We offer a training course designed for the newly appointed police officer in accordance with the
Police Training Act (52:17B-66 et seq.) and approved by the Police Training Commission,
Department of Law and Public Safety and The State of New Jersey. Contents include the
subjects of Professional Development, Criminal Justice System, Police Community Relations,
Criminal Law, Legal requirements of Arrest – Search and Seizure, Evidence and Use of Force,
Communications, Vehicle Operations, Emergency Medical Care, Unarmed Defense, Patrol
Concepts, Traffic Control, Criminal Investigations and Physical Conditioning.
Prerequisite: Pursuant to P.T.C. Rule N.J.A.C. 13:1-8.1, a background investigation, a medical
evaluation with clearance and the requisite agency training prior to graduation for
all trainees enrolled.




Occupational Medical Center doctor’s medical certification, including a Bruce Protocol
Stress Test, is required of all applicants. Contact Occupational Medical Center in
Hackensack at (201) 336-8686 for a medical examination/stress test appointment. Last
day of appointments is January14th.
A pre-assessment physical fitness test will be given on Tuesday, January 7th at
9AM.
Periodic drug screening of all recruit officers is conducted during the program.
Confirmation of substance abuse will result in immediate dismissal.
Valid New Jersey Driver’s License is required.

#109 BASIC COUNTY CORRECTIONS OFFICER TRAINING COURSE

New Jersey Training Commission Mandatory Basic County Corrections Officer Training. F.B.I.
clearance forms are required. Each trainee is required to undergo a complete medical
examination and Bruce Protocol 100% Maximal HR Stress test at the Center for Occupational
Medicine in Hackensack. THIS IS THE ONLY ACCEPTABLE MEDICAL/STRESS TEST
SCREENING FOR THE ACADEMY. For scheduling, call the Center at (201) 336-8686. We
strongly suggest that you schedule the exam as early as possible (the fee for this exam is
$539.00). Results of the medical examination and stress test must be submitted at least 30
days prior to orientation. Periodic drug screening of all recruit officers is conducted during the
program. Confirmation of drugs in a recruit’s urine will result in immediate dismissal. Recruits
must bring 500 rounds of service ammunition and 20 rounds of buckshot. Early enrollment in
this course is strongly recommended to reserve a place for your officer(s). For further


CCI Blazer (aluminum case) ammunition is not acceptable. Out-of-County students
must bring at least 800 rounds of factory wad cutter (.38) or ball ammunition (9mm).

All classes will be held on Tuesdays and Thursdays in the evening from 7:00 P.M. to 11:00 P.M.
at the Academy. This course is designed for Special Law Enforcement Officers (SLEO), 1B.
This course will only be held with a minimum of 20 students. Enrollment can only be accepted if
the following conditions have been met:
*Local ordinance establishing the position of Special Officer.
*Appointment of the individual by local resolution.
*Residence within the state during term.
*Possession of High School diploma or equivalent.
*Good knowledge of English, both spoken and written.
*Completion of background investigation and filing of fingerprints with F.B.I. and N.J.S.P.
*Medical release and psychological evaluation, as required by N.J. SLEO Act.
The above requirements were established by ACT concerning appointments of SLEO 40A: 14118, and effective as of October 1, 1986. Upon completion of course, graduates are certified
SLEO Class 1B and are authorized to perform traffic and spectator control or similar duties, and
are authorized to issue summonses for disorderly persons offenses, local ordinances, and Title
39 violations.
All students must bring to class:

Copy of the Local Ordinance showing appointment of the individual to the position of
Special Officer. The appointment date must be prior to the start of the class. The
appointment may be for a period of 4 months or 1 year (40A:14-146.14(a)).
A copy of the resolution must be brought to the first night of class.




