ROSEE-SENSOR Peer to Peer Review
SEROC is meant to be an essential advisory board for SENSOR and ROSEE projects: its major objective concern a
reinforcement of coordination and co-operation of the two projects on technical, scientific and dissemination
issues. Complying with its mission, during the last meeting in Budapest on April 8th, 2014, SEROC defined the
framework for a peer to peer review. 3 designated reviewers from each project would review a selected number of
documents from the partner project.
ROSEE: National Reports and Survey Reports
ROSEE project partners delivered to SENSOR
reviewers two pivotal kind of documents
developed by the project: the National Reports
and the Survey Reports. National Reports play a
crucial role among the activities aimed to analyze
road safety policies and data. For every
participating country in the project, a National
Report on road safety performance of the
networks has been drafted. In this document the
current general road safety situation of the
country is presented, along with an insight on the
national road safety legislation, policy and
institutional capacity. On the basis of the
undertaken assessments and other available data
and information, then, an exposition of road
networks conditions and road users’ behavior follows, concluding with the identification of the country’s road
safety priorities. To increase the value and the possible impact of National Reports, those have been developed by
partners in close communication and cooperation with the relevant national and regional stakeholders involved.
In addition to a focus on safety of road infrastructure, ROSEE has the purpose to emphasize the key role of the
human factor on road safety, and has carried out public knowledge and opinion surveys on primary and secondary
networks. For primary networks, surveys were conducted with drivers about key road safety behavior issues
including fatigue, speed, alcohol and safety belts, in order to improve communication on road safety issues for the
primary network. For secondary network, the surveys with road users were focused on the use of transport modes
and the perception of road safety. Each partner country has shaped the interview’s structure to the needs and
theme of their own pilot, in ROSEE project collected more than 3500 completed public knowledge and opinion
surveys and partners analyzed the results (more on www.rosee-project.eu).
SENSOR: Risk Maps and Survey Reports
The mid-term conference in Slovenia last November
marked the beginning of road surveys in SEE region.
Ljubljana became important landmark from which
specially equipped yellow SENSOR vehicle have
started their journey through TEN-T network of the
region. A total of 16 .000 km of roads in South East
Europe have now been surveyed. This work
includes road networks in Greece, Slovenia,
Hungary, Slovakia, Romania, Bulgaria, Albania,
Montenegro, Former Yugoslav Republic of
Macedonia, Serbia, Croatia and Bosnia and
Herzegovina.
After the coding, analysis and
technical evaluation of the results that are going to
be done in ViDA software, Star Rating maps of all
roads surveyed will become available. Star Ratings
are based on road inspection data and road design risk factors. They provide a simple and objective measure of the
level of safety 'built-in' to the road. The final Star Rating as well as Risk Mapping results and Safer Roads
Investments Plans will be launched during the Final Conference in Ljubljana on 25th of September.
During the past few months SENSOR project partners also assessed 19.000km of roads in Greece, Romania,
Hungary, Slovenia and Slovakia in order to provide RAP risk maps that give an objective view of where people are
being killed or seriously injured on a road network and where their crash risk is greatest.
Currently, Sensor project are in the phase of finalisation and launching of countries’ individual Safer Roads
Investment Plans (SRIPs) that identify ways in which the Star Ratings can be improved in a cost effective way. First
results are successfully launched in Serbia and Albania presence of respective Ministers of Transports in both
countries (more on www.sensorproject.eu).
First feedback of the Peer to Peer review
SENSOR to ROSEE
The independent reviewer commented on good, consistent reporting, with
allowance to allow creativity in different responding/reporting styles where appropriate. It was said that the
survey results provide good national commentaries, working to well-tried formulae. The work raises the profile of
issues which may lead to additional funding and capacity-building and highlights infrastructure issues. Behavioral
issues feature strongly in the survey descriptions and the forum and network that ROSEE provides strengthens
transnational cooperation and dialogue on road safety. Results give a useful baseline to justify road safety work
and highlight particular national issues. Some information is new and it is clear where reporting is from a depth of
knowledge and experience. Several of the results will form the basis of future campaigns and policy-led
initiatives. This is particularly true of material on such issues as seat-belt wearing and camera offences. Special
attention is put to target particular agencies with the specific actions that the results suggest should be followed up
on – e.g. police and enforcement, roads authority on infrastructure issues.
ROSEE to SENSOR
The applied methodology is based on the widely accepted and commonly used
EuroRAP Risk Mapping methodology and protocols. The produced Risk Maps are valuable for the graphical
visualization of the road safety level of the examined sections that can be readily conveyed to non-expert road
users as well as utilized to assess priorities. Road-users can be informed on how and where their behavior needs to
be modified in order to minimize risk, as well as in understanding how road infrastructure variables influence risk.
Heterogeneity of risk along the road network is recorded and it is clear how to alter it through dedicated actions
concentrating on priority sections are. In cases that such maps could not be produced, there is still the benefit of
the identification of the absence or unavailability of data and of the typical agencies that would possibly be
involved in a Road Assessment Programme. The survey deliverables cover the need to prepare video data in order
to assess the level of risk of a fatal or serious injury attributed to the road infrastructure. The video surveying
methodology is based on EuroRAP (iRAP) specifications, which are commonly used and widely accepted. The georeferencing methodology is sound and reliable.
ROSEE-SENSOR Final Conference
The ROSEE-SENSOR joint Final Conference will take place in Ljubljana on the 25th of September. During this
occasion the results achieved by both SENSOR and ROSEE project will be presented to stakeholders: it therefore
represents a precious occurrence to get updated and discuss about the major Road Safety issues faced by the
projects: from Road Safety Audit and Inspections to road users’ behaviour.
