Minnie give her prophetic prognostication as the sun creeps
over the horizon. She will be giving her prediction regardless
of the weather, as this is an “all weather” event and your
presence is requested.
There will be hot chocolate, coffee and donuts for the hearty souls that help wake Mount Joy
Minnie from her slumber. In case the sun isn’t creeping and there is rain, snow or sleet we will be
under the Prudential Homesale Servces Group canopy awaiting your arrival! Don’t forget now, be there
by 7:00 a.m. on Saturday, Feb. 2nd, you never know what dignitary you might mingle with, but you can
bet it will be a momentous occasion!

Before the Postal Exchange (PX) system of modern days, soldiers of military
units or posts purchased luxuries and other goods from government-appointed
civilians, called “sutlers”. This program highlights details of the sutlers’
quarters, storefronts, licensing, accounting methods, modes of supply and retail,
and interesting details like what item was most popular with Civil War soldiers.

This program, through Barton’s narration, will bring life to some original
letters written by soldiers to their wives, sweethearts, family members, and
war survivors. Attendees will surely be moved by these letters which can be
cheerful, detailed, full of facts, and very emotional.

Expansion Plans at
Mount Joy Country Homes
Alvin H. Mellinger, formerly of Lancaster, made generous provisions in his
estate for a charitable gift to benefit Messiah Lifeways at Mount Joy Country
Homes (MJCH). Mellinger, who passed away in June, was an active member of
the Cross Roads Brethren in Christ Church, located just across the street from
MJCH, a retirement community situated at Union School and Donegal Springs
Road. Plans are underway for a campus expansion including 12 new cottages
and a 3,500 square foot community center featuring a large community room,
lounge area, mail room, hobby room, fitness center, rehab suite, and an office.
The $50,000 bequest will be used to support the construction and will result in
the naming of the Alvin Mellinger Meeting Room. Interestingly, the new center will
also feature standard shuffleboard areas for resident play. After meeting with the
extended Mellinger family regarding this gift, it was discovered that Alvin was a
shuffleboard enthusiast who competed and often won medals! Mount Joy resident
Glenn Mellinger served as the executor of his brother’s estate. He and his siblings
are very pleased that this gift is benefitting Mount Joy Country Homes, where
several of Mellinger’s relatives have lived over the years.
“Residents are excited to hold their shuffleboard tournaments inside on a
year-round basis. The fitness center is also a big advantage for residents who
are currently traveling off campus to work out. The current coffee club that
meets every Monday will have room to grow. We are excited to offer physical,
occupational and speech therapy on site as well. The new center will broaden
what’s possible at Country Homes. I anticipate that resident-led clubs and
activities will flourish with more room to spread out,” commented Kristen Heisey,
VP Marketing & Communication and team leader of Country Homes.

Heilig Funeral Home
Announces Name Change
On January 1, 2013, Heilig
Funeral Home and Cremation
Services in Mount Joy will become a
Buch Funeral Home. Heilig has been
a branch location of Buch Funeral
Home, Inc. since 1988. The transition
to the funeral home’s new name is a
result of a strengthened partnership
with Buch Funeral Home in Manheim.
Licensed Supervisor, Paul
Gardner, is pleased with the change,
emphasizing the advantages it will bring to the Mount Joy community. “This
funeral home has been dedicated to serving the Mount Joy area since 1949. Our
new name reflects the strengthened partnership with Buch Funeral Home, which
enables us to provide more services. With the help of our colleagues at Buch in
Manheim, we will be able to provide families with pre-planning and aftercare
services.”
Plans are also underway to add modernized services to the Mount Joy location
including live webcasting of funeral services available for those who are not able
to attend services and Facebook postings of service information. According to
Gardner, all current services and programs offered at the Mount Joy location will
continue. “The only thing we are changing is our name,” said Gardner.
Ted Beck, a seventh generation funeral director, who supervises Buch Funeral
Home in Manheim, will work closely with Gardner during the transition. “We
already have a very good relationship and many shared services. The name change
is the next natural step,” he added.

Kiwanis Club to Host Fun Family Night
Save the date, Wednesday, January 30, and join the Kiwanis Club of NorlancoRheems for a fun family night as we work on a service project. Former District
Governor Susan Grab from the Kiwanis Club of Hershey-Hummelstown will lead
the activities as we assemble items and craft kits for Caitlin’s Smiles, a non-profit
organization that provides sick children with laughs, hopes and smiles. Bring

