Recommended Action
Staff recommends Council amend by resolution, the 2017-2022 Six-year Transportation
Improvement Plan, (STIP), adding the Safe Routes to School (SRTS) Wildwood Park Drive; 31st
Ave SE to Ferrucci Jr. High project. The Puget Sound Regional Council (PSRC) Metropolitan
Planning Organization (MPO), has recommended that this project receives Federal Surface
Transportation (STP) funds in the amount of $301,740.00 for Plans, Specifications, Engineered
Drawings (PS&E) and Right-of-Way (ROW) purchase necessary for construction of this project.
A condition of receipt of that funding is that the project be on the STIP. Background
The SRTS Wildwood Park Drive; 31st Ave SE to Ferrucci Jr. High project will design and
construct a pervious concrete sidewalk between 31st Ave SE and Ferrucci Jr. High, where a
gap in the sidewalk network currently exists. Closing the sidewalk gap will provide a safe
walking route for children attending Wildwood Elementary School and Ferrucci Jr. High.
PSRC is designated as the regional Metropolitan Planning Organization (MPO) for the Central
Puget Sound Region and allocates about $160 million dollars of federal transportation funds a
year to transportation projects; it also provides regional data and planning services.
Concurrently, the Washington State Department of Transportation (WSDOT) oversees federal
fund disbursements to assure allocation in accordance with applicable federal and state laws and performs project management reviews on all projects receiving federal funding. WSDOT
also maintains copies of all cities' and towns' STIP's, which are submitted annually.
Previous Actions (Discussions/Presentations)
Pursuant to RCW 35.77.010, the City is required to maintain a perpetual advanced Six-Year
Transportation Improvement Plan (STIP). Maintenance of this plan requires that the City conduct
an annual review of its Six-Year STIP to assure that it is consistent with the City's
Comprehensive Plan and the Transportation Element of the Comprehensive Plan.
On 04/19/2016, Puyallup held a public hearing adopting the Six-Year Transportation
Improvement Program (STIP) for 2017-2022 via resolution number 2255 Summary of Proposal
Staff recommends that the Council authorize amending Puyallup's 2017 - 2022 TIP to add the
following project:
SRTS Wildwood Park Drive, 31st to Ferrucci Junior High. Alternatives/Options
If Council elects not to include this project by resolution to the existing 2017-2022 STIP, the
project will not be eligible to receive funds from PSRC and hence not constructed until other

RESOLUTION No. ______
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PUYALLUP, WASHINGTON, revising and extending
the Six-Year Transportation Improvement Program as required by
state law.
WHEREAS, pursuant to RCW 35.77.010, the City of Puyallup (the “City”) is required
to prepare and adopt a comprehensive transportation improvement program that addresses
transportation improvements and needs for the ensuing six calendar years which is commonly
known as the Six-Year Transportation Improvement Program (“TIP”); and
WHEREAS, pursuant to RCW 35.77.010, the City is also required to revise and extend
its Six-Year TIP annually to assure that the City has a guide in carrying out a coordinated
transportation program; and
WHEREAS, Chapter 35.77 RCW requires that the Six-Year TIP must be consistent with
the City’s adopted Comprehensive Plan; and
WHEREAS, the City is further required to conduct a public hearing prior to adopting
any revisions or extensions of its Six-Year TIP; and
WHEREAS, on April 19, 2016, the Puyallup City Council held a public hearing on the
revised Six-Year TIP for the years 2017 – 2022 inclusive; and
WHEREAS, the City Council, being satisfied that the revised and extended TIP for the
years 2017 – 2022 inclusive, addressed the City’s needs for the ensuing six-years and is
consistent with the City’s Comprehensive Plan.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF PUYALLUP,
WASHINGTON, hereby ordains as follows:
The revised and extended Transportation Improvement Program for the years 2017 –
2022, incorporated herein in its entirety, and on file in the Puyallup City Clerk’s Office,
is hereby adopted in its entirety. A copy of the amended Six-Year TIP for the years 2017
- 2022 together with a copy of this resolution shall be filed with the Washington State
Director of Highways and the Washington State Transportation Improvement Board
within thirty (30) days after the adoption of this Resolution.