Title 2C New Jersey Criminal Code Book (years 2010- 2011-2012 are acceptable)
Title 39 New Jersey Motor Vehicle Traffic Law Book (2010 -11 or 12 are acceptable)

This course is the state mandated 32-Hour Emergency Medical Dispatch Program. The course
is designed to provide police officers and dispatchers with the necessary information to function
as an EMD.
One day is being added for those individuals who do not have their
CPR certification, which is a pre-requisite for passing this course.
Those who have a valid CPR card do not have to attend day 5 of the
course. THERE IS A $5.00 FEE FOR THE CPR CARD WHICH MUST
BE PAID THE DAY OF THE CLASS. THIS FEE IS FOR THE
AMERICAN HEART ASSOCIATION BLS FOR THE HEALTHCARE
PROVIDER.
Requirements: Successful completion of a 40-Hour Basic Telecommunicator Course. All
students are required to bring with them on the first day of class: a copy
of their 40-hour Basic Telecommunicator Certificate and a valid CPR
Card issued by the American Heart Association or American Red Cross.
Out-of-County and civilian students must bring a check/voucher on the first day of the course for

#318 BICYCLE PATROL

This in-depth, 40-hour course will provide training to officers involved or who would like to
become involved in a Bicycle Patrol Unit. Students will learn riding skills and defensive
techniques, and will become familiar with basic bicycle maintenance. The course provides
emphasis on public relations, crime prevention, intelligence gathering, and selective
enforcement.
REQUIRED EQUIPMENT: Appropriate mountain bicycle, approved (ANSI and/or SNELL)
bicycle helmet, shatter-resistant eye protection, bicycle gloves, water bottle.

There is a $25.00 certification and manual fee for all students. A

Improvised explosives and improvised explosive devices have been used by criminals and
terrorists for many years. With advances in science and technology and the use of the internet
to share information, the threat posed by the use of explosives and improvised explosive
devices is increasing, especially for first responders. This is an awareness level training course
aimed at enhancing officer safety. There will be a classroom presentation in the morning. The
afternoon will include a practical exercise and a live-fire demonstration at the firing range
(weather permitting). Eye and ear protection is required.

Mental Health Awareness Training Day
262 HELP / NJ Mental Health Screening Laws Review
262 HELP of Bergen Regional Medical Center will provide an understanding and
guidance of the NJ Mental Health Screening Laws (N.J.S.A. 30:4-27). These screeners
will assist law enforcement in gaining screening to those who need it.

Suicide Prevention Training
“It takes courage to help others…. It takes more courage to ask for help”
Law enforcement officers are at high risk of suicide. In fact, every officer has or will
probably be touched by the suicide of someone he or she knows who works in the same
department or a sister department. This workshop provides an overview of suicide
myths and facts, various aspects of biological, historical and psychological
vulnerabilities. Topics also discussed are critical incident stress, warning signs,
behavioral and situational cues, and prevention / intervention techniques.
Since 2000, Cop2Cop has answered more than 29,000 calls and averted more than 187
potential suicides. In addition, Cop2Cop, which has evolved from a 24/7 helpline to
include a variety of support and training programs, has trained more than 12,000 New
Jersey law enforcement officers in suicide prevention and gained recognition within New
Jersey and beyond as a “best practice” to help struggling officers in law enforcement.

A comprehensive 2-day training course covering various aspects of the Criminal Justice
Information System involved in Federal, State and Bergen County law enforcement. This
“hands-on” course is geared to police officers, supervisors and dispatchers that require a
familiarity with the function of the criminal justice information systems. Training areas include
NCIC 2000 System, as well as National Crime Information Computer (NCIC) files, New Jersey
DMV files, NJ Automated Traffic and Complaint Systems, (A.T.S. / A.C.S.), National Law
Enforcement Teletype Systems (NLETS), NJ Law Enforcement Teletype System (NJLETS), NJ
Wanted Persons System (NJWPS), NJ Criminal Case History (CCH) and the Interstate
Identification Index (I.I.I.). Course includes basic applications of how and when to enter, modify,
clear, cancel, and locate records applicable to each system as well as the laws and regulations
for the use and dissemination of the information obtained.
REQUIREMENT: Each student must have working individual logons/passwords for the
above systems assigned by their department TAC officer prior to attendance in the class.

