Dear Football Friends,
In the name of the Royal Belgian Football Association, I am honoured to welcome our friends
from Azerbaijan, the Czech Republic and Georgia to the first qualifying round of the UEFA
European Women’s Under-17 Championship 2015-2016. I sincerely hope that they will enjoy
their stay in our country and wish them a safe journey home after the tournament.
We are doing our best to make this tournament a success and I am certain that the hotels, and
the clubs of the training grounds and stadiums will do everything they can to ensure the best
possible conditions.
Our special thanks go to the people of Royal Standard de Liège and KAS Eupen who open their
doors this week to the participating teams.
Tournaments such as this give young players the opportunity to develop at international level.
The level of this first qualifying round of the UEFA European Women’s Under-17 Championship
is indeed much higher than our national football competitions, which will allow the participating
players to gain a wealth of experience. For this reason, I would also like to thank UEFA as
organizer of the Women’s Under-17 Championships for giving the countries of Europe this
opportunity. This tournament would not be possible without UEFA’s financial support and
organizational assistance!
With Azerbaijan, the Czech Republic, Georgia and Belgium, this tournament promises to be real
extravaganza. Each team is dreaming of reaching the finals in Belarus and we wish them all the
very best. We hope that despite the stakes and the importance of the tournament, the matches
can take place in a positive climate, with attention for respect and fair play.

TOURNAMENT REGULATIONS
The UEFA European Women's Under-17 Championship consists of three distinct stages: two
qualifying rounds and an eight-team final tournament.
Qualifying round
The competition begins with one-venue four-team mini-tournaments, although the
nations with the highest UEFA coefficient may be given byes to the second qualifying
round. The winners and runners-up of the groups go through along with the required
number of third-placed teams with the best record against the first and second-placed
teams, to ensure there are 24 sides in the next phase.
Elite round
The 24 teams are drawn into six groups of four teams. The groups are played as one-venue
mini-tournaments with the winners and the runners-up with the best record against the
teams first and third in their section progressing to the finals to join the hosts.
Final tournament
The eight teams are split into two groups of four. The top two in each group go through to the
knockout phase, beginning in the semi-finals.

HISTORY
The UEFA European Women's Under-17 Championship was launched for the 2007/08 season,
having been approved by the UEFA Executive Committee on 22 May 2006.
The decision to begin the annual competition followed the inauguration of the biennial FIFA U-17
Women's World Cup for 2008 – the European tournament acts as a qualifier when it is in the same
year as the global finals – and also allowed UEFA to underline further its commitment to women's
football and recognize the continual increase of activities in this sector. UEFA also hoped that this
new championship would encourage and motivate those member associations who do not currently
take part in a women's European competition to do so.
UEFA's expectations were exceeded when 40 nations put in for the first edition, with the first
qualifying round draw given the date of 19 February 2007. For the first season it was decided that
four teams would progress to the finals, and UEFA itself acted as the hosts in its Swiss base of Nyon.
Germany were to emerge champions ahead of France, Denmark and England, who all qualified
for the World Cup.
The following year Germany retained the title with a 7-0 final defeat of Spain, with France beating
Norway 3-1 to finish third. Spain went one better in 2010 with a penalty shoot-out win against the
Republic of Ireland, who had ended Germany's run in the semi-finals, and Jorge Vilda's side
successfully defended the trophy in 2011 by beating France with a last-gasp goal.
Germany reclaimed the title the following year, knocking Spain out in the second qualifying round
before a penalty shoot-out win in the final against a side falling just short for the third time, France
(who were to win the subsequent FIFA U-17 Women's World Cup in Azerbaijan). In 2013, after
Germany failed to qualify for the first time, Poland took their maiden women's title, beating
Sweden 1-0 in the final.
That was the last four-team event in Nyon. From 2013/14 the finals were expanded to an eightsided tournament with different hosts each year, Germany again winning the first edition of the
larger finals in England. Spain then themselves managed a third triumph in Iceland in 2015.
Belarus, the Czech Republic and Lithuania will stage subsequent tournaments.
