Pan Am Shelter Loses Contract With City

Just hours after Mayor Bill de Blasio came to Queens to announce a task
force to address issues with homeless
shelters, Comptroller Scott Stringer
announced that his office has rejected
two permanent shelter contracts, including the Boulevard Family Residence at the former Pan American
Hotel in Elmhurst.
Stringer cited a report released by
the Department of Investigation earlier this year, which highlighted the
poor living conditions of homeless
shelters throughout the five boroughs.
“I am rejecting two permanent shelter contracts which I will not approve
until my office receives assurances
that anyone staying in these facilities
will be safe, all outstanding violations
and complaints have been corrected
and all documentation that the requirements of the contracting process
were met. We simply can and must do
better on behalf of the 60,000 people,
including nearly 25,000 children, who
are under our care,” Stringer said.
There are no kitchens at the Pan
Am shelter, forcing some families to
buy meals on a daily basis.

Tribune on Wednesday, a spokesperson for Samaritan Village said the violations were being looked into.

When asked about Pan Am at Monday’s press conference in Corona with

three meals and there are currently no
plans to build a kitchen.
“We don’t have a plan yet to install cooking facilities in that location.
We’re not certain that that would be
actually the best thing for us to do. But
we do make sure that every family who
is in shelter has either the facilities –
the facilities to cook their own meals,
or we will deliver meal – three meals a
day – for every family so that they are
fed, so that they have food,” he said.
At the press conference, de Blasio
said the City would disperse “SWAT
teams” throughout the five boroughs
to address issues at various homeless shelters. He announced that his
administration will send more than
a hundred workers from several City
agencies to resolve building, fire and
other violations at buildings that operate as a homeless shelter.

funding allocated to homelessness.
“Another key factor has been mis-

unfortunately exacerbated homelessness. We’ve had a lot less in the way
of resources to address homelessness.

has increased in this city. So we’re digging out of a hole here, trying to protect so many families and individuals
even though there have been years of
disinvestment in all levels of government,” the Mayor said.
According to de Blasio, the shelter repair squads address outstanding
violations within seven days of it being identified and any major capital
projects that need to be done will begin within 30 days and be completed
by the end of this year. Examples of
problems that can be fixed within the
seven-day window, according to Taylor, are malfunctioning smoke detectors and window guards that need to
be reinstalled or further secured.
The homelessness problem in the
City was inherited by de Blasio, but
has seemingly gotten worse during the
first year of his term, with a recordhigh homeless population of 59,068,
a 10 percent increase from the year
before, according to City figures. The
mayor said that number is down to
about 56,000 today.

Mark Weprin To Resign From City Council

Councilman Mark Weprin (DOakland Gardens) will be resigning
within the next two weeks from his

Doe Finds Site For New High School

After over a decade of searching for
a site, the city Department of Education has finally locked down a location
for a much-needed new high school in
Northeast Queens.
The Bayside Jewish Center, which
closed in February due to declining membership, is being sold to the
Schools Construction Authority to be
the site of the new school, according
to Councilman Paul Vallone (D-Bayside).
“It wasn’t a secret that the SCA
was looking for a site within our district, but as of today we’ve been notified that the purchase of the Bayside
Jewish Center is being finalized and
is under contract. There is no denying the overwhelming demand facing
our district with regard to a long overdue high school for our students and
community, but there is also never going to be a perfect place to build one.
However, I am glad to see millions
of our taxpayer’s dollars being spent
within my district for the betterment
of our students,” Vallone said in the
statement.
After the center announced its closure in February, Community Board 7
District Manager Marilyn Bitterman
suggested the site for a public school,
though not specifically a high school,
that he wanted to see the SCA
engage the community in the
plans for the school.
“What is critical now is making sure that the community and
community boards are involved
in every step of the way and that
we work closely with the SCA
to minimize the impact to the
surrounding neighborhood,” he
added.

