Potential for Additional Contingencies due to Uncertainties*
 Several items have been identified since the last addendum that could
possibly result in additional costs




DDOT schedule and planned work at the CSO 018 Construction Staging Area
(CSA) near Barney Circle. Could effect CSO 018 site work.
The hauling route at CSO 019 due to DDOT work planned along the Southeast
Freeway. Could effect CSO 019 hauling.
DDOT’s schedule and planned work for the interchange at South Capitol Street
and Suitland Parkway in connection with the South Capitol Street Bridge Project.
Could effect CSO 005, 007 hauling and PP-JS site.
DMPED with respect to coordinating and scheduling the planned work at the CSO
019 CSA. Could effect diversion work at CSO 019.
 To address these potential costs, $14 million was added to the Project
Contingency Allowance Item. The use of the Allowance Item remains
subject to the terms of the General Conditions and is controlled by DC
Water.

Contractor's Past Performance:
The contractor's past performance has been satisfactory.
Note: The existing price for methanol is S1.42 per gallon. Option year three price will be S1.62 per gallon. The
significant increase in price is reflective of the current high market for methanol as affected by world-wide
conditions, Consideration is being given to rebidding this requirement sometime during the coming year when the
market appears more favorable. The price of $1.62 per gallon is firm for three(3) months through August 6, ZO!3,
after which an agreed upon index price adjustment would be made should the market move lower. The price is
capped at S1.62 per negotiation with the vendor.
Fairfax County Water Authority is currently paying $1.79 per gallon for methanol. WSSC requests quotes from
qualified suppliers as needed and they are currently paying S1.665 per gallon. DC Water requested pricing from
other suppliers in late March and received quotes ranging from St.gzg - S1.695. Thus, procurement recommends
exercising option year three (3).

Purpose of the Contract:
The purpose of the contract ¡s to supply caustic soda to the Blue Plains Advanced Wastewater Treatment
Plant. The chemical controls the alkalinity of the collected wastewater in the plant and at the discharge
point in order to comply with environmental and permitting regulations.
Contract Scope:
This contract provides all of the caustic soda used at the Blue Plains facility.

Purpose of the Gontract:
Provide the final design and construction of Long Term Control Plan Division H - Anacostia
River Tunnel (DC Clean Rivers Project).
This work is required by a Consent Decree

Design and construct two shafts for use in mining the Anacostia River Tunnel, with connection
between the two shafts at the CSO 019 site near RFK Stadium.
Design and construct approximately 12,500 feet of 23-foot insìde diameter tunnel, with
bolted/gasketed precast concrete liner from CSO 019 to the Poplar Point Junction Shaft.
Design and construct diversion chambers, diversion sewers, odor control and venting facilities,
drop shafts, hydraulic internals, and soft ground adits.

Purpose of the Contract:
To operate and maintain water valves in support of the Capital lmprovement Program (ClP) to upgrade the
water distribution system,
Contract Scope:
To provide the manpower and equipment necessary
to identify and operate valves and fire hydrants to

investigations.
The original number of crews required by the current contract is fifteen (15). lt was planned that all
contract valve operation crews would be transitioned to Department of Water Services (DWS) in-house
crews by the end of the contract. However, difficulties in obtaining the valve operating trucks and
equipment were experienced and it is anticipated that by July 26,2073, all but seven (7) contractor crews
will have been transitioned to in-house crews. Thus, this modification extends the services of seven (7)
contractor crews for one (1) more year to provide critical valve operations.

Potomac Interceptor Long-Term Odor Abatement
Status Report – March 2013
Project Description: This project provides for the long-term abatement of odors generated by the Potomac
Interceptor by constructing six ventilation buildings along the main sections of the sewer. The six sites are located
in the District of Columbia (Site 1995), Montgomery County, MD (Sites 4, 17 and 27), Fairfax County (Site 31) and
Loudoun County (Site 46), VA. The constructed system draws gases from the sewer by vacuum, treats the gas
stream with activated carbon and discharges the treated air to the atmosphere.
Summary Status:
General
I&C issues at sites 1995 and 27 have been resolved and the contractor has completed the 15 Day Operational
Demonstration on March 28, 2013(Start-up). Final I&C checkout, and vent and MH sealing is ongoing.
DC Site
Site 1995 (Fletcher’s Boat House) – Under Construction, 99% complete. Punch list items are ongoing. DC
Water and NPS are negotiating final MOU conditions prior to execution. Critical issue: none at this time.
Maryland Sites
Site 4 (Little Falls PS) - Under Construction, 93% complete. Punch list items are ongoing. Critical Issue:
Primary electric and communication installation;
Site 17 (Beltway) – Under Construction, 95% complete. The power connection to the building is complete. VFD
was delivered and installation has started. Punch list items are ongoing.
Site 27 (Old Angler’s Inn) - Under Construction, 99% complete. Punch list items are ongoing. DC Water and
NPS are negotiating final MOU conditions prior to execution.
Virginia Sites
Site 31 (Fairfax) – Site prep, 4% complete. Tree protection and silt fences are in place in preparation for
construction per Fairfax County. Coordination with Dominion Power and Verizon is ongoing for site services and
easements.
Site 46 (Loudoun) – Under Construction, 19% complete. Coordination with Dominion Power and Verizon is
ongoing for site services and easements. Under slab piping completed and inspected.
