WELCOME TO OUR 20TH ANNUAL CONFERENCE
As chairs of the Tri-State Conference planning committee, it is our pleasure to welcome you to
the 20th annual Tri-State ASBO conference in beautiful Portland, Maine. This is a monumental
year for Tri-State as we celebrate 20 years of successful professional development.
The entire Tri-State Planning Committee has prepared a conference that will undoubtedly
provide opportunities to learn, network and sharpen your skills. We have listened to your
comments from past conferences and hope you will be pleased with the changes we have made
this year. We will once again be enjoying a boat ride to Peaks Island for a wonderful Lobster
Bake. Tickets will also be available to prolong your stay in Portland to see the Red Sox Double
A team, the Portland Sea Dogs, on Friday evening with food and fireworks.
We encourage everyone to take the time to visit with our very supportive vendors on Thursday
afternoon. They are a vital component which allows the committee to plan and put on this
incredible conference year after year.
The conference theme this year is in celebration of our 20th anniversary. We will spend some
time looking back at our history and those that have been along for the ride. Please make sure
you sign the poster board and let us know how many years you have attended this conference.
As school business officials, we are always in pursuit of higher levels of achievement in our
work of supporting Pre-K-12 education. This Tri-State conference offers something for each of
us that can contribute toward our preparedness to face new challenges and to be more effective
in facing the recurring ones.

Welcome to the 20th Annual Tri State ASBO’s Conference!
I am so pleased and so enthusiastic to have the opportunity to welcome you here to Portland on behalf of
Maine ASBO and all of our members. Portland is a vibrant city and I know you will enjoy your time here!
I look forward each year to the opportunity to spend a few days with all of you and to participate in
dynamic workshops, listen to engaging speakers and share stories from our schools. It is educational and
professionally gratifying to learn from all of you.
I’d like to thank you for all you do. Thank you. Truly. You make a difference every day.
It is very rewarding to work with so many school business professionals and the vendors who support us.
I am proud to see the vision and passion that you each bring to your work. I feel privileged to work with a
dedicated and caring group of professionals and I know that together we can influence, impact and meet the
challenges of operating and funding public education.
I hope you enjoy your time here in Portland, have a chance to focus on your own professional growth, and
on making valuable professional connections. I would like to extend a deep thanks to the Tri-State ASBO
Committee for all of your work this past year putting this conference together.

I’d like to personally welcome you to the annual Tri-State ASBO Conference. This year we are celebrating
our 20th anniversary! As I think back about each of the Tri-State ASBO conferences I have attended over
the last ten years, I am as amazed by the amount of work that the Tri-State Committee puts forth annually to
prepare and execute this conference as I am by the fact that many of the “faces” on this Committee remain
the same.
This conference is a time for school business officials to obtain professional development and network
with colleagues. This year, our theme is A Score of Success! Our agenda items include something for
everyone. I can assure you; you will learn something new and be reminded of something you had forgotten
during this conference that will make you more successful in your career and glad you attended. Take
a look at the agenda enclosed, register online for the conference, and schedule some much needed time
away from your office!
I would like to thank each of you, in advance, for attending the 20th Annual Tri-State ASBO Conference.
As school business officials, you have the vision, the knowledge and the experience to move our school

It is my pleasure to welcome you to the 2012 Tri-State Association of School Business Officials 20th Annual
Conference. I would like to commend the members of the Tri-State Planning Committee for all of their
hard work in bringing this important professional development opportunity to fruition every year. It is a
mammoth undertaking which requires a great amount of time and effort on the part of committee members.
This year’s conference is in one of my most favorite places in New England; Portland, Maine. It will
provide a great environment for all attendees.
I am always amazed at the diversity of programming that Tri-State offers to attendees. Timely presentations, great
keynote speakers and the ability to network with a diverse group of colleagues from school districts throughout
New Hampshire, Maine and Vermont is what makes Tri-State a great professional development value.
I have been attending Tri-State since I started as a business administrator in 1999. It is the event on my

