Calexico Council Hears City Budget Update

The Calexico City Council
was given an update on the budget situation at their last City
Council meeting.
Acting Finance Director
Eduardo Gutierrez and financial
advisor Susan Meyer gave the
council an update on how the
City's financial situation is doing
at this moment. Meyer said that
there has been progress made
since January 5, 2016 and
worked on efforts that correct the
budget deficit and the $6 million
overspending from last year.
Meyer said that they have converted the General Ledger system
to the new springbook system,
had multiple third party audits
and reports filed, administrative
cost allocated to program funds
and have identified path to
restore General Fund Balance.
"The City is making slow but
steady progress in restoring
financial records, process, controls, and accuracy to support
City Council financial policy
direction, Meyer stated. She said
the finance department staff has
worked diligently to bring back
the city finances on track so that
the city can break even by June
30 of this year.
Meyer said that they have
included general administrative
cost to this year's budget to have
cost allocation across the board
and recovered $700,000 from the
14-15 Fiscal Year and recommended continuing with administrative cost allocation going forward to support city programs.
During the 2014-15 Fiscal Year,
the council approved a balanced
budget but overspent $4 million
and double counted Measure "H"
funds twice. Meyer said $4.7 million were excess of expenditures
over revenues, half of that was
due to the double counting of
Measure "H" revenues; $2 million overspending over revenues
and $1 million was done on
police investigations.
Meyer recommended the
Council to discuss with this
Measure H committee the use
available $11,860,000 bond
processes and use it to reimburse
the city for use of eligible capital
activity during the current year so
$678,000 would be transferred as
a surplus to General Fund. The
Council decided to bond against
Measure H funds in 2013 to raise
money for capital improvement
projects such as the new fire station, swimming pool, and parks
and recreation improvements.

County Supes To Apply For Workforce Development Grant

The Imperial County Board
of Supervisors approved the submittal of a grant that will help
young people trained for work
experience.
The Employment Training
and
Administration,
U.S.
Department of Labor, announced
in the month of February the
availability of up to $20 million
in grant funds of the Workforce
Innovation and Opportunity Act.
The U.S. Department of Labor
anticipates awarding 10 to 11
grants
of
approximately
$2,000,000 to local workforce
development boards in the United
States.
Through Project Career Path,
the Imperial County Workforce
Development Board will improve
the long term career prospect of
approximately 500 in-schools or

out of school youth, ages 16-24,
who are new entrants who have
never participated in the workforce, or have limited workforce
experience.

Development
Director Miguel Figueroa told the
Board of Supervisors that they
have secured the commitment of
local employers and industry
partners to assist in developing
summer to year-round employment opportunities, and focused
career pathway in recognized credentials.
"There are going to be a lot of
grant opportunties for workforce
development boards in California
and anticiapte more by the end of
the year." Figueroa said.
Supervisor Ryan Kelley
spoke about the criteria that will
be used to select the particiapants
for this program. Figueroa said
that it will be on family income
level and accesibility.

Turning Point Men Give Touching Testimonies At Annual Banquet
Friday evening was a night to
celebrate the success of Turning
Point Ministries at the annual
banquet, with nearly 400 in attendance.
This banquet is Turning
Points major fundraiser for the
year and helps to keep the men's
home running smoothly. Turning
Point operates off of donations
from the local citizens that sup-
port the program, along with the
work done by the residents
through mowing yards, washing
cars, and other miscellaneous
tasks.
This banquet is also an excellent opportunity to showcase
some if the men's home residents
by hearing their testimonies.
Friday night's program
included a nice dinner of tie-tip

Turning Point Director and
Pastor Norm Chandler opened up
and welcomed all in attendance.
Pastor Chandler then introduced
the Turning Point Board of directors which consists of Dora
DePaoli, David Crittendon,
Helen Layton, Mike Hannon, and
the newest board member Steve
Sharp. Pastor Norm explained
that Mr. Sharp has been a longtime supporter to the ministry and
would be a natural fit. Pastor
Norm had Mr. Sharp get up and
say a few words. Mr. Sharp then
invited Holtville's Mayor Jim
Predmore up to the podium
where Mr. Predmore presented
Norm Chandler and Luis Barajas
with a plaque thanking Turning
Point for all of their help with the
community of Holtville and to
the City of Holtville.
Pastor Norm then surprised
Mayor Predmore with a plaque
thanking him for his 13 years of
service to Turning Point.
The audience was then treated to some beautiful praise music
from the residents of the men's
home, who were accompanied by
Mike Ram on his guitar. After the
music, there were 4 certificates of
graduation given out to men that
have completed the program.
Those four men then gave touching testimonies that had many in
the audience wiping tears from
their eyes.
Along with the program there
was a silent auction where there
were almost 90 items were up for
grabs to the highest bidder.
The evening came to a close
with the Men singing along with
Mike Ram the traditional Thank
You song.
As people were leaving, there
were many comments on how
wonderful the banquet was.

Calexico’s Mission School
Hosts FMA LIVE! Show

Students at Calexico Mission
School enjoyed an interactive
show full of music and entertainment while learning about
physics.
Last Wednesday, March 16,
Calexico Mission School hosted
FMA Live! Forces in Motion.
The popular show incorporates
hip-hop music and dancers with
student volunteers and on-stage,
interactive science experiments
to demonstrate how physics plays
a role in everyday life. Since the
program's creation in 2004, the
FMA Live! cast has performed
before 455,000 students in more
than 1,150 schools from all 48
contiguous U.S. states, as well as
in Mexico and Canada.
During the FMA Live! event
students, teachers and school
administrators interact with three
professionals actors in front of a
live audience to experience
Newton's law firsthand.
Students at Mission School in
Calexico and also from St.
Mary's School in El Centro also
enjoyed the interactive experience and learning about science,
technology, engineering and
math.
Mission School P.E. Teacher
Chris Sauder was one of the
teachers that participated in the
show and wrestle another teacher
to illustrate that force is determined by mass multiplied by
acceleration.
"I think they applied a lot of
life principles so that students can
apply it in their everyday lives,
Sauder said. "It was fun to participate and wrestle and added a
whole different dimension and
kids loved it."
Student Jazmin Corral, 5th
grade at Saint Mary's School,
said she enjoyed the event and
learning about science.
"It’s really fun and educational and I learned the three laws of
gravity, Corral said.
Cast member John James
spoke about the program and how
it has inspired many students to
look into careers in science and
physics.
"We want to inspire middle
school children to pursue careers
in science and technology.
Fortunately, we have heard from
teachers that their students have
gone to pursue careers in science,
something they thought was out
of reach from them."

Community Benefit Program
Application and Guidelines
The Imperial County Board of
Supervisors released the Application
and Guidelines for the Imperial
County
Community
Benefit
Program, now available on the
county’s website. Additionally, the
Board allocated $1 million to be distributed during the first round of
Community Benefit Program
awards through March 2017.
“It is important to proceed with the
process of receiving applications
and identifying projects that will
benefit the community while
achieving the goals and objectives
that we originally outlined in the
development of the Public Benefit
Program,” stated Chairman Jack
Terrazas, District 2 Supervisor. “We

was developed in an effort to maximize the benefits of solar energy
development in Imperial County

Local Candidates Listed For Upcoming
June Presidential Primary
Election time has arrived once
again and several Imperial Valley
residents filed the candidacy
papers for the June 7th election.
For County Supervisor
District 2, four candidates filed to
replace Jack Terrazas when his
term ends in December. Pompeyo
Tabarez Jr., Cheryl Viegas
Walker, Claudia Camarena, and
Luis Plancarte will compete for
District 2 seat. El Centro
Councilmember Alex Cardenas
and Mayor Jason Jackson pulled
out papers to run for Supervisor
District 2 but decided not to file
their candidacy papers.
Supervisors Ryan Kelley and
Michael Kelley will run unop-
posed in this election. Supervisor
Mike Kelley will complete three
terms representing District 3 and
Ryan Kelley will have a second
term in office representing
District 4.
Superior Court Judge Poli
Flores and Judge Jeffrey Jones
will also run unopposed and their
names will not appear on the ballot according to the Imperial
County Elections Department.
The Imperial Irrigation
District will have its first election
with the new boundaries and will
be district only elections. IID
Division 2 will have Director
Bruce Kuhn being challenged by
Dilda McFadden.
Division 4 Calexico will be
the most competitive one with
five candidates running to
replace IID Director Steve
Benson. Former Mayor Daniel
Romero, Calexico School Board
Trustee Erik Ortega, former

Hermosillo, Calexico Mayor
Joong Kim, and Mohammed
Asiad will be running for
Calexico Division 4.

