000 per individual). Less than one percent of Home Care Clients are required to pay a fee. 13 Adult Day/Alzheimer's Respite services are also provided in Menifee, Morgan, and Montgomery Counties. These services provide care for the elderly during the day while family members work or are provided respite services. Adult Day clients must be 60 but Alzheimer’s clients of any age may be eligible. Kentucky Legal Aid provides legal aid services for the five counties of the district. Attorneys are available at the senior centers on a monthly basis. The Personal Care Attendant Program, administered through the AAA, provides up to 40 hours per week of personal attendant care for adults aged 18 and above. In order to be eligible, the individual must have lost functional use of two or more limbs. The ability for manufacturers to efficiently ship their products and receive the raw materials necessary for production, as well the ability of retailers to receive goods, is of the utmost importance. Good transportation infrastructure facilitates commuting of citizens to work and school. Finally, offering beautiful scenic routes is essential to spurring tourism in the fivecounty area. The Gateway region enjoys a robust transportation network. Three of the five Gateway counties enjoy direct access to Interstate 64, one of the nation’s busiest transportation routes. The region has two airports—one located in Mt. Sterling with the other being located in Rowan County. Other major transportation routes include U.S. 60, U.S. 460, and KY 32 among others, as well as a close proximity (less than 60 miles) to Interstate 75. However, analogous to other Appalachian regions of the state, transportation infrastructure continues to be a major obstacle to economic development, especially in Menifee and Morgan Counties, which do not have direct access to I-64. Several projects have been undertaken over the past fiscal year to improve transportation capacity and efficiency in the Gateway region. Providing access to public water and wastewater treatment infrastructure, as well as having the excess capacity to serve the needs of business and industry is an urgent priority for the Gateway region and Gateway ADD. The Gateway Area Development District contracts with the Kentucky Infrastructure Authority to carry out water management planning in our five counties. Under this contract, Gateway ADD provides individual water and wastewater utilities with project planning and development support. Among other activities, each year, a project priority list, approved by the Area Water Management Council, is provided to state and federal legislators for funding consideration. The Morehead Utility Plant Board completed construction of its wastewater treatment plant expansion in February 2006. This project doubled the capacity of the plant, located in Farmers, from 2.5 MGD to 5.0 MGD. Funding sources that made this project possible included: Kentucky Infrastructure Authority (KIA) SRF loan, 2003/2005 Tobacco Development Fund Grants, Economic Development Administration (EDA), Rural Development (RD), Appalachian 16 Regional Commission (ARC), and Environmental Protection Agency (EPA). The total project cost was approximately $11,675,000. Another huge success in providing public water for the region is the construction of the Cave Run Water Commission and its 2 MGD water treatment plant to serve Menifee County and the region. The regional water treatment plant, located on Route 1693 (Dan Ridge) in Menifee County, has been operational since August 2005. The Cave Run Water Commission was formed in May 2001 and has been working diligently to complete their first major project. Cave Run is a wholesale supplier of water to the following water utilities: the City of Frenchburg, the City of Jeffersonville, and the Morgan County Water District. Funding commitments from the KIA, the ARC, RD, EDA, and the Department for Local Government’s Community Development Block Grant Program have made the nearly $13 Million project a reality. The success of the project has been made possible by the sincere desire of the communities involved to work together to improve the water supply for the region. The completion of the project will provide an adequate and affordable water source for Frenchburg and Menifee County, the City of Jeffersonville, and portions of Morgan and Wolfe Counties for many years to come. Many other smaller projects such as line extensions and upgrades, water tank upgrades, and treatment plant upgrades have occurred in the region, increasing the percentage of households and business served. However, there is still much work to be done until universal coverage of the five-county area is achieved. Technology is linking the world in ways that were once only dreamed about. However, with this increase in information production and sharing comes the realization that the boundaries of the economy are no longer local, or even regional. The only way to become and 18 remain competitive in this global market is to harness to increased productivity, efficiency, and other benefits of information technology. The Gateway region has made great strides in increasing the number of households and businesses that have access to the Internet, preferably a broadband connection, by coordinating heavily with Connect Kentucky. Not only does this program seek to increase access to information technology, but it also provides technical support for leveraging the benefits of information technology, such as advertising, e-commerce, and service provision. The Morgan County Regional Technology Center, located in West Liberty, is a regional leader in technology. Through its business incubation program, high tech firms are able to lease office space with access to state-of-the-art information technology infrastructure during the start-up phase. Several projects are in progress, such as a high-tech training program and a telemedicine pilot. Morehead State University, the region’s leader in post-secondary education, has