REGISTRATION PROCEDURES
1. Registration for the Conference and for post conference activities must be done online.
2. Log on to www.tristateasbo.org and follow the instructions.
3. Hotel and commuter meal reservations must be done using forms provided by the Holiday Inn.
There is no online registration. Forms for this purpose may be downloaded from the Tri-State
ASBO website.
4. The Conference Registration Fee is $150 –What A Bargain!!
5. The Guest Program fee of $60 includes Wednesday night’s lobster dinner!
Guest Program
Welcome back to the historic seaport of Portland, Maine and the Tri-State ASBO Guest Program. This
year is a special one as we celebrate our 20th annual conference with an equally special guest program.
Join our hosts for events that will cover three venues over two days. On Wednesday evening we will
once again take the ferry to Peaks Island for the traditional Lion’s Club Lobster Bake. On Thursday
morning we will meet in the lobby at 10:30 am, walk around the corner from the hotel to take a tour
of the Victoria Mansion. You will be returning to the hotel for lunch on your own. After lunch at 1:15
pm, we will meet again in the hotel lobby to catch a shuttle to the Old Port section of Portland for the
third event, an hour long tour on a Down East Duck Boat. Advanced on-line registration only, space is
limited for some events.
HELPFUL HINTS FOR A
SUCCESSFUL CONFERENCE
•As the conference will have activities outside the hotel, be sure
to pack appropriate clothing and an umbrella to be prepared for
whatever the weather may be. (though we are hoping for a
warm and sunny forecast).
• The proper attire for most of the conference is office casual.
• The Thursday evening banquet, a professional attire would
be appropriate.
• Please notify the hotel if you require a special diet.

ASBO INTERNATIONAL REPRESENTATIVE
Brian Mee, ASBO President
Brian Mee, Assistant Superintendent for Business Services for the Pendergast AZ
ESD has over 25 years of school business experience and has been with the District
since 2002. Prior to Pendergast, he served in the capacity of Chief Operations
Officer for ABS School Services, a charter school business management company.
Brian has also served as Assistant Superintendent of Business and Technology
Services for Murphy ESD, Coordinator of Facilities for Cottonwood-Oak Creek
ESD, and Director for Child Nutrition Services for Showlow USD.
Brian has been an active member with the Arizona Association of School Business Officials (AASBO)
for over 25 years. He has chaired several committees, made numerous presentations at workshops, and
served on the board for six years including as President in 1999. He is a sixteen time recipient of the Gold
Award, three time recipient of the Member of the Year Award and AASBO’s highest honor, the Bill Lovett
Award. Brian has also been an active member with Association of School Business Officials International
(ASBO International) for over 20 years where he has served as Vice Chair of the Professional Development
Committee, on the Certificate of Excellence Committee, Meritorious Budget Award Committee, Legislative
Aspects Committee, the Leadership Development Task Force, Professional Development Task Force,
Chaired the Ambassadors Committee, Bi-laws Committee and is the 2012 President of ASBO International.
Brian currently serves on the Board of Trustees for the Arizona School Risk Retention Trust and School
Construction Insurance Pool. He also is and a co-member of the School Finance Advisory Committee and
serves on the ASA Education Services Committee.
Brian has received a Certificate of Excellence in Financial Reporting awarded by the Association of School
Business Officials International and Certificate of Excellence in Financial Reporting from the Government
Finance Officers Association for each of his years with Murphy and Pendergast. For the last seven years,
Brian has been the recipient of the Meritorious Budget Award from ASBO International and for the last
eight years has received the Distinguished Budget Award from GFOA. These are the highest awards a
school district can receive for excellence in budget preparation and presentation.
Brian graduated from Montana State University with a degree in Parks and Recreation Management and
has a M.Ed. from Northern Arizona University in Education Leadership. He teaches school business and
finance classes for Arizona State University, AASBO and ASBA.

