But really, it boils down to three things: 1. We’ve made sure our bricks and mortar are in place to meet our member’s needs, wherever they live; 2. We’ve stayed on top of new technology and made sure we’re seizing every opportunity to help our members connect and communicate; 3. But most importantly, we’ve invested in our human potential. After all, that’s what is going to make or break an organization like ours: our ability to harness the energy of good people.” From President Peter Olfert’s speech to Convention, October 24, 2008 This publication is our chance to catch you up with what your union has been up to over the last year: where your dues were spent; some of our key fights and challenges; the progress we’ve made and plans for the future. In October, we had one of the most dynamic and well-attended Conventions in our union’s history. In this report, we’ve summarized for you much of what delegates heard over two days in downtown Winnipeg. You’ll read about the new offices we’ve opened in three Manitoba communities; about what’s gone on at bargaining tables throughout our province; about the ways your union is building a union that is strong enough and forward-thinking enough to build better workplaces for all members, and a better world for our families. I encourage you to take a few minutes and keep yourself informed. During these challenging economic times, it’s more important than ever that each and every one of us has a handle on both our collective challenges and opportunities. Today, you have every reason to feel proud of your union, to feel thankful for the hard work of nearly two thousand activists who volunteer their time and their talents day in and day out. That’s why we’ve expanded our staff rep team in the last couple of years…” -Peter Olfert, Convention 2008 As always, negotiations were job one for the MGEU in 2007/08, with about 25 contracts ratified throughout the year. The following is a brief summary of our efforts at the bargaining table. Nurses, Social Services, Corrections Make Civil Service Gains • The government finally recognized that “a nurse is a nurse is a nurse” in the fall of ‘08 and agreed to implement wages and hours of work for civil service nurses that are consistent with those of other Manitoba nurses. In the coming year, we will continue the fight on behalf of those nurses working for Crowns and the WRHA, whom the government has yet to recognize with equal pay for equal work. • After voting to take their negotiations to arbitration, the Corrections Component helped achieve a significant win for all civil service members. In the award, Arbitrator Werrier ruled that the MGEU has the right to negotiate and arbitrate provisions of the Civil Service Superannuation Plan, giving members more control over their own pension plan. • With funds set aside during the last round of negotiations, the union has successfully negotiated pay scales for a new Social Services classification series. As a result, social workers, economic security counselors, and others were slotted in the new series, with the vast majority receiving significant wage increases. Home Care Workers and Proctors on Way to Achieving FTE Positions For many years, home care workers and proctors have not had the same guarantee of hours that other workers have. This past year, after many rounds of negotiations, the union finally achieved a Memorandum of Agreement in the Nor-Man Region to convert Northern home care workers and proctors into full-time and part-time positions. The union and the Winnipeg Regional Health Authority have adapted this Memorandum and launched a pilot program in the Fort Garry area, bringing full-time equivalent positions to over 150 home care workers. It’s anticipated that this pilot will be successful and form the basis of a roll-out of FTEs throughout Winnipeg. Members at Smaller, Not-For-Profit Agencies Fight for Fairness The union fought hard for many community social service agencies, such as the St. Amant Community Residential program and Project Neecheewam, who receive the bulk of their funding through government, but there remains much work to be done. The Province often deals with these organizations using a cookie cutter approach – i.e. they provide tiny operating increases to be used for everything from operations to benefits – which makes negotiating decent wages and benefits for our members extremely difficult. In the coming months, the MGEU will be pushing hard to make sure the Province adequately recognizes the vital work performed every day by members at these agencies. HCSS still at table, MPI to vote on offer At date of printing, more than four thousand Health Care Support Services members remain in negotiations, while nearly 1,500 Manitoba Public Insurance members are set to vote on a final offer recently tabled by the employer. contact 2008 annual report Supporting Informed and Democratic Union Leadership 2 2 EDUCATION YEAR-IN-REVIEW “For an organization like ours – member-based, democratic, diverse – our activist network is our lifeblood.” -Peter Olfert, Convention 2008 Over the last couple of years, over 1,500 activists attended an MGEU course. Highlights of 2007/ 08 Membership Education Program • Dozens of courses