WELCOME to a BUSINESS MEETING of the Plainfield Board of Education. Members hope you will find the meeting
interesting and informative. We thank you for taking the time to attend. Please be advised this and all meetings of the
board are open to the media and public, consistent with the Open Public Meetings Act (Ch. 231 Laws of 1975), and that
the advance notice required therein has been provided to the Courier News and Star Ledger on Tuesday, July 28, 2015
for advertisement on Saturday, August 1, 2015 and also provided to the Plainfield Public Schools, the District’s website,
the Plainfield City Clerk, Police Department, and Plainfield Public Library for posting.

The Open Public Meetings Act, N.J.S.A.10:4-11, permits the Board of Education to meet in closed session to
discuss certain matters.

VI. CONDUCT OF BOARD OF EDUCATION MEETINGS
The Board of Education takes official action at its Business Meetings. Business meetings are regularly
scheduled on the third Tuesday of each month, subject to changes that may occur because of holidays.
Prior to the board taking action at its business meetings, committee meetings are scheduled where indepth discussion occurs.
At the Board of Education's committee meetings, no formal action is taken.

At each committee meeting, the Board discusses recommendations of the Superintendent of Schools
and other relevant items. Committee approval authorizes resolutions to be placed on the agenda of the
next appropriate business meeting and/or possible formal action.
The agendas for all committee and board meetings are available at the Office of the Board of Education,
1200 Myrtle Avenue during business hours.
At the business meetings, privilege of the floor will be provided for sixty minutes for public comment prior
to committee reports. A five-minute time limit per person is provided for public comment.
Concerns of the public regarding the schools or departments should be brought to the attention of the
appropriate administrator in charge (principal, director, etc.). If concerns remain unresolved, they are to
be directed to the Superintendent of Schools. These procedures should be followed prior to concerns
being presented to the Board of Education. This procedure allows administrators to resolve concerns at
the most appropriate level of decision making.

to committee reports. Members of the public in attendance will have the opportunity to raise concerns
during this period of the meeting. Members of the public may speak once for a maximum period of five
(5) minutes by the clock; this time is not transferable by one individual to another.

“The Board of Education of the City of Plainfield reaffirms its commitment to ensure that the district provides

It is the policy of this district to provide, through a positive and effective affirmative action program equal

RESOLUTION
The Plainfield Board of Education recognizes that a highly qualified, competent, skilled and dedicated
workforce is essential in the success of the District and students. Therefore, it has provided the
Superintendent of Schools the authority to employ non-administrative and administrative staff members
between the Business meeting of the Board of Education and next succeeding meeting of the Human
Resource Committee.
The individuals listed have been verified by the Superintendent of Schools as qualified pursuant to the NJ
Administrative Code, Statute 6A:9-1.1, which “sets forth the rules governing preparation, licensure, and
professional development of those educators required by their positions to be certified.” The Superintendent,
in this item has used her authority.

student performance and providing sustained professional development for staff.
The New Jersey Department of Education is collaborating with Teaching Strategies to customize Teaching
Strategies GOLD® and its implementation to best meet the unique needs of teachers and children throughout
our diverse state. A detailed plan has been developed for training kindergarten teachers and other appropriate
personnel to use the assessment tool, enter data, assign and access scores, interpret the results, and use that
information for planning and instruction. New Jersey plans to employ a phased implementation strategy and
use the KEA instrument statewide by 2015.
Teachers will be paid a stipend of $100.00 per teacher for one (1) day of training for June 25, 2015 – total cost
not to exceed $4,200.00.
RESOLVED, that the Plainfield Board of Education approves stipend for teachers to attend the NJKEA training
in an amount not to exceed $4,200.00. The availability of funds for this item has been verified and will be
charged to account 11-000-221000-104B-26-0000 (Curriculum Stipends).

The Plainfield Board of Education is committed to ensuring that all students succeed academically and reach
their full potential in life. In doing so, it is also committed to providing opportunities for and ensuring that all
students meet the New Jersey Core Curriculum Content Standards and achieve academic and life-long
success. The Office of Bilingual Education/ESL and World Languages will sponsor an English Language
Learner (ELL) Summer Academy, which will provide enrichment for ELL students in grades 1-12. The program
will run from July 6, 2015 to July 30, 2015, Monday through Thursday, from 8:30 a.m. – 1:30 p.m. Site Lead
Teachers will work from 8:00 a.m. - 2:00 p.m. The ELL Summer Academy will offer academic enrichment and
additional support to ELL students in English as a Second Language, Math, Spanish Language Arts, and Fine
Arts.
RESOLVED, that the Plainfield Board of Education approve the staff below to operate the Summer ELL
Academy for students in grades 1-12, from July 6, 2015 to July 30, 2015, Monday through Thursday, 8:30 a.m.
– 1:30 p.m. Lead Teachers will work from 8:00 a.m. – 2:00 p.m. All teachers are required to attend one day of
training in July 2015. Teachers will be paid from Title III FY 2015-2016 funding.