A Phi Beta Kappa graduate of Vanderbilt University, Jeff
began his career as a high school English Teacher before
following his father Rex Havens (RexHavens.com) into
the world of stand-up comedy, where he worked with
some of the brightest lights in American comedy and
honed the art of engaging audiences through laughter.
But his impulse to teach never faded, and soon he began
looking for an avenue to combine both of his passions
into entertaining and meaningful presentations.
The results are Uncrapify Your Life!, How to Get Fired!,

What’s new? Have you recently upgraded to Office 2010? Thinking about whether you
should make the change? During this session, the instructor will provide an overview of
what’s changed in Word, Excel, Access, PowerPoint, Publisher and Outlook.
2. CLOUD COMPUTING-PRODUCTIVITY 2.0- TAMING TECHNOLOGY
TO MANAGE YOUR LIFE
Presenter: David Trask, Oakland School District
This session will be lead by David Trask. In the session we’ll explore the use of online
collaboration tools such as the Google suite of applications (Google Apps)…Google Docs,
spreadsheets, presentation, and forms…Zoho Office, Evernote, Dropbox, as well as a range
of others. Participants will be given the opportunity to use these tools during class as well
as learn how to set up “Google Apps for your domain.” In today’s digital society, portability
and collaboration are easier than ever before. Work with groups of people from around the
state/nation/world in a collaborative fashion without ever leaving your office. Make phone
calls, send text messages and broadcast messages to your team using Google Voice. Share
documents with others at the click of a button. Give presentations online! Come and learn
how to make yourself and your team more productive with “cloud computing!”

3. “ENERGY MARKETS, PROCUREMENT, GREEN AND SUSTAINABILITY
STRATEGIC PLANNING”
Presenter: Jon Sorenson
The deregulated energy markets are more complex than ever with the addition of new
tariffs and the added focus on renewable and/or green/clean technology. Jon Sorenson,
Competitive Energy Services managing partner, will provide a detailed energy market
overview, explore energy product procurement, review regulatory developments, provide
an overview of green and renewable initiatives and discuss strategy development and
implementation. His program targets businesses, institutions and large end-users, and is
appropriate for mid to high levels.

1. EXCEL SESSION I: CREATING CHARTS AND WORKING
WITH MACROS
Presenter: Connie Hyslop
During this workshop, participants will learn to create different types of charts including
column, stacked, line and pie charts. Attendees will learn to work with embedded charts
and chart sheets, understand chart components, move or resize an embedded chart, add new
information to a chart, customize the chart axes, legend, title, data markers, gridlines, plot
area and add notes or arrows to a chart.
2. IPADS/APPS- ALL YOU WANTED TO KNOW AND MORE!
Presenter: Peter Robinson, Auburn School District
The Auburn School Department began an initiative this school year to provide iPads to all
its kindergarten students. Come to this session to hear about this innovative initiative and
how it’s doing in the first year of implementation. We’ll also take a look at the latest and
greatest in iPad/iPhone/iPod Touch apps for productivity, learning, and just plain fun!
3. IS IT AUDIT TIME ALREADY???
Presenters: Steve Plodzik and Sheryl Pratt
Back to basics- In this session we’ll cover a number of topics including what you need to do
to prepare for the annual audit and what is different about a “single” audit of Federal Funds.
We’ll also cover things like what constitutes an encumbrance, what are allowable reserves
and what are common “audit findings.”

Two experienced public sector negotiators will discuss effective collective bargaining
strategies and options and how negotiated settlements are occurring during these trouble
times. ASBO members will be encouraged to raise issues and participate in these discussions.
WEDNESDAY
This workshop is designed for people who manage lists in Excel. Participants will learn
how to use Excel database features including sorting information; use a list as a database;
filter data to show specific record and calculate automatic database subtotals and totals.
The presenter will show how pivot tables are used to summarize and analyze database
information. In addition, conditional IF statements and Vlookup formulas will be covered.

