DisCon Fever
I was a rookie Rotarian when I attended my first District Conference in
1989 at Boracay, when Gabi Viterbo
was Governor. It was a great experience.
I was instantly integrated into the club.
I learned more about Rotary, in the few
instances that I attended the plenary
sessions and listened to the speakers.
I came to know Rotarians from other
clubs. But most of all, I enjoyed the
kind of fellowship that is unique in
Rotary–in and out the plenary halls.
I have attended several other DisCons,
and all of them have been special, in
their own way. Some of them have been
memorable to me like the DisCons
at Dakak (2000, PDG Lando Villaruz); Roxas City (2001, PDG Henz
Reyes); and Bacolod City (2002, PDG
Phil Abello and 2005, PDG Nanette
Garcia).
Club Presidents will always remember
the DisCons when they were president.
For me, it was in 2003 at Zamboanga
City, when Boloy Mendoza was District Governor.
In 2007, after 18 years, the 3850 DisCon came back to Boracay during the
term of PDG Ramon Locsin. During
that time, we were hosts–but it was as
enjoyable as the first time.
April 12th is fast approaching and the
DisCon Fever is rising. Club Presidents
are feeling a little bit relaxed now, after
completing and submitting their accomplishment reports, but most will be
excited and eager, as they would expect
some awards or have some participation
in the programs.
For some, it would be their first time;
and each of them will have different
expectations. Like my first DisCon
at Boracay, I was never disappointed,
because I came there with simple
expectations–to enjoy the fellowship of
Rotary! See you at the DisCon!

Happy feet
I
cried when I learned that PDG
Ross Castillo, the District Governor during my term as president
in RY 1993-94, passed away. I felt it
was as if I lost a father. He reminded
me of the struggles I had during my
year of leadership—losing a mother,
shifting my career to private practice,
planning for my wedding, and the loss
of business and clinic from fire. He
was my comfort every time he wrote
me to hang on and push some more
with all the projects and transformation I did to my home club.
I remember not attending the DISCON ‘94 Awarding Ceremony in
exchange for a sure bed in the boat
bound for Iloilo with my spouse, Fe
who was heavy with our first child,
Yanna. When VP Mike Bagonoc
came rushing in with the Outstanding
Club trophy in hand, my happy feet
wanted to jump with joy if only they
could. I kept on looking and touching it, so proud of myself and my club,
throughout the half-day trip.
The theme, “Believe In What You Do,
Do What You Believe In”, became one
of my guiding principles in life. It was
a very timely theme, and surprisingly
congruent with our present theme:
Reach Within To Embrace Humanity.
So, here comes 2012 District Conference, and this time, at my helm. It
is with great pleasure that Fe and I
open our arms in welcome to all the
Rotarians, partners-in-service, and to
our valued guests to the most awaited
event of the Rotary year.
It was, indeed, an experience planning on the many details for almost
two years, together with the different
committees concerned. We poured
out hard work for its realization. We
should, because for one, the DISCON
will bring us together. It will be one
big fellowship after almost a year of
hard work in the name of service.
It is through this event that we will
enjoy the revelry of our original,
colorful and lively festivals in the
district. Five clubs will showcase the
festivals of their locality in the Opening Ceremony. During the Plenary
Sessions, we have a credible list of
speakers to guide us through with
Rotary information, and to help us
reach more within ourselves with the
insights they’ll share. Of course, the
six Rotary’s Got Talent contestants
will perk us up with their lung power
in between topics. There will be more
camaraderie during the Governor’s
Ball highlighted with our best pairs of
ballroom dancers. On the last day, our
Business Meeting will guide us with
our direction as a district.
We will also have the chance to showcase our clubs with the booths in our
House of Friendship, and the Spouse
Program, which we plan to be an unforgettable experience for our partners.
Six Resorts are waiting for six lucky
Rotary couples to spend in for two
days, with an expiration of one year, in
our raffle draws.
In behalf of the district, I would like
to thank all the sponsors who helped
realize our DISCON. And as we have
enjoyed another year of service guided
by our theme, may we constantly strive
for excellence with the awards to be
distributed to clubs which made a
mark in our district. Let’s make these
winning Clubs and Rotarians be our
inspiration as we strive for excellence
year after Rotary year.
Let’s all enjoy and make our happy
feet express our elation, because as I’ve
said, it is in Rotary that our smiles are
wider and our laughter louder.

Jason Chan is a Registered Professional
Surveyor in Hong Kong. A Rotarian
since 1995, Jason was President of the
Rotary Club of The Peak in 2003-04.
He was the District Secretary, Assistant
Governor, District Rotary Foundation
Public Relation Sub-committee and
Annual Giving Sub-committee Chairs,
and a faculty member of the Rotary
Leadership Institute in District 3450.
He served Rotary International District 3450 as the District Governor
last year.In the same year, his club was
awarded the highest Annual Program
Fund per capita giving club and his
district had made the second high-

He and his wife, Alicia, are Level 2

Alicia who was in the banking sector
has been fully dedicated to taking care
of their family.
Alicia is humble and likes to keep a low
profile in Rotary and yet she is always
active in promoting fellowship among
the Rotarians and their spouses both at
home and abroad.

MESSAGE
All roads lead to Iloilo City on April 12-14 for the District Conference, as Rotarians of R.I. District 3850
gather together for the annual reunion and fellowship.
Fellow Rotarians, we come not because we want to
escape from our regular activities in our businesses
or professions, but because we have the obligation to
attend when we took our “Service Above Self” oath.
The DISCON is also the time to reckon our activities
for the year based on the theme, “Reach Within to
Embrace Humanity.” Clubs who have accomplished
different projects expect a reward based on the criteria set earlier, and if I were to judge, everyone wins
and nobody loses.
In addition to the listed awards, we will also include
the Most Outstanding Club Secretary Award. This is
to recognize the most active person behind the club
president. Our secretaries are our silent heroes who
deserve a little pat on the shoulder. Of course, the criteria include punctuality in the submission of reports
like the MAR and SAR, collection of dues, and involvement in the club activities (as reported by the club
president).
As DG Melvin announced, the Most Outstanding
Spouse Organization will be awarded to recognize our
partners who have been rallying beside us in all our
Rotary undertakings.
Clubs with upcoming activities may still carry on with
their projects up to June 30 or beyond, because we,
Rotarians, find neither limits nor boundaries in our desire to serve and promote our advocacies for our less
privileged brothers and sisters.
To all the delegates, may you have the best time
ever so that the Iloilo City DISCON will be positively
remembered as you return to your respective areas.

CHAIR’S
MESSAGE
A few days are all we’ve got before we usher in the most awaited
event of our district–the 2012 District Conference.
Our Rotary District, particularly the host Iloilo City–the “City of
Love”–is rich with festivals, some of which are known worldwide.
These festivals promote and combine religious practices and folk
culture. It is our way of conveying our religious beliefs and traditions to younger generations. In reality, these fiestas provide
an opportunity for revelry and merrymaking among families and
friends.
In Iloilo City, the fourth week of January is always welcomed with
the world famous Dinagyang Festival or “Festival of Excellent Folk
Choreography” in honor of Santo Niño or the child Jesus.
Every second day of February, the city celebrates the Feast of Our
Lady of Candles or the parton saint of Jaro, Nuestra Señora de la
Candelaria. It is one of the biggest and most opulent of the Iloilo
festivals, wherein religious pageantries grace the city. People from
all over Western Visayas flock to the district of Jaro for garden
shows, nationally-known cock derbies at the Jaro Coliseum, agroindustrial exhibits, carnivals, and more. The festival culminates
with the coronation of the Queen of Jaro, traditionally represented
by young women from prominent Jaro families of Ilonggo lineage.
Other festivals in our District include: the Ati-Atihan Festival in Kalibo, Aklan; the Binirayan Festival in San Jose, Antique; the Manggahan (mangoes) Festival of Guimaras; and the equally colorful
MassKara (masks) Festival of Bacolod City in Negros Occidental.
Iloilo City is also rich in famous architectural churches and food
like the Lapaz batchoy and pancit Molo. If you’re looking for a safe
haven to stay in the City of Love, there are hotels that are noted
for their best value, comfort and affordability.
Gov. Arthur Defensor, Congressman Jerry Treñas, and Mayor Jed
Mabilog are proud to say that Iloilo City is the best place for this year’s
Rotary District Conference. Experience the warmth of Ilonggo hospitality. Be mesmerized by the multifaceted tapestry of Iloilo’s culture

Maria Gracia Cielo “Grace” Padaca
is in crutches because she was crippled by the
polio virus when she was barely three years
old. Coming from a humble family with both
parents as public school teachers, she earned
scholarships for graduating Valedictorian both
in Elementary and High School. In college, she
graduated Magna Cum Laude at the Lyceum
of the Philippines University with a Bachelor’s
degree in Business Administration and went
on to become a Certified Public Accountant.
As governor, she paid off 95% of the province’s
huge debts and restored its fiscal credibility.
She launched a program to increase the earnings of the rice and corn farmers of Isabela.
She prioritized forest protection and made
inroads against illegal logging in the Northern
Sierra Madres. President Noynoy Aquino mentioned about adapting her approach to environmental protection in his administration’s
green agenda.
Her first job, however, was as a hard-hitting
broadcast journalist. For 14 years (from 1986
to 2000), she took up the burning issues in her
province Isabela , over her radio program in
Bombo Radyo Isabela. As day-by-day Padaca
exposed the province’s intractable problems
– a stagnating rural economy, a plague of illegal gambling and logging, a ravaged environment, multi-faceted corruption, – she came to
believe that many of them were rooted in the
political family that ruled the province for 40
long years. “This is not what I had been taught
democracy should be,” she said.
Grace Padaca is one of the founders of Kaya
Natin: A Movement for Good Governance and
Ethical Leadership. Her co-founders are former Governor Eddie Panlilio of Pampanga and
former Mayor Jesse Robredo of Naga City, now
DILG Secretary. For three years now, Kaya Natin has provided the country solid proofs and
fine examples of effective and ethical leadership. It has also become a sanctuary for both
public servants and citizens who, despite the
prevalence of traditional politics and the culture of corruption in the country, continue to
work for the fulfillment of the hope that is the
Philippines.
In 2008, Grace Padaca received the Ramon
Magsaysay Award, the Asian equivalent of
the Nobel Prize. She was recognized for her
contributions to Government Service for empowering voters in her provinceto reclaim their
democratic right to elect leaders of their own
choosing and to contribute as full partners in
their own development.
Jesse Francis N. Rebustillo
is an epitome of an individual with an extensive exposure in the field of human resource
management who can mix theory and practice
and can embrace a different field that challenges his flexibility.
Jesse has been involved in human resource
management and development of various organizations. In order to augment his practice,
he found the time to share his expertise in
the academe by handling management and
economics courses at Colegio de San Juan
de Letran and San Beda College. He also had
an opportunity to be a Management and Human Resource Consultant, Seminar Facilitator and Speaker. He conducted programs on
values enhancement, leadership, supervision,
emotional intelligence, work life balance, team
building, career development, job hunting as
well as sales and customer service.
Jesse was the Corporate Human Resources
Head of the Philippine Daily Inquirer. He has
initiated several innovative HR practices in
work-life balance, human resource development, competency-based performance man-

agement system and upgraded employee
benefits.
After five years with the Inquirer, a shift in his
field posed a new paradigm for Jesse. He was
appointed as AVP for Classified Ads. He was
given the task to handle four products that
are difficult to sell but have contributed to the
growth and market dominance of Inquirer in
the field of line and box ads, recruitment ads,
obituaries, and government announcements.
An MBA graduate (san thesis) of Ateneo
Graduate School and a BSBA – Management
graduate (Magna Cum Laude) of Aquinas University. He has a Diploma in Human Resource
Development; Compensation Management;
Labor Relations and HR Planning and Acquisition from Jose Rizal University.
Despite his hectic schedule, Jesse devotes his
time as a diligent Special Minister of the Holy
Communion at Our Lady of Remedies Parish in
Malate, Manila.
Jesse is a music lover and knows how to play
the piano, enjoys gardening and baking and to
fill up some empty spaces in his appointment
book, breeds twenty five dogs.
Most of all, he is proud to be single and a parent to two grown up boys.
He is currently the outgoing President of the
Philippine Society for Training and Development and an immediate past Board of Director
of the People Management Association of the
Philippines.

PDG David “Dave” M. Villanueva
is currently the District Trainer of District 3850,
and has been an RI President Representative.
PDG Dave joined the Rotary Club of Bacolod
South in 1981, with classification of Management Consulting, and maintains 100% attendance since induction. He served as Club
President (1991-92), District Governor of
D-3850 (1998-99), Regional RI Membership
Coordinator (2006-09), RI Literacy Southeast
Asia Sub-Committee Vice-Chair (2002-03),
Governors-Elect Training Seminar (GETS) Training Team Member and presently as the Rotary
Coordinator of Zone 7A (Philippines & Indonesia). He is the recipient of the “RI Service Above
Self Award” and “The “Rotary Foundation Citation for Meritorious Service”, two of the most
prestigious awards given to individual Rotarians
and is a Paul Harris Fellow (+8).
Aside from Rotary, PDG Dave is the Vice Chair/
Trustee of the Negros Economic Development
Foundation; President of La Salle Kaisahan
High School Class ’70 Development Foundation; Philippine Sugar Technologists (Vice Presi
dent, 2005-06); member of Philippine Institute
of Chemical Engineers and Manuel Abello Memorial Lodge No. 260.
As District Governor of RI District 3850 in RY
1998-99, he facilitated District’s first 3-H
(Health, Hunger and Humanity) Grant, 24
Matching Grants and 5 Children’s Opportunity
Grants for local Clubs and 13 Matching Grants
as International Sponsor.
He also facilitated the 1st Concentrated Language Encounter (CLE) Pilot Project in the Philippines, with Pagadian City (Zamboanga Del
Sur, D-3850) as project site, and promoted RI
Literacy Lighthouse strategy through CLE pilot projects in Marikina City (D-3800), Navotas
(D-3800), Malabon (D-3800), Calauag (Quezon, D-3820) and other areas in the country.
He also served as Representative to the 2004
Council on Legislation.
PDG Dave is a registered chemical engineer
and is a product of the La Salle educational
system, and is the 2006 “St. La Salle” Awardee
for Community Service. He is presently the
Consultant-Manager of Fabcon Philippines, Inc.
and serves as Director of the Philippine Crop
Insurance Corporation. He is happily married to
Nena, with 2 children and 3 grandchildren.
Arizza Ann S. Nocum
(17-years old) grew up not only within the recesses of a Catholic-Muslim home but also
within the hardship of always being a “servant
leader.”
In elementary, she was the President of the
Student Council and had received the Outstanding Leadership Medal for her work. She
had also graduated as Valedictorian from her
school, the School of the Holy Spirit.
She passed the entrance exam to Philippine
Science High School (PSHS). In PSHS, she had
led the Batch Council and became Vice President of the Student Council in her 4th year.
She had also become Editor-in-Chief of two
school publications. In her third year, she had
represented the Philippines in the Community
Development and Leadership Summit, where
she was chosen to be the Valedictory Speaker
in the summit’s culmination. She was also
awarded the Gerry Roxas Leadership Medal.
However, she did not neglect her studies; she
was consistently in the Director’s List and
graduated with High Honors.
After graduating from PSHS, she had entered
the University of the Philippines where she was
conferred the Oblation Scholarship for having
been Top 7 in the 2011 UPCAT. She is currently
of Summa cum Laude standing in her course,
BS Industrial Engineering. Although she has
only thus far joined the Industrial Engineering
Club, she expects to contribute more to UP as
an iskolar ng bayan.
Outside the school, her contribution to her parents’ foundation, the Kristiyano-Islam Peace
Library (KRIS), had climaxed into her being
given the role of Administrator in early 2011.
Despite the tricky balance of priorities, she had
had to maintain, KRIS Library is now proud to
have five libraries in Mindanao and Luzon. Beyond the foundation, she has also served as
a volunteer to the Philippine Children’s Medical Center and as a tutor to public elementary
students. For her work as a volunteer, as the administrator of KRIS Library, and as a “servant leader”,
she has been awarded Zonta International’s
Young Women for Public Affairs Award in 2011
along with four other young women from all
over the globe. She has also won 2nd Place
in the District for the Violet Richardson Award
of Soroptimist International. Locally, Senator
Manuel “Lito” Lapid had signed P.S. Resolution No. 590 recognizing her for her work. A
joint recognition also came from the National
Library of the Philippines and the National
Commission for Culture and the Arts.
In the future, Arizza wishes she could serve
even more, given the many needs of her compatriots. Currently, she hopes to stay in her
path to fulfill the changes she wants to see
one child at a time.

Erlynda “Ynday” Rodriguez Mijares
is not just an ordinary woman. She is a woman
of substance who possesses unselfish commitment to other’s welfare, notwithstanding
her physical limitation.
Ynday was born on March 27, 1941 and hails
from San Jacinto, Masbate. Stricken with polio
at three years old, Ynday has strived to live a
life any normal person would have. She got her
college education at FEU, AB Political Science.
She was always a dean’s lister from elementary to college. She got married to a lawyer, Rufino Mijares, a mother to an only child Robert
Raymond and a proud grandmother to 2 girls
and 2 boys. She was a successful landscape
artist until post polio syndrome took a toll on
her. She is wheelchair bound for the last sixteen years.

education; an ongoing multi awarded project
year after year, the ‘Gulong Ng Buhay ‘ whose
battle cry is ‘ Building and Saving the Future
from the Past’, which is the donation of wheelchair to polio victims prioritizing the women
victims with the hope of putting them back to
the mainstream; scholarship to abused young
girls that started with Baby Echagaray, a rape
victim by her own father. This project earned
her the Madwa Award (Making a Difference on
Women Award) by the Soroptimist club , the
highest that it gives to an individual in 2009.
Ynday was able to grant her a high and college scholarship through the club. She also
trained differently-abled children in artificial
silk flower making and floral arrangement.
Ynday is the Charter President of the Rotary
Cub of Centennial Quezon City which was
chartered on the Centennial celebration of
Philippine Independence on June 12, 1998.
She has spear-headed projects on literacy

achievements. She was appointed as the first
female assistant governor in R.I District 3780
in 2000- 2001,2001-2002 and RY 2010-2011.

and Japan and captivating audiences in South America, Tahiti,
and throughout the U.S. She performed for many dignitaries including the former President Fidel

ter retirement, she was employed
as Guidance Counselor in St. Anthony’s College, then for 2 years
as Manager of HEALS-Antique, a
cooperative.

