The new NF Habitat – NF Habitat
HQE™ certification offer was launched
in September 2015. Run by Cerqual
Q ualitel C ertification for grouped
individual and collective housing and by
Céquami for detached houses, its aim is
to offer professionals, individuals and
local authorities a recognised mark of
quality to support housing projects.

Origin of the project
This project started in 2013 as a pivotal part of
the Qualitel Group’s strategic plan for 2011-2015.
The new offer was designed to meet expectations
expressed by customers and occupants in various
satisfaction surveys.

What’s new
A single reference base
Digital solutions, a customised process, numerous tools and services
Since 1974, Qualitel’s multi-criteria reference
bases have anticipated expectations in housing
quality, taken developments into account,
and supported players in the sector. With NF
Habitat – NF Habitat HQE™, Qualitel offers a
single reference base with various applications
to cover all stages of a building’s life cycle
(construction, operation, renovation), different
types of housing and houses (detached and
collective), and different uses (residences,
serviced flats, social healthcare institutions).
It looks at the client’s organisation and the
quality of services and information offered
to occupants, and takes all technical building
quality requirements into consideration.
The digital aspect is fully integrated in the new
offer: certification reference base in a matrix
database, extranets, links to BIM (Building
Information Monitoring), etc. Moreover,
NF Habitat – NF Habitat HQE™ is delivered
through a single certification process that
takes the maturity of the client’s management
system into account. Cerqual Qualitel
Certification and Céquami support the process
by offering services like a client web page, a
communication kit, access to observatories, the
issuing of attestations, workshops and training
sessions.
On 31 December 2015, 30 NF Logement
certified developers and 10 social landlords
undertook the NF Habitat – NF Habitat HQE™
certification process. 13 have already obtained
certification for collective housing. For detached
houses, over 100 stakeholders, builders and
renovation professionals have started the NF
Habitat certification process, which is 90% of
the holders of certification for the building and
renovation of houses.

CERTIFICATION ACTIVITY
The certification activity ensured by Cerqual Qualitel Certification, Céquami and Cerway covers a wide
variety of situations: the construction, renovation and operation of a building, grouped individual and
collective housing, detached houses and operations in France and abroad, while also addressing
social landlords, private developers, co-owned properties and individuals. In 2015, despite an
economic climate that was still tense for building and renovation, certification requests remained
stable compared to 2014, at around 126,000 residences in France.

New construction
New construction is in slight decline with 97,000
residences requesting certification. The reduction
in requests for the Qualitel certification—the
group’s oldest one—is linked to the interest
in the Habitat & Environnement certification
(requests from nearly 50,000 residences). The
latter responds to the environmental and social
quality objective relating to energy performance,
comfort, occupant health and environmental
protection.
Specialised in private development, the
NF Logement certification and its HQE
version recognises overall quality in terms
of the developer’s organisation, technical
requirements, services and information to the
buyer. It is in slight decline: 26,000 residences
declared and 40 certified developers on 31
December 2015.

Grouped individual and collective housing
Existing housing
To meet renovation challenges, the Patrimoine
Habitat and Patrimoine Habitat & Environnement
certification promotes restoration initiatives
and establishes specific levels of performance.
In contrast to new construction, the existing
housing activity is up this year to 22,000
residence requests, compared to 16,000 in 2014.
Created in 2013 to give professionals and
co-owned properties a reference base adapted
to the technical and budgetary constraints of
energy renovations, the Energy Renovation
profile pertains to 9,495 demands from
residences in 2015.

To help safeguard the functionality of housing,
‘Exploitation’ (Operation) certification was
launched in late 2013. Five social landlords have
been granted the right to use this certification.
Focus
Co-owned property
The first specific certification for
co-owned property, the Patrimoine
Copropriété and Patrimoine Copropriété
& Environnement certification verifies the
quality of communal areas in a renovated
building. In 2015, business progressed:
1,910 requests from residences out of
13 operations for existing certifications
and one operation of 260 residences
undertaken in NF Habitat.

verseas departments - Reunion Island
Overseas, and in Reunion Island in particular, Cerqual Qualitel Certification continues to adapt to
local conditions by carrying out co-construction work with local stakeholders. Since 2010, almost
100 operations representing nearly 5,000 residences have undertaken the certification process.
PARTNERSHIPS SIGNED – REUNION ISLAND
Three social landlords in Reunion Island have signed memorandums of understanding on
environmental certification with Cerqual Qualitel Certification. Semac, Sodiac and Semader
thereby demonstrate their intention to make sustainable development one of their priorities,
improve the comfort of their tenants, and control expenses by preserving the financial
equilibrium of their operations.