emerged as a leader in using technology to meet its goals. The University has successfully used Interactive Television lectures to link instructors with students at satellite campuses. The University also uses a computerized system for student grades and financial accounts. The University is home to the Space Science Center, one of only four institutions in the United States to offer a degree in space science. Furthermore, Morehead State University has emerged as the lead institution in a consortium of Kentucky universities endeavoring to launch a satellite into orbit. This ambitious project will place the Commonwealth in the history books as the first state to launch a satellite. Research and development into this project is expected to foster a high-tech environment not unlike Silicon Valley, giving rise to an economic cluster dubbed “Silicon Holler” by Morehead State University President Dr. Wayne Andrews. Three of the biggest environmental concerns associated with these natural resources and others in the Gateway region are water quality, sustainable logging, and flood control. 19 Given not only the health and safety of the citizens, but also the Gateway’s region’s pristine natural beauty and the area’s burgeoning tourism industry, it is imperative that safeguarding and protecting the environment is a key focal point of future economic and development planning efforts. Three of the biggest environmental concerns associated with these natural resources and others in the Gateway region are water quality, sustainable logging, and flood control. Logging quotas have been maintained in the Daniel Boone National Forest since the 2000 Forest Inventory. The Forest Service has stuck to its sustainable yield policy, which indicates that local loggers will need to look other places besides the National Forest for resources, perhaps even utilizing private forests. In order to ensure sustainable logging in the Gateway region, the emphasis must be turned away from simply logging to production of wood products, thus adding value to each log cut instead of for more logs cut. One of the many projects making a huge difference in protecting the environment of the Gateway region is the PRIDE. PRIDE (Personal Responsibility in a Desired Environment) is a nonprofit organization funded by federal grants to encourage and assist citizens, local governments, schools and others in 38 counties of southern and eastern Kentucky to: 1. Improve water quality in the region. 2. Clean up illegal trash dumps and other solid waste problems. 3. Promote environmental awareness and education8. Some of the efforts in the Gateway counties which PRIDE has been involved with are septic tank installations and replacements for low-income citizens, illegal dumpsite cleanups, appliance “buy back” days, tire disposal events, and spreading public awareness and education about protecting the environment for future generations. Other organizations within the Gateway area have also taken proactive stances toward environmental responsibility. Morehead State University has been recognized for its efforts in recycling and energy conservation. Since 1993, the university has recycled over 5.6 million pounds of refuse that would have ordinarily ended up in a landfill9. The University also has an aggressive energy conservation plan, including measures such as implementing computerized climate control of certain facilities during non-peak hours10. Not only are large institutions such as universities concerned about the quality of the environment, but citizens are also interested in conservation, as indicated through the NewCity Morehead Community Planning sessions. Over 150 Rowan County citizens were involved in comprehensive planning process, and many raised concerns ranging from promoting pedestrianfriendly infrastructure to reduce vehicular traffic to implementing countywide zoning standards. Economic development activities, aging services, public safety, and infrastructure planning all benefit from the increased information and decision-making capabilities of GIS. Other Plans and Strategies Appalachian Regional Commission Created in 1965 after the passage of the historic Appalachian Regional Development Act, the Appalachian Regional Commission (ARC) is charged with addressing the economic disparity within the Appalachian region. The efforts of ARC are divided into two categories: area development and the Appalachian Highway program and are guided by Appalachian Regional Commission Strategic Plan. This guidance document identifies four main goals to be addressed: 21 • • • • Increase job opportunities and per capita income in Appalachia to reach parity with the nation. Strengthen the capacity of the people of Appalachia to compete in the global economy. Develop and improve Appalachia's infrastructure to make the Region economically competitive. Build the Appalachian Development Highway System to reduce Appalachia's isolation11 . In order to achieve the goals identified in its Strategic Plan, ARC: Provides funding for several hundred projects throughout the Appalachian Region. These projects create thousands of new jobs, improve local water and sewer systems, increase school readiness, expand access to health care, assist local communities with strategic planning, and provide technical, managerial, and marketing assistance to emerging new businesses12. Area development projects range in scope from infrastructure development to entrepreneurship initiatives to technology projects. The Appalachian Develop Highway System was developed as a way to bring modern transportation infrastructure, and the correlated economic benefits to the Appalachian region. The ADHS is currently authorized at 3,090 miles. By the end of FY 2005, 2,633 miles—approximately 85 percent of the miles authorized—were complete or under construction. Completion of the ADHS remains a top priority for ARC. The Gateway region has benefited greatly from the presence of ARC in its five-county service region. Gateway