April 20th during our “10th Anniversary
Celebration Dinner” the city’s educational
and business leaders gathered to celebrate
with entertainment by humorist Dave
Barry. As a former columnist and author
of over 30 books, Barry entertained the
crowd by helping the educators solve funding issues with his humorous suggestions.
During the evening the pioneers of the
Foundation, Dr. and Mrs. James Wilson
and Mendel Piser were honored. Also
honored were Margaret King, the Foundation’s first director, and long-time supporter Myrtle Wilson, Ed.D. Thirteen
teachers were on hand to be honored and
were awarded a 2006-2007 teacher grant.
Since 1995, The Public Education
Foundation, formally known as the SBCSC Education Foundation, has been an
advocate for excellence, innovation and
equity in the South Bend’s public schools.
Dr. Jim Wilson’s – our founding president
– legacy is being carried on in his motto,
“Whatever it takes.” He worked tirelessly
with Margaret King, the original director of the Foundation, and the board of
directors to provide additional funding,
innovation and caring support to the children of the SBCSC.
None of our accomplishments would
be possible without the strong support
of each of you. It has taken the active
involvement of teachers, parents, grandparents, business community leaders, and
foundations committed to the children
of our city and ultimately to the future of
South Bend. Your donations have helped
to support over 20,000 children who enter
the doors of our schools every day.
As we take a look back at the last ten
years of service and accomplishment, The
Public Education Foundation extends
a huge Thank You to the community
for your commitment to the children of
South Bend! In this issue, we celebrate
the past by sharing a little history, and
look forward with great anticipation to
the challenges and opportunities of the
future. We will continue to do “Whatever
it takes.”
Letter from the Director
Just as the leaves are turning,
we are experiencing change at
the foundation. As a result of the
foundation’s last election of officers, this is the first newsletter to
let you know that Robert “Bob”
Laven is the new president of
the foundation. We also welcome
the new superintendent, Dr.
Robert Zimmerman, to his first
year with the South Bend public
schools. The board of directors
is looking forward to supporting
Dr. Zimmerman in achieving his
vision for our schools and our
community.

Swanson Outdoor Environmental Education Laboratory

In 1996 Swanson Elementary was
awarded a teacher grant to develop
individual classroom plots with trees,
wildflowers and a garden as an outdoor
environmental education laboratory. We
thought it would be interesting to follow
up on this grant many years later.
When following up with parent Cheryl
Ziker, we learned that the project ended
up carrying forward for three years because of the interest in the project. The
project grew to include a pond, landscaping, a fence for the pond, trees, and a
garden for each grade. One group of
students made bird houses. According
to Cheryl, “The project took the entire
spring. It was especially meaningful for
my family as we planted two trees in
honor of my father. I just loved being
involved and it was an easy way for me to
be involved with teaching children about
nature. It was a great experience because
it involved all of the children.”
Studebaker: “Passport to the World,” Fall, 1996
the students learned about the flags of
each country.
Kathryn Carson, while at Studebaker
School in 1996, developed the grant
which had a literature integrated thematic
approach to global and cultural awareness
of the seven continents. Students spent
time reading, locating and studying the
continents through literature. In addition,
On June 4th of 1997, the children
hosted a “1997 World’s Fair.” Fourteen
of the classes attended and visited the
continents. Students were shown musical
instruments, clothing, food and miscellaneous items from each continent. As the
elementary students (now in high school)
traveled through each continent, they
received a stamp on their passport for
visiting each continent.
Current kindergarten curriculum
facilitator Kathryn Carson remembered
that even her husband, Scott got into the
action by building an instrument for the
project. Carson shared that, “Students
gained an awareness of the world that
they wouldn’t have experienced without
the hands-on research.”
An innovative grant partnership with the Triton Brass
Quintet and the Conservatory
of Dance allowed the students
at Monroe and Perley Primary
Centers to blossom and learn
through music and dance instruction. Often, art, music and dance
lessons are out of reach for many
local families because of the
expense.
Thank you to our donors who
believe that a limited income
should not limit the development
of a child’s talents and skills.
Monroe principal Mark Tulchinsky praised the program, “I am
sure that for most of our students the program was their first
exposure to ballet. It was evident
in the enthusiastic participation
and the smiles on their faces that
the experience was a positive
one.”

For example, Jane, age 80, has a $10,000 certificate of deposit that is reaching maturity, which she can roll over to a
new one-year CD paying fully taxable earnings of 2.5%.
-ORAfter looking at her options for investment, that she can instead transfer $10,000 to the Community Foundation to
benefit The Public Education Foundation, Inc. and in return receive:
•
An income tax deduction of $4,803 when she makes the gift.
•
Guaranteed annual lifetime payments of $800 (or 8%) from the Community Foundation ($552 of which
is tax free).
•
An effective payout rate of 11.2% when the tax savings are considered.
•
The satisfaction of knowing that her gift ultimately will support children in the public schools far into
the future.

NCLB-Another Opinion:
“Our schools have been asked to be
the “leveler.” They’ve been charged with
the responsibility of providing all children with an equal chance to succeed.
But schools cannot be the only institution
in America responsible for the success
of every child. Learning is not separate
from life. They go hand in hand. The
requirements and consequences of No
Child Left Behind cannot be considered
in isolation. As society continues to move
toward a service economy, especially in
our region, there is an ever-widening gap
between the haves and the have-nots.
Our schools cannot be the scapegoat for
the problems that we continue to face in
society at-large.
If education is truly the cornerstone
of American’s democracy, there is no
doubt that every school needs to be
excellent. But, can legislation make it so?