Clinicas De Salud To Receive Federal
Funds For Substance Abuse Services
Health Center Partners
(HCP), a premier consortium of
primary care organizations in
Southern California, today
announced four of its member
health centers received combined funding of more than $1.4
million
from
the
U.S.
Department of Health and
Human Services (HHS) to
improve and expand substance
abuse services. Administered by
the HHS Health Resources and
Services Administration, the
grants to San Diego community
health centers are part of $94
million in Affordable Care Act
funding awarded to 271 health
centers in 45 states, the District
of Columbia and Puerto Rico to
help treat opioid and heroin
abuse, a rising epidemic in the
United States.
“Substance abuse is one of
the most pressing challenges
facing the health of our communities today,” said Henry Tuttle,
CEO of Health Center Partners.
“Studies have shown that a
holistic approach to health care,
one that combines substance
abuse services, behavioral health
and primary health care under
one roof, is most effective in
increasing overall patient health.
We applaud our health center
members’ success in bringing
millions of dollars in federal
funding to San Diego, Imperial
and Riverside counties and look
forward to continued cooperation, facilitated in part through
our subsidiary, Health Quality
Partners, to help treat substance
use disorders and reach even
more lives.”
According to HHS, approximately 4.5 million people in the
United States used non-medical
prescription pain relievers in
2013. The number of unintentional overdose deaths from prescription pain medications nearly quadrupled from 1999 to
2013, and deaths related to heroin increased by 39 percent
between 2012 and 2013. The
HHS health center funding
awards will enable key substance abuse services to be more
readily available, supporting
access to treatment for approximately 124,000 new patients
nationwide.
The following Health Center
Partners members received individual awards from HHS to
increase the number of patients
screened for substance use disorders and connect them to
appropriate treatments:

In total, $1,435,417 has been
awarded to Health Center
Partners members, building on
the consortium’s successful
track record of providing access
to quality primary and behav-
ioral health care, substance
abuse treatment and related
services
for
Southern
California’s diverse communities.
“Our collaboration with
Health Center Partners continues to be invaluable in terms of
advocating for the health care
needs of the ‘safety net’ population in our communities, and
ensuring we have access to federal financial resources to
respond to emerging medical
issues in our region,” noted Zara
Marselian, CEO of La Maestra
Community Health Centers. “As
one of 17 HCP member health
centers, it is evident that we are
better together, and that our
voice is amplified when we
share a unified vision for how
best to effectively serve the most
vulnerable residents of San
Diego County and surrounding

Health Quality Partners
(HQP), a subsidiary of Health
Center Partners, has worked
with health centers on integrated
behavioral health for the last
nine years. While most of the
focus has been on intra-clinic
integration and cross-system
integration of mental health
services, HQP will facilitate
additional, on-going technical
assistance on medication assisted treatment of substance use
disorders in 2016 and beyond.

Brawley Council Gives Permit Relief For Restaurant

During their meeting on
March 15, 2016, the City Council
of Brawley waived certain zoning reqirements for the Las
Chabelas restaurant, located
along Highway 86 south of the
main city.
The waived requirements
include fully paving a patch of
land for air quailty mitigation
purposes and fully paving a nearby alleyway.
Las Chabelas Restaurant is
currently expanding their business through a Local Entity grant,
including an outdoor area at the
rear of the property for dining
and entertainment purposes.
However, the expansion also triggers a number of development
requirements from the City’s
ordinances and Municipal Code.
Specifically, the city code
requires air mitigation through a
fully paved parking lot as well as
a full rehabilitation of the entire
nearby alleyway or blocked
access to said alley.
For the parking lot, the permit
requirements include 8 inches of
compacted soil along with 2 inches of asphalt. Currently, the
restaurant has a parking lot consisting of asphalt grindings on its
native soil which does not meet
city requirements.
The alleyway would have
also needed to be blocked from
the restaurant’s parking lot in
order to waive the

Recreation requested the purchase of replacement bleachers at

$75,000.
Each park will receive two
new large aluminum bleachers
for their main sports fields. Each
bleacher will cost just over
$18,500, for a total of $74,261,60
after taxes.
Since the purchase order
waas was larger than $15,000, the
City Manager’s authorization
amount, the council had to
approve the expenditure The
council approved the purchase
without discussion.
The budget adjustment was
approved at the February 16,
2016 meeting.