Area Development District will continue working with local units of government and ARC to ensure efficient and effective use of funding. ConnectKentucky ConnectKentucky is an alliance of leaders in private industry, government and universities. These leaders work together to develop the most effective technological infrastructure for Kentucky. ConnectKentucky creates both the forum and the incentive for interaction among a variety of public policy, research, and business development entities that might not otherwise 11 12 http://www.arc.gov/index.do?nodeId=1 ibid 22 have the opportunity to seek and develop mutually beneficial solutions. Ultimately, this level of teamwork means that Kentucky is a better place for business and a better place to live. ConnectKentucky won the U.S. Economic Development Administration's 2006 Excellence in Innovation Award. The EDA recognized ConnectKentucky and its implementation of Kentucky’s Prescription for Innovation, a plan to accelerate growth in broadband deployment, computer use and technology literacy, as a national leader in innovative strategies for economic development The mission of ConnectKentucky is to support technology-based economic development in Kentucky through the following functions: • Technology Expansion: ConnectKentucky coordinates the planning, funding, deployment and adoption of high-speed Internet, also called broadband, and related technology at the local level. • Planning: ConnectKentucky supports the technology planning efforts of Kentucky’s executive branch, the Kentucky General Assembly and local community leaders. Additionally, ConnectKentucky provides technology consulting and research for Kentucky companies, communities, and government entities that are implementing technology expansion plans. • Public Policy: ConnectKentucky provides a centralized source for government affairs and policy planning related to technology-based economic development. • Networking: ConnectKentucky maintains a strategic alliance of technology-minded companies, universities, and government entities to share knowledge, ideas, and resources and to communicate with a clear voice on issues that impact Kentucky’s technological competitiveness. • Recruitment: ConnectKentucky works to proactively identify, recruit, and support entrepreneurs and technology-based companies to Kentucky. New Cities Morehead The City of Morehead and Rowan County were presented a unique opportunity to become a participant in the NewCities Institute. The New Cities Institute: seeks to define and promote the economic and social vitality of what we call the “New City,” regardless of its size or location. A “New City” is simply tomorrow’s city, including changes in the social and physical environment, the economy, and the children who will become its leaders. The Institute’s programs are offered to 23 strengthen local leadership, promote citizenship, and engage citizens in their communities to build civic capacity13. A series of community participation sessions were held at various locations around Rowan County to enable all citizens to have a voice in this process. Several hundred citizens took advantage of these opportunities to shape the plan for developing Rowan County’s future. A variety of issues were address, ranging from zoning concerns to maximizing amenities for tourists visiting Cave Run Lake and the Daniel Boone National Forest. Allowing citizens to actively participate in forums like these mobilize resources and create widespread buy-in to the process. Community involvement remained high across multiple public meetings as these citizens forged the groundwork for a comprehensive planning document. These suggestions, along with input from local officials, will be used to guide development in the city and county for years to come. Future NewCities activities will focus on developing this plan and putting it into action. Owingsville Downtown Revitalization Plan Upon being accepted as a candidate city into the Renaissance on Main program, the City of Owingsville identified the need to have a comprehensive plan to guide its downtown revitalization efforts. In 2005, Owingsville’s Downtown Renaissance Committee approved the final draft of a comprehensive planning document. The document provides a detailed plan for implementing sweeping changes to the downtown area while complementing the historical background of Owingsville and Bath County. The comprehensive plan is divided into three major phases with an estimated cost of nearly $1 million. Since the plan was announced to the public, several downtown property owners have implemented suggestions from the plan into their own privately-funded renovations. This represents nearly $750,000 of private investments into a more beautiful downtown Owingsville. As a result of the strong planning effort and the participation by the local community, the City of Owingsville recently received a $300,000 Transportation Enhancement grant to implement phase one of this sweeping downtown restoration plan. Gateway Water Management Plan The Gateway Area Development District, under contract with the Kentucky Infrastructure Authority, performs local water management planning activities with all water and wastewater utilities and units of local government within the five county Gateway Area Development District. The Gateway Area Regional Water Management Council provides oversight of the water management planning process. This Council is composed of representatives from Gateway Area water and sewer utilities, county judges, mayors, and representatives from the business community. Under the direction of Senate Bill 409, the Gateway Regional Water Management Council is responsible for planning for the development of necessary infrastructure 13 http://www.newcities.org/overview.html 24 to provide safe and affordable water and wastewater services to area citizens. Documentation of planning efforts is contained in the Gateway Regional Water Management Plan, which is available to the public