Hunter’s Point Art Project Stirs Debate

request a letter of support for a proposed art installation that is included
in plans to develop a waterfront park
along 30-acres of property in Hunter’s
Point South,
The project, which has been dubbed
“Phases of the Moon,” was awarded to
renowned artist Nobuho Nagasawa,
who presented her plans to illuminate
the peninsula with a luminescent art
piece.
“When I went to the site, I was really blown away from the beauty of
the vista,” Nagasawa said. “During the
daytime you have a different view, but
I wanted to create something for the
evening hours, where you could see
some kind of magic.”
Using a natural phosphorescent
material, which she said would require
no maintenance, Nagasawa’s plan is for
a naturally glowing attraction at dark.
Yet, despite the proposal, several
members of CB2 voiced concerns. Not
because of the artwork, but due to the
process in which the EDC selected a
commissioned artist.
“The process was, frankly, unsatisfactory,” CB2 Chairman Pat O’Brien
said. “The EDC did present at the last
land use meeting. However, we did express dissatisfaction with the process.”
According to the EDC, Susan Randolph Fine Arts was selected as art curator for the project through a Request
for Proposals and was responsible to
identify a New York City-based artist
with a proven track record for creating
engaging, public artwork.
Nine artists were selected based
on their ability to successfully complete projects for exterior and interior
space, experience with large scale public artwork, method of viewer engagement and stylistic sensibilility.
Michael Koontz, an architect with
Thomas Balsey Associates development firm, said the EDC is hoping to
begin construction of Nagasawa’s project by the end of the summer. Koontz
said construction of the entire Hunters Point South development could
take anywhere from 30 to 36 months
to complete, with plans of completing
5,000 housing units – 60 percent of
which will be affordable for low/moderate income families – by 2018.

Zoning Text Amendment Vote Delayed

The Queens Borough Cabinet Board
did not vote on a text amendment that
would affect many homeowners still
rebuilding from Superstorm Sandy
on Monday, because it did not have a
quorum.
Monday night’s meeting at Borough Hall focused on a Citywide
Flood Resistance Text Amendment,
which would remove barriers that are
in place by current zoning regulations
and allow homeowners to rebuild
their property to its elevation prior to
Sandy and be resilient in a way that is
consistent with coastal areas.
The amendment was proposed by
three City agencies: the Department
of City Planning, the Department of
Housing Preservation and Develop-
ment, and the Mayor’s Office of Housing Recovery.
But the vote on the amendment
had to be postponed, as the board did
not have quorum, or the minimum
amount that is required by law to have
the vote.
According to Sharon Lee, spokesperson for Borough President Melinda Katz, the attendance needed to
reach quorum for this meeting was 19,
though that is not the set amount for
every vote at this board. That number
varies depending on the issue, according to Lee.
The board is chaired by Katz and
is made up made up of chairpersons
and district managers of each community board. Not enough were present.

The leaders of community boards

coastal neighborhoods that were vastly
affected by Sandy, were in full support
of the change.
Community Board 13, which represents areas in Southeast Queens, such
as Rosedale, also supported the amendment, but requested that City Planning
and Build it Back have a separate meeting with civic groups from the Southeast
Queens neighborhood to address issues
with homeowners from that area.
A City Planning representative said
they would work to attend the Rosedale
Civic Association meeting later this
month to meet with residents.

Homeless Deserve Good Shelter
Sunnyside Yards Will Shine
We applaud the move by City Comptroller Scott Stringer to deny a contract to
Samaritan Village to operate the homeless shelter at the former Pan American Hotel
in Elmhurst for five years.
When the shelter opened last year, there were questions about whether or not
the Pan Am was an appropriate place to house homeless families. An audit by the
Department of Investigation in March cited numerous health and safety problems
at the shelter, and the lack of a kitchen in each unit as required by City law.
It’s great that Mayor de Blasio is organizing a “task force” to take on problems in
homeless shelters, which he announced this week in Corona, but the Pan Am was a
shelter his administration approved. And although they presented the Pan Am shelter
as a temporary solution to a homeless crisis, it is clear the Department of Homeless
Services wanted it to become a permanent one.
For a multitude of reasons, the number of homeless in the city has skyrocketed in
recent years. The City is required by law to house them. They deserve to be housed
in appropriate living conditions, not be warehoused in temporary situations like
hotels. We call on City Hall to provide safe, healthy and legal shelter for those who
need it.

Mayor de Blasio’s War On Renters

M
ayor Bill de Blasio
recently declared war
on the rental housing
industry by supporting tenantbacked State legislation that
would cut off the life blood of
the City’s existing rental housing. Perhaps the Mayor does
not realize that the ultimate
casualties, if his proposals were
to be adopted, will be renters,
the City’s economy and his own
housing plan.
The Mayor’s proposals,
straight out of the tenant playbook, would eliminate rent
increases when apartments
become vacant, prohibit the
deregulation of stabilized
apartments and limit incentives
for apartment and building
improvements.
The sources of income that
the Mayor would eliminate are
precisely what keeps stabilized
housing alive. They were enacted by the State Legislature
because rent increases provided
by the City Rent Guidelines
Board were insufficient to meet
ever-rising building operating
costs. Long-term, building operating costs have increased by 5-6
percent per year, while the RGB
has allowed rents to increase by
only 3 percent per year.
To make matters worse, last
year, Mayor de Blasio’s RGB allowed only a 1 percent increase,
when costs increased by 5.7
percent, and looks ready to set
even lower increases, maybe
even a rent freeze, this year.
The Mayor does not seem to
recognize that it takes money to
operate rental properties, a cost
that keeps increasing primarily
because of increases in City
real estate taxes and water and
sewer charges.
These municipal charges
make up one-third of building
operating costs and are set to
increase once again in July.
Mayor de Blasio could have
taken action to keep rents
affordable by limiting the
municipal levy on property
owners. Candidate de Blasio
campaigned on eliminating the
“hidden tax” in water bills, but
Mayor de Blasio kept that hid-
den tax and increased it.
Instead, to keep rents low,
Mayor de Blasio has decided
that owners have been overcompensated in the past and are
now making too much profit.
There is no basis for making that
judgement across the board.
Everyone knows that not all
tenants are poor, just as not all
owners are rich. Nor was it the
purpose of the rent stabilization
law to regulate profits. We tried
that under the old rent control
system which decimated the
housing stock and left as its
legacy apartments that still rent
for less than $100 per month.
It’s time to finally acknowledge that rent regulations are a
cause of, and not a cure for, the
City’s affordable housing crisis.
Rent regulations have been in
place in New York City for more
than 70 years and they have done
nothing to stem the affordability
crisis. In fact, the greatest rent
burdens are carried by tenants
of the City’s one million rentstabilized apartments.
The affordability crisis is not
a result of excessive rents, but

a problem of inadequate incomes. The only way to address
this problem is through rent
subsidy programs targeted for
the neediest tenants. In other
words – protect the tenants,
not the apartments.
The Mayor understands
the need for rent subsidy. His
administration has asked owners to help house homeless
families using rent subsidies
and the industry is ready to
help. However, even if there
are not enough rent subsidies
available, the answer is not to
freeze rents.
The simplest and most practical way to keep rent increases
low is to limit the tax burden
on regulated apartments. However, the same elected officials
who are calling loudly for
limiting rent increases – and
even rent freezes and rollbacks
– have for years been voting to
increase the tax burden on the
City’s stabilized renters.

Instead of playing to his base,
the Mayor should join with all
stakeholders to recognize that
we need to protect tenants,
not apartments. As long as the
City needs more tax revenue,
rents will have to increase.
The only way to protect our
neediest tenants is for tenant
advocates, the Mayor and other
elected officials to join with the
industry to support an expansion of the existing rent increase
exemption programs to cover
all income eligible renters. At
the same time, rules need to be
relaxed to allow the private sector to continue improving and
creating affordable housing for
the entire spectrum of the City’s
growing population.

Ozone Park ‘Bravest’ Celebrate 100 Years

In 1915, a building rose on 98th
Street in Ozone Park. It cost only
$45,000 to build. A century later, the
investment is still paying dividends.
That year, the City opened a firehouse, home to Engine 285 and Ladder 142. The two companies, still serving South Queens, celebrated their
centennial last Friday in a ceremony
held inside the house, which was open
to the public a few days earlier to celebrate the 150th anniversary of the
FDNY.
Speakers, including Deputy Commissioner Robert Turner, spoke about
what has changed in the last century,
but also what hasn’t, notably the traditions of New York’s Bravest.
“Inside these walls, generations of
firefighters have learned from each
other, mentored new firefighters and
ensured that traditions of this department, the core values that we are
build on, honor, dedication and service, never waiver,” Turner said at
Friday’s ceremony. “Centennials may
celebrate the date a firehouse opened,
but they’re most about the firefighters
who served here.”
Those firefighters included those
who were lost. Among them, three men
– Firefighter James Griffin of Engine
285 and firefighters John Dunne and
Michael Hanley of Ladder 142
– who died together on Feb.
6, 1923 after being struck by
a Long Island Rail Road train
on Atlantic Avenue while on
duty. They remembered Robert Smullen of Ladder 142,
who died responding to a fire
on March 19, 1966, the first of
18 of New York’s Bravest to
die in the line of duty in one
of the department’s deadliest
years. They honored Firefighter Thomas Earl of Engine 285,
who died fighting a fire on
Feb. 8, 1976 when a roof collapsed. Two firefighters from

ASSAULT – The NYPD is asking
the public for assistance in locating an
identified suspect who is wanted for a
non-fatal shooting which occurred in
Jamaica Hills.
On Sunday, April 26, at approximately 1:30 a.m., in the rear of the H20
Club at 153-33 Hillside Ave., a suspect,
Jamel Ethridge, 37, who was known to
the 23-year-old male victim, allegedly
pushed the victim onto the ground
and shot him in the left leg. The victim
was transported to Jamaica Hospital
Medical Center in stable condition.
Ethridge is described as a black
male, who is 6 feet, 4 inches tall, 260
lbs, with brown hair, brown eyes and

the suspect, identified as Roger Almeida, 61, exposed himself to the 31-yearold female victim while staring at her

the Queens Tribune, Chen indicated that they do not plan on moving
out of or closing their Queens location, but there is a need for them
to open more locations to deliver
products more quickly and better
serve its customers.

open more locations in New York
City and the property taxes for operating larger facilities like the ones
this company uses is more affordable in other areas.

nuts and balancing your intake of
omega-6 fatty acid and omega-3.
One of my favorite ways to help minimize inflammation is by eating foods
that help balance my chakras (foods
that are the color of the rainbow).
Hydration
I drink 8 to 10 glasses of warm
water with lemon and ginger or
cinnamon and honey to help decrease stiffness, pain, constipation and headaches. I find that
consuming warm water is more
beneficial as it assists in keeping
the joints lubricated.
Sleep
I make sure I get 7 to 9 hours
of sleep each night, and if not, I
am unable to manage my stiffness and pain. If pain keeps me up at
night, I need to take one or two 20-30
minute “power naps” during the day
as I find that when I am well rested,
I can manage my stiffness and pain
better.
Meditation: Decompress Stress
By learning to manage your stress,
it may help to lessen your pain. Relaxation techniques such as guided
imagery and mediation can decrease
the emotional and physical impact
of stress in your body. For me, visual mediation helps to decompress
stress while visualizing my body being pain-free and moving with ease.

And Crystal Healing
Healing treatments, such as Reiki
and Crystal Healing, help to connect
you with the emotional, physical,
mental and spiritual aspects of one’s
being. Often a person is depleted

difficult

cumbersome,

bad weather and could even compromise a patient’s health.
Recently, the institute has opened
up to the surrounding community and
serves patients from Queens, Nassau and Suffolk counties. Seventy
percent of those receiving dialysis
treatments are outpatient.
The institute is designed to feel
less like a medical facility and is
catered to giving the patient a
more comfortable experience. Patients have private bays with curtains that close and the Parker
Jewish team is trained to connect
with patient and comfort them.
Patient choice is also extremely
important to Parker Jewish. Some
older patients, who may have advanced illnesses, such as cancer,
have the right to stop dialysis treatment “at any time,” Kenny said, because for them, dialysis treatment is
“an extraordinary choice.”
But for most patients, including
younger ones and those who do not
have terminal illnesses or are elderly, dialysis is a required treatment
and Parker Jewish works make the
Queens-Long Island Renal Institute
a comfortable and welcoming place
for this much-needed treatment.
“We’re very happy that we can
provide these services to these patients, especially nursing home patients,” Kenny said.