DWAYNA M. COVEY, M. ED
Ms. Covey is a graduate of the Institute for Professional Empowerment Coaching. She is also a Certified
Laughter Leader. She is a member of the Coaching Center of Vermont, the Association for Applied
Therapeutic Humor, and the International Coach Federation. She has also been a high school guidance
counselor in Bradford, Vermont. She writes a weekly column “A Dose of Dwayna” in the Bridge Weekly, a
local newspaper in the Bradford, VT/Woodsville, NH area.
Dwayna is passionate about supporting individuals and groups on their paths to positive communication
strategies, health work environments, and international career choices. Her enthusiasm, authenticity, and

JON F. SORENSON, COMPETITIVE ENERGY SERVICES
Jon Sorenson is the managing partner for Competitive Energy Services (CES), an independent energy
services firm headquartered in Portland, Maine. He leads a team that manages more energy than any other
third-party entity in New England, and is one of the top firms recognized nationally. His experience is vast
and runs the gamut of the energy industry which includes consultation of all energy products including
electricity, natural gas, oil and bio-fuel products; procurement, coversion, and laternate feneration analysis,
strategy development, green assessment and implentation, and regulatory work throughout the US and
Canada. Mr. Sorenson is on the Board of Directors of the New England Canadian Business Council and cochairs the NECBC Energy Conference, considered one of the top energy conferences in North America. Mr.
Soreson is a graduate of the University of Maine with a degree in economics and finance and serves on the
Board of Directors of the Alumni Association (UMAA), on the Board of Advisors for the Engineering School
and is Chairman of the Board for the School of Business, Public Policy, and Management and Health. He
was recently recognized by former University of Maine President and now current President of Connecticut

Massie oversees the Department’s outreach to education associations, foundations, think-tanks, and
the business community. Appointed in April 2009, he joined the Obama administration from his job
as Communications Director at the Center for Responsible Politics (CRP), where he served as Chief
Communications Strategist for the nonpartisan watchdog group and its award-winning website,
OpenSecrets.org. Before CRP, Massie served as vice president of Sugerman Communications Group in Los
Angeles, where he represented a number of clients in the education field, including charter schools, school
districts, and universal preschool advocates. Massie began his career as a reporter for the Los Angeles
Times, covering local education issues, the 2000 presidential campaign, and L.A. City Hall. He received
his Bachelor’s Degree in politics from Princeton University. A native of Richmond, VA he and his family
live in Washington, D.C.

STEPHEN D. PLODZIK, DIRECTOR
Stephen D. Plodzik is one of the two founders of Plodzik & Sanderson, Professional Association, which
was founded in 1975. He is a Director and Officer of the firm, which presently audits over 150 New
Hampshire governmental entities annually.
Mr. Plodzik has served on numerous state-wide committees to advance governmental accounting, including:
• New Hampshire Department of Education Handbook 11-R Advisory Committee, on two occasions, to
revise school accounting and financial reporting
• New Hampshire Supreme Court Judicial Planning Committee to revise the Court’s accounting system
• New Hampshire Government Finance Officers Association Committee responsible for developing the
present accounting manual utilized by town/city governments
• New Hampshire School Boards Insurance Trust Committee, which published the guide for development
of an LEA general fixed asset accounting system
• Mr. Plodzik received his Associate Degree in Accounting from New Hampshire College. He is a licensed
public accountant and holds the AICPA certificate of educational achievement for governmental
accounting and auditing. His professional and civic activities include:

SHERYL A. PRATT, CPA, DIRECTOR
Sheryl A. Pratt has been a governmental auditor with Plodzik & Sanderson, P.A. since 1991, and has been
a Director and Officer of the firm since 2005. During this time, she has performed audits of the financial
statements of towns, cities, school districts, school administrative units, village districts, water precincts,
federal grant programs, and special governmental entities. She has been a presenter for many organizations
on various topics related to governmental accounting. Mrs. Pratt has assisted the N.H. Tax Collector’s
Association with the preparation of training materials, and has worked with the N.H. Government Finance
Officers Association training committee.
Mrs. Pratt received her Bachelor of Science Degree in Accounting from New Hampshire College and her
Bachelor of Science Degree in Business Management from Plymouth State College. She is a licensed
Certified Public Accountant in the State of New Hampshire. Her professional activities include:

CONNIE HYSLOP
Connie Hyslop is President of Hyslop and Associates, and has been teaching computer applications for
over 25 years. She specializes in providing quality training to small groups, in a friendly environment
where each person receives individual attention. In August of 1998 she opened a computer training school
in Laconia, New Hampshire where she offers a wide variety of computer workshops to businesses and the
general public.

DAVID TRASK,TECHNOLOGY DIRECTOR/TEACHER
I wanted to tell you a little about myself so you have an idea of who I am and where I come from. I’m a school
technology director and teacher here in Central Maine. I’ve been a classroom teacher and/or a technology
director for nearly 25 years. During that time, I have amassed quite a bit of “real world” knowledge that
I’ve been able to share with the world. Nine years ago I founded the FOSSED conference (formerly NELS)
in Maine which was designed to provide real hands on experience for teachers and techs to learn more
about using Free and Open Source Software in Education (hence FOSSED). We draw from all over the
Northeast and even all over the country. We have teams of folks who attend from Wisconsin, Michigan,
Kentucky, Florida, Iowa, Georgia…and more! In addition to the FOSSED conference, I’ve presented at
conferences in Seville, Spain…visited the Andalusia government Linux in schools project…presented at
Google headquarters…several conferences in VT, MA, NH and ME…and more. I presented at and received
the NCOSE Award at the K-12 Open Minds conference in Indianapolis in the fall of 2009. Last but not least,
I’m the 2007 Maine Technology Educator of the Year. *blush*
BUT…first and foremost, I am an educator. Each day I work with kids, teachers, and technology…and I
love my job :-)
DANIEL ROSE, ESQUIRE
Dan Rose, co-chair of Drummond, Woodsum & MacMahon’s Labor and Employment Group, is listed in the
2009 Best Lawyers in America for employment and labor law. He is also listed in Chambers & Partners USA,
an independent guide to the top lawyers in the United States, as one of Maine’s top labor and employment
lawyers. His practice focuses on the representation of private and public entities in employment and labor
matters including compliance with discrimination laws, wrongful discharge, wage/hour issues, workers’
compensation discrimination, litigation and negotiations. He is active in representing employers before various
federal and state agencies, including the Maine Human Rights Commission, the Unemployment Compensation
Commission, and the Maine Labor Relations Board, as well as in arbitration and employment law trials in both
federal and state courts.
MATTHEW H. UPTON, ATTORNEY
Matthew Upton of Drummond Woodsum has been representing schools, cities and towns for nearly 20
years, specializing in employment matters, labor relations, general school law, and municipal law. He
routinely defends schools and municipalities before the New Hampshire Public Employee Labor Relations
Board (PELRB). He has also served as the Chairman of the New Hampshire Board of Claims, appointed by
the Chief Justice of the New Hampshire Supreme Court (1994-2009). Matthew is the son of the late Richard
F. Upton, who was regarded by many as New Hampshire’s original school/municipal lawyer.
Upon graduation from law school, Matthew served as a law clerk at the New Hampshire Supreme Court,
where he was directly involved in some of the most important school law decisions including the Appeal
of the Sanborn Regional School Board, 133 NH 513 (1990). He was also instrumental in successfully
defending a school district in the “guns in the yearbook” case which drew national attention. In addition,
Matthew has handled establishment clause cases involving the interaction between religion and schools.
Matthew has successfully defended cases in the United States First Circuit Court of Appeals, United
States District Court for New Hampshire, New Hampshire Supreme Court, New Hampshire Superior
Court and the New Hampshire Department of Education. His has also presented at numerous conferences
on topics such as, Conduction Investigations of Employee Misconduct, Right to Know Law, and Collective
Bargaining 2008.

MEET THE PRESENTERS
As a municipal attorney, Matthew has represented communities in large scale development including a
recent project involving the development of a 650,000 square foot Outlet Mall in southern New Hampshire,
obtaining significant financial considerations for his client. He has also defended numerous zoning and
planning cases with excellent results. Given his prior experience as a Town Administrator for two New
Hampshire towns, Matthew thoroughly understands how important it is that legal advice provides practical,
timely and efficient solutions.
ROGER P. KELLEY, CONSULTANT, LABOR RELATIONS AND
CONFLICT MANAGEMENT
Roger Kelley in a non-lawyer labor relations/conflict management consultant and has served as Co-Chair
of the Drummond Woodsum’s public sector labor and employment group. He has been a member of
Drummond Woodsum since 1989 and has represented many public and private sector clients in negotiations,
grievances, arbitrations, and labor board proceedings. Roger has a well developed and growing practice in
the field of conflict management and also served as a mutually selected chairperson for labor management
committees pertaining to employee relations.
Roger has participated in the Harvard/M.I.T./Tufts Negotiations Project and has an active practice in
alternative approaches for resolving personnel conflicts in non-union and union.
STEPHEN L. BOWEN, COMMISSIONER OF EDUCATION
Commissioner Bowen taught social studies in middle and high schools for 10 years in Fairfax County,
Virginia, (1997-2000), where he was part of that state’s development of a standards-based approach to
education. After Fairfax County, Commissioner Bowen started teaching in Camden, Maine at CamdenRockport Middle School where he taught social studies. He was teaching there when Maine’s middle
school laptop program was first implemented.
In 2002 he was elected to the first of two terms in the Maine House of Representatives, representing
Camden and Rockport. In 2007, he joined the Maine Heritage Policy Center, a Portland-based public policy
think tank as an education policy researcher and analyst.
Earlier this year he became Gov. Paul LePage’s senior policy advisor on education, and two months later
was named the Commissioner of Education.
Commissioner Bowen embarked almost immediately on a listening tour, visiting schools and meeting with
superintendents, teachers, students, parents, and others. He and the team at the Department of Education
are currently at work on a series of education reform initiatives which will be put forward during the next
legislative session.
DR. JAMES C. MORSE, SR.
Dr. Morse has been a student advocate and educator for 32 years. He has taught Art in grades K-12, taught
summer school reading, has been a principal at the elementary, middle and high school levels, and an
Assistant Superintendent as well as Superintendent of Schools. He has served as Superintendent in the
Messalonskee School District (MSAD 47) in Oakland, Maine for the past 12 years.
Dr. Morse was born and raised in Portland and grew up on Adams and Oxford Streets. He graduated from
Portland High School in 1973. After graduation he attended the University of Maine at Orono where he

earned a Bachelor of Arts Degree. In 1987 he earned a Master’s in Education from UMO and in 1996 he
earned a Doctorate in Educational Leadership from the University of Sarasota.
He has focused his career on opening up opportunities for all students to succeed. While superintendent
in Limestone, he partnered with the town and state in the creation of the Maine School of Science and
Mathematics (MSSM), Maine’s only public charter school of choice. During his tenure as superintendent
in Messalonskee drop-out rates have remained very low, struggling students have had programming options
expanded, college placement rates have increased, all day Kindergarten and four year old programming
were enacted, a comprehensive technology program was developed, and a systemic and continuous focus
on literacy best practices was instituted PK-12.
Dr. Morse believes that research driven decision making, a dedicated workforce, high expectations, strong
student/staff relationships, a relevant curriculum and common sense are all critical elements necessary in
order to achieve success for all students.

MT. ARARAT HIGH SCHOOL JAZZ BAND
The Mt. Ararat High School Jazz Band, under the direction of Allen Graffam, is made up of selected students
from the Mt. Ararat Concert Band and Wind Ensemble. The students rehearse one evening per week for
which they receive academic credit. The group performs at school concerts and throughout the community
including tour performances at local elementary schools, retirement villages, and various other community
functions. Last year, the group was invited to perform for the Maine State Principals Association Honors
Luncheon and Awards Ceremony.
THURSDAY NIGHT ENTERTAINMENT:
PORTSMOUTH BRASS ENSEMBLE
The Portsmouth High School combined brass and woodwind ensemble, under the direction of Steve Cirillo,
is made up for members from the PHS Band program. This year its 40 members have been very busy
entertaining at numerous events throughout the Holiday season in the seacoast area. The group’s primary
purpose is to give back to the community through performance, sharing their joy of music.