Gateway Area Development District’s website at http://www.gwadd.org. City of Sharpsburg Economic Development Plan The City of Sharpsburg is a small city located in Bath County. In order to best assess the current economic situation of the city and identify resources to be applied in future development projects, the Bath County Fiscal Court applied for and received ARC Flex-E grant funds on behalf of the City of Sharpsburg for developing an economic development plan. This plan identifies several issues, such as creating community meeting space, raising the city’s visibility through landscaping and signage, and working to retain younger, well educated citizenry, will serve as the foundation of future development initiatives in Sharpsburg. A major issue identified in the plan was branding the city and using this to attract visitors. Thanks to a $12,000 Transportation Enhancement Grant, the City of Sharpsburg will be able to increase the visibility of the community through signage and landscaping along the major entrance route to the city. Montgomery County Economic Development Plans Montgomery County has two plans guiding its economic and social development activities. The first in an overall Action Plan for the county which was developed by a number of stakeholders including representatives from local government, industry, community organizations, and local religious groups. The plan identifies several goals and objectives for Montgomery County ranging from industry recruitment and retention to developing a community branding strategy to increase tourism. The plan also divides the tasks necessary to achieve these goals among the involved entities. The second plan targets industrial development specifically. The plan addresses physical development of the county’s industrial parks, upgrading the skills of the county’s workforce, and harnessing additional resources for economic development. Partners included in this plan include local industries, the Montgomery County School District, local vocational and community colleges, and representatives from the local medical community. Morgan County Development Plan The Morgan County Fiscal court has commissioned a county-wide economic development plan to assess current the current economic climate and to maximize resources toward defined future development. Agriculture has always been a major part of the region’s economy, and it still plays a major, and evolving, role. Along with agriculture, tourism is a major economic cluster that generates revenues for the region. Finally, high-tech research and development, not a sector usually identified with Appalachia, could potentially become one of the most important clusters in eastern Kentucky. Agriculture The face of agriculture in the Gateway region is changing. As tobacco production is phased out, farmers must look for new ways to generate revenue from their land. A shift toward livestock production is one of the major realignments in the agricultural sector. As livestock become more prevalent, additional support industries have appeared. Value-added agribusiness, such as herd control, processing, and marketing, located in the Gateway region has increased the profitability of local livestock producers. There is great potential for growth in this sector. As the production of tobacco has dwindled, many farmers have looked to new types of crops and products to increase revenues. Local farms now produce shitake mushrooms. Entrepreneurs in Montgomery County have invested in infrastructure for shrimp production. These products are then sold to local restaurants and retailers, which increases the value to the local economy. Ventures like these are essential to generating money and keeping it in the local economy. Agri-tourism, such as regional “barn and breakfast” routes for visiting horseback riders have also been touted as a way to generate additional cash flow from farm land. Farm owners who wish to participate join a cooperative that markets the venture and places occupants. Occupants enjoy a day riding on local trails and then stable their horses in barns while staying in the homes of participating farmers. This project would generate additional income for farmers and prove to be an attractive adjunct to the local tourism industry as well. Tourism The natural beauty of the Gateway region makes tourism a vital economic cluster in the local economy. The many tourist destinations located in the Gateway region draw thousands to the area each year, generating valuable revenue for the local economy. Cave Run Lake and Daniel Boone National Forest are two of the largest attraction in the region, drawing in thousands of visitors who spend millions of dollars. 28 However, the economic effect of tourism goes beyond affecting just the hospitality sector. The increased traffic generated by tourism provides additional marketing opportunities for local products. Artisans and producers of other items have come to depend on tourism-related transactions as part of their overall yearly sales. Some of these items, such as Ruth Hunt candies, have become major attractions, aiding in drawing tourists into the region. The rustic beauty of eastern Kentucky is an obvious backdrop for outdoor enthusiasts to pursue their activities of choice. The mountains, gorges, rivers, and lakes provide a place for adventure tourists to get away from everyday life and enjoy nature. However, despite having many pieces of the puzzle in place, eastern Kentucky still needs managed and sustainable development to harness its true potential as a world class adventure tourism destination. Using grant funds from the Appalachian Regional Commission, the Kentucky Department of Tourism commissioned a Eastern Kentucky Comprehensive Adventure Tourism Plan for an 18 county pilot area. The release of the Comprehensive Adventure Tourism Plan marked a watershed moment for adventure sports in eastern Kentucky. To build upon the findings and recommendations of the Comprehensive Adventure Tourism