What You Need To Know To Control This Silent Killer
Most people assume they only
need to take their medication when
they are sick, meaning when they experience symptoms. But in the case
of hypertension, this type of thinking
could kill you.
Patients who have hypertension
are often completely asymptomatic that’s the reason hypertension is often called the silent killer. The belief
that symptoms such as headaches,
nose bleeds, nervousness, sweating, difficulty sleeping or facial flushing are signals to take blood pressure medication is a myth.
Nonadherence to hypertension
medication is a huge challenge.
Research shows that one in three
American adults suffer from high
blood pressure, but only 47 percent effectively treat their disease
to keep blood pressure levels under
control.
Higher Risk For Heart
Attack, Stroke
Express Scripts’ specialist pharmacist Ed Dannemiller recently
spoke with a patient who was 40
days late to refill her blood pressure
prescription.
“When I asked her about the delay, she said she only takes her medication when she feels stressed or
has a headache. The problem with
this is that patients with hypertension
may feel perfectly fine before suffering a heart attack or stroke,” says
Dannemiller.
Normal blood pressure is less
than 120/80, but consistent levels
above 140/90 require medical attention. Simply keeping a patient’s
blood pressure under control decreases the risk of heart attack by
25 percent, stroke by 33 percent and
heart failure by 50 percent.
But the only way to have a precise measurement is through a blood
pressure reading.
Become An Engaged Patient
“I encourage patients to become
engaged in their own health and
keep track of their blood pressure
readings, which can help prevent
unnecessary hospitalizations or ER
visits,” Dannemiller explains.
For patients with white-coat hypertension - those whose blood pressure rises from stress in the doctor’s
office - a home blood pressure monitor is a good option.
Dannemiller offers these useful tips for patients monitoring their
pressure at home:
• Take blood pressure readings
in a seated position with arm at the
heart level
• To regulate the monitor, discard
the first reading
• Keep a record of your blood
pressure levels to bring to your doctor’s appointment
This additional data will help your
physician better understand your
condition and make better medical
decisions to ensure healthier outcomes.
Lifestyle Changes Can Help
In addition to staying adherent to
blood pressure medication, regardless of symptoms, the following lifestyle modifications also can improve
cardiovascular health:
• Consume a heart-healthy diet
rich in fresh fruits and vegetables
and low in salt, fat and cholesterol
• Engage in regular aerobic physical activity
• Manage your weight, limit alcohol consumption and do not
smoke.

skills of a WOC nurse improved dramatically compared to HHC patients without a WOC nurse. Patients under the care of a WOC nurse were:
• Nearly twice as likely to have improvement in
pressure ulcers.
• 20 percent more likely to have improvement in
lower extremity ulcers.
• 40 percent more likely to have improvement in
surgical wounds.
• 40 percent more likely to have improvement in
urinary incontinence.
• 14 percent more likely to have improvement in
bowel incontinence.
“This study proves that WOC care results in
better patient outcomes, which means patient
survival rates are better and relapse rates are
lower,” says Phyllis Kupsick, MSN, RN, FNP-BC,
CWOCN, WOCN Society president.

Arts Open May See Biggest Turnout Yet

Queens’ largest art festival returns
to Long Island City, from May 13-17,
when artists, residents, businesses,
tourists, government, art collectors
and enthusiasts will gather for the 5th
annual LIC Arts Open.
“It’s hard to believe that five years
have passed since a seemingly innocuous conversation led to founding of
an arts festival that is growing in size
and significance every year,” Richard
Mazda, executive director of the Arts
Open, said in a letter. “We are back
with a fantastic program of exhibits,
events and our annual Open Studios
weekend, with hundreds of artists and
performers taking part, and scores of
venues participating.”
Since its inception, back in 2011, the
LIC Arts Open has provided a venue
for local artists to showcase
their work. Mazda, who also
serves as artistic director at the
Secret Theatre in Long Island
City, told the Queens Tribune,
that when it began, the LIC Arts
Open was designed to not only
include painters, but sculptors,
videographers and other forms
of art as well.
“One month later, we managed to raise about $30,000
from local businesses,” Mazda
said.
Growing rapidly from the
start, Mazda anticipates the
2015 LIC Arts Open will see its
biggest turnout yet.
“This area is home to one of
the largest collections of gallery and
studio space in the City and the Long
Island City Arts Open provides us
with a chance to celebrate the artists
who use this space as well as the work
they produce,” Councilman Jimmy Van
Bramer (D-Sunnyside), chairman of the
Cultural Affairs Committee, said.
Featuring more than 200 local artists, the five-day arts and cultural festival includes over 40 different events
and 50 exhibitions across 60 different
venues in Long Island City.
The festival kicks off with an opening reception, from 6 to 10 p.m., at The
Local NYC, 13-02 44th Ave., featuring a
live jazz performance from Willie Martinez’s La Familia with local trombone
legend J. Walter Hawkes, and a welcome
speech from Van Bramer.