Imperial County Social Services Hosts
Open House For New Mobile Office
On Tuesday, March 22, 2016,
the Imperial County Department
of Social Services (ICDSS) hosted an open house for their new
Mobile Office highlighting
ICDSS’ efforts of “Reaching Out
to Our Community” at the
County Administration Center
parking lot in El Centro. The
Imperial County Board of
Supervisors took a scheduled
break from their regularly scheduled board meeting to visit and
tour the Mobile Office and learn
about the extensive services that
will be provided from the unit to
residents in outlying areas of the
county.
“This is a giant step in providing the residents in the outlying areas of Imperial County with
services from the Department of
Social Services,” said District 1
Supervisor John Renison. “The
idea here is to go to where the
greatest areas of need are and
provide assistance to the residents of Imperial County that are
limited in their ability to travel
great distances to obtain much
needed County services.”
“It’s wonderful to see the outstanding product that we have
here today,” stated District 5
Supervisor Ray Castillo. “The
Mobile Office will advance the
County’s efforts to increase
access to vital services and programs that will improve the quality of life for our residents while
strengthening community partnerships.”
The Board, County staff and
members of the public took the
opportunity to tour the new unit
that includes a comfortable waiting area, an ADA accessible restroom and two workstations that
will be staffed by experienced
program technicians who are able
to complete eligibility determinations, process benefits applications and changes to active cases,
and receive documents for MediCal and other Social Services
programs in remote locations.
The Mobile Office will also
enable ICDSS staff to supplement current outreach efforts and
can be utilized as a disaster
response vehicle to efficiently
respond to impacted areas
throughout the county in the
event of an emergency.
“Through the support of our
County’s leadership, we are
proud of this accomplishment to
implement a mobile office and
demonstrate our commitment to
efficient and effective use of
resources,” said Social Services
Director Peggy Price.
Last year, the Board of
Supervisors approved the purchase of a mobile vehicle to
increase access points and provide on-site services to communities in outlying areas who have
difficulty accessing services.

Meyer said if the council
should draw from the bonds they
will not have the $1 million for
the swimming pool. However,
Meyer said they will still have
bond proceeds and might be
funds available from the successor agency to strategize on how
to contribute to the swimming
pool project at the High School.

Hurtado asked if the lowering of
impact fees have affected this
budget. Meyer said they need to
have conservative projection on
the impact fees revenues and
enough to cover city expenditures.

and Acting City Manager Nick
Fenley for doing a good job in
restoring the city's finances and
doing more in six months than
what the past two administrations
have done.
"You deserve a round of
applause for bringing our city
from a grim look to where we are
right now. We now know where
we are and how we can be in a
better place, Real said.

Meetings
During the March 15 meeting, Finance Advisory Board
Chair Alex Perrone and commissionaire Manuel Yanez went
before the council and said that
their finance commission meetings have been cancelled as of
late. Perrone said that they are
giving their time to serve the city
and advised them during this
financial situation.
"We dedicate our time, our
skills, for nothing. The council
should tell Mr. Fenley that he
cannot stop our meetings,
Perrone said and added that their
recommendation is to have a
state of fiscal emergency
because, according to him, the
city is not being honest to
employees about the real financial situation of the city.

apologized for the cancellation of
the meetings and said they should
honor and support the meetings
so they can collaborate with the
city.

On Thursday, March 17,
2016, Brawley City Engineer and
Public Works Director Yazmin
Arellano announced that she was
leaving the city of Brawley for
the same position in El Cajon,
California.
Arellano’s final day with the
city of Brawley was Friday,
March 18.
“The City of Brawley recognizes Yazmin’s many contributions throughout sixteen years of
service to the public, providing
oversight to critical City operations, including the Water and
Wastewater Plants, Streets &
Utilities
Division,
the
Engineering Division, Animal
Control and Maintenance Shop,”
said Brawley City Manager
Rosanna Moore. “She is a talented, energetic and committed professional who has developed
effective and critical relationships with regional, state and federal agencies.”
Arellano’s
temporary
replacement will be Brawley’s
Associate Engineer Guillermo
Salas, who has served in the city
for the past eight and a half years.
While announcing that she
was happy for the challenges in a
larger city, Arellano was also sad
that she was leaving her friends
behind.
“She will be missed and we
wish her the very best in her
future personal and professional
endeavors,” added Moore
An immigrant who went to
school in Calexico, Arellano
overcame a language barrier to
graduate at the top of her class at
Calexico High School. Arellano
then graduated from Cal Poly San Luis Obispo with a degree in
Civil Engineering.
Arellano’s
career
with
Brawley began in 2000, eventually taking over the department in
2003 as the first female Public
Works Director and the city’s
youngest department head at the
age of 29.
The hiring process for a new
City Engineer will begin as soon
as the city’s job description is
updated, which is slated for the
next thirty days.
Once the city’s official job
description is updated, the city
will begin advertising for a new
engineer through local and
regional publications. After a list
of qualified candidates is
achieved, a technical panel will
be formed, recommendations will
be given to the City Manager, a
contract will be drafted and ratified by the Council.
The process is scheduled to
take between three and six
months, according to Moore.

will conduct a sobriety/driver
license checkpoint on Saturday,
March 26, 2016, somewhere
within the area of Imperial
County.
The goal of the CHP is to
ensure the safe passage of each
and every motorist by targeting
roads where there is a high frequency of intoxicated or unlicensed drivers. A sobriety/driver
license checkpoint is a proven
existing patrol operations. By
publicizing our efforts we believe
that we can deter motorists from
being intoxicated or unlicensed
while driving a motor vehicle.
Traffic volume permitting, all
vehicles will be checked for drivers who are under the influence
of alcohol or drugs or driving
unlicensed. Our objective is to
send a clear message to those
individuals that consider mixing
keeping a close eye out for you."
Note: The sobriety/driver
license checkpoint will be in
operation from 8 p.m. to 2 a.m.

In other news, the Imperial
County Board of Supervisors
pulled from their agenda an
action item that would endorse
the concept of dormitories for the
SDSU Calexico Campus.
On February 2, 2016, Ron
Holley, of R.H. Properties, presented to the Board of
Supervisors his San Diego State
University Imperial Valley
Campus Dormitory Project. The
project is proposed to be constructed in the three phases
including seven dormitories (250
units with 561), a food service
and exercise facility. The project
is to be sited immediately south
of SDSU Campus across the
street in Rockwood Plaza.
While the Board provided
direction to support the project
"in concept," concerns were
voiced over the need of adequate
parking, the conversion/loss of
Rockwood Plaza area and the
fact that the Calexico City
Council had not yet had an
opportunity to assess the project.
At the March 15 meeting the letter of support was on consent
agenda and was pulled by
Supervisor Ryan Kelley for discussion. County CEO Ralph
Cordova asked to be taken from
the agenda for a later date. This
past Tuesday, the letter came
back as an action item but
Cordova asked the board to pull
it off from the agenda again to
consider if would come back for
a future meeting or not discuss it
at all.
U.S. Border Patrol agents
assigned to the El Centro Station
arrested a previously deported
registered sex offender near
Mount Signal on Sunday.
At approximately 8:40 a.m.,
agents observed a man walking
north from the International
Border fence near Mount Signal
Road. Upon making contact with
the man, agents determined that
he was illegally present in the
United States.
Records checks revealed the
man, a 35-year-old citizen of El
Salvador, was convicted of sexual abuse of a minor in the state of
Texas and subsequently removed
from the United States in 2009.
"This arrest is a testament to
the vital role that the men and
women of the El Centro Sector
play in safeguarding our nations
borders," said Michael B.
Sullivan, Patrol Agent in Charge
of the El Centro Border Patrol
Station.
The man will be criminally
prosecuted for Re-Entry After
Removal as a convicted sex
offender and is being held at the
Imperial County Jail.
In fiscal year 2016, El Centro
Sector Border Patrol agents have
arrested eight convicted sex
offenders attempting to re-enter
the United States after removal.

Evil Acts In Belgium, Prepare Now For
Valley Summer And Other Stadium Woes
WITH THE DEEPEST sincerity, our hearts go out to those
attacked in Brussels, Belgium
earlier this week.
Acts of pure evil, like these
bombings, are solely designed to
instill fear and hatred. This cannot be allowed to happen,
whether they happen to our allies
or ourselves.
We hope that the official government response is reasonable
and that all of us can prove that a
civilized way of life is better than
acts of terror and barbarism.
WITH THE COMING of
Spring to the Imperial Valley
comes more and more complaints
about the weather, specifically
the incoming heat of summer.
We’re probably beating a
dead horse with a dead drum, but
please make sure you check and
service your air conditioners as
well as make sure your fans and
other cooling devices are in good
working order.
Always have a back up plan if
you do have to travel in the heat,
such as extra money to spend at a
local restaurant or store when the
heat becomes too unbearable and
you need to seek shelter. You’ll
help the local economy while you
save your life!
The County of Imperial and
the Imperial Irrigation District
will be releasing a list of cool
centers where you can drink
water and cool off from the summer heat for free.
Please be safe and take
advantage of these free or inexpensive opportunities. Proper
preparation prevents problems,
period.

I am pleased to announce the
awarding of several grants to various community groups in
District 1. The recipients include
the Calexico Boxing Academy,
Little League,
Desert Girls
Softball League and Calexico
4H. . They are all well deserved
due to their community service
and availability for our youth
especially in after school programs. In recent weeks I have
posted pictures of the awardees.
Once again congratulations. If
you are a non-profit organization
service District 1, send me an
email describing your organization and request for funding.
The annual Renewable
Energy Summit was held in early
March with a great attendance.
Some of the sessions included an
update on the industry in general
and other topics related. We are at
the top of the heap when it comes
to renewable energy projects. We
are on target to providing the
2030 renewable energy goals for
the State of California. Our
renewable
energy
projects
employ hundreds during construction and that means money
circulating in our economy. More
projects are on the horizon.
OVER THE PAST weekend, we spent some time at a
small
convention
called
“Hanadoki-Con” at the Town &
Country Resort in San Diego.

Hanadoki means “flowering
season” in Japanese and it’s
theme, “Festival Of Flowers”
refers to the annual Cherry
Blossom viewings that are still
huge in the “land of the Rising
Sun.”
In keeping with the theme, a
sensei specializing in traditional
Japanese activities like the tea
ceremony and flower arranging
(ikebura) joined a slew of guests
whose focus was on more modern aspects of Japanese culture
(like anime, manga and video
games).
We have to say that this was a
pleasant change from the usual
convention experience, which
tends to be an overcrowded blend
of chaos and strict control.
HAVING SPENT THE
weekend in San Diego among
interested parties, feelings
towards the proposed Chargers
Stadium in the Downtown area of
the city have become quite interesting over the past couple of
months.
For those not aware, the proposed move by the Chargers and
the Oakland Raiders to a stadium
in Carson, California was rejected by the National Football
League owners.
This led the Chargers to come
back to San Diego and make a
genuine effort to work with the
city and residents to build a new
stadium. Their preferred proposal would be to build a multi-use
convention center extension and
stadium, called the “Convadium”
by locals, adjacent to Petco Park.
This proposal has received
mixed responses, to say the least,
not to mention that a funding
measure for the November ballot
and a proposed transient occupancy tax increase needed to pay
for this new stadium might not sit
well with voters in America’s
Finest City.
After all, any campaign that
seeks the good will of voters will
need to battle a growing national
trend against publicly funded stadiums and the negative feelings
the NFL and the Chargers left
San Diego after the previous season ended.
Other influences may include
Comic-Con International, who
have said that they want a contiguous expansion of the city’s
Convention Center rather than a
split facility.
Additionally, neither the team
nor the city own the land this proposed “convadium” will be built
on and this complicates matters
significantly.
Needless to say, the Chargers
have a lot of work to do to convince the voters of the merits of
this proposal.
We’ll just have to see what
happens, won’t we?