Plan, Gateway Area Development District received an ARC Flex-E Planning Grant to develop the Gateway Regional Adventure Tourism Plan for Bath, Menifee, Morgan, and Rowan Counties. These four counties were included as part of the pilot project area for the initial comprehensive adventure tourism plan. While Montgomery County, the fifth county in the Gateway region, was not a part of the pilot focus area, Gateway ADD staff decided to include Montgomery County in the planning project as a way of solidifying the regional planning efforts. High Tech Research and Development: “Silicon Holler” A third economic cluster is developing in the Gateway region. With the impending completion of the Morehead State University Space Science Center, one of only four institutions in the United States which offers a bachelor’s degree in space science, the Gateway region is ramping up efforts to attract the interest of high-tech companies. A plan to be lead by Morehead State University could spark a large amount of research and development investments in the Gateway region. A cooperative of state universities have announced a plan for Kentucky to become the first state in the nation to send a satellite into space. The endeavor, managed by Morehead State University, will set an exciting precedent in space research. In order to capitalize on the publicity and excitement created by this project, local leaders of Rowan County are promoting an area near Morehead State University, which has been dubbed “Silicon Holler.” If successful, this area could become a thriving economic cluster centered on technology that will provide high-paying, professional positions to the region. Not only will this help reduce unemployment and increase per-capita income levels, but it will also provide valuable tax revenues to local units of government. The development of this economic cluster will also provide much-needed diversification to the economy of the Gateway region, which has historically been dominated by agriculture and manufacturing/distribution. 29 5 Gateway Area Development District Comprehensive Economic Development Strategy Action Plan Goals and Objectives 1. To work with at least one regional project that impacts our five-county area through economic development or tourism and will enhance the quality of life for the citizens of the Gateway region. Objective 1.1 Participate in at least one meeting involving participants from different counties, sectors, and levels of government to identify viable projects to pursue. Objective 1.2 Serve as a liaison between local elected officials, state and federal representatives, and members of the private sector. 2. Work with at least one industry to either expand their current operations or to locate a new facility in our area. This project would create at least 10-15 new jobs. Objective 2.1 Coordinate efforts with local units of governments and/or local industrial authorities to identify local operations that are considering expansion or outside interests looking to potentially locate in the Gateway region. Objective 2.2 Work in conjunction with local units of government and interested private sector parties to identify possible locations for development/expansion and identify the strengths/weaknesses of each option (i.e. lack of wastewater treatment capacity). Objective 2.3 After receiving commitment to expand/locate from interested parties from the private sector, work with local, state, and federal governments to address deficiencies of prospective sites (i.e. expand wastewater treatment facilities to provide additional capacity). 30 3. Assist local water and wastewater systems to identify and profile projects to expand and upgrade the services which they offer to the commercial and residential customers in the Gateway region. Objective 3.1 Work with counties and water/wastewater systems to identify areas unserved by water and/or wastewater in order to plan and prioritize the use or current and future infrastructure resources. Objective 3.2 Work with counties and water/wastewater to identify the specific water and wastewater infrastructure needs of businesses and industries in order to maximize the potential for the expansion of current operations or the recruitment of new ventures. 4. Provide services to raise the standard of living for the elderly population of the Gateway region, which will allow them to live a healthier and independent lifestyle. EVALUATION: Gateway Area Development District has continued working with local elected officials and other stakeholders on the Cave Run Horse Trail Project to plan and complete an innovative horseback trail around Cave Run Lake. Given the growth in popularity in equine sports and the huge amount of attention attracted by the 2010 World Equestrian Games to be held in Lexington, this project has potential to draw valuable tourism dollars to the region and become a nationally renowned venue for horseback riding. Gateway ADD has facilitated meetings between local elected officials, state and federal representatives, and members of the private sector. Gateway ADD will continue working with all involved parties to bring the proposed project to fruition. The proposed project has the potential to attract visitors to the region, as well as supporting a number of ancillary business opportunities such as tack shops, lodging, and restaurants. This goal has been met and Gateway ADD will continue to strive to bring innovative new regional projects to fruition. Only by working together can our counties create prosperity for all citizens of the Gateway region. 