RESOLUTION AUTHORIZING A
PROFESSIONAL ENGINEERING SERVICES AGREEMENT
FOR ASSISTANCE WITH THE CONTINUATION OF
GEOGRAPHIC INFORMATION SYSTEM (GIS) BASE MAPS AND
UTILITY ATLASES

Resolution (R)2009-10.65
WHEREAS, the Village of Huntley has received a proposal for a
Professional Engineering Services Agreement for Assistance with the Setup of GIS
Base Maps and Utility Atlases; and
WHEREAS, Phase I, approved by the Village Board on February 26, 2009,
included the Horizontal and Vertical Control Survey which establishes a reliable and
accurate GIS system, utility atlases for quarter sections 25 (Georgian Place, 40 (east
side of Route 4 7 between Mill Street and Kreutzer Road east to Smith Drive) and 55
(west of Del Webb Boulevard and north of Sun City Boulevard); and
WHEREAS, Phase 2 approved by the Village Board on July 23, 2009
included the development of utility atlases for Section 23 (north of Main Street and
south of Algonquin Road between Kathleen Street and Bonnie Brae) and 31 (south
of Main Street between Myrtle Street and Sunset Lane), and
WHEREAS, Phase 3 will include the creation of utility atlases for Section 20,
24, 32-north Yz, 34 and 43-northeast half
WHEREAS, the approved FY2009 Budget includes funding for the
establishment of a Geographic Information System; and
WHEREAS, the Village of Huntley has reviewed the proposal submitted and
has determined that it is in the best interest to enter into an agreement with
Christopher B. Burke Engineering, Ltd. in an amount not to exceed $75,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF HUNTLEY as follows:
SECTION I: The Village of Huntley adopts and approves the execution of
the Professional Engineering Services Agreement to provide assistance with the
continuation of GIS Base Maps and Utility Atlases in the form attached hereto and a
copy of which is incorporated herein.
SECTION II:
The Village President and Village Clerk are authorized to
execute said agreement with Christopher B. Burke Engineering, Ltd.
SECTION III:
This Resolution shall be in full force and effect from and
after its passage and approval as provided by law.
SECTION IV:
All Resolutions and parts of resolutions in conflict herewith
are hereby repealed.

Subject:
Proposal for Professional Engineering Services to Provide Assistance with
The Continuation of GIS Base Maps and Utility Atlases
Dear Ms. Armour:
Christopher B. Burke, Engineering, Ltd. (CBBEL) is pleased to submit this proposal for the next phase
of GIS Base Maps and Utility Atlases for the Village. CBBEL recommends that the Village of Huntley
continue with sheets 20, 24, North Half of 32, 34 & the Northeast Half of 43 in the Downtown District.
We have avoided the IL Route 47 corridor due to the pending construction. CBBEL will utilize the
current Village atlases, which are inaccurate and outdated due to the improvements implemented in
recent years, to expedite the start-up of this project. This proposal includes the continuation of a
comprehensive GIS system centered on underground utilities .
CBBEL proposes the following specific services to assist you in the completion of the project
requirements.
SCOPE OF WORK
Phase 6 - Sections 20, 24, North Half of 32, 34 & the Northeast Half of 43
Utility atlases for 8 additional quarter sections will be developed based on field observations with the
use of GPS and conventional surveying methods. These methods will require field crews to collect
pipe sizes and inverts by opening each structure. Our field crews will survey the locations of all
storm, sanitary and water structures for both quarter sections . Separate atlases will be completed for
water, storm and sanitary sewers.
Task 6A - Locating Structures : This task will consist of locating all public fire hydrants, valve
vaults, storm and sanitary manholes, catch basins and inlets using standard GPS and
conventional surveying methods. The horizontal locations and rim elevations (as applicable) will
be determined based on the Village's documentation and will match the Kane and McHenry
County's datum. The surveyed structure locations will be downloaded into the base digital
orthophotography mapping . It is estimated that our two man crew with GPS equipment will be
able to locate approximately 125 structures per day depending on weather and the condition of
the structures . As the structures are downloaded (weekly) into the digital orthophotography
mapping, CBBEL will print out atlas sheets showing the location of each of the structures . These
sheets will be given to the field crews to open each combined sewer structure and determine pipe
sizes and inverts. The crews will measure down from the known rim el evation to determine the
pipe flowline elevations. Pipe sizes will be determined by measurement and the manhole will be
rated by condition, it is estimated that our two man crew can complete 70 structures per day.
Task 68 - Data Base/Drafting : CBBEL will utilize the information collecte d above to develop a
data base and a utility atlas for each major utility. Drafts of each sheet will be submitted to Public
Works for review and comment. For difficult locations , CBBEL will ask Public Works to
clean/inspect structures prior to re-surveying them. Atlases will be developed in both a
MicroStation and Arc GIS format.
DELIVERABLES
CBBEL will provide the Village water, storm and sanitary sewer atlases for the 5 quarter sections for
their use, analysis and comment. CBBEL will incorporate comments received and will provide the
Village with one complete atlas for each utility within these 5 quarter sections . CBBEL estimates the
work within these phases to take approximately 6 - 8 weeks for completion.

We will bill you at the hourly rates specified on the previously accepted Schedule of Charges and
establish our contract in accordance with the attached General Terms and Conditions. Direct costs for
blueprints, photocopying, mailing, overnight delivery, messenger services and report compilation are
not included in the Fee Estimate. These General Terms and Conditions are expressly incorporated
into and are an integral part of this contract for professional services. It should be emphasized that
any requested meetings or additional services that are not included in the preceding Fee Estimate will
be billed at the attached hourly rates.