2011 CONFERENCE IN REVIEW
“A GLIMPSE AT THE FUTURE”
“Wisdom looks back, Fear looks around, Opportunity looks
ahead…” In keen awareness of those words, the Stoweflake
Mountain Resort in Stowe, Vermont was the setting for Tri-State
ASBO’s conference in 2011. For the 9th time in 19 years the
conference has been hosted in Vermont, beginning with the first
three conferences on the shores of Lake Morey, followed by
others in the Green Mountain ski areas of Killington and Stowe.
Each brought with them topics that reflected an element of our
collective experiences as business managers, an anxiety of the
collective challenges that existed at the time and the optimism
that with the knowledge we willingly share in our profession, we
can serve our districts all the better next year.
With a theme of “The Trouble With The Future Is, It’s Not What It Used To Be!”, the conference began
on Wednesday, with the first day being dedicated to governmental reform and initiatives. Living through
exponential change during extraordinary times has us at a pace in our positions that constantly finds us
keeping up with the activity of local, state, and national events. Certainly the future (good or bad) is
determined by activities in our states’ capital cities and, more imposing, by activities in Washington DC.
One of the biggest issues coming out of Washington in recent years, affecting all age groups, all employers
and all employees is the proposed change to a federal government run single-payer health insurance system,
with pros and cons on all sides as the bitter debate continues and all individuals trying to “crystal ball”
how the debate will finally resolve itself. Our opening presentation, following opening ceremonies and
welcomes, was done by Chris Stevenson, from the law firm of Drummond, Woodsum & MacMahon.
He spoke in the general session to the hurdles of healthcare reform and how schools can clear them. The
presentation dealt with the newly mandated reforms and their implementation over the next 5 years, the
compliance necessary to be done by school employers, and the options that schools have in regard to all the
reforms. Keys to the hot topics include adult children, highly compensated employees, and grandfathered
health insurance plans.
The morning break-out sessions were continuing the impact to schools related to situations created by
government “interference” to budget constricted towns and schools. Ty Gagne of Primex3 presented a
session dealing with the effects of disruption based on governmental,
district, and interpersonal levels, stressing the risks districts MUST react
to and the importance of complying with unfunded mandates.
The evolution of the national healthcare program was addressed by Kevin
Goddard, a Vice President from Blue Cross Blue Shield of Vermont. It
attempted to predict the future by exploration of the healthcare legislation
and its current status and the possible future requirements that may affect
public employers.
The last of the morning break-out sessions was a panel discussion by
the Tri-State members who have had to deal with a federal audit based
on receiving funds under the ARRA stimulus program. This was a great

opportunity for attendees to understand the future and know what to expect should a federal agent come
knocking at the door, possibly unexpectedly, saying “Hi, I’m from the US government and I’m here to help
you by seeing how you have accounted for the funds we gave you.”
Following a hearty lunch, the conference continued exploring its daily theme of governmental initiatives
with three concurrent sessions in the afternoon. Fran Reina of the IRS spoke to new developments in
payroll administration, especially in relation to potential rules for health insurance and COBRA, electronic
equipment, social security, fringe benefits, record keeping and reporting.
At the same time, Steve Plodzik and Sheryl Pratt from Plodzik and Sanderson, PA returned to the conference
to discuss “the good, the bad, and the ugly” accounting issues such as, student activities and fraud and its
prevention. Both of these sessions by Fran Reina and Steve Plodzik were repeated later on in the afternoon.
Gary Marx, a returning presenter from a few years ago, and President of the Center for Public Outreach, a
think tank organization that studies data to look forward, led an interesting discussion on public education,
rethinking its purpose and the balance between student standards and assessments and the need of education
to give the student the knowledge to function in this fast changing world.
In addition to the repeat sessions, the afternoon concluded with a presentation by Tom Frank of the Social
Security Administration to inform attendees of the future changes of rules and regulations to retirement,
disability, and Medicare based on recently enacted legislation and the future direction of the programs.
States were given time to meet as a state organization
prior to dinner. Dinner was enhanced by the after meal
entertainment of MARKO the magician, a world class
performer whose tricks defy reality. Who can forget the
ripped dollar serial number in the closed M&M peanut
bag or the switching of a number of cards that were being
sat on, without moving or touching the participants?
People remember how things have changed and how
many major exponential changes have occurred in our
lifetime. Remember when Thomas Watson, the chairman
of IBM, in 1943 gave an address stating, “There is
probably only a market for 5 computers worldwide”? So,
following an opening welcome from Armando Villaseca,
Vermont Commissioner of Education, the theme of exponential change was carried on with another Gary
Marx session on a sustainable future, talking trends and forces in society and concluding that the question
is not “when will things get back to normal”, but rather, “what will the new normal look like”.
Thursday morning was a busy atmosphere of learning. David Trask led a popular session on Cloud
Computing and the digital society with portability and collaboration world-wide. Peter Robinson facilitated
a “Skype 101” session to aid in better understanding of the popularity of videoconferencing. Planning for
school emergency operations, with so many possible scenarios to consider, is a nightmare task for school
business managers and a fine presentation of various models was delivered by Dr. Sony Shepard.

