PRELIMINARY REVIEW APPLICATION
Prior to applying for preliminary review by the Village Board, the Applicant should schedule a meeting with the Department
of Development & Planning Services to discuss the requested relief.
The purpose of a preliminary review is to broadly acquaint the Village Board with the applicant's proposal and to provide
the applicant with any preliminary views or concerns that members of the Board may have at a time in the process when
positions are still flexible and adjustment is still possible. At the meeting at which the preliminary application is
considered, any member of the Board of Trustees may make any comments, suggestions or recommendations regarding
the preliminary application deemed necessary or appropriate by that member; provided, however, that no final or binding
action shall be taken with respect to any preliminary application. Nothing said or done in the course of such review shall
be deemed to create, or to prejudice, any rights of the applicant or to obligate the Village Board, or any member of it, to
approve or deny any formal application following full consideration thereof as required by this Code.
The following materials are the minimum required for the processing of a preliminary review by the Village of Northbrook’s
Board of Trustees. There is no filing fee for the preliminary review; however, review of a submitted formal application will
require payment of a filing fee(s). If you have questions regarding the completion of this process contact the Development

DESCRIPTION OF EXISTING PROPERTY:
The subject property consists of four existing parcels; 3000, 3040, 3080 Willow Road and 3061
Highland Road. The four lots are contiguous to one another and located between Landwehr and
Pfingsten Roads. The total area of the four parcels is approximately 5.33 acres.
Two of the four parcels are located within the Village of Northbrook limits (3000 Willow and 3061
Highland). These parcels are zoned R-1. The other two parcels (3040 and 3080 Willow) are located
within the Village of Glenview limits, and have a residential zoning designation. The subject property
is surrounded by properties in residential zoning districts, with exception to the Synagogue located to
the west. The Village of Northbrook Comprehensive Plan calls for single family residential uses for
the
property.
PROPOSED PROPERTY USE & ASSOCIATED IMPROVEMENTS:
The proposed development includes 24 single family residences, with product ranging from 2,4253,050 SF of livable space, on average. Samples of typical product elevations are enclosed for
reference. Access is proposed via extension of the existing Jasper Court right-of-way. In keeping
with the Willow Road Corridor Agreement, there will be no proposed curb cut or roadway connection
to Willow Road. Landscape screening will be incorporated as a buffer between properties to the
north, as well as Willow Road to the south. Stormwater management requirements will be met
through an on-site detention basin and storm sewer network. Water main and sanitary sewer
extensions are proposed for utility service to the 24 units. Proposed asphalt roadway would be
approximately 27’ in width, and would be placed within a public right-of-way. An entrance monument
feature would be incorporated to enhance the identity of the subdivision.
