DC Clean Rivers Anacostia River Tunnel DB Contract - Carlton Ray Procurement Process Potential for Additional Contingencies due to Uncertainties* Several items have been identified since the last addendum that could possibly result in additional costs DDOT schedule and planned work at the CSO 018 Construction Staging Area (CSA) near Barney Circle. Could effect CSO 018 site work. The hauling route at CSO 019 due to DDOT work planned along the Southeast Freeway. Could effect CSO 019 hauling. DDOT’s schedule and planned work for the interchange at South Capitol Street and Suitland Parkway in connection with the South Capitol Street Bridge Project. Could effect CSO 005, 007 hauling and PP-JS site. DMPED with respect to coordinating and scheduling the planned work at the CSO 019 CSA. Could effect diversion work at CSO 019. To address these potential costs, $14 million was added to the Project Contingency Allowance Item. Note: The existing price for methanol is S1.42 per gallon. Option year three price will be S1.62 per gallon. The significant increase in price is reflective of the current high market for methanol as affected by world-wide conditions, Consideration is being given to rebidding this requirement sometime during the coming year when the market appears more favorable. The price of $1.62 per gallon is firm for three(3) months through August 6, ZO!3, after which an agreed upon index price adjustment would be made should the market move lower. The price is capped at S1.62 per negotiation with the vendor. Fairfax County Water Authority is currently paying $1.79 per gallon for methanol. WSSC requests quotes from qualified suppliers as needed and they are currently paying S1.665 per gallon. DC Water requested pricing from other suppliers in late March and received quotes ranging from St.gzg - S1.695. Contract Scope: This contract provides all of the caustic soda used at the Blue Plains facility. The six sites are located in the District of Columbia (Site 1995), Montgomery County, MD (Sites 4, 17 and 27), Fairfax County (Site 31) and Loudoun County (Site 46), VA. The constructed system draws gases from the sewer by vacuum, treats the gas stream with activated carbon and discharges the treated air to the atmosphere. Summary Status: General I&C issues at sites 1995 and 27 have been resolved and the contractor has completed the 15 Day Operational Demonstration on March 28, 2013(Start-up). Final I&C checkout, and vent and MH sealing is ongoing. DC Site Site 1995 (Fletcher’s Boat House) – Under Construction, 99% complete. Punch list items are ongoing. DC Water and NPS are negotiating final MOU conditions prior to execution. Critical issue: none at this time. Maryland Sites Site 4 (Little Falls PS) - Under Construction, 93% complete.