Financial FOCUS
Help Older Parents Avoid Financial “Scams”
Here’s a disturbing statistic: One out of every five
Americans over the age of 65 has been victimized by a
financial scheme, according to the Investor Protection
Trust, a nonprofit organization devoted to investor
education. If your parents are in this age group, should
you be concerned? And can you help them avoid being
“scammed” so that they maintain control over their
finances?
The answer to the first question is “yes” — you
should be concerned. Of course,
as the numbers above show, most aging Americans
are not being swindled, which suggests they can
take of themselves quite well. Still, it’s no secret that
many fraud schemes target seniors because of their
concentrated wealth and, in many cases, trusting
nature. As much as you’d like to think otherwise, your
parents could be susceptible to rip-off artists.
Fortunately, in regard to the second question above,
you can indeed take steps to help prevent your parents
from being fleeced. Here are a few suggestions:
• Observe their behavior. If you live close to your
parents, listen closely to any new friends, investment
deals or sweepstakes they mention during your normal
interactions.. If you’re in a different city, try to stay
abreast of your parents’ behavior by communicating
with them frequently and by checking in with other
family members or friends who have occasion to see
your parents.
• Urge them to watch out for suspicious emails.
You’ve probably seen them — the emails offering to
“reward” you with huge amounts of money if you will
only contact such-and-such from a distant country and
then put up a “small” sum to initiate some ill-defined
transaction. You probably “spam” these without a
moment’s thought — and you should urge your parents
to do the same. Remind them that any offer that sounds
“too good to be true” is, without question, neither
“good” nor “true.”
• Encourage them to further their financial
education. Law enforcement agencies, health care
professionals and reputable financial services providers
all offer personal financial management programs
designed specifically for seniors. Look for these types
of programs in your area, encourage your parents to
attend — and even consider going with them.
• Become familiar with their financial situation.
Having a serious discussion with your parents about
their finances may not be easy — but it’s important.
The more you know about their investments, retirement
accounts and estate plans, the better prepared you’ll
be to respond helpfully if they mention an action they’re
considering taking that, to you, just doesn’t sound
appropriate.
• Suggest professional help. If your parents are
already working with a qualified financial professional,
they’re probably less likely to be victimized by fraud
than if they were managing their finances on their own.
And it’s a good idea for you to know their financial
advisor, and for him or her to know you, as you may well
be involved in your parents’ legacy planning. But if your
parents don’t already have a financial advisor, you may
want to recommend one to them — particularly if it’s
someone you already know and trust.
It’s entirely possible your parents won’t need any
assistance in avoiding financial scams. But, just in
case, be prepared to act on the above suggestions. Your
intervention could help preserve your parent’s financial
independence.

New Program
Promotes Volunteer
Efforts for Older
Local Residents
Snow removal places a
serious burden on many older
residents in our area each winter,
often leading to serious injuries
and health problems. The Snow
Angels program helps ease this
burden by matching volunteers to
someone in their area who needs
help with snow removal. The program is currently seeking more
volunteers to help those in need
of assistance this winter.
Applications for assistance
for the winter season will be
accepted until December 22. To
qualify, residents must be over
60 years old and unable to afford
snow removal services. More information on the program is available by calling 717-723-8538.

Keystone Pension Report
Details Need for Extensive
Reforms
Last month, the governor’s Office of the Budget
released a comprehensive overview of the state’s
public pension systems that detailed the extraordinary
pressures that rising pension costs will place on future
state budgets. The report concluded that these rising
pension obligations would ultimately force Pennsylvania to choose between fully
funding our public pension systems and providing core government functions.
The state contributed more than $1.5 billion to SERS and PSERS in this year’s
budget. The two largest pension systems (SERS and PSERS) have a combined
unfunded liability of $41 billion, and total contributions by the state are expected to
increase by nearly $700 million next year alone. According to the Keystone Pension
Report, annual state contributions are projected to skyrocket to more than $5.1
billion in 2019. Every new dollar that must be committed to pension obligations
is a dollar we cannot spend to better educate our children, care for vulnerable
populations or invest in our roads and bridges. Comprehensive reform is necessary
to ensure this issue can be resolved without severe consequences for taxpayers,
retirees and public employees.
Over the past several years, the General Assembly has taken a number of
steps designed to ease the strain of the pension crisis on future budgets. In 2010,
legislators enacted sweeping reforms to the pension system for new hires, including
increasing the vesting period and the number of years an employee must work to
receive a pension. The law also created a new shared-risk plan for new members
that will prevent taxpayers from being forced to cover all of the additional costs for
funding the pension systems for new hires.
However, while these reforms have been helpful in creating significant longterm savings, they did not eliminate the problem entirely. As Chairman of the
Senate Finance Committee, I held an informational hearing last year with SERS
and PSERS representatives and other pension experts to take a closer look at the
financial challenges Pennsylvania’s state and local pension systems face and gather
suggestions for possible solutions. Some of the issues and potential solutions
discussed during this hearing could play an important role in our efforts to reform
our public pension systems in 2013.
The governor and legislative leaders have expressed a strong desire to address
this problem next year, and as Chairman of the Senate Finance Committee, I look
forward to working with all of the stakeholders in this process to enact meaningful
reform in the weeks and months to come to put the commonwealth on a path to
more sustainable budgets and more reasonable pension costs.