The shorter sessions in the morning were led by Winton Goodrich of the Vermont School Boards Association
who spoke to policy matters to react to potential future problems with cell phones, credit cards, email, and
purchasing issues. Stan Farniarz facilitated a current and important session on how to hedge energy costs
in the future, considering all factors such as time and price and past data to make intelligent decisions.
Marian Kenseth also presented on the processes for E-rate funding, uses of E-rate funding for equipment
and services, and the coordination of E-rate to supply needed funding to schools in the future. Meanwhile,
Carol Bartlett had planned and led an “expedition” for attendee guests to the Burlington area for a day of
rest and relaxation.
After an always entertaining and learning experience by Dan Rose, following lunch, the vendor exhibit
commenced and was so very well attended. It was, as usual, a big success for all attendees and displaying
vendors. Some 60 vendors chose to join us, and so many have attended and supported this conference from
the beginning that a huge “THANK YOU” goes out to all who have attended, whether at one conference or
at nineteen. The conference success is due in a large part to the vendor support and is greatly appreciated by
all who have worked to put this conference together.

attended, as usual, and thanks go to
Erin Green, the ASBO International
representative from Wisconsin, for
her attendance and participation.
The North Country Union High
School Acapella Choir (Newport,
Vermont) performed like pros.
What a pleasure it is to have the
opportunity to enjoy exceptional
performances
made
possible
by the commitment of teaching
professionals. The dinner was
capped off when the scholarship
committee randomly chose a school
district in each state to award a $500
gift to 3 seniors to use to pursue post-secondary education in the field of business management. Then,
dancing the night away to the rock ‘n’ roll oldies of the Galusha Hill Gang was a fitting close to a busy day.
The conference concluded on Friday May 20, 2011 with a look at state and national economics as a
future trend. Dennis Delay, the Deputy Director of the New Hampshire Center for Public Policy Studies,
spoke on the economic outlook for Northern New England. His discussion provided an analysis of what
is happening and what is predicted to happen in the future economic world of New England based on
trends and data.
As is the Tri-State tradition for 18 prior conferences, the 19th conference ended on a high note with a fun
keynote speech given by Murray Banks, a former Vermont physical education teacher, Vermont Teacher
of the Year, and a Masters World Champion skier. It was his speech title that was used as the basis for
the conference theme. Thank you to Murray for allowing us to use it. Murray presented many useful
motivational skills to be agile, resilient and adaptable in the future.

A common theme of the keynote speech, and the common thread
throughout the conference, was one that we all can appreciate today
and need to take back home following the conference, was that: “the
illiterate of the future are not those who cannot read or write, but
those who cannot learn, unlearn, and relearn!”
The future may not be what we expected it to be 5 or 10 or 25 years
ago, but it is hoped that this conference shed some light on dealing
with it now and tomorrow. The Tri-State Planning Committee
hopes this 2011 Conference Review will entice you to join us
as we celebrate the 20th Annual Conference, the 2012 Tri-State
Conference, in Portland, Maine on May 16 -18, 2012.