for local union activists covered everything from running effective local meetings to collective bargaining, while updated courses such as Critical Thinking were introduced. • Workshops for workplace safety and health representatives ensured these reps were up on the latest in legislation, ergonomics, workers compensation, and violence at work. • Introduced a newly expanded Member Education Calendar / Program Guide. • In an effort to reach out to new activists, Education Committee members traveled province-wide in spring 2008 to deliver a “We are the MGEU” course for members interested in learning more about getting involved in their union. In 2008, MGEU members and their children received a total of more than $10,000 in scholarships to further their learning opportunities. Safety Campaigns Remind Drivers to Be Cautious Starting in November of 2007, TV sponsorship ads reminded motorists to be careful when they encountered snow plough operators, while throughout the summer of 2008, three different radio ads appealed to drivers to slow down while passing construction workers on Manitoba highways. Thousands of Postcards Call for Fair Mileage Reimbursement MGEU Helps Give Voice To Hundreds Of Child And Family Services Workers In Spring 2008, Child and Family Services workers were facing a barrage of negative media and workplace issues. In response, the union garnered headlines in print and on TV which told of how a disturbing number of social workers are assaulted on the job, and how recruitment and retention issues have left the system in crisis. Two public service announcements also told the story of how social workers have a lasting and positive impact on the families they serve. In a tremendous showing of solidarity this past fall, more than 12,000 members returned postcards to send a clear message to government: employees who must drive their car for work should not have to subsidize their employer. While discussions with government continue, the united front of the membership remains imperative on the road to fairness. contact 2008 GOOD OLD-FASHIONED SERVICE, NEW TECHNOLOGIES CONTINUE TO CONNECT MEMBERSHIP Resource Centre Goes Ivy League The MGEU’s Resource Centre continued to be a tremendous support to members looking for timely information about topics ranging from contract negotiations to discount fitness passes. The model for the Centre has now been replicated across Canada, and starting this fall, will be taught as a labour management case study at Harvard University. Phone Blasts Rally the Troops When planning an important rally or event, the union has continued to make good use of phone blasts. While the MGEU remains cautious about bombarding people with recorded messages at home, never before have we had such a quick and cost-effective way to get a message to our members. Tailored Updates Get Rave Reviews, Go Electronic In 2007/ 08, the MGEU sent out more than twenty different “Updates” to twenty different groups. The Community Support Update, for instance, focused on issues related to home care, while MPI focused on MPI bargaining and news. Member feedback has been very positive, with more and more members requesting to receive an electronic version via e-mail only. annual report WORKPLACE JUSTICE: GRIEVANCES AND ARBITRATION In 2008, a total of 443 grievances were filed (as of July 31st), dealing with disciplinary matters, terminations, issues of duty to accommodate, pay issues, and reclassifications. More than 50 of these grievances went to arbitration, but most were settled before a hearing took place. In May, the union successfully argued on behalf of tenant services coordinators at Manitoba Housing, who had been improperly classified. While a final dollar amount has yet to be determined for this ruling, it will result in excess of $100,000 in retroactive compensation for these members. In an interest arbitration, Civil Service correctional officers were awarded a special adjustment of 6% in wages. Also of significance in this award is that the Arbitrator ruled that the Union could negotiate and/ or send to interest arbitration issues concerning pension, which the government had claimed was beyond the arbitrator’s jurisdiction. BUSY YEAR FOR MGEU ABORIGINAL LIAISON MGEU is the only union in Manitoba with a full-time staff person to help meet the needs of our Aboriginal members. In 2007/ 08, MGEU Aboriginal Liaison Cathy Woods: • Partnered with the Manitoba Aboriginal Human Resource Strategists to develop a competency chart of required skills for all Aboriginal Human Resource professionals. • Met regularly with Aboriginal members to educate them about the union and help give them a voice in the workplace, with a focus on the communities of Sandy Bay Ojibway First Nation and the newlyorganized Dakota Oyate Personal Care Home in Sioux Valley First Nation; • Played an active role in the Westman IANE Chapter, participating in career fairs and community events; • Worked with the Workforce Connex Committee to increase Aboriginal representation in the workforce by implementing 83 commitments established by Aboriginal Human Resource specialists, governments and employer groups; In October, the MGEU was also a lead sponsor of the Northern Aboriginal Festival, an event which commends Northern Aboriginal people for their achievements and features a Pow-Wow exhibition and a career fair. • Along with new staff rep for The Pas, Ernest Muswagon, presented at seminars hosted by the Assembly of Manitoba Chiefs and Safe Workers of Tomorrow. 