Visit The Oldest House In Queens This Sunday

This Sunday, May 17, the 17th Century Bowne House in Flushing will
participate in the New York Landmarks
Conservancy’s Sacred Sites Open House
Weekend.
Bowne House will be open to the
public from 1 to 5 p.m. At 2 p.m.
there will be a special program with
speakers on the history of freedom of
religion and on the Flushing Remonstrance, the 1657 petition to Governor
Peter Stuyvesant, signed by a group
of 31 local citizens, arguing for the
right to freedom of conscience in the
colony.
The house itself was built in 1661
and became a house of worship for
Quakers. The next year, its owner,
John Bowne, defied a ban imposed by
Governor Stuyvesant on the practice
of religions other than the Dutch Reformed Church by allowing Quakers
to worship in his home. Bowne was
arrested, punished and eventually
deported to the Netherlands, where
he successfully pleaded his case before
the Dutch West India Company. He
returned home victorious in 1664, and
the principle of religious freedom was
established in the colony.
Sunday’s program will take place in
the museum garden, adjacent to the
454-year-old home.

by President Obama in December
aimed to making the Bowne House
and other locations associated with
the Flushing Remonstrance, National
Park site, will speak at the event. Dr.

Queens 1645-2001,” and a lecturer
on diversity and religious freedom
will also be speaking.

Tasty Treat From Across The Creek

Queens residents are in for a tasty
treat this summer.
The Smorgasburg food market will
be crossing Newtown Creek on July 11,
for its first event in Long Island City,
where there will be dozens of local
food vendors.
“We’ve been knocking around the
idea of a Queens Smorgasburg for
about a year now,” Jonathan Butler,
co-founder of Smorgasburg, said in
an email. “So when Rockrose [the
developer] approached us about doing
something across the street from their
Linc LIC project in Court Square, it
was an easy sell especially given the
great subway access and proximity to
[MOMA] PS1.”
Butler, who is also the co-founder
of the Brooklyn Flea and creator of
Brownstoner.com, said that across the
river in Williamsburg, Smorgasburg
has become a huge global attraction.
After seeing how successful the Smorgasburg food market has become since
it began in 2011, he said, it excited him
to do something more local, similar to
how he and accomplice Eric Demby,
first started the Brooklyn Flea in Fort
Greene in 2008.
“We are frequently approached by
other cities wanting us to do a ‘Smorgasburg,’” Butler continued. “But we
realized that just across the Pulaski
Bridge there was the fifth biggest City in
America and it just happened to also be
one of the most ethnically diverse places
on the planet with a long and storied
food culture. No brainer!”
Located in a combination outdoor
lot and indoor facility, Smorgasburg
will feature restaurants and startups
alike. Some Smorgasburg staples – such
as Colombian arepas, Mexican seafood
cocktails and Thai noodles – will be on
hand to serve hundreds of hungry patrons in attendance. In addition, Smogasburg Queens will feature authentic
Filipino food from Papa’s Kitchen in
Woodside, pho from Maspeth-based
Bun-Ker Vietnamese restaurant and
noodle soup from Elmhurst-based Pata
Paplean.
According to Butler, a dozen food
vendors are committed, as of press
time, with a capacity for about 40 in
the Long Island City location. There are
no plans for a second location, he said,
right now they are staying focused on
making this a super high-quality and
fun food event.