Today’s officers are driving in more highly congested areas, where they experience more
challenges than ever before, thus increasing the likelihood of involvement in an on-duty crash.
The Cumulative Skills Driving Course, a hybrid of the Police Training Commission’s mandated
recruit training, has been designed to provide both the veteran and new police officer with
practical, behind-the-wheel driver training.
Officers who attend this training will:




Learn, through practical driving exercises, some personal, physical, mental and
vehicular limitations regarding the operation of fleet police vehicles.
Drive a cumulative skills course designed to gauge their understanding of the
driving task.
Understand the operational aspects of occupational restraint systems and
advanced braking systems.
Acquire new driving strategies which will help the officer survive an impending
crash through conscious maneuvering of his or her vehicle.
This course is taught by a retired Bergen County municipal police officer, who is a certified
Senior Vehicle Operations Instructor for the Police Training Commission, and has over 20 years
of experience instructing police officers.
ALL STUDENTS MUST BRING A DEPARTMENT POLICE VEHICLE AND NO MORE THAN
TWO STUDENTS PER VEHICLE.

of the Incident Command System (ICS).

or General Staff, Area Command, or multi-agency coordination entity/Emergency Operations

#345 MANDATORY IN-SERVICE TRAINING COMPLIANCE
This eight (8) hour block of training will assist the officer / agency with compliance in the annual
in-service training requirements as directed by the New Jersey Attorney General.
Domestic Violence – N.J.S.A 2C:25-20 requires annual in-service training for at least 4 hours.
Hazardous Materials Refresher Training – Under 29 C.F.R. 1910.120(q)(6) those officers who
participate or are expected to participate in an emergency response to a hazardous materials
situation must receive annual in-service training.
Bloodborne Pathogens Training - Under 29 C.F.R. 1910.1030 OSHA Bloodborne Pathogens
Standard and review of three most common bloodborne pathogens placing law enforcement at
risk: Hepatitis B, Hepatitis C and HIV.

This five-day course will prepare the student for instructor certification by the New Jersey Police
Training Commission. Successful completion of a Methods of Instruction Course is ONE of the
requirements necessary to provide instruction in a Basic Police Class, Basic Corrections, and
Special Law Enforcement Officer Class. Attendees and their agencies should be desirous of
becoming a certified Academy instructor, and willing to participate in two basic classes per year.
This is an ambitious course requiring research, preparation of lesson plans for a 15 minute
presentation, as well as impromptu presentations. Computer skills are extremely helpful for this
class. Access to a computer is a must.
This class is designed to assist officers in preparing successful presentations for many different
settings, including the classroom, as well as department in-service training and public
presentations. This class will assist officers with some or no knowledge in preparing a lesson
plan, developing a PowerPoint presentation and deciding on teaching strategies.
Each student MUST bring the following on the first day of class:
* USB Flash drive, memory stick, 128MB minimum
* Updated Resume
* Three law-enforcement or criminal justice topics that the student may wish to present
during the course.
Upon completion of MOI and after the class has been approved by the PTC, the student MUST
fill out a “BLUE CARD”. This card, along with a copy of MOI course completion certificate and
agency approval, is sent to the Police Training Commission for certification. As an instructor
you must maintain your certification by teaching in one of the basic classes (police, corrections,
SLEO) at least once every three years. The Academy prefers you teach more often so you can
keep up on your presentations and skills. Please see Lt. Devine for the blue cards.

Please be advised that ASP will be conducting an Expandable Baton Instructor Course in your
area. This 3-day, 24-hour course provides individuals with the skills necessary to train and
certify officers in the field use of the ASP Expandable Baton and Handcuffs.
An individual should be currently certified as a Baton Instructor, Defensive Tactics Instructor or
have attended an ABC (ASP Basic Certification) course prior to attending this course.
The ASP Instructor Course (AIC) is scheduled for September 29 thru October 1, 2014 from
0800 – 1700 each day. The course will be held at the Bergen County Law and Public Safety
Institute, Mahwah New Jersey.
Please review the attached TRAINING BRIEFING BULLETIN and complete the attached
PARTICIPANT APPLICATION.

ASP Instructor Certification Seminars are conducted without charge to the participants, agencies or
distributors. You will need to provide your own duty equipment (16, 21 or 26 ASP Tactical Baton, ASP
SideBreak Scabbard, ASP Tactical Handcuff Case). Feel free to call Armament Systems for a listing of
ASP Distributors in your area who stock ASP products. In addition to an ASP Baton and Scabbard, you

This course is a three (3) day seminar designed for sergeants and lieutenants assigned
as patrol supervisors. This course focuses on the operational aspects of first line
supervision with special emphasis on those likely supervisory challenges one may
expect to encounter. It fuses the actual practice of law enforcement with its theoretical
foundation by integrating relevant New Jersey case law, court rules, statutory law and
Attorney General guidelines. Included are reviews of supervisory responsibilities,
involuntary commitment, civil liability, summons/warrant criteria, bounty hunters,
eviction, ATRA and more. This course is recommended for recently promoted first line
supervisors and for veteran supervisors in search of substantive procedural review.

Crisis Negotiations:
This five day course is designed to
familiarize police officers with the current doctrine and theory of
successful negotiation with individuals who are suicidal or in
crisis, as well as criminal, mentally deranged and fanatic hostage
takers. Instruction stresses the goal of approach in dealing with
the hostage taker. Through the use of practical problems, all
officers are exposed to negotiation situations during the course.
Attendees should be patrol officers or detectives who will act as
negotiators during actual crisis situations. Selection should be
based on the department’s ability to identify personnel who are
enthusiastic and highly motivated to become crisis negotiators.

Physical Agility Entrance Requirements for
NJ Police Academies
The Police Academy Directors Association of New Jersey (PADA) and law enforcement
executives, with the support of the New Jersey Police Training Commission (PTC), have spurred
a new rule for recruits entering the academy. After years of surveys, studies and revisions, the
PTC is in the process of finalizing the details for pre-entry physical agility test for all prospective
candidates for basic recruit training classes in every police academy within the state. The testing
was part of a contract with IO Solutions of Illinois.
13:1-8.1 – Certification Required Prior to Acceptance of Trainees into a Basic Course
The recruits involved are those being considered for the following classes: Basic Course for
Police Officer (including Alternate Route); Basic Course for Special Law Enforcement Officer
Class II; Basic Course for State Corrections Officers; Basic Course for County Corrections
Officers; Basic Course for Investigators; and Basic Course for Parole Officers.
Physical Conditioning Entrance Tests
All tests are scored on a pass \ fail format and a trainee must successfully complete all five (5)
components of the prescribed pre-admission physical fitness test. Any failure will result in the
candidate’s ineligibility into the class. The test is not gender specific.
The events and minimum scores to pass are:
 1.5 mile run in 15:55 or less
 300 meter run in 70.1 seconds or less
 Vertical jump of 15 inches or more
 24 push-ups in 1 minute or less
 28 sit-ups in 1 minute or less
Psychological Testing Mandated
Agencies that currently do not send their candidates for psychological testing should be aware
that an additional provision of the proposed rule state that the pre-admission psychological and
minimum physical fitness requirements cannot be waived, and specify the psychological testing
to include a psychological examination by a licensed psychologist to determine whether or not
the individual is psychologically fit to undergo basic training. The exam “shall include a written
personality examination such as NEO-PI-R, the Inwald Personality Inventory, or such other
functionally equivalent examination.”
**The Police Training Commission will be implementing these standards
starting January 1, 2015.**

NJ LEARN
ONLINE TRAINING
NJ Learn is a complete Learning Management System, managed by the Office of Homeland
Security and Preparedness, at no cost to State, County, and Local First Responder Agencies. It is
available to sworn Law Enforcement officers, certified Emergency Medical Technicians, and
Level one certified Firefighters. Its capabilities include web accessible Standardized Training of
Online courses, Course Catalog Registration process, a Digital Resource Repository,
Communications capability, and a Reporting Management System.
Permission based, users can request and take courses, tests, and surveys. The designation of
supervisor in NJ Learn is generally given to agency training officers; specifically those who will
manage user accounts in NJ Learn for others from the same jurisdiction. Supervisors can
manage requests and approvals, course assignments, and training records of users assigned to
them. Users are assigned to, and managed by one NJ Learn supervisor at a time. A supervisor
cannot manage their own account.
***As of January 1, 2013 - ALL RECRUITS MUST COMPLETE THE
DEVELOPMENTAL DISABILITIES TRAINING AND PRINT OUT THE
COMPLETION CERTIFICATE, DURING AGENCY TRAINING WEEK,
INORDER TO GAIN THEIR PTC CERTIFICATION***
NJ Learn has recently upgraded their system as well as many classes to include:
