INTRODUCTION
I would like to welcome all teams and spectators to the 20th Bangkok International Rugby Sevens.
We invite you to have a most enjoyable time at the Bangkok International Rugby Sevens, whether
on or off the field.
In what has been a challenging year in securing a venue and the uncertainty off the field in
Bangkok we have come through and are committed to presenting a Bangkok International Rugby
Sevens like no other. The efforts of our team and supporters have ensured that we have secured a
new venue and that the number and quality of teams attending has grown. This year, our 20th
year, sees 12 International Men’s teams, 8 Social/Asian Grade Men’s teams and 12 Women’s
teams competing.
20 years is a remarkable record for any tournament and when I spoke with the Founder, David
Dufall, he said it felt like only yesterday when he started the first tournament. The tournament
has been blessed with some great players who were starting their career and who continued on to
represent their country.
I would like to thank our sponsors who have shown faith in us and I ask that you support them
wherever and whenever you can. Their generous support makes this tournament possible.
I want to thank the volunteers who help us every year and usually go unacknowledged – Thanks!
Enjoy yourself at the Rugby and have an awesome time off the field taking in the many
experiences Bangkok has to offer.

ADVICE
Suvarnabhumi Airport
“Sue-one-a-boom” Airport is about 36kms from the centre of the City and the trip takes
between 35-60 minutes depending on the time of day.
Taxis at the Airport
On entering the Arrivals Dispersal Area passengers should follow the Terminal signs to the
external Taxi Rank (first floor) and use your own initiative to book a cab at the official
booking point. Avoid the touts selling limousine services at exorbitant prices from inside and/or
outside t h e Terminal and those offering illegal booking tickets.
Airport taxis (and all others in Bkk) charge Baht 35 flag-fall however from the Airport there is a
Baht 50 booking fee plus the fare which should be no more than Baht 250 one way, to that
add the Toll-way fees (2) of Baht 70, so your total taxi ride should be less than Baht 400 all of
which is paid on reaching your destination – it is wise to have some small change available in
B100 notes. Beware of the driver who doesn’t switch his meter on before proceeding. The
destination is Bangkok Lotus Hotel, Sukhumvit Soi 33 (Sook hum wit saam sip saam)
Buses If your team has arranged or ordered a bus to pick you up then proceed (inside the
Terminal) to the Zone B Exit, Counter B – “Association of Thai Travel Agents” and they will call up
your bus.
Registration Fees
Tournament Registration Fees will include:
 Tournament fee includes water & ice for players;
 BTS (Mass Transit System) & buses to & from the Stadium;
 Team Pack with, passes, programs, and beer coupons for players;
 Buffet meal at Bangkok Lotus Hotel, Soi 33 Welcome Party, Friday Night;
 Qualified medical support on site provided by Bangkok Hospital.
NB. Tournament fees for Thai-based teams and the Women’s Event do not include
costs for Stadium transfers – attendance numbers need to be confirmed 2 weeks
before the tournament.

Accommodation
The official Tournament Hotel will be the Bangkok Lotus Sukhumvit Hotel, Bangkok at 4Star rating. The address is Sukhumvit Soi 33 http://www.hotellotussukhumvit.com/
The Hotel rates for Bangkok Sevens teams and supporters are 1850baht nett, with buffet
breakfast for single or twin-share rooms (NB- normal rate does not include VAT & Service
charge or breakfast).

Currency
The currency is Thai Baht and is available in coins with denominations, Bt 1 Bt 2, Bt 5, & Bt 10.
Notes are in Bt 20, Bt 50, Bt 100, Bt 500 & Bt 1,000 denominations. Currency Exchange outlets
are all over the City but NOT at the Stadium. It is advisable to carry Bt 20 to Bt 100 notes as

Stadium Transport
Transport will be via the Bangkok Mass Transport System Skytrain (BTS) from Phrom Phong to
Bearing. Each Manager will be provided with 15 x 3 return tickets for issue to players and
management. There will be Team Liaisons in bright shirts at each station to help

RETURN Journey
The Stadium shuttle will leave from Bangkok Patana School and you will board the BTS at Bang
Na. As shown below exit the BTS at Phrom Phong Station – descend from the BTS on the right
hand side to Sukhumvit Road

Grocery shopping for extras
There is a Family Mart store in Sukhumvit Soi 33 for immediate needs but we do recommend
the Villa Supermarket for a larger array of goods (24 hours) in Sukhumvit Road. (160m from the
Hotel)

Medical Insurance
Teams and players are responsible for their own medical insurance and it is strongly
suggested that policies include international hospitalization and medical evacuation
clauses. The Bangkok Hospital (and others in the metropolitan area) maintain significantly
high standards and most have direct relationships with overseas insurance systems.
The Bangkok Hospital will provide medical support and first aid during the tournament to
handle minor injuries with qualified nurses and a doctor; an ambulance will be on stand-by
at the Stadium. Serious injuries will be evacuated to the Bangkok Hospital. The hospital will
require individuals to clear their accounts before they leave either with cash or credit card. It is
advisable for individuals to be in possession of their insurance policy details and PIN if applicable.
At the Stadium, the Bangkok Hospital will not provide strapping for players.
Training
Training field will be available on Saturday and Sunday at the venue (see your team liaison for
booking times). We are in process of arranging training times on Friday afternoon – you will be
advised at the Hotel of your training time
Rugby Balls
Practice rugby balls are not provided by the organizers.
Laundry
Teams are responsible for their own laundry requirements. There is a laundry opposite the Hotel.
See Robbie Yule for directions.
Indemnity
The Tournament Indemnity Form is attached at Annex A. It is a given that all competing
teams comply with this Indemnity whether signed and forwarded to the Organisers or not.

Managers’ Briefing
A Managers Briefing will not be conducted prior to the Tournament as teams arrive in
Bangkok at varying times including Friday evening and it is not feasible to conduct a briefing
at the Stadium before the commencement of play. Consequently any team queries can be
directed to the Organisers in advance of your arrival.
Referees Briefing
International referees are confirmed to attend the tournament. A Panel Coordinator and
Tournament Judiciary Panel has been appointed in advance to facilitate the program. A
Referee’s briefing will be conducted at the Tournament hotel on Friday evening prior to the
Welcome Party.
Tournament Draw
The draw for both Men’s and Women’s competitions will be distributed via email about
two weeks before the Event and will be printed in the Tournament Program.
Team Sheets
Teams are requested to complete their Team Sheets before the first Women’s or Men’s match,
that is 11.30am Saturday respectively and handed to the Tournament Marshall on arrival
at the Stadium. Changes to the Player’s List can only be approved by the Tournament Marshall
on the day… see Rules and Laws.

Tournament Rules and Laws are attached at Annex B and are listed
on the Web site.
Timings
There is no excuse for lateness, sufficient shuttle busses are provided to get all players to the
Stadium on time however should the worst happen, taxis are available.
Thai Protocol
After each match teams are asked to line up on the Touch Line either side of the centre-line,
facing the Stands and salute the crowd with a simple ‘wai’ which is a clasping of the hands in
front of the chest/face with a small bow – a wave of the hands will also suffice.
Presentations
Trophy presentations will be conducted on the ground after each final.

THE STADIUM
Sponsors’ Reserved Seating
Tournament Sponsors will be seated in the upstairs area of the central section of the Stand.
Staffing at the Stadium
Any queries concerning water & ice supplies, stadium cleaning and rubbish removal, ball
boys, etc should be referred to the Staff in the Marshall’s area.
Players Area
Teams will be located in the tents around the main stadium.

Food & Beverage
Lunch will be provided to all teams on a ticket basis, Each team will be provided
with 15 tickets per day. All other food is available at the many vendors located
throughout the grounds.
Water & Ice
Bottled water and ice is available free to team members at the Stadium. Teams are requested
to keep the Touch Line clear of empty water bottles as much as possible.
Ice Baths
Ice Baths will be provided and placed below the main stand. Do not tip them out between
use. Our staff will be topping them up during the day.
Team “Water Boys” are required to wear the yellow slip-on shirt provided at the dug-out – leave
them behind after use.
Stripping & Streaking
A reminder that His Majesty the King is the Patron of Rugby in Thailand. Stripping or streaking
at the Stadium however amusing, is regarded as an affront to the King and strong offence is
taken.
Welcome Party/Registration
We will be having a welcome poolside party at the Bangkok Lotus Sukhumvit at 1900 hours on the
7th of November. We will provide you with a finger food meal and soft drinks & juice.
We are catering for the teams only, if you wish to bring more guests please advise the
management team so that we can organize more tickets, the cost of these extra tickets are
800baht each.

DISCLAIMER AND INDEMNITY BY A CLUB
We, …………………………………………………………. (Hereafter referred to as “The Participating
Club”), in consideration of Sports Management Asia Co Limited agreeing at our request to
allow us to participate in The Bangkok International Rugby Sevens Tournament on 8/9
November 2014 to be conducted at the Bangkok Patana School, Bangkok, (hereafter referred
to as “the Tournament”), hereby confirm and agree that individuals taking part in the
Tournament do so at their own risk and that we will not make, and none of our
Club/Team players will make, any claims against Sports Management Asia Co Limited or any
of its officials, employees or agents for any expenses or compensation for, or for any
damages or losses whatsoever, whether directly or indirectly caused by or arising out of or in
connection with, any injury sustained or death occurring as a result of participation in the
Tournament.
We hereby confirm that all The Participating Club players have been so duly informed and
are all fully aware of, and have agreed to, the above, and in consideration of the
above, we hereby irrevocably undertake to indemnify and keep indemnified, Sports
Management Asia Co Limited and its officials, employees and agents against all claims,
actions, proceedings, liabilities, damages, costs and expenses whatsoever made against or
suffered or incurred by any of them caused by or arising out of or in connection with any
such claims by any of The Participating Club players, including without limitation all legal
costs in relation thereto.
This disclaimer and indemnity shall be governed by and construed in accordance with
the laws of Thailand. We hereby irrevocably submit to the non-exclusive jurisdiction of the
courts of Thailand.

Rules of the Tournament
TOURNAMENT FORMAT
1. There will be 8 International Men’s Cup teams in 2 Pools of 4 teams each.
2. There will be 12 Social Men’s Club Teams in 3 pools of 4 teams each
3. There will be 12 Women’s teams in 3 pools of 4 teams each.
4. All decisions regarding the seeding of teams shall be the sole responsibility of the Tournament
Organisers.
5. Play will begin with teams playing each of the other teams within their Pool.
6. In each Pool game, 3 points will be awarded for a win, one point for a draw. No extra
time to determine a winner will be played.
Knock-out Standings
7. On completion of Pool games:
8 team draw
a)CUP Competition.
1) The 2 best in each Pool will automatically advance to the Cup
competition quarter-finals
2) after the quarter-finals, the winners will advance to the semi-finals
(and final) of the Cup, and
3) the losers of the semi final will drop down to the Plate Competition semifinals.
b) BOWL Competition. The remaining 4 (twelve) teams will advance to the Bowl
Competition, and play off in the semi -finals of the Bowl.
8. The finishing order of teams will be based on:
a) highest number of points scored in their Pool matches, or if tied;
b) the highest margin of points scored for and against in their Pool games, or if still tied;
c) the highest margin of tries scored for and against in their Pool games, or if still tied;
d) the best-placed side(s) will be decided by the toss of a coin.
12 team draw
a)CUP Competition.
1) The 2 best in each Pool will automatically advance to the Cup
competition quarter-finals. The 2 next highest scoring teams will advance
into the Cup Quarter finals
2) after the quarter-finals, the winners will advance to the semi-finals
(and final) of the Cup, and
3) the losers of the semi final will drop down to the Plate Competition semifinals.
e) BOWL Competition. The remaining 4 (twelve) teams will advance to the Bowl
Competition, and play off in the semi -finals of the Bowl.

Duration of Matches
10.
The duration of all Pool, Quarter and Semi-final games will be 7 minutes each way,
with a one-minute interval at half time.
11.
The duration of the finals for the Plate and Bowl Championships will be 7 minutes
each way, with a one-minute interval at half time. Time will be added for injury and other lost
time stoppages at the discretion of the Referee.
12.
The duration of the finals for the Cup Championships will be 10 minutes
each way, with a two-minute interval at half time. Time will be added for injury and other lost
time stoppages at the discretion of the Referee.
13.
When there is a tie at full time in any of the Cup, Plate or Bowl Championship games,
except in the Finals, the scorer of the first try will be the winner. If there are no tries
scored, then the scorer of the first points will be the winner. In the event of a nil-nil
draw, the winner will be determined by the toss of a coin.
14.
In a Final of the Men’s Cup, Plate or Bowl, and in the Cup semi-finals only, extra
time in periods of five minutes with a one-minute break between will be played. The team
scoring first in extra time will be declared the winner.
15. Players may take liquids during play provided by a team official other than the coach but only
from the touch line. There is to be no time out for this purpose and the game is not to be
interrupted in any way.
Composition of Teams
16. Each side shall be comprised of up to 7 players on the playing area at any time
selected from the Registered Team List of 12 team members.
17. The Registered Team List, complete with team member’s name, jersey number and
signature, must be handed to the Tournament Marshall Not Less Than 30 minutes before
the team’s first match. This list cannot be changed without the approval of the Tournament
Director and will remain with him until the end of the Tournament.
18. A team which can only field 7 or less players will not be permitted to enter the
Tournament however, before a team’s first match, if a team borrows players to
complete their player’s list, then those ‘borrowed’ players must remain playing with
that team only and must be registered as in Rule 11. above.
19. All team playing jerseys must be clearly numbered using contrasting colours whether
on the back or the sleeve and players must play in the same number throughout the
Tournament.
20. During the ‘knock-out phase’ of the Tournament and subject to the Tournament
Marshall’s approval, a team may borrow a maximum of 2 players to replace injured
members, but only from teams which have already been eliminated from the
Tournament and who have played in the same or a lower level knock-out competition as
themselves (ie. Cup, Plate or Bowl). A player in this circumstance must continue playing
for his ‘new’ team for the remainder of the Tournament.
21. An exception to the above occurs where a team registers less than the number of
players permitted to play (ie 12) in the Tournament, then replacements during the ‘knockout phase’ will only be permitted to replace injured players from the original, registered,
players list.

Team Changes
22. The Tournament Director will endorse all changes to a team’s original player’s list and
any unauthorised changes may result in a team’s disqualification.
Sending Off & Sin Bin
23. A player sent off by a Referee under Law 10 will not play again in the Tournament. The
Referee will send a written report to the Constituent Body of the Rugby Union to which the
player’s team belongs.
24. The sin-bin will be used throughout the Tournament. A player sin-binned, shall remain
at the half-way line under Referee control for 2 minutes. The sin-bin will not replace a
situation where a player is sent off under Law 10.
25. Any team found in breach of these Rules & Laws may be disqualified from further
participation in the Tournament.
Organiser's Discretion
26. The Laws of the Tournament, including their interpretation and any additional
Laws, Rules and Regulations are at the sole discretion of the Tournament
Organisers, whose decision shall be final.

IRB Rules
Law 3 : Number of Players - The Team
3.1 Maximum number of players on the playing area
Maximum: each team must have no more than seven players on the playing area.
3.4 Players nominated as substitutes – Law amendment June 2012
A team may nominate up to five replacements/substitutes.
A team may substitute or replace up to five players
3.12 Substituted players rejoining the match
If a player is substituted, that player must not return and play in that match even to replace an
injured player.
Exception: A substituted player may replace a player with a bleeding or open wound.
Law 5 : Time
5.1 Duration of a match
A match lasts no longer than fourteen minutes plus lost time and extra time. A match is divided
into two halves of not more than seven minutes playing time.
Exception: A competition final match may last no longer than twenty minutes plus lost time and
extra time. The match is divided into two halves of not more than ten minutes playing time.
5.2 Half-time
After half-time the teams change ends. There is an interval of not more than two minutes.
5.6 Playing extra time
When there is a drawn match and extra time is required, after a break of one minute the extra
time is played in periods of five minutes. After each period, the teams change ends without an
interval.

6.A REFEREE
6.A.13 Extra time - toss
Before extra time starts, the referee organizes a toss. One of the captains tosses a coin and the
other captain calls to see who wins the toss. The winner of the toss decides whether to kick off or
choose an end. If the winner of the toss decides to choose an end, the opponents must kick off
and vice versa.
6.B TOUCH JUDGES AND ASSISTANT REFEREES
6.B.8 In-goal judges
(a)
There are two in-goal judges for matches in the elimination matches on the second day.
(b)
The referee has the same control over both in-goal judges as the referee has over touch judges.
(c)
There is only one in-goal judge in each in-goal area.
(d)
Signalling result of kick at goal. When a conversion kick or a penalty kick at goal is being taken, an
in-goal judge must help the referee by signalling the result of the kick. If the ball goes over the
crossbar and between the posts, the in-goal judge raises the flag to indicate a goal.
(e)
Signalling touch. When the ball or the ball carrier has gone into touch-in-goal, the in-goal judge
must hold up the flag.
(f)
Signalling tries. The in-goal judge will assist the referee in decisions on touch downs and tries if
there is any doubt in the referee’s mind.

(g)
Signalling foul play. A match organiser may give authority for the in-goal judge to signal foul play
in the in-goal.
Law 9 : Method of Scoring
9.B CONVERSION KICK
9.B.1 Taking a conversion kick
(c)
The kick must be a drop kick.
(e)
The kicker must take the kick within forty seconds of a try having been scored. The kick is
disallowed if the kicker does not take the kick in the time allowed.
9.B.3 The opposing team
(a)
All players of the opposing team must immediately assemble close to their own 10-metre line.
9.B.4 Extra time - the winner
In extra time, the team that scores points first is immediately declared the winner, without any
further play.
Law 10 : Foul Play
10.5 Sanctions
Note: Temporary Suspension: When a player has been temporarily suspended, the player’s period
of suspension will be two minutes.
Law 13 : Kick-off and Restart Kicks
13.2 Who takes the kick-off and restart kick
Afer a score, the team that has scored kicks off with a drop kick which must be taken at, or

behind, the centre of the half way line.
13.3 Position of the kicker’s team at a kick-off
All the kicker’s team must be behind the ball when it is kicked. If they are not, a free kick is
awarded to the non-offending team at the centre of the half way line.
13.7 Kick-off of under 10 metres and not played by an opponent
If the ball does not reach the opponents’ 10-metre line, a free kick is awarded to the nonoffending team at the centre of the half way line.
13.8 Ball goes directly into touch
The ball must land in the field of play. If it is kicked directly into touch, a free kick is awarded to
the non-offending team at the centre of the half way line.
13.9 Ball goes into the in-goal
If the opposing team grounds the ball, or if they make it dead, or if the ball becomes dead by
going into touch-in-goal, or on or over the dead ball line, a free kick is awarded to the nonoffending team at the centre of the half way line.

Law 20 : Scrum
DEFINITIONS
A scrum is formed in the field of play when three players from each team, bound together in one
row, close up with their opponents so that the heads of the players are interlocked. This creates a
tunnel into which a scrum half throws the ball so that the players can compete for possession by
hooking the ball with either of their feet.
The tunnel is the space between the two rows of players.
The middle line is an imaginary line on the ground in the tunnel beneath the line where the
shoulders of the two rows of players meet.
The middle player is the hooker.
20.1 Forming a scrum
Number of players: three. A scrum must have three players from each team. All three players
must stay bound to the scrum until it ends.
20.8 Front-row players
Kicking out. A front-row player must not intentionally kick the ball out of the tunnel or out of the
scrum in the direction of the opponent’s goal line.
Law 21 : Penalty and Free Kicks
21.3 How the penalty and free kicks are taken
Any player may take a penalty or free kick awarded for an infringement with any kind of kick:

No delay. If a kicker indicates to the referee the intention to kick at goal, the kick must be taken
within thirty seconds of the penalty having been awarded. If the 30 seconds is exceeded the kick is
disallowed, a scrum is ordered at the place of the mark and the opponents throw in the ball.