37 GOAL: Work with at least one industry to either expand their current operations or to locate a new facility in our area. EVALUATION: Gateway Area Development District has continued working with one of the largest employers in Bath County to implement a facility expansion that will create as many as 60 new jobs. To facilitate this expansion project, a new wastewater treatment plant for the industrial park must be constructed in order to provide the necessary treatment capacity. Funding sources for the project include CDBG, EDA, ARC, and KIA. Construction is underway. Projects like these are important to the economic stability of the region. This period of economic recession has hit the Gateway region especially hard as major employers shed jobs. Any project which creates or retains jobs for the citizens of the Gateway region is extremely crucial. Additionally, an exciting development in Rowan County helped retain jobs at a local manufacturer. Simba USA, a manufacturer of custom towels, was acquired by Calloway Golf, a national leader in golf equipment. This acquisition kept over 15 jobs in Rowan County and provides a foundation for future expansion. 38 GOAL: Assist local water and wastewater systems to identify and profile projects to expand and upgrade the services which they offer to the commercial and residential customers in the Gateway region. Objective 3.1: Work with counties and water/wastewater systems to identify areas un-served by water and/or wastewater in order to plan and prioritize the use or current and future infrastructure resources. Objective 3.2: Work with counties and water/wastewater to identify the specific water and wastewater infrastructure needs of businesses and industries in order to maximize the potential for the expansion of current operations or the recruitment of new ventures. EVALUATION: The Gateway Area Regional Water Management Council has continued to pursue the extension of public water service to currently un-served areas of the Gateway Region during the past fiscal year. All of the counties in the Gateway Region are more than 90% served with public water service, with the exception being Morgan County. In the past year, the Morgan County Water District has been the recipient of more than $2.2 million of state Coal Development Grant funds. These funds have been used to extend public water service to approximately 207 households previously without public water service. The Gateway Area Regional Water Management Council will continue to pursue all available funding opportunities to ensure that all water utilities are maintained and able to provide quality drinking water service to residents of the Gateway Area. Several wastewater projects have been completed in the past year. The Morehead Utility Plant Board has completed several line extensions including projects to serve the Ellington Loop, Copperas Hollow, Christy Creek, and Hilltop Estates areas of Rowan County. The Mount Sterling Water & Sewer System has completed a Belt Filter Press project at its wastewater treatment plant. The City of West Liberty has had ongoing construction at its wastewater treatment plant that will increase the plant’s capacity to allow the City to serve future customers. While the region clearly met its goals for FY 2008-2009, there is still much work to be done. Gateway ADD will continue working with the Regional Water Management Council and local utilities to implement innovative projects to provide citizens in the region with clean drinking water and municipal sewer service. 39 GOAL: Provide services to raise the standard of living for the elderly population of the Gateway region, which will allow them to live a healthier and independent lifestyle. The services offered by the aging department are well utilized, and many programs have waiting lists. In addition to the proposed goals, the aging department continues to serve as a clearinghouse for the distribution of information to the elderly and serves as a referral source to other community based programs. The aging department has also received state funds to assist grandparents who are raising their grandchildren. This program has seen great success throughout the Commonwealth and particularly in the Gateway region. These services are vitally important to our most vulnerable citizens during these times of economic uncertainty. 40 GOAL: Increase the use of Geographic Information Systems (GIS) technology and applications by local units of government and regional stakeholders. Objective 5.1 To work with at least one unit of local government to expand GIS capability through an economic development or planning project. Objective 5.2 Use GIS to implement at least one recommendation from the Eastern Kentucky Comprehensive Adventure Tourism Plan. Objective 5.3 Assist at least three local utilities with data collection and geospatial analysis for system improvements. The Gateway ADD GIS Department has worked hard to ensure that GIS technology is used effectively by the stakeholders within our service region. The department is currently completing an EDA-funding project to map the MMRC Business Park as part of a marketing campaign for the park. The end result of the project is that businesses considering locating in the park will be able to web-based GIS technology to survey the available plots and take a 3-D tour of the entire park. The GIS department has also worked with all of the utilities in the Gateway region to collect geospatial data related to existing and proposed infrastructure features. This ongoing effort will aid in the everyday maintenance of the systems as well as serve as a power tool when identifying and planning for potential improvements. In order to maximize the impact of investments into our region, our water and wastewater systems must continue to harness the potential of GIS technology. The Appalachian Regional Commission awarded Gateway ADD planning grant funds to develop a Regional Adventure Tourism Plan. The planning project will use GIS for a variety of purposes such as determining adventure tourism destination zones and identifying the locations of resources. This project will provide a solid foundation for future adventure tourism-related projects. The Gateway ADD GIS Department has also completed projects which formed strong partnerships with local businesses. Businesses in Bath County pooled their resources to commission a comprehensive road map of the county.
