She has offered an understanding ear to those who have sought SMEA’s assistance. She has advised and guided those artistic visionaries who required help
turning their dream into reality and she has been an articulate spokesperson on
behalf of SMEA in the cultural community. We thank Ann for her dedication
to our association.
President’s Message

SMEA President
2007 marked the 50th Anniversary of the
Saskatchewan Music Educators Association. It
was a year for thoughtful retrospection on what
SMEA has accomplished over the last fifty years,
for sharing fond reminiscences of SMEA and
what it has been or how it and its members may
have influenced our professional (and, in some
cases, personal) lives, and for recognizing those
SMEA colleagues who have been significant
in shaping music education in Saskatchewan.
It was also a time to share our aspirations and
good wishes for SMEA in the next fifty years
and beyond. This CADENZA is a recognition
of our fifty years and a toast to the future of the
Saskatchewan Music Educators Association.
Thank you, Doug McCosh and Graeme Steen, for
bringing this commemorative issue of CADENZA to print.
When SMEA was formed, in 1957, its founders
set as their aim “to promote the development of
high standards of music and music education,
to exchange information and ideas with those
interested in music education, and to sponsor
conventions, clinics and other means of musical
development, information and education.” These
were lofty and far reaching goals, but over the
years SMEA has constantly strived to reach them.
Through music and music education its army of
volunteers have enriched the lives of countless
people, old and young, throughout Saskatchewan.
I applaud and thank you, members of SMEA, for
the outstanding work you do in music education.
I encourage you, through your membership and
involvement with SMEA, to continue to support
the objectives set out for our organization 50
years ago.
In 2007 we were also honoured to recognize
our Executive Director, Ann Mueller, for her 25
years of service to SMEA. Throughout the past
twenty-five years Ann has mentored and guided
our board and our members and, in doing so, has
helped shape the organization to what it is today.

My term as President of SMEA comes to a close at the end of 2007. I want
to thank SMEA for having given me the opportunity to serve as your President. 2006 and 2007 have been two very busy but enriching years for me. As
President I have had occasion to participate in executive decision making and
to make professional contacts I would not have otherwise had. I have come to
realize with pride, through the combination of my contact with music educators throughout Canada and my experience of working with SMEA volunteers
and with the dedicated people who make up the SMEA board, just how strong
and solid the musical foundation in Saskatchewan is. I have also begun to
understand how important it is for us as music educators to appreciate, protect
and nurture that musical legacy with which we have been entrusted. I extend
congratulations and best wishes to Peter Pizurny as he assumes the responsibility of President of SMEA and to Kara Helms, our new Vice President, and
the rest of the board as they begin to set the course for future of SMEA.

As we reflect on the significant contributions that the SMEA has made during
the past fifty years, we see common interwoven threads that are as relevant
today as they were in 1957. SMEA, the 2nd Special Subject Council of the
Sask. Teacher’s Federation, was formed to provide support and professional
development for music teachers to enable them to become the best they can
be as they work to fulfill the promise of every young life in their schools.
This support for music educators, in their critical work with students, has
nurtured the innovative and compassionate citizens that shape our communities and guide our future growth.
Music education is such an important tool for engagement, harmony, creativity and achievement in students. Fifty years is a milestone indeed and the
most important years are now head as we set the course for the next fifty. It
is my hope that those years will be filled with the same passion, energy, ideas
and commitment that have guided the SMEA to this point.

Organization Meeting
Saskatchewan Music Educators Association
Saskatoon, April 24, 1957
A meeting was arranged for all those interested in the formation of a Saskatchewan Music Educators’
Association in the Teacher College, Saskatoon at 7 p.m. on April 24th 1957. There were several hundred people from
all sections of the province present.
Lloyd Blackman, as Convenor of the Provisional Committee, occupied the chair. After some preliminary
discussion, the following motion was moved by Margaret Graham and seconded by Ross Greenman, ‘That we now
proceed with the organization of a Saskatchewan Music Educators Association.’ Carried.
Lloyd Blackman then called for nominations for President.
Nominations: Reg McFarland, Lloyd Blackman, Rj Staples
Rj Staples requested and was granted permission to have his nomination withdrawn.
Reg McFarland was elected President and took over the chair.
Moved by Hugh Stephenson, seconded by Don Cowan: “That the runner-up for President be declared
Vice-President.”
Lloyd Blackman was declared Vice-President.
The following nominations were received for the executive: Don Cowan, Austin Clarkson, Jennie McCallum,
Betty Michele, Phoebe Cutbush
Elected to the executive were: Jennie McCallum, secretary; Phoebe Curbush, Austin Clarkson, Don Cowan.
Dr. Leslie Bell gave a resume of the proposed Canadian Music Educators Association.
Moved by Lloyd Blackman, seconded by Murray Adaskin: “That we are in favour of canvassing the possibilities of forming a Canadian Music Educators Association.” Carried.
Dr. Bell gave an interesting and informative demonstration of choral techniques.
73 members paid the initial membership fee of $2.00.
A collection of $24.35 was received to help pay Dr. Leslie Bell’s expenses.

Executive Meeting – November 16, 1957
The executive of the Saskatchewan Music Educators Association met in Room 358, Legislative Buildings, Regina on Saturday, November 16, at 1:30 p.m.
Members present were the President, Reg McFarland; Vice-President, Lloyd Blackman; Phoebe Cutbush, Don Cowan, and the Secretary-Treasurer, Jennie McCallum.
Rj Staples, Provincial Supervisor of Music attended in an advisory capacity.
The treasurer’s report was read, showing a bank balance of $89.67 with $5.75 in the petty cash
fund.
A summary of the results of the questionnaire sent to all members was given by the secretary. 86
questionnaires were sent out and 28 returned. The results showed that these 28 members were in
favour of holding a one day convention during Easter week, and gave many worthwhile suggestions
for consideration by the executive.
The publishing of a news bulletin was discussed, and Rj Staples was appointed Editor. Each member
of the executive was requested to contribute a message or article for the first issue which would
probably be published before Christmas. It was suggested that the bulletin be sent to all those who
might be interested in school music and that an application form for membership be included in it.
A committee to consider the setting up of a constitution to be voted upon at the next annual meeting was set up, consisting of Jennie McCallum, convenor, Lloyd Blackman and Don Cowan. The
proposed constitution would be drawn up and submitted to other members of the executive prior
to their next meeting.
Tentative plans for the Easter convention were then discussed.
Moved by Jennie McCallum, seconded by Don Cowan, that the convention be held in Regina on
Friday, April 11th. Don Cowan volunteered to investigate the possibilities of using the auditorium at
Sheldon-Williams Collegiate at that date.
It was suggested that perhaps the programme could consist of actual demonstrations of choral
techniques, classroom bands, strings and band work with opportunity for panel discussions.
The possibility of having a banquet and social get-together in the evening was to be investigated by
Mr. Staples.
The secretary was instructed to write to the Department of Education regarding the possibility of obtaining a grant for the association.

SMEA First Annual General Meeting
1958
Regina, April 12, 1958
The first annual meeting of the SMEA was held in Sheldon-Williams Collegiate on Saturday, April
12th with Reg McFarland presiding.
Following the President’s address the minutes of the organization meeting were read and adopted on
motion of the secretary and Mr. T. Hatton.
The audited treasurer’s report was read showing a bank balance of $96.87. Adopted on the motion of
the treasurer and Rj Staples.
The proposed constitution was then read, discussed and additions and corrections made.
The following members were elected to the Executive:

A discussion on future projects followed and it was decided that the next convention should feature
massed performances of choirs, band and orchestras from all centres of the province.
Rj Staples gave a brief but very interesting account of the National Music Educators Conference
which he attended in San Francisco.
The Meeting adjourned on motion of Alastair Browne.

HAPPY 50TH ANNIVERSARY, SMEA!!
“That was the best convention I’ve ever attended!”
How often have I had that said to me over the past twenty years by people from all across Canada. It was in 1987
that Saskatchewan Music Educators hosted the Canadian Music Educators Conference in Saskatoon. The organizing
committee included George Charpentier, Ian Cochrane, Gary Gullickson, Brian Hartsook, Dennis Humenick, Tom
Magnuson, Bob Nicholls, Karen Omelan-Davis, Maureen Patterson and myself.

Musical Highlights from 1987!…
• The premiere performance of Nancy Telfer’s “Kaleidoscope” commissioned by CMEA/ACEM with
the assistance of SMEA;
• The premiere performance of Craig Cassils’ “Clowns”, directed by Phoebe Voigts. (Phoebe faced a
greater challenge later on in the week when she directed delegates in a raucous sing-a-long!);
• Wayne Riddell conducting delegates and local singers in a Sunday morning performance of the “Fauré
Requiem”;
• Cameo Concerts and two Canada Night Concerts with groups from across the country;

• The many ‘big-name’ clinicians and speakers: Barbara Andress, Ruth Artman, Ilona Bartalus, Patrick

followed by a live auction;

• Traveling to Kingston in 1985 to submit the bid to host the conference;
• Traveling to Saskatoon for meetings and hearing Tom say, “No meeting should ever be longer than
two hours!” (about the same length of time it took him to transport the Regina committee members to
Saskatoon for the meeting);
• Observing Brian winding up the conference finances so effectively;
• Enjoying tremendous support from President Colin King and Executive Director Ann Mueller.
• And finally, the wind-up party at Tom’s!
My “SMEA Memory Bank” is filled to overflowing! Those that I treasure most are of the hundreds of music educators, in Saskatchewan, across
Canada, and around the world that have resulted in lasting friendships!

25 Years as S.M.E.A. Executive Director
The fact SMEA is celebrating its 50th Anniversary is due in no small part to the leadership of our most “outstanding achiever”, Ann Mueller. Ann’s outstanding organizational skills complement her remarkable grasp of music
as both education and art, and music - from the viewpoint of both teacher and student. She has allowed peers
to attain, retain and regain their sense of positivism in teaching, and in music leadership. The leadership skills
of SMEA’s volunteers’ (collectively and individually) have always been complemented and amplified by Ann’s
governance expertise and her ability to work with the multifaceted corporate and government affairs of the SMEA.
For most of our current members’ careers, Ann’s excellence as Executive Director is all we have known and she
is the Executive Director to whose standards we will measure our association’s

Lieutenant Governor’s Arts Awards – 2007
A Message from His Honour The Lieutenant Governor of Saskatchewan
It is my pleasure to extend greetings on behalf of Her Majesty Queen Elizabeth II, Queen of Canada, to everyone
gathered in celebration of Saskatchewan artists and art supporters.
Art, in all forms, makes our daily lives richer. Each time I use a mug that has been crafted by a Saskatchewan potter,
attend a concert or play by one of our province’s many choirs or theatre companies, or visit one of our fine galleries,
I am grateful that I live in this special place. How fortunate we are to be surrounded by so many creative individuals!
How magnificent that so many people and organizations make the arts possible through their generous support.
I want to thank the Saskatchewan Arts Board for establishing this awards program, and I congratulate all of the
award nominees upon this well-deserved honour. Please accept my best wishes for an enjoyable and memorable
evening.

SMEA is awarded the
2007 Leadership Award.
This award acknowledges the commitment and demonstrated leadership of individuals, groups or organizations in the arts in Saskatchewan. The nominee will have a record of volunteer service that shows a genuine desire for community well-being as advanced through
the arts. This may include contributions as a volunteer, philanthropist, mentor or advocate.
Criteria:
• Sustained record of leadership in arts development.
• Community service in building a healthy arts community in Saskatchewan.
• Residency in Saskatchewan for the previous 12 months.
The Saskatchewan Music Educators Association (SMEA) was incorporated fifty years ago, in 1957, spearheaded by prominent Saskatchewan musicians and educators of the time. Its aims and objectives were to promote the development of high standards of music
and music education, to exchange information and ideas with those interested in music education and to sponsor conventions, clinics
and other means of musical development, information and education. From its inception SMEA was affiliated with the Saskatchewan
Teachers Federation and the Canadian Music Educators Association. In addition, the association has always worked closely with
Saskatchewan’s Department of Learning in the development, assessment, and revision of the music strand of Saskatchewan’s Arts
Education Curriculum.

Frank Connell
Frank Connell, p.s.m., L.A.R.M., L.C.B.A.

The following article was prepared by members of the Moose Jaw Lions Junior Band
Organization, including Dr. Lloyd Bray and Dr. Fred McWilliams.
Mr. Connell was born in Shotts, Scotland.
He began his musical training at eight years of age, receiving instruction on
oboe from his father, a cornet virtuoso. Later, he turned to saxophone and then
to brass instruments, becoming an accomplished performer on the trumpet,
playing with leading bands in Scotland and England, including the champion
Ransome and Marles Works Band, Neward, England, and the Scottish Co-Operative Wholesale society Band – Scottish Championship Band sixteen times.
He studied theory and harmony under the eminent British band directors, John
Arthur Greenwood, John Falls, M.B.E. and Harold Moss.
He qualified for his Bandmanship in 1946 from Knellar Hall, following
which he received appointments as bandmaster with several British Military
Bands prior to coming to Moose Jaw in the fall of 1958 to be Music Director
of the Moose Jaw Lions Junior Bands.
Mr. Connell was founder of the Saskatchewan Music Camps, later to be
known as the Saskatchewan Summer School of the Arts. The first and second
camps (1962 and 1963) were held at the YMCA Camp Ta-Wa-Si on Echo
Lake. The third camp was held at Prince Albert Indian Residential School and
1965 and 1966 witnessed the real beginning of the Saskatchewan Summer
School of the Arts held at Briercrest Bible Institute, Caronport, Saskatchewan
when the band programme was joined by orchestra, drama, writing and painting. In 1967, the Summer School of the Arts programme moved to its permanent home at Fort San, in the Qu’Appelle Valley, on Echo Lake, where it
has continued to grow in numbers of students and varieties of classes offered,
in addition to band, orchestra, painting and drama, to include writing, hand
crafts, pottery, ballet, choral, Highland dancing, drums and bagpipes, to name
a few. Mr. Connell was the director of the Summer School until 1972.
Mr. Connell produced and directed the first Saskatchewan Tatoo held in
Moose Jaw in October, 1965, involving the Moose Jaw Lions Junior A Band,
the Saskatchewan Dragoons band, the St. Andrew’s Boys Pipe Band, the
Sprigs of Heather Girls Pipe Band and a YMCA gymnastic team and a rifle
team of Moose Jaw Cadets.
The Lions Junior A Band soon attained a high standard of performance as a
band, ensembles and soloists, winning many competitions in the local music
festivals and the Kinsmen International Band Festivals. His enthusiastic guidance, untiring efforts and inspirations culminated in leading the Lions Junior A
Band on a trip overseas in 1964 and again in 1970, when they were the guest
band at the Edinburgh Royal Highland Show and competed in an International
Festival of Music in Kerkrade, Holland, winning a gold medal.
Such was his inspiration and leadership to many hundreds of
young Moose Jaw citizens that many of them have become professional musicians and music teachers.
In 1973, he moved to Red Deer, Alberta to become Director of
Bands.
He was in demand in Canada and the United States as a clinician
and adjudicator. Her served as a member of the Saskatchewan Arts
Board, President of the Saskatchewan Chapter of the Canadian
Bandmasters Association and served a term as Secretary of the
Canadian Bandmasters Association.
He was awarded the Order of Canada Medal and was voted Citizen of the Year, both in Moose Jaw and Red Deer.
Mr. Connell went to his great reward on January 19th, 1979. As
a citizen who contributed to the cultural life of Moose Jaw and
Red Deer, through his devoted service and rapport with young
people, a great debt of thanks is owed by the citizens of these two
communities and indeed his legacy of disciplined training will be
remembered by all those who came in contact with this man from
Scotland.
As Robert Burns wrote, “A man’s a man for a’that.”
Rj Staples
Rj Staples, the Provincial Supervisor of Music was one of the
founding members of SMEA in 1957. He acted as the editor of the

SMEA.
Rj conducted a 1,000 voice provincial choir at several SMEA
conventions and was instrumental in the Sask. Sings broadcasts
and the publication of the Sask. Sings Songbooks to celebrate the
Diamond Jubilee of the province.
In 1964, Rj, as the Department of Education representative on
the Curriculum Committee, encouraged SMEA to outline specific
recommendations regarding equipment, teaching aids and trained
teaching staff required to provide a full music program in Division
III with consideration of a possible Division IV course of studies
for a full music program.
In 1968, Rj Staples organized the provincial Honour Choir (later
referred to as the Provincial Honour Choir).