Position for District Manager (DM)
Duties and Responsibilities
This is a management class of positions encompassing responsibilities for expediting, monitoring
and evaluating municipal services in a community district, as directed by the Community Board. All
positions are allocated to Assignment Level I of the Pay Plan for Management Employees.
Under executive direction of a Community Board, the DM represents the Board in monitoring and
evaluating the delivery of municipal services within the community district and actively participates
in the coordination of delivery of these services.
The DM serves as a conduit among residents of the district, members of the Community Board and
district personnel providing municipal services.
The DM with the full authority to act for the Board, presides at meetings of the District Service
Cabinet, composed of agencies providing municipal services on a decentralized basis (e.g. Parks
and Recreation, Sanitation, Police, etc.).
Establishes the agenda, energetically represents the interests of the community and the Board
in dealing with the managers or district supervisors representing their respective departments on
community based complaints and problems of the community residents.
Attends Community Board meetings. Reports on issues concerning, and actions taken at District
Cabinet meetings as well as on other pertinent matters.
Processes complaints from residents of the district relating to services provided by municipal agencies within the district. Resolves minor local complaints and processes complaints of a recurring or
major nature to appropriate authority. Prepares written or verbal reports to the Community Board on
complaints received.
Supervises and administers the office and the staff of the Community Board.
Resolves local complaints and directly brings major complaints of a recurring and/or multi-borough
or city-wide nature to the Borough President, the Mayor (through representatives) and to the Public
Advocate.
Participates in the formulation and development of Community Board policies and procedures.
Executes these policies and procedures as necessary. Directs staff in planning and research in this
area, as necessary.
Qualification Requirements
1.
A Baccalaureate degree from an accredited college and two years of full-time satisfactory experience in community work, public administration or planning or related fields, or public
information or relations, of which one year must have been in a supervisory or administrative
capacity; or
2.
An associate degree from an accredited community college and four years of full-time
satisfactory experience in community work, public administration or planning or related fields, or
public information or relations, of which one year must have been in a supervisory or administrative
capacity; or
3.
A four year high school diploma or its educational equivalent and six years of full-time
satisfactory experience in community work, public administration or planning or related fields, or
public information or relations, of which one year must have been in a supervisory or administrative
capacity; or
4.
Education and/or experience which is equivalent to “1,” “2,” or “3,” above.

Maspeth HS Tennis Makes Playoffs in First Season

Tennis at Maspeth High School has been a
resounding success in its inaugural season, with
both the boys and girls teams qualifying for the
playoffs.
The teams recently finished their regular season and the results have been terrific. The boys
varsity team finished 9-1 overall and earned a first
round bye into its playoff game against Lincoln
High School from Brooklyn. They were to play
Wednesday night.
The girls finished with a 6-6 record and competed in the citywide playoffs, facing John F. Kennedy
Campus High School from the Bronx on Tuesday
evening. The Maspeth teams lost in their matchup
3-2 and are eliminated from the post season.
The team’s coaches, Sarah Jabbar and Ryan
Stansfield, said they attribute their team’s success
to the dedication the students have committed to
playing tennis and improving on their craft.
“They always want to play. If it’s nice out, they
want to play. Even if we’re not doing something
together as a team, a lot of the time, they’ll just
text each other and go play,” said Stansfield, who
coaches the boys team. Both Stansfield and Jabbar
are global history teachers at the school.
When asked to describe the girls season so far,
Jabbar said the first word that comes to mind is
“growth” because of how much the girls have im-

proved their tennis game throughout the year.
“A lot of the girls on my team, they were brand
new to the sport. Some of them had never picked up
a tennis racket prior to being on the team,” she said.
“Just having them work on their strokes and
their serves and seeing them get better has been
really nice,” Jabbar added. “They really put their
time and effort into this and it’s showing.”
Both teams have upper classmen that serve as
leaders among their peers and are among the best
players on the team.
According to Stansfield, his team is led by two
seniors, Horia Negru and Nikodem Citak.
He said, Negru often plays against the best
player on the other team and he generally feels
confident that they will put in a good performance
when they step onto the court.
As for Citak, Stansfield said he has taken on a
leadership role within the team, including taking
the younger players under his wing, and is essentially serving as an additional coach.
For Jabbar’s team, Magdalena Jankowski and
Xin Yi Chen, who are both juniors, have emerged
as the leaders of the team.
Jankowski, or “Maggie” as Jabbar called her, is
the vocal leader of the team. The coach said, she
leads the warm up practices even when a coach is
present.
“She’s one of those players that really wants to
do well. You can see it on her face, when she loses
a match, that she wants to fix what she did,” Jabbar said.
She added that Chen’s skills have improved
during the season, and she is the player with the
best technique on the tennis court, according to
Jabbar.