County Delivers Donations To Locals
Agrobaja was held in early
March in Mexicali. With hundreds of exhibitors in attendance,
Imperial County and the State of
California participated for the
first time. My thanks to Ag.
Commissioner
Connie
Valenzuela for the hard work on
setting up and being in attendance. Agrobaja is an annual
event held to show the many
farming and agricultural products
from the entire country.
The Mexicali-Imperial Valley
Alliance meeting was held two
weeks ago at the Imperial Valley
Palms Barbara Worth Resort. A
good turnout was present to hear
about our joint efforts to work
together to solve and discuss
binational issues like the Port of
Entry project. The Calexico Port
of Entry project is currently
under construction and will be
completed in 2018. On a recent
trip to Washington, D.C. I visited
with various Congressional leaders including Juan Vargas,
Martha McSally, Beto O’Rourke
from the House side. We also discussed the banking crisis along
the border. In a meeting with
Senator John McCain and
Senator Jeff Flake, both from
Arizona, we had discussions
regarding border infrastructure
and extra pay consideration for
CBP officers assigned to remote
areas.
I also attended the annual
COLAB meeting in Brawley
where Chairman Jack Terrazas
and IID President Norma Sierra
Galindo reported on the “State of
the County”. Overall, we are
working hard with IID and other
State agencies to speed up the
Salton Sea restoration. The “sea
to sea” concept in my opinion is
a viable and good long term
option save the sea from becoming and ecological disaster.
I join the rest of the Board of
Supervisors in making a difference in 2016 with the homeless.
We will make a dent in this problem and provide solutions. I
would also like to prioritize assistance to the IV Food Bank in
their quest for funding. This is a
valleywide organization.
Finally, I attended the San
Diego State University “Taste of
the Mystery” student scholarship
fundraiser at the Imperial Center
in Heber. The decoration was
“abolition era” theme which took
you back to those glory days of
prohibition. It was a different
twist for a major fundraising
event for the Imperial Valley
Campus.

Betty Predmore Hosts Book Signing Event For Her Book “Pondering Virtue”
UPSPACE in El Centro was
the setting for the Book Signing
Event held on Monday evening in
honor of the release of Pondering
Virtue, the first book published
by local author Betty Predmore.
The event was hosted by Stacie
Chandler, Betty's sister-in-law
and ministry partner.
The
evening began with a prayer presented by Betty's brother, Pastor
Norm Chandler. Presentations
were made by several ladies who
have read and enjoyed the book,
including Hilda Quintanilla,
Debbie Sempsrott, and Sara
Hilfiker, who each spoke kind
words and shared various
excerpts from Pondering Virtue.
Betty's husband, Jim Predmore,
also shared a few thoughts on his
wife, their adventures, and her
writing. Betty was then able to
surprise her guests with an
excerpt from her new book,
Whispered Grace, which will be
available in the Fall.
Guests were treated to some
delicious refreshments and a time
of fellowship. Pondering Virtue
was available for purchase, and
guests were able to have their
book signed by the author. The
evening was a great experience
for all in attendance and Betty
was quoted as saying, "I am so
blessed to have such wonderful
and supportive friends and family. This book has been a great
experience, and I look forward to
sharing the next one soon."

where there were able to get
inside the fire trucks and the
police vehicle's then they all got
a chance to use the fire hose.

hose and Holtville police Chief
Manual De Leon gave all of the
children a chance to get into the
police car.
After the visit to the station
all of the children walked over to
Holt Park and were treated to
some hotdogs and refreshments.

The design work associated with the project is to be completed within 30 Calendar Days. The consultant
shall reserve additional time to process and obtain an Encroachment Permit from Caltrans. The consultant shall complete 90 percent drawings and 100 percent drawings for the project. The drawings shall be
reviewed by the City of Holtville Staff. The consultant shall include the lump sum fee for the design of
the project.

Popular Arts Convenitons Not Limited To Major Summer Events

Mention a “popular arts” convention to the average San Diego
resident and they’ll likely start
talking about the big San Diego
Comic Con International, which
takes place every July at the San
Diego Convention Center in the
city’s Downtown district.
However, the perception that
these gatherings only happen at
the bigger conventions is slowly
changing thanks to the hard work
and efforts of dedicated volunteers and fans. Smaller conventions that are focused on one or
two topics (instead of a general
genre) are taking place throughout the year at hotels.
Hanadoki-Con, which took
place at the Town and Country
Hotel and Resort from March 18
through March 20, 2016, is one
such convention.
“Hanadoki” is a Japanese
phrase that means “flowering
season.” This year’s theme was
“Festival of Flowers,” and refers
to “hanami” or “cherry blossom”
