Subdivision/Development Issues – Continue to meet regularly with engineers and developer representatives in pre-submittal and pre-construction meetings to work out details with new subdivisions or commercial sites that are in the early stages of planning. Also working through field issues discovered once construction has started. During September, plan reviews were conducted for: Culvers (consultant), Redcroft Phase II modification (consultant), Swafford Transport Building Expansion (consultant), Allen Bennett Hospital Demolition project, Recycle Center Modifications, The Peterbilt Store, and Jones Avenue Site Preparation (consultant). Pre-submittal meetings were held for the following projects: Jones Avenue Site Preparation project. Pre-construction meetings were held for: Pleasant Drive Subdivision and Allen Bennett Demolition Project. Miscellaneous Meetings – Redcroft Phase II major modification, Gilliam Road Site, Lavendar Flats, Brusters relocation, and Providence Baptist Church preliminary/planning meetings, Wall lawsuit meetings, and GIS intern meeting. Project Close-out inspections were held for: Dillard Creek Phase II and Dillard Creek Phase II. 2 Bonds - Stormwater bonds were received for: Pleasant Drive Subdivision ACJ Property Third Building Other – ` 1) Steve Grant, Anthony Copeland and I met with representatives from D.R. Horton - Woodland Ridge project regarding sediment and erosion complaints from downstream property owners. 2) Prepared list of deficiencies requiring attention and sent certified letter to permittees and owners at Blue Ridge Plantation in reference to Hidden Springs, Seven Oaks and Lakeside Phase I. Public Education and Public Involvement – 1) Continued meeting with the board members and CPW personnel to plan the annual Friends of Lake Robinson Day of Celebration. This year’s event was held on Sunday, October 18th from 1:00 until 6:00 PM. 2) City of Greer was a sponsor for the International Erosion Control Association SE Chapter annual meeting held at Denver Downs on September 24, 2015. Steve, Anthony and I attended the meeting. 3) Adopt A Road Cleanup – Saturday, September 19th participated in an Adopt A Road cleanup along Mays Bridge Road with members of the Friends of Lake Robinson and Lake Cunningham community. Twenty five bags of litter were collected. Adopt A Road Cleanups were identified in our Stormwater Management Program as a Public Involvement/Participation measure with the goal of collecting litter and debris in drainage areas along roads before it can be deposited in our streams, lakes and rivers. STORMWATER INSPECTOR: Anthony Copeland Stormwater Inspections - Stormwater Construction Inspections – Per the 2014 Small Municipal Storm Sewer System Permit, (SMS4), all newly permitted sites must be inspected within the first two weeks of beginning land disturbing activity and at least monthly during construction. It further contains activity of Planning and GIS staff with fees collected. 0 Summary September 2015 The Planning Commission (GPC) regular scheduled meeting was to review seven cases, one an annexation of sixty acres located at Snow and Burns Road for the construction of 142 single family dwellings. The other cases were related to rezoning request by the City for five parcels of land located along Oakland Ave. and Forest Drive. This was sought to assist in redevelopment of properties in the Needmore community. The Board of Zoning Appeals (BZA) the met to discuss a variance from side setback for residential construction proposed for 1208 West Poinsett Street. Board of Architectural Review (BAR) met to review exterior façade changes to 119 East Poinsett Street to include new window and door openings for Abbott Custard Annexation Planning Committee (APC) and Planning Advisory Committee (PAC) had no regularly scheduled meetings for the month of September. We issued48 residential and commercial zoning permits for construction and new business start-ups, along with sign permits, collecting $1,343.45 in fees Planning staff conducted the inaugural Structuring Alliance event on September 15, 2015, which involved City Council, Planning Commission, Board of Zoning Appeals and the Board of Architectural Review. This was conducted in an effort to bring all groups that are involved in development activity within the to come together and build a relationship that ties the city together.