In accordance with 6A:13-2.1(h) – “All school districts shall provide library-media services that are connected
to classroom studies in each school building, including access to computers, district-approved instructional
software, appropriate books including novels, anthologies and other reference materials, and supplemental
materials that motivate students to read in and out of school and to conduct research. Each school district shall
provide these library-media services under the direction of a certified school library media specialist.”
The District has determined that there is a major need for curriculum revision in the area of Library Media
Instruction to comply with established state and district guidelines, as well as to improve student learning in the
Plainfield Public Schools.
RESOLVED, that the Plainfield Board of Education approves the formation of a Library Media Instruction
curriculum team consisting of four district Library Media Specialists: two (2) elementary, (1) middle school, and
(1) high school. The team will work from July 1, 2015 through August 31, 2015 to produce a K-12 Library
Media Instruction curriculum. Each team member will be compensated at the PEA contractual rate of $35 per
hour, the total cost not to exceed $3500.00. The availability of funds for this item has been verified and will be

RESOLUTION
The Plainfield Board of Education is committed to ensuring that all students succeed academically and reach
their full potential in life. In doing so, it is also committed to providing opportunities for and ensuring that all
students meet the New Jersey Core Curriculum Content Standards, achieve academic, and life-long success.
This exposure and engagement will enable targeted groups of students (Pre-K to 12th Grade) to increase
learning, earn units, improve grade point average, and/or accelerate matriculation through the District’s
required curriculum. Such extended summer school and learning opportunities may be provided to students
within the school District at no charge to eligible and/or targeted students, as per N.J.A.C. 6A:32-10.
Plainfield Public Schools will provide available remedial opportunities to students in grade 12 required for
graduation and for students in grades K-11. These opportunities will be provided to students in the required
courses of literacy, mathematics, social studies, and/or technology. Direct teacher instruction and/or
technology-based interventions will comprise the delivery model for these areas.
Additionally, English Language Learners and Special Education students in selected grades will be provided
an opportunity to extend their learning as reflected in the appropriate curriculum for ELL student or IEP for
Special Education students.
RESOLVED, that the Plainfield Board of Education approve the Plainfield Summer School Program, in
operation from July 1, 2015 to August 7, 2015, 8:00 a.m. – 4:00 p.m. The summer session will be for students
in grade 12 to establish requirements for graduation; students in grades K-11 for remediation and support; ELL
students as available funding and eligibility permits and as reflected in their curriculum; and Special Education
students, as per their IEP. These opportunities will be extended, contingent upon student enrollment, available
staff, District, state, and federal funding, as permitted by and/or required by law.

RESOLUTION
Pursuant to Article XXIV of the Collective Bargaining Agreement between the Plainfield Board of Education
and the Plainfield Education Association stipulates that the Board will pay staff who serve as lunchroom
supervisors for a daily period of 40 minutes and are assigned as breakfast supervisors/bus duty for a daily
period of 30 minutes.
RESOLVED, that the Plainfield Board of Education authorizes the compensation of staff certified and non
certified for lunchroom supervisor/assistants, breakfast supervisor/assistants and bus monitor services based
on the negotiated rates and the submission of time reports and compliance with the Human Resources

The Superintendent of Schools recommends, and I so move, the adoption of the following:
RESOLUTION
The Plainfield Board of Education is committed to providing safe, secure, professional, and clean environments
for students, staff, and members of the community. As part of efforts to provide a safe learning environment, it
is recommended that three (3) staff members monitor and supervise the After School and Saturday Detention
Program to ensure compliance of tasks.
Plainfield High School has been involved in the Before School, After School and Saturday Detention Programs
since 1992. The Before School, After School and Saturday Detention Programs will reinforce academic
excellence, attendance requirements and behavior modification. The Before School, After School and
Saturday Detention Programs will be offered from September 8, 2015 to June 17, 2016 at Plainfield High
School, Monday to Friday from 7:00 a.m. - 8:00 a.m., 3:00 p.m. – 4:00 p.m. and Saturday from 9:00 a.m. –
12:00 p.m. The listed staff members will conduct a successful self-study, using a strategic planning model that
is easily aligned to the requirements of the No Child Left Behind Act and state/local initiatives. Teachers will
work a maximum of five hours per week at a rate of $28.00 per hour. Compensation for the teachers in the
Before School, and After School Detention Programs will be at a maximum of $5,040.00. Compensation for
teachers in the Saturday Detention Program will be at a maximum of $3,136.00.

In celebration of Constitution Day, Frederic W. Cook Elementary Schools’ 4 th and 5th grade will

traveling to the National Constitution Center, in Philadelphia, PA, Thursday, September 17, 2015.

day provided to the Plainfield Public School teachers by Google, which was at no cost to the District.