9 10 contact 2008annual report 4 Working to Forward Progressive Policies and Benefits Pension and Benefits COMMITTEE Chair: Devon Jorundson Area 2: Caren Zimmerman Area 4: Ed Miller Area 6: Nicole Gariepy Area 1: Borys Kruk Area 3: Kevan Sumner Area 5: Sherry Winterburn Area 7: Chris Kowalski Staff: Monica Girouard, Ray Erb/Gillian Covernton Highlights: • Continue to lobby the Province to pass legislation regarding joint trusteeship of the Superannuation Plan; • Implemented a mailing campaign to expand the MGEU RRSP by half a million dollars from new contributors. Technological Change Committee Chair: Judi Bauer Area 2: Ron Suchoplas Area 4: Robert Wells Area 6: Vacant Area 8: Jean Nemeth Area 1: Kelly Graham Area 3: Darryl Childerhose Area 5: Roxie Cook Area 7: Randy Shingle Staff: Colin Ghostkeeper Highlights: • Continue to monitor and make recommendations regarding use of personal digital assistants after work hours and its impact on work/life balance; • Continue to monitor employer policies regarding Internet use in workplaces. 11 12 5 contact 2008annual report Building union strength, influence and impact A YEAR OF GROWTH: NEW MEMBERS, NEW OFFICES MGEU Cuts Red Ribbon In Three Manitoba Communities Over A Thousand New Members Join MGEU Today, the MGEU is Manitoba’s largest union, and it’s only truly multi-regional one. • Last winter, an intermingling vote was held in the Parkland RHA which resulted in over 700 Manitobans joining our union. The MGEU now gives voice to the concerns of thousands of health care support service workers. To ensure that members have a convenient and welcoming presence in their own communities, somewhere people can go to meet, share a cup of coffee and learn about their union in a place that makes them proud, the MGEU built three new regional offices in Portage, Brandon, and Dauphin. “When we organize new members we offer them our resources and expertise and a chance to improve their working lives. We gain new strength and new ideas.” Peter Olfert, Convention 2008 • This fall, the Professional Paramedics Association of Winnipeg voted to amalgamate with the MGEU. As a result, the union now represents almost 1,000 EMS workers throughout the province. • Other new Locals included the Centre de Santé Saint-Boniface, Centre Soleil Inc, Nisichawayasihk Personal Care Home, Nisichawayasihk Cree Nation Family and Community Wellness Centre, Inc., River Park Gardens Personal Care Home, and Westman Lab Support Unit. contact 2008 13 annual report WITH STRENGTH COMES RESPONSIBILITY: BROADENING OUR OUTLOOK AND IMPACT MGEU, Members Give Back to Home Communities Last year, with the support of MGEU, members raised thousands of dollars to invest in building better communities. From large fundraising drives like United Way to smaller grassroots agencies like the Westman Women’s Shelter, dozens of not-for-profit community agencies benefited from the caring commitment of MGEU members. “Sometimes, we build a better world right here at home. But through our National Union, the world starts to seem a little smaller, and you and I have a hand in reaching around the globe.” -Peter Olfert, Convention 2008 Union Partners to Wield Strength of the Labour Movement • With our national counterparts, MGEU members pooled contributions to have a global impact last year – they helped Filipino women get the training they need for full employment, and Indonesian farmers who lost everything in the 2004 Tsunami reclaim their livelihoods. • In 2008, NUPGE and several other Canadian unions joined with the MGEU to ensure the story of labour history and labour rights is not forgotten by contributing $170,000 over five years to the Canadian Museum for Human Rights. Canadian Museum for Human Rights • Through our National Union (NUPGE), the MGEU took a stand last year on issues that affect not just Manitobans, but all Canadians. In 2007/08, NUPGE lobbied hard for improvements to some of the most underfunded areas of public services, including mental health, long term care, and communitybased social services. 14 contact 2008annual report MGEU CONVENTION HIGHLIGHTS “You’re building a union that has the resources and expertise to go to bat for its membership. To take employers on and let them know we are a force to be reckoned with.” Peter Olfert, Convention 2008 • With about 6,000 MGEU members now under thirty, the Youth Ad-Hoc Committee showed delegates that a new generation of social activists and committed trade unionists were ready to step up to the plate. • The Constitution Committee wrapped up two years of intense work with a plain language update of the MGEU’s Constitution. • Keynote speaker Stephen Lewis passionately shared his message of how poverty and AIDS in Africa is something each and every one of us must know about and care about. The MGEU presented him with a cheque for $10,000 to the Stephen Lewis Foundation, which invests in grassroots initiatives in African communities.