2007 SMEA Oustanding Achievement Award
(double award)
The Outstanding Achievement Award is given each year by the Saskatchewan Music Educators
Association in recognition of either one outstanding accomplishment or an ongoing dedication
to excellence in music education. This year SMEA has chosen to present this award to two
individuals who, we feel, meet those criterion.
Chris Hamilton
The first of these awards is presented to Chris Hamilton. Chris is an educator with the Regina Catholic
Schools. One challenge teachers are faced with is
that of meaningful integration of students with special
needs into the activities that take place in the school.
Chris has successfully addressed this issue musically
at Leboldus High School by creating the “Best Buddies Blues Band”. The “Best Buddies Blues Band”
brings together in musical performance students from
FIAEP, the Functionally Integrated Alternative Education Program, and students from the greater student
body. This inclusionary approach to music education
is a unique response to one of the challenges music
educators meet in our schools. It is this innovative
and creative approach to music education for which
we recognize Chris Hamilton.
Lana Currie-Lingelbach
Volunteers are the heart of the Saskatchewan Music Educators Association. Many of our programs depend on them
for survival. The second recipient of the SMEA Outstanding Achievement Award is one of those very precious volunteers. Lana Currie-Lingelbach began her association
with the Heart of the City Piano Program in 2000 as a
volunteer piano teacher helping to bring private music instruction to children who would not otherwise have access
to it. Since then Lana has continued as a volunteer piano
teacher in Regina but she has also been involved in guiding the expansion of the program in the area and in 2005
became the Program Coordinator in Regina. It is through
the efforts of Lana and her little army of volunteers that
the joy of making music has touched the lives of Regina’s
Heart of the City Piano students and their families. We
recognize Lana Currie-Lingelbach for her ongoing dedication to excellence in music education.

SMEA Honour Groups 2007
For 2007 we invited the Elaine Quillichini and Dr. Denise
Grant to be our Honour Choir and Honour Band conductors.
Each with outstanding backgrounds, they join Ken Hseih (SOA
Honour Orchestra) to present the annual Honour Groups Concert November 4th.
This year was a chance for both SMEA and it’s board to assess
and improve program delivery from an admin support point of
view as well as the holistic musical experience. Kelly Magnusson was Honour Groups Chair,with Graeme Steen, acting
as Registrar. and technical assistant. Kelly doubled as Choir
Coordinator and was assisted by David Popoff and Al MacIntyre
as co-coordinators for Honour Band.
Since the Honour Groups Program in Saskatchewan is provincewide, we once again have students from all corners of Saskatchewan. Students who have earned their positions in the group
through an anonymous audition process (tape/disc). This audition
process levels the playing field for all students, and gives some
of them a taste of what would be in store for further involvement
in skilled ensemble playing and auditioning. Thanks to teachers
who help their students through these hoops!
The program provides contact with advanced and talented students, contact with Universty faculty and sessionsal lecturers, and
performance experience in a large concert setting. It is archived on
professionally recorded CD every year.
The concert was coordinated with the SMC 2007 schedule, and
participants in SMC receive concert tickets for the 4:30 Concert.
The Honour Groups Program strategies and policies are summarized in a program guide, which is used every year. It is also
added to every year, with tips and advice for upcoming years.
Since the concert is presented in Saskatoon or Regina every other
year, a long term effort (over two years) sustains planning points
sometimes two years ahead.
Students will be required to indicate their preferance (inst/group)
should they audition for both choir and band earlier next year
(Saskatoon). Thecla Anderson will be our 2008 Chairperson!

SMEA promotes the interests of the entire music
community through provincial, national and international affiliations. We also have advocacy materials
available through our office and online at our website!
Funding for Workshops, Special Projects &
Festivals. SMEA members can access funding for
workshops and special projects. Your Regional
Application forms are easily accessed online or
through conventional mail. We also provide funding
to UNIFEST and the Moose Jaw International Band
and Choral Festival.
Saskatchewan Music Conferences (SMC)
In partnership with other Saskatchewan music
organizations, SMEA provides a yearly music conference to promote professional development for all
educators involved in music.
National Affiliations!
All SMEA members automatically become members
of the Canadian Music Educators Association and
receive the CMEA Journal and Newsletter.
SMEA Supports Excellence.
SMEA sponsors the “Heart of the City” piano
program, the “Circle of Peace” drumming program,

The time has come again to honour colleagues who have put forth that extra effort to make
music education a strong and vibrant part of their community.
The Outstanding Achievement Award recognizes either one outstanding accomplishment or an
ongoing dedication to excellence in music. The recipient need not be or have been a member of
SMEA
The Honourary Life Membership is given to someone who has made a significant contribution
to SMEA and to music education in Saskatchewan. The recipient must be a retired teacher and
either a retired or current member of SMEA.
These awards are adjudicated at the next SMEA Board Meeting and presented at the
Saskatchewan Music Conference.
Nominations should be sent to any SMEA Board Member or the SMEA office in Cudworth.