The event will last for an afternoon and will be split in 3 different sessions. Institutional greetings and a general
introduction will open the Conference. In a second session ROSEE and SENSOR members will present alternately
the major results and findings of the their projects. Afterwards, an open discussion will follow in plenary session.

ROSEE WORKSHOP, ACTIONS FOR A ROAD SAFETY IMPROVEMENT: FROM
INFRASTRUCTURES TO BEHAVIORS, BRESCIA (ITALY), MAY 26, 2014
ALOT, Agency of East Lombardy for Transports and Logistics, in
the setting of ROSEE project, ROad Safety in South East Europe
regions, has organized on Monday, May26th, in Brescia (Italy) the
workshop Actions for a Road Safety Improvement: from
Infrastructures to Behaviors. The event, addressed to all kind of
stakeholders active on road safety issues, both infrastructural
and behavioral, registered the participation of 129 people to the
plenary session in the morning. Round tables as well engendered
a particular interest: 27 participants to the Round Table about
Pedestrian Crossings, 36 participants to the Round Table about
Cycling Paths, and 38 participants to the Round Table about the
Italian Highway Code.
The feedback given by participants, collected though an after-event evaluation questionnaire, show that most of
them considered the workshop very interesting, and appreciated the technical program and the high quality of the
presentations held by national and international experts. MP Paolo Gandolfi, proposer of the Revision of the Italian
Highway Code Bill, presented it to the audience; Dr. Roberta Calcina, Project Manager of South East Europe
Programme, Dr. Luana Bidasca, Policy Officer from ETSC (European Transport Safety Council), and Dr. Pieter Venter,
GRSP Director (Global Road Safety Partnership), with their interventions presented the respective organizations’
activities. Prof. Maurizio Tira, full professor from University of Brescia (DICATAM) conveyed a detailed presentation
of ROSEE Project; and the intervention of Dr. Valerio Parigi, vice president from FIAB (Italian Bicycle Friends
Federation), put the focus on the Highway Code situation in Italy comparing it with other European countries.
SENSOR PARTICIPATION: 6TH EUROPEAN ROAD SAFETY DAY, ATHENS 8-9, 2014
The European Commission, in cooperation with the Greek EU Presidency
hosted the European Road Safety Day in Athens on 8-9 May 2014. This
conference, centered around the headline theme ‘Safe and smart
infrastructure’, brought together road safety experts, stakeholders and
decision-makers and gave them the opportunity to share their knowledge and
discuss ways to continue improving European road safety.
The conference programme included information stands where leading
European road safety organizations presented their work. Make Roads Safe
Hellas participated with a MRSH/SENSOR project/EuroRAP stand, where a
great opportunity was given to present detailed information about the
SENSOR project to very important persons as Mr Siim Kalas, Vice-President of the EC, Mr. Michalis Papadopoulos,
Deputy Minister of Infrastructure, Transportation and Networks Mr. Dionisis Makris, General Director of Ministry of
Infrastructure, Transport and Network, Mr. Kallistratos Dionelis, General Secretary of ASECAP, etc.
LAUNCH EVENT OF THE ALBANIAN SENSOR RESULTS IN TIRANA, MAY 28, 2014
On 28th of May the launch of the first results of a 603km survey of Albanian
roads took place in Tirana. The event was hosted by the SENSOR Observer
ACA (Automobile Club of Albania) and achieved extensive media coverage.
The Minister of Transport and Infrastructure, Mr Edmond Haxhinasto said that
Albanian government prioritise safe road infrastructure high and therefore he
was very pleased to welcome SENSOR technical and expert team for
consultation on the first results for Albania. The Minister said that Albania’s
recent massive investment in new road infrastructure had led to safety
problems which must be addressed before more new roads are built. The
SENSOR project has now Star Rated more than 600 km of Albania’s roads showing countermeasures which can
target the safety problems and the huge economic benefits from investing in safety.
THEMATIC POLE 8 REGIONAL MOBILITY MEETING, Brescia, 26th May 2014
The South East Europe Programme has created a Thematic Capitalization Strategy to streamline the process of
creating synergies between projects and capitalizing on results of previous initiatives. The SEE Thematic
Capitalization Strategy aims to strengthen the links between projects working on similar topics (Thematic Poles), to
enable projects to exploit and consolidate one another's achievements, and create a higher leverage effect. This
will enhance the visibility and impact of both projects and Programme. A reinforced and more structured approach
to valorize the SEE knowledge base will allow, moreover, to derive invaluable inputs and recommendations in view
of the upcoming programming period.
SENSOR and ROSEE projects are parts of the Thematic Pole 8, including other SEE Projects dealing with Regional
Mobility. Thanks to the Thematic Pole 8, projects that have concentrated on different territorial dimensions as well
as target groups, have the chance to combine their results to draw the map of an improved passengers' mobility
and increased chances for seamless accessibility in the region.
The Thematic Pole 8 Meeting held in Brescia on the May 26th gave to participants from SENSOR, ROSEE and
RAIL4SEE Projects together with JTS members the occasion to analyze how the achieved results can be enhanced so
that accessibility of passengers in the region can be substantially improved, and to prospect a more targeted future
projects development, and identification of the cases for which transnational cooperation is the necessary
dimension for tackling certain aspects of regional mobility. Relevant part of the meeting was dedicated to spot the
priority themes, areas of intervention and topics for the future thematic approach of the new programs of the
programming period 2014-2020, such as the Adriatic Ionian Programme, the Danube Programme and the BalkanMediterranean Programme.