On 9 October, Cinor (Intercommunal Community of Northern Réunion) and Cerqual Qualitel
Certification signed a partnership agreement. In the scope of its local housing programme,
Cinor intends to offer inhabitants quality housing with better hygro-thermal and acoustic
comfort, at a limited cost.
Detached houses
Céquami, a subsidiary owned in equal parts
by Qualitel and the CSTB, is the reference
organisation for the certification, labelling and
promotion of overall quality and environmental
and energy performance in the building and
renovation of detached houses in France.
2015 saw a resurgence in the detached house
construction business, but recovery is slow and
the amount of new constructions started is at
a record low. Despite these conditions, Céquami
certified nearly 9,000 houses and 90% of all NF
professionals had already undertaken NF Habitat
certification by the end of 2015.

WORLDWIDE
Qualitel has spent the last decade promoting the technical and environmental quality of housing
worldwide. The various actions cover partnerships and cooperation, adaptation of its reference
bases and certification operations abroad, and participation in events and conferences.
Qualitel and Cerqual Qualitel Certification are
founding members of:
• The Sustainable Building Alliance (SBA),
an international network of certification
organisations and research centres focused
on assessing the sustainable features of
buildings.
• France GBC, French branch of the World Green
Building Council network (World GBC).
Cerway, a subsidiary founded in 2013 by Cerqual
Qualitel Certification and Certivéa (subsidiary of
CSTB), continues to develop HQE certification
internationally in both residential and nonresidential sectors; an offer that covers
construction, renovation and operation phases
as well as regional planning initiatives. Since its
creation, nearly 25,000 residences have been
certified.
• First HQE™ certified housing operation
in Europe, outside France: a programme
of nearly 300 residences undertaken by
Bouygues Immobilier in Warsaw (Poland).
• Signing of a memorandum of
understanding in Morocco on the HQE

EVALUATION ACTIVITY
The group’s technical subsidiary is involved as an independent expert in various real estate
programmes everywhere in France and undertakes audit and assessment assignments. In 2015,
Qios pursued its certification organisation services and further branched out into four main areas:
acoustics and vibration, energy and environment, wealth strategy and diagnosis, and assistance
and advice.

publications, websites and extranets, mobile applications and presence at trade shows,
Qualitel aims to raise awareness of the role that each person can play to improve the
quality of their residence.

Association Qualitel endowment fund
Created in 2012, the fund supports social
or scientific projects from non-profit
organisations promoting housing for
disadvantaged people. In its fourth year,
nearly 50 projects were presented and
12 were honoured for total funding of

STUDIES & EXPERTISE
Qualitel relies on its research and expertise to contribute to the improvement of housing
quality. Research programmes are conducted to form a better understanding of the
various aspects of a building, and anticipate technical developments and occupants’
expectations. The aim is to use knowledge acquired over more than 40 years to establish
and expand reference bases.

BIM, a new field for research
In 2015 Qualitel initiated a study on BIM and started its
digital transition. BIM or Building Information Modelling
allows various stakeholders (client, architect, technical
department, etc.) to fill in, use and exchange information
during the design, construction and operation of a
building by means of a smart 3D digital model of the
building. For Qualitel, the first step together with NF
Habitat – NF Habitat HQE™ was to create a digital
reference base that would be compatible with the BIM,
including two requirements as an incentive for the client
to set up and use the BIM in its project management
process. At the same time, Qualitel is involved in the
countrywide development of the BIM by participating in
various work groups to encourage the standardisation of
processes, interoperability for information exchange, and
an OpenBIM.
