Steve will send the operational chart to Mike and he will send it out
BERT: Bike emergency response team: Riding in old town with police
patrol to help with minor patients as an initial triage.
West Fest is this weekend.
Compliance Update: PFA and Wellington have established an IGA to facilitate
compliance data between agencies
PVHS signed Wellington’s training contract and Wellington Paramedics will
start to ride with PVHS for clinical comps
Dispatch:
Process time and the data: Diane from County Dispatch is pulling specific calls
and reviewed the audio. Dispatch times and audio times don’t match and
additional fine tuning will be required.
Ex: Cherokee Park: EMD times (call #F16180100: Echo Medical) in CAD
notes don’t match. F161590024: EMD complete in 3 minutes – data shows over
5 minutes.
Review of EMD process: Bill to review.
TO DO: Where are the dispatch numbers are being pulled from in the
program….call being open vs dispatched crews out. Something is wrong. Diane
is showing that the call processing time is not what is showing in her notes
Diane says their CAD is very difficult to get info from – especially after the
upgrade.
Diane will send the information to Bill and Tom
Diane had a meeting with her EMD dispatchers. There have been improvements
and she has challenged dispatchers to get the call out as quickly as possible.
Compliance with “At Patient” times is an area that needs improvement. Carol says she is still working to
get her firefighters (not EMTs) to get on the radio at say “at patient.”
Carol gave Mike a chart of at patient times and maybe we could use it as challenge…”lets get better”
(attached).
TO DO: Mike will scan the chart and attach it to the notes (asked for permission from group).
Question: Can a crew state “on scene” and at patient if it is less than 1 minute separating distance to
patient? Tom explained that it is a more specific measurement and really should be when at scene when
possible.
Diane offered to forward the info that gloves should be used by the county road crews when they come
across a medical (this was from a motorcycle accident that a county road crew came across. There was an
open fracture with a substantial amount of blood).
Tom asked that the NCLERA form be used so the info get to the appropriate agency (need for gloves)

Chris Wolf: Training and Exercise calendar is put together this next year. He will send it as to committee
members (attached).
This year – the Loveland Airport exercise is full exercise…Oct 4th.
We are participating in the first 100 minutes of RAD dispersal…2 workshops only
Most of 2017 is tabletop exercises.
ICS 300 Sept 3,4: register through Co-Train
ICS 400 – Nov 29,30 (not on co-train yet)
There will be (2) 300 classes next year
Blizaster exercise: next planning meeting is in Weld County August. This is mainly to test
communications between us and Wyoming. Exercise with be Dec 15.
Sept 24th at the Ranch: Annual Family Safety and Preparedness Expo 1000 - 1400
TO DO: Chris will send a pdf to Mike to send it out to everyone (attached).
Chris asked if we were still interested in Radio Classes – basic radio overview – how to program, scan,
VHF, 800 that is focused at the end user. No longer than ½ hr.
Consider it in video form– Mike offered that he would work with Chris. Diane will work with CCNC for
training video’s.
Carol relayed and issue with patching VHF and 800 and some resulting issues. Diane explained that if
VHF and 800 are patched feedback can result if both radios are left on in the apparatus.
Festival in Risk Canyon – Labor day weekend

Helicopter Launch notifications: Diane said the last I-25 meeting identified that more people/agencies
need to be at the table. This is a great work group to get the interstate open as soon as possible. The
meetings are usually in Larimer County, I25TIMP
…Diane asked for names from organizations to be sent to her and she will send names to Sarah Sarzeki to
be added. Leticia will be representative for Wellington.
Mike will appoint someone to go from PFA. Diane will send info (Sarah Sarzeki) to Mike to post.
Diane talked about a template for an I-25 incidents and the needed announcement on NENET). If all
PSAPs notified the possibility that multiple helicopters being launched would decrease. This also
provides information on blocks on the freeway, etc. This is a training issue at PSAPS
TRAINING:
EMS Fire Chief’s Rural EMS: The meeting on Sat went well and plans will be to do it on quarterly basis
Carol said that their Officer’s meeting is first Wed of every month at 7pm…offered to let group members
attend.
PVHS EMT class (on-line, blended) starts in October. Carol asked that announcement be sent to
everyone to prepare for that.
Reinforced that there are available rigs in rural area should MCI needs occur.
Airlink GPS coordinates….getting better. Designated LZ’s are in their system.
Diane will send out the LZ list to everyone to check that they are correct and any changes should go to
Diane.

Carol – they just got a grant with screen for GPS . Will need
Tower Update: Construction of site done by September…power by 2017.
Planning:
Area west of I-25 and Wellington…how to best serve the area. Discussed at another meeting.
Larimer County Exercises – communications exercise – maybe with this group first.
Chris mentioned that Full Scale Activation of FT Collins EOC probably needs to occur for training
purposes. Laurie (County) is doing it quarterly).

Agency Updates:
PFA: Letters to represent the smaller departments. This is formality and can be turned in preferably by
September 1st.
Dave Bressler: Discussion on difficulty of transport destination and impacts on the end user. Insurance if
very particular on what they will and won’t pay and can result in significant costs to patient. What
transports are medically necessary, what exceptions are protocol driven. Mental health transports are not
a covered cost and free standing clinics can direct patients and ambulance to incorrect/unwanted
destination.
Tom: Standard question: Where do you want to go is asked of all transports and will be followed unless
it is protocol driven event.
Discussion about cases – Dispatch center and Controllers can face a dilemma on what is “medically
necessary”.
Aspen Club – can it help in education
Check “Well Being” calls
TO DO: Future discussion item and continued interaction between facilities.
Tourniquet Training: 20K released to RETAC to train civilians in the use of tourniquets. If interested in
hosting a course Jeff Shannels for resources.
Schools now have trauma kits, tourniquets, AEDs.
ALS Refresher: Will start in October more information to follow.
Next meeting Oct 12th at Station 12.