Garden, a nursing home in Chicago, Illinois, USA. It was here,
that she felt the love for our senior citizensand considers her every activity a thing to remember
by bringing sunshine to the home.

Rotary Club of Oroquieta Centennial
Simplicity and living life with conviction are values I
admire. The very reason why I joined Rotary is because I believe in its motto that uplifts the human
spirit and the service advocacy in all its endeavors.
Our club is active with a lot of activities which
include Literacy Program on Values Formation,
Counseling & Leadership for the Youth, Adopt a
School for primary and elementary school, and
Annual Book Giving.
We are also into Feeding program, Blood-Letting, Dental, Surgical & Medical
Missions, participated in by local and offshore medical practitioners, and
wheelchair giving. I am always deeply moved every time I see the glow of
joy in an indigent recipient’s face for the care that Rotary gives.
I’m with LandBank and a Public Accountant by profession and I have always
believed that we have a social responsibility to our respective communities. I’m happy to have the support of my spouse Cresilda and two children,
Daniel Christopher and Dane Zelle.
I know that with my presidency comes
great responsibility, and I consider it a
privilege. All our endeavors make my
club members happy that at the end of
the day, we have done a good deed.

In the month of March, our club will award medals to
Valedictorians of 13 Elementary and High School students in La Paz District. This is one way of recognizing
our young achievers, and at the same time, our public
image project.
Even at the start of the Rotary year, we have done our
share of doing community projects like the Children’s
Party. We were able to conduct seminars on Dengue
Awareness, Stop TB Now Campaign, and topics on environmental conservation like Veggies in a Pot. It was also in Brgy. Cubay, Jaro, Iloilo City that we
were able to provide a footwalk and distribute slippers and umbrellas to
children.
We have some projects for persons with disabilities like distribution of assistive devices last Christmas. Last January, our club identified a successful
PWD, Mr. Fidel Arvin Sarabia, who serves as an inspiration and sponsored an
award for him through the JCI.
We also invited students of West Visayas College of Science and Technology in
our regular weekly meeting to motivate
the new generation.

of assisting in whatever project we
undertake.

On February 25, 2012, through the efforts of Rotary
Public Image Officer Lyne Abanilla and UNTV, Medical
Missions were simultaneously held in the 10 districts
of the country. The activity was also a way of commemorating the World Understanding and Peace Day
on February 23, the 107th founding day of Rotary
International.
I’m particularly proud of our Rotary-Inner Wheel
Village Elementary School in a far uphill barangay
in our city. Our objective is to provide a long lasting
place of learning for that community.

We made it a point that our Medical outreach benefitted
the victims of the fire that razed a number of barangays in Iloilo City. We did the
outreach in their relocation site at Tabuc Suba, Jaro, Iloilo City.
Through the assistance of the
different clubs in Zones 1, 2
and 3 with Pres. Bopeep Ong
as Council Chair, we were
able to deliver our service to
patients who suffered from
various illnesses resulting
from such tragedy.
Our club was also assigned
in charge of the Medical
Team for DISCON 2012, and
we were happy to be of help
in this event.

The project persevered with the first matched
assistance with then Incoming District Governor
Edgar “Diotay” Sy for the first 2 classrooms.
Another extension room was built in May of 2010
as a transition project of PP Pol Balandra (RY 2009-2010) and IPP Jun
Mendoza (RY 2010-2011) funded by a donation of Ms. Goulsby of Union
Bank of the Philippines.
After four long years, the project was finally completed to usher the Club’s
Rotary Year 2010-2011 with the turnover of the second 3-classroom
building to the Department of Education Pagadian City Division on June
6, 2011, the first day of class for school year 2011-2012. The Club also
distributed school bags and materials for the children. Currently, the school
operates as an extension of Da-O
Elementary School up to grade 4,
pending congressional approval
for the formal establishment of the
said school. We held projects like
Children’s Party, Operation Haircut,
and many more, including hygiene
training for the pupils.