The alignment of the digital transformation in the classroom has created the need to provide intensive
learning opportunities related to the specialized and common content knowledge required for
technology integration and educational pedagogy. This new educational era demands highlyeffective, high-quality instruction that makes a difference for students and teachers.
A K-12 Technology Professional Development Institute hosted by Logic Wing Google Certified
Professional Development Providers will provide the opportunity for K-12 teachers to become Google
Certified Instructors, in tiered levels of Google Classroom Applications. These individuals will become
core building resources providers. As such, we must begin to look even more closely at the
professional development provided in an effort to support building effective teacher practice. The
Science and Instructional Technology Department has identified the need to establish an In-District
Summer Professional Development Technology Institute. This institute will address:

life. In doing so, it is also committed to providing opportunities for and ensuring all students meet the
Common Core State Standards, achieve academic, and lifelong success.
The District is committed to raising the standards and student performance through providing
sustained professional development and collaboration on best practices for staff. The Office of
English Language Arts has identified a need to continue working with a Teacher Leadership Cohort.
These Teacher Leaders Members will include certificated teachers from schools across the District,
representing a cross-section of grade level, and will be expected to become positive role models who
will provide team‐building leadership within their schools and who will serve as resources for
instructional best practices.
A number of research studies have identified the characteristics of teacher leaders, including the
following:
 Collaboration with peers, parents, and communities that engages them in dialogues of open
inquiry.
 Risk taking and participation in school decision making.
 Demonstrated expertise in instruction and the willingness to share that knowledge with other
professionals, engage in continuous action research, and consistently participate in a
professional learning curve.
 Frequent reflection on their work and staying on the cutting edge of what is best for children.
Teachers who participate in the Teacher Leadership Cohort will attend designated professional
development sessions, act as turnkey teachers in their schools, and meet regularly as a team
throughout the 2015-16 school year. Teacher Leaders will also have the opportunity to facilitate

Attendance at the Rutgers University Center for Literacy Development Network Meetings (series of 4

University, New Brunswick Campus, will provide practical lessons to improve teaching and learning.
The Department of English Language Arts has established a partnership with Rutgers University to
support research-based professional development initiatives. Through the literacy network meetings,

(1) Acceptance of Individuals with Disabilities Education Act (IDEA) Grant SY 2015- 2016

RESOLUTION
The Individuals with Disabilities Education Act (IDEA) grant is applied for yearly. It is an entitlement grant
funded by the Federal government through the New Jersey Department of Education. The BASIC grant
allocation is $2,028,328 of which 15% is allocated for mandated coordinated Early Intervening Services (CEIS)
and $310,974 is allocated for non-public proportionate share. The Preschool grant allocation is $44,835, nonpublic share (Basic ages 3-21), $22,360 and non-public share (Pre-school ages 3-5). The grant period begins
July 1, 2015, and ends June 30, 2016.
This grant will provide funds to supplement the payment of tuition and the purchase of materials and services
for special education students ages three through twenty-one. Fifteen (15) percent of these funds will be
utilized to track, coordinate and implement early intervening services for those non-classified African American
students in kindergarten through grade twelve who have not been identified as needing special education or
related services, but are at risk and therefore require additional academic and behavioral supports through
coordinated early intervening services. Although this in an entitlement grant, an application must be submitted.
RESOLVED, that the Board of Education authorizes the Superintendent of Schools to approve the acceptance
of the Individuals with Disabilities Education Act, Part B grant to support educational programs in the district.

enrichment learning and mentoring services for students participating in the 2015 21 st CCLC/SBYS
Summer Learning Camp at the PHS and Clinton Elementary School Sites (grades 4-12) with the
following collaborator:
Sigma Community Enrichment Initiative (SCEI) - Butterflies (eight {8} workshops), and Man Up
(eight {8} workshops), are gender specific, personal development and vision building clubs that
encourage positive development to elementary and middle school youth. Education workshops will

reach their full potential in life. In doing so, it is also committed to providing services to assure
students are provided health services as required by New Jersey statute and ensuring all students
achieve academic and life-long success.
In order to comply with New Jersey Department of Education requirements, the District board of
education must ensure that basic health services are provided to all enrolled preschool children, and
at a minimum, child health services shall include dental screenings.

2015-2016 school year for teachers of those subject areas.

Conduct professional development workshops in Mathematics and Language Arts to assist all
teachers to better understand test specifications and instructional strategies to assist students
to perform at their personal best.

Conduct demonstration lessons to display child-centered instructional strategies to assist
students to perform at their personal best.

Provide ongoing in-class support and to conduct product review to assist teachers to identify
the next instructional steps for Grade 11 classrooms.

Acellus is a computerized learning system for delivering self-paced instruction in an Interactive
format. The Acellus system provides schools with online courses designed to help students gain
missing credits needed for graduation. Acellus courses are taught via video instruction, and
combined with adaptive and interactive assessments on each concept. The Acellus Mathematics and
Language Arts are aligned to the Common Core Standards.
Plainfield High School has been approved for an Acellus Grant of $23,325.00 for the 2015-2016. The
District’s contribution is $10.00 per student-equivalent to $16,050.00, which is not covered by the
grant.

Services; total cost will not exceed $38,550.60. The availability of funds for this item has been verified and will
be charged $8,740.80 to account 20-457-200000-500A-26-0000 (Race To The Top – Other Purchase
Services) August 1, 2015 – November 30, 2015 and $29,809.80 to account 11-000-221000-32017-03-0000.
