One month after the mandatory testing and final inspection, the boiler structure arrived in bulk shipment around third week of July 2014 in Iloilo and was delivered to the Concepcion project site. The shipment includes the 1st and 2nd Layer Boiler Structure Steelwork, Air Preheater and the 25-Ton Tower Crane, among others. Co n t. o n p ag e 2 WATTSNEW Message from the Project Management Group Head June -‐ July 2014 Boiler Structure now Rising… Lifting works for the Boiler Structural Steel started last July 27, 2014, which marked another milestone for the project since this was achieved two months ahead of the Contract Milestone Schedule. With this development, the EPC is expected to conduct individual equipment/systems testing earlier than projected. To Our Valued Stakeholders, I am honored and pleased to be the one giving you this message for this issue of our newsletter. Another milestone has been achieved once again for our 1x135MW coal-fired power plant project in Concepcion, Iloilo. This is the lifting of the boiler structural steel works, which was accomplished 2 months ahead of schedule. This is a significant achievement for the project since this will contribute to the overall timeline of our construction activities. This demonstrates the determination of all those working for this project to ensure that the power plant will be available in due time. Aside from our construction activities, we have also included in this edition of the newsletter other company efforts that we are working on making sure that we are covering all facets of our project. At the end of the day, we remain committed with our deliverables to our customers and all our stakeholders, and that is to complete the plant as scheduled and be able to deliver the needed power generation capacities by 2016. Exciting times are ahead all of us as we begin to see the power plant hastily forming and getting ready to serve Panay Island and the whole of Visayas. WINIFREDO S.M. PANGILINAN 2 WATTSNEW June -‐ July 2014 Barangay Nipa in Concepcion, Iloilo is now a busy barangay as construction activities increase in the area as PCPC’s EPC contractor continues to complete the needed civil works before putting up the major plant equipment. Works are now concentrated in completing the slope protection, piling in the coal yard area, concrete foundation and backfilling in the substation area. Site establishment works are almost completed with only the Owner’s temporary office structure on the finishing stage. The said facility will be available for occupancy by 2nd week of August 2014. Last July 27, 2014, the boiler’s structural steel works started, which is another milestone for the project specifically because this activity was projected to be around September 2014. Meantime, for the turbine, generator and condenser update, manufacturing commenced last month (July 2014) while engineering and procurement of the auxiliary equipment are already significantly completed. Procurement of major auxiliary has also been substantially completed while procurement of secondary auxiliary equipment is now in progress. The EPC Camp, Cafeteria, Storage Facility and the Temporary Site Office were all completed including the two (2) Batching Plants. Radiography Test In the inspection made last June 2014 by PCPC officials, it was confirmed that all boiler steel works has been completed which includes the boiler steam drum, the air preheater, the stair and platform together with other pressure parts materials. Wuxi Boiler factory earlier ensured that the boiler, which is a major equipment in the PCPC plant, will be manufactured on MPI Tes Ultras onic T e t st 4 WATTSNEW June -‐ July 2014 Turn-over of Improved Daycare Center in Host Community As a sign of gratitude to PCPC and other donors, the students, led by their teacher Ms. Ofelia Navarro, presented song performances showcasing their singing talent. Castro, PCPC President led the PCPC team in the turnover ceremony held in Barangay Nipa, Concepcion, Iloilo last July 18, 2014. In the message imparted by Mr. Castro, he emphasized that PCPC will continue to uphold safety in the community, sustain its efforts in the active conservation and protection of the environment, and partner in promoting the importance of quality in early childhood education and care. Palm Concepcion Power Corporation (PCPC), headed by its President & CEO, Mr. Roel Z. Castro recently turned-over the newly renovated and improved Daycare Center in Sitio Dadoy, to Barangay Nipa led by Barangay Captain Leobert Villaruz. Witnesses in the July 18, 2014 ceremonial activity are the Daycare Center’s students and their parents, the teacher in-charge, Barangay Nipa Council, LGU officials and PCPC officers and staff. Villanueva, Concepcion Municipal Mayor attended the occasion with his wife Mrs. Excel Villanueva, who also donated educational toys and books to the Daycare Center. Mayor Villanueva, in his speech, whole-heartedly thanked PCPC for this simple yet very meaningful project. He mentioned that this daycare center is memorable to him since this is one of the many projects he supported even when he was not yet mayor of the town. 5 WATTSNEW More EPPA applications for ERC filing After the Energy Regulatory Commission (ERC) issued its decision on the application for the approval of the Electric Power Purchase Agreement (EPPA) between Negros Oriental I Electric Cooperative, Inc. (NORECO I) and Palm Concepcion Power Corporation (PCPC) last March 2014, two more EPPAs are now next in line in ERC. PCPC and CEBECO II Application for the approval of the EPPA between joint applicants Cebu II Electric Cooperative, Inc. (CEBECO II) and PCPC was published in the July 1, 2014 issue of The Freeman newspaper (Figure 1). By the 2nd week of July, complete copies, including attachments and annexes of the said application was served and received in Iloilo City and Cebu City’s Sangguniang Panlalawigan and Sangguniang Bayan in Figure 1 - Page 30 & 31 clip of The Freeman July 1, 2014 issue Bogo City and the Municipality of Concepcion as compliance with the requirements under Section 2 (a), Rule 6 of the Rules and Practice & Procedure of ERC (Figure 2). PCPC and NOCECO Meanwhile, July 19, 2014 was the publishing date of the application for the approval of the EPPA between joint applicants Negros Occidental Electric Cooperative, Inc. (NOCECO) and PCPC and serving of the application is now being processed. Schedule for the jurisdictional hearing, expository presentation, pre-‐trial conference and evidentiary hearing are still to be